It is a pleasure to serve under your chairmanship again, Mr Howarth. I congratulate my hon. Friend the Member for Leeds North East (Fabian Hamilton) on securing the debate. As we heard in his passionate and well-informed contributions, the Government have given young people a pretty rough ride, and not just in Yorkshire and Humberside. We hear a lot from Ministers about the importance of getting young people into work or full-time higher education, but, unfortunately, their actions seem to disprove their words.
The number of those who are not in education, employment or training has soared in recent years and is now more than 1 million. That is perhaps not surprising when we remember that the Government have trebled university tuition fees, scrapped the education maintenance allowance and taken an axe to the future jobs fund. However, there is another barrier: transport and, in particular, bus services.
As my hon. Friend the Member for Rotherham (Sarah Champion) said, transport is less prominent and less talked about, but it is equally important in the equation. Indeed, for many young people, the high cost of transport is the biggest challenge of all. The UK Youth Parliament, for example, voted to make “Make Public Transport Cheaper, Better and Accessible to All” its priority campaign for 2012. The Youth Select Committee, which is made up of young people, chose transport as its first topic for inquiry. Therefore, it is not only young people in Yorkshire and Humberside who see transport as vital, but young people throughout the country.
Some older people, such as myself, might be surprised by that, but it makes perfect sense. Young people need to be able to get to their place of work or college, and to get there in a cost-efficient and pleasant way. I agree with my hon. Friend the Member for Penistone and Stocksbridge (Angela Smith) about that. Without affordable bus services, young people are simply unable to take up opportunities in education, work or training in the first place.
I hope that you will forgive me, Mr Howarth, if I use an example from my constituency. A constituent came to me because she was worried about her sister, who had to make a journey of 11 miles to a sixth-form college. As a result of an increase in the bus fare, her sister had to choose between paying for a meal at lunch time or taking public transport to college—there are, of course, no free school meals in sixth-form colleges. That is not a decision any young person should be forced to make.
Young people throughout the country have seen the funding available to help with their travel costs taken away, and the bus services and routes that they so desperately need cut back. The Association of Colleges carried out a survey that found that 72% of students take a bus to college. The average journey is 9 miles, and young people cannot walk that distance there and back. The survey also found that 94% of colleges believe that the abolition of the EMA has affected students’ ability to travel to and from college. The cuts to bus services and the increases in fares are simply making matters worse.
The Campaign for Better Transport estimates that 70% of local authorities are looking to buses as an area in which to make cuts, with some councils planning to lose all their supported bus services. The situation has intensified as the 20% cut in the Government subsidy to bus operators—the bus service operators grant—takes effect on top of the 28% cut to local transport funding.
However, at the same time as thousands of people struggle with soaring bus fares, the big five bus companies —Arriva, FirstGroup, Stagecoach, National Express and Go-Ahead—are making record profits. They control more than 71% of the UK bus market and, between them, had operating profits in 2011-12 of more than half a billion pounds. That is perhaps not surprising when we consider that bus fares outside London have risen by more than twice the rate of inflation over the past year and by a third in just five years. At the same time, one in five supported services has been lost.
The bus companies need to work with the Government to deliver a concessionary fares scheme for young people aged 16 to 19 who are in education or training out of the not insubstantial profits that they are making in this heavily subsidised industry. That is the action we need to stop NEET rates spiralling out of control and to ensure that young people can continue in education and training post-16.
The cost of bus travel has increased by 24% since the industry was deregulated in 1987. The Government must accept that their reckless cuts to the UK’s public transport system are a false economy. Those cuts are clobbering young people and preventing them from getting on in life. As my hon. Friend the Member for Penistone and Stocksbridge said, we need only look at the problems that are caused when people are out of education, training or employment between the ages of 18 and 25, as well as the debt that leaves them in, which is often not recoverable, to see that the Government’s cuts are definitely a false economy. We are wasting lives and wasting potential.
The Government need to take action by introducing a concessionary fares scheme, and they need to do that immediately. They need to factor the views of young people into their plans, as we have heard is happening in Rotherham. I wish people in South Yorkshire all the best with their bus summit, which demonstrates how important this mode of transport is to them.
The Government need to talk to the UK Youth Parliament and the Youth Select Committee to hear at first hand what young people’s problems and solutions are. For many young people, as PTEG’s recent report “Moving on” said, the bus is public transport, yet young people have such a bad experience with buses that they turn their backs on the sector at the earliest opportunity. If we listen to them now, they might remain bus passengers by choice, not just by necessity. That would be the best outcome for us all.
I do not accept that. I repeat my earlier point: the hon. Lady’s Government had 13 years to reintroduce whatever it wanted, and did not do so, despite some cajoling from my colleagues and me at the time. However, the fact of the matter is that quality contracts remain on the statute book. The 2008 Act has not been changed in any shape or form. What we have done is to reintroduce further incentives for partnership working, which we think is right. After all, partnership working is the key to success. It is unlikely that we will see more people on buses in a local area if either the local authority or the transport operators are being difficult, so their working together is an essential prerequisite.
It is not true to say, as the hon. Lady claims, that there is a penalty for developing quality contracts. The quality contract regime has not changed at all. What we have is a reward for partnership working, which is an entirely different proposition. It is not true to say, as the hon. Member for Leeds North East has said, that BBAs and quality contracts are mutually exclusive; they are not, and I have just read out the relevant piece of the guidance that demonstrates that to be the case.
The hon. Member for Rotherham (Sarah Champion) talked about cuts in a way that made me feel that Armageddon had arrived. This is the fact of the matter: the overall bus mileage in England fell by just 1% between 2010-11 and 2011-12. I regret any fall in bus mileage, but 1% is not Armageddon. She might also want to know that, in 2011-12, there were 4.7 billion bus journeys in England, which is the highest figure since deregulation in 1986. Therefore, the suggestion that the bus industry is on its knees is perhaps not borne out by the statistics.
