Make helmets legal requirement while riding a bicycle or scooter on public roads

My brother Riley died following a fatal collision in 2021. I believe my brother would still be with us today if he was wearing a helmet. Make it a legal requirement to wear a helmet when you are on a bicycle or scooter.
