Breach packs (detail of non-compliance with an electronically monitored requirement, e.g. a curfew) are sent from the Electronic Monitoring (EM) provider to the actioning organisation (e.g. Police, Probation, Home Office). Data on EM breach packs sent to responsible organisations over the past four years cannot be provided for the following reasons:

  • Recent data on breaches is being developed for future publication and therefore, cannot be disclosed.
  • Data between June 2024 and July 2025 is either not held or of poor quality, due to data quality issues which occurred during/post EM contract migration.
  • There is no way to robustly quality assure data on breaches pre-June 2024 due to this being from the historic Capita contract and so is for internal use only.
