Make it legal for a child under 10 to cycle on a footpath.

At the moment the law is very grey when it comes to a child under 10 to cycle on a foot path. It is currently illegal but they can not be prosecuted. So what is right?! If the law was clear and a child under 10 was allowed to cycle on a foot path, we as parents wouldn’t have to worry.
