To ask the Secretary of State for the Home Department, if he will implement a public health approach to preventing (a) violence and (b) sexual violence for (i) boys and (ii) men.

Since 2019, the Government has invested over £160m in 20 Violence Reduction Unit’s (VRUs) in England and Wales. VRUs are expected to deliver a ‘whole system’, public health approach to tackling violence, bringing together key partners to identify the local drivers and root-causes of serious violence and implementing a multi-agency response to them. VRUs are supported to adhere to the six key pillars of the public health approach to reduce violence, as set out by Public Health England (now OHID).

The Youth Endowment Fund was established in 2019, which will invest £200m over 10 years to identify, and build an evidence base around, what works in diverting children and young people away from involvement in serious violence and making this information accessible to practitioners.

The Serious Violence Duty introduced through the Police, Crime, Sentencing and Courts Act 2022 (PCSC 2022), requires a range of specified authorities, such as, the police, local government, youth offending teams, health, and probation services, to work together to prevent and reduce serious violence within their local communities, enabled by new powers to share data and information. Specified authorities are encouraged to take a public health approach in executing their responsibilities under the Act. The PCSC Act does not define serious violence for the purposes of the Duty but makes clear that local areas may also consider domestic abuse and sexual offences as part of their strategies, particularly where preventative activity is directed at risk factors which are shared between these crimes and public space youth violence.

The Tackling Violence Against Women and Girls Strategy (published July 2021) and Tackling Domestic Abuse Plan (published March 2022) contain over 100 cross government commitments and take a whole system approach to tackling these crimes. Commitments in these strategies cover all victims, including men and boys.

In 2021, we published the Rape Review Action Plan and set out a series of commitments to deliver cross-system improvements in the criminal justice response to rape. The National Operating Model, developed through Operation Soteria, provides policing with new training and tools to build strong cases and understand patterns of sexual offending, and seeks to support officers to building stronger cases, understand sexual offending behaviour and ultimately identify and disrupt offenders at the earliest opportunity.

We publish statistics on the number of total assaults, broken down by type of weapon, as part of our Safety in Custody statistics.

Our statisticians regularly review the content of publications and welcome feedback. Development of new and improved statistical outputs is usually dependent on reallocating existing resources. As part of our continual review and prioritisation, we will consider publishing assaults with weapons by victim type.

Tackling knife crime and violent assaults is a priority and the Government is determined to crack down on the scourge of violence devastating our communities.

As a result of the Government’s Police Uplift Programme (PUP) the West Midlands Force recruited 1,376 additional uplift officers against a total three-year allocation of 1,218 officers. On 31 March 2023, there were 8,067 police officers in West Midlands, a total growth of 1,376 additional officers against the baseline (6,691) at the start of the Police Uplift Programme.

The Government is proposing a total police funding settlement of up to £18.4 billion in 2024-25, an increase of up to £842.9 million when compared to 2023-24. Assuming full take up of precept flexibility, overall police funding available to PCCs will increase by up to £922.2 million (6.0% in cash terms). West Midlands funding will be up to £789.4 million for 2024/25, an increase of up to £50 million when compared to 2023/24.

West Midlands Police are delivering additional policing in their areas worst affected by serious violence via the Grip programme funding, including in Solihull City Centre. This is a combination of regular visible patrols in the streets and neighbourhoods (‘hotspot areas’) experiencing the highest volumes of serious violence to immediately suppress violence and provide community reassurance, and problem-oriented policing. Problem-oriented policing is bespoke to the local areas to tackle the local underlying drivers of crime, using a more comprehensive menu of policing interventions and enforcement. Interventions in the Force area have included targeted open space knife sweeps, knife crime education in schools, and conducting safeguarding referrals. Grip-funded analysts monitor operational police activity within the hotspots, as well as crime levels, to understand the effects of additional patrols on violent crime.

Violence Reduction Units (VRUs) bring together local partners to understand and tackle the drivers of serious violence in their area. They facilitate the sharing of data across organisational boundaries to build a shared understanding of the root causes of violence locally.

In the West Midlands its VRU delivers a range of preventative interventions, including Hospital and Custody Navigators (youth workers in settings steering young people away from violence at a ‘teachable moment’), cognitive behavioural therapy programmes and sports-based diversionary programmes.

Violence Reduction Units, in combination with Grip, have delivered a statistically significant reduction in hospital admissions for violent injuries since funding began in 2019 (an estimated 3,220 admissions have been prevented in areas where the programmes operate). VRUs have supported over 271,000 young people through funded initiatives in in their fourth year of operation alone.

We also recently consulted on new legislative proposals to tackle knife crime and as a result, in the Criminal Justice Bill, we have introduced provisions to provide more powers for police to seize knives held in private that could be used in crimes, increase the maximum penalty for the offences of selling prohibited weapons and selling knives to under 18s. When Parliamentary time allows, the Government intends to introduce a new ban on zombie-style machetes and knives.

