Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, pursuant to the Answer of 25 June 2026 to Question 10289 on Equality: Gender and Intersex and to the Written Answer of 14 July 2026 to Question HL1591 on Civil Service: Gender Recognition, whether the decision not to place the model Policy and Guidance: Supporting Trans and Non-binary Employees in the Library of the House was made on the basis of (a) a policy that internal HR guidance is not published externally or (b) section 36 of the Freedom of Information Act 2000.

New model Gender Reassignment guidance has been issued to Civil Service departments for them to use as a template for their own departmental guidance. Internal HR policies and guidance are not published externally.

The Cabinet Office also believes disclosure of the model Policy and Guidance: Supporting Trans and Non-binary Employees would also contravene Section 36(2)(b)(i), (ii), and (c) of the Freedom of Information Act 2000.
