The Government should review CMS powers and how these are used to investigate and bring enforcement action for non-payment of child maintenance.
The review should consider how investigatory and enforcement powers can be enhanced, such as increased penalties, and requiring interest be paid on debts.
To reduce maintenance avoidance by abusing loopholes in the CMS and HMRC systems. Independent financial investigators could have powers to investigate finances more deeply, and ensure appropriate action is taken in cases of non-payment.
