Critical National Growth Infrastructure (CNGI) is a designation used in the draft Heathrow Expansion National Policy Statement (HENPS) that recognises Heathrow expansion as infrastructure of importance to national growth. The draft HENPS, which can be found here: https://assets.publishing.service.gov.uk/media/6a3923ed0bea238415c9a3a9/proposed-draft-revision-to-the-anps-to-be-known-as-the-henps.pdf, explains why the Government consider Heathrow expansion to be CNGI and sets out how this designation should be applied in the assessment of any application for development consent. We have consulted on this approach and are now considering the responses received.
