In 1997 only half of the Welsh population turned out to vote and won by a very small majority in favour of forming the Welsh Assembly.
Things have changed considerably since this time. The Welsh government cost an incredible amount of tax money and do not achieve any considerable differences.
There are many confusing rules, laws and statements that are "England only" that causes confusion for the population.
