The proposals in the Health and Care Bill will allow NHS England to delegate some of their responsibilities for commissioning services to integrated care boards (ICBs). This will give ICBs the flexibility to decide how to deliver their functions based on the needs of their local population. NHS England will continue to have oversight to ensure that these are being effectively discharged.
