We call on the UK Government to require that all penalty charges issued by privately operated toll roads with statutory enforcement powers are subject to independent adjudication by an approved tribunal.

Some privately operated toll roads in England have enforcement powers similar to local authorities, but motorists may not have access to a fully independent appeals process.

We believe motorists should have the same right to independent adjudication as for local authority penalties.

The Government should require these operators to join an approved tribunal scheme, such as the Traffic Penalty Tribunal, to ensure fairness and consistency.