The Government is clear that violent and abusive behaviour towards any worker, particularly those who provide a valuable service to the public, is never acceptable.

In 2022, we took the significant step to introduce a statutory aggravating factor for assault against those who are serving the public. Section 156 of the Police, Crime, Sentencing and Courts Act 2022 means the public facing nature of a victim’s role will be considered an aggravating factor when it comes to sentencing for assault offences, allowing the court to give a longer sentence within the statutory maximum for the offence.

Assaults against retail workers are not separately identifiable in police recorded crime data held centrally by the Home Office.

The Government shares concerns about the level of assaults against retailers. In October 2023, the National Police Chiefs’ Council (NPCC) published the Retail Crime Action Plan. Through this Plan, all forces across England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to aid efforts to identify prolific offenders or potentially dangerous individuals.

The longer-term impact of the Action Plan will continue to be monitored; however, retailers have reported early signs of improvement in the police response to retail crime and according to data collected by the NPCC from a dip sample of forces in December 2023, police attended 60% of crimes reported by retailers where violence had been used, with 16% of forces sampled reporting 100% attendance to this type of incident: Policing Retail Crime Action Plan shows early impact (npcc.police.uk).

The Government recognises the significant impact crime can have, not only on businesses but also the wider community and consumers. I have been clear I expect a zero-tolerance approach to retail crime and shoplifting and have recently taken significant steps to improve the police response.

In October 2023, the National Police Chiefs’ Council (NPCC) published the Retail Crime Action Plan. Through this Plan, all forces across England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Additionally, where CCTV or other digital images are secured, the police will run this through the Police National Database to aid efforts to identify prolific offenders or potentially dangerous individuals.

This builds on the NPCC commitment that police forces across England and Wales will follow up all crimes where there is actionable evidence and the chance of identifying an offender.

The Government recognises the significant impact shoplifting has on businesses, communities, and consumers. The Crime Survey for England and Wales shows neighbourhood crime is down 51% compared to findings from the year ending March 2010.

However, Police Recorded Crime figures show shoplifting offences increased by 32% in the 12 months to September 2023. Statistics also show the number of people charged with shoplifting offences has risen by 34% in the year ending September 2023, showing that police are taking action.

The Government is clear that violent and abusive behaviour towards any worker, particularly those who provide a valuable service to the public, is never acceptable. We have recently made significant steps to improve the police response to retail crime, including shoplifting and violence and abuse against retail workers.

In October 2023, the National Police Chiefs’ Council (NPCC) published the Retail Crime Action Plan. To ask the Secretary of State for the Home Department, whether his Department has made a recent assessment of the potential merits of bringing forward legislative proposals on a new standalone criminal offence to protect retail workers from violence and abuse.

The Government is clear that violent and abusive behaviour towards any public-facing worker is never acceptable. We take this issue very seriously and recognise the implications on businesses as well as the victims.

The Government took a significant step and legislated to introduce a statutory aggravating factor for assault against any public facing worker via section 156 of the Police Crime Sentencing and Courts Act 2022. This ensures the public facing nature of a victim’s role will be considered an aggravating factor when it comes to sentencing for assault offences.

We keep all legislation under review. Under section 176 of the Anti-social Behaviour, Crime and Policing Act 2014, the shoplifting of goods of a value of £200 or less is a summary offence unless the defendant, if an adult, elects to be tried in the Crown Court. Where a summary offence is committed, the case can be handled as a police-led prosecution. There is a misconception this is used as a threshold by police forces, so that if the value of goods stolen is under £200, police will not respond. No police force has such a policy and this summary offence for shoplifting does not prevent police taking action against shoplifters.

The Government has recently made significant steps to improve the police response to retail crime. In October, the National Police Chiefs’ Council (NPCC) published the Retail Crime Action Plan. Through this Plan, all police forces in England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to further aid efforts to identify prolific offenders or potentially dangerous individuals. This builds on the commitment made by the NPCC in August 2023 that all police forces across England and Wales will follow up all crimes where there is actionable evidence and the chance of identifying an offender, including shoplifting.

Police Community Support Officers (PCSOs) are a valued part of the police workforce, as a key liaison point to help resolve local issues and foster good community relations.

Decisions around recruitment and retention of PCSOs and the powers and duties they have are for Chief Constables and Police and Crime Commissioners.

I regularly co-chair, with the British Retail Consortium, the National Retail Crime Steering Group which brings together Government, trade organisations, representatives of the retail sector and enforcement partners to ensure the response to crimes affecting the retail sector is a partnership approach and as robust as it can be.

I have also recently been convening additional meetings with retailers and police, to discuss how we can tackle the issue of retail crime, including assaults.

As part of a roundtable with policing and retailers, on 23 October, the National Police Chiefs’ Council launched their Retail Crime Action Plan, which includes a police commitment to prioritise attending the scene of retail crime instances where violence has been used; where an offender has been detained; or where evidence needs to be promptly secured and can only be done in person by police personnel.