The hon. Member for Makerfield complained about the cut in bus service operators grant. I have to say again that, while I regret any cut in support for the bus industry, the fact of the matter is that we ensured that there was a soft landing by giving the bus industry around 18 months’ notice of the 20% cut. At the time—it is on the record—the industry said that it would be able to accommodate that because it had been given sufficient notice. That is in stark contrast to the lack of notice given by the Welsh Assembly Government, run by her party, which gave virtually no notice at all of changes to BSOG for operators in Wales.
The hon. Lady also complained about the profits of bus companies. As we are in a 1980s mood today in many shapes and forms, let me say that I detected a return to 1980s Labour-style theology, where profit is a dirty word and has to be removed from bus companies. That appeared to be the substance of what she was saying.
In no way did I imply that profit is a dirty word. I merely said that some of the profit should be invested for the good of the passenger, to keep them as passengers in the future.
The point the hon. Lady misses is this: it is in the interests of the bus companies themselves to invest for the future to generate more passenger traffic by having newer buses and a better service. That is indeed what they are doing. For example, the average age of the bus in this country is declining. We are seeing massive new investment in buses, not least of all through the Government’s green bus fund. The way to get more passengers is to provide the service that people want. Everybody in the bus industry understands that and they do it really quite well, as the figures on mileage and the number of bus journeys demonstrate very adequately.

I congratulate my right hon. Friend the Member for Tottenham (Mr Lammy) on securing the debate. I also congratulate Members who have spoken on their knowledgeable and passionate speeches about their constituencies and the links they need.
There is little doubt that the taskforce’s final report set out a strong case for Crossrail 2. Credit should be given to Andrew Adonis, a former Labour Transport Secretary, and London First. The report is well researched, and it good to see a growing consensus, particularly on the line of the route. That is a tribute to the knowledge and hard work of all those involved.
The case for a new rail line between Hertfordshire and parts of Surrey and Middlesex, via a new tunnel between Tottenham and Wimbledon, is based on the increasing congestion that will accompany the projected rise in population and employment in London over the coming decades. As the report says—my right hon. Friend touched on this—employment in London is expected to grow by 700,000 in the next 20 years, with the population overall rising by 1.5 million. Increased congestion is expected to be particularly severe on an alignment running south-east to north-west, and that will not be significantly alleviated by Crossrail 1 or Thameslink.
Crossrail 2 has the potential substantially to increase capacity, relieving congestion on some crowded sections of the underground, particularly on the Victoria, Northern and Piccadilly lines. That could take great pressure off some major termini interchange stations, such as Euston, King’s Cross, Waterloo and Victoria. Beneficiaries would include commuters coming from as far afield as Southampton and Portsmouth.
This is clearly a persuasive document—almost as persuasive as the passionate speech by my right hon. Friend the Member for Tottenham—but there are questions to be answered. Crossrail 2 is an expensive project. The report costs it at about £12 billion. How will it be paid for? What relationship does it have to HS2, which was recently given the go-ahead by the Government, at a cost of £34 billion?
There is growing consensus that the completion of the second phase of HS2 will have significant consequences for the London transport system. Again, the report makes that clear. Even without HS2, passenger arrivals at Euston in the morning peak period are set to rise by 30% by 2031, and HS2 would perhaps double the number of people arriving at that time. That would seem to make the Crossrail 2 interchange at Euston essential. If HS2 and Crossrail 2 are interdependent schemes, surely their planning and funding must be looked at together.
I repeat my question, however: where is the money to come from? It has been suggested that the funding stream from Crossrail 1 could be redirected to Crossrail 2, but has not that money already been allocated to HS2? Obviously HS2 and Crossrail 2 cannot be funded at the same time with the same moneys. Could businesses make a contribution? After all, they will undoubtedly gain, as well as commuters. At the time of Crossrail 1 the then Labour Government gave the Mayor the power to introduce a business rate supplement. Could that happen with Crossrail 2? Has the Minister had any discussions with the Mayor or with businesses about contributing to the cost?
Indeed, what discussions have been taking place at all? I should like to know how much preparatory work the Government have already undertaken on the project. In particular, what analysis have Ministers made of the impact on London’s transport system of HS2 without Crossrail 2? That is the crucial question.
Transport systems are naturally interlinked. One part affects the others. Crossrail 2 is about London, of course, but it connects to other parts of the country. Our transport policy needs to be nationwide. How does the Minister think Crossrail 2 fits in with the bigger transport picture? It is vital that essential transport projects in other parts of the country should not be adversely affected by the concentration of funding in one geographical area, despite that area’s undoubted importance.

Commons ChamberRunning a company well is a way of helping bus passengers. If a company does not look after its passengers, its services will suffer as a consequence, so I do not accept the hon. Gentleman’s premise. Brian Souter has contributed a great deal to the development of bus services in this country, and that fact should be widely recognised by all. The hon. Gentleman should also recognise that legislation is on the statute book, and that Brian Souter is subject to that legislation, as is everybody else in this country.
With bus fares rising at twice the rate of inflation, why have the Government rigged the rules for the better bus area funding against transport authorities that adopt a quality contract, so that they can set bus fares, as has happened in London? Instead of always caving in to the private bus companies, why does the Minister not stand up for passengers for once?
Again, I do not accept the premise of the question. The Department for Transport has been championing the needs of bus passengers very firmly since this Government took office. We have introduced a whole range of new funding streams, as well as better bus areas, money for the smart card roll-out and the fourth round of the green bus fund. We have also made huge investments in bus corridors in Manchester, Bristol and elsewhere. This is all designed to help passengers, so I am afraid that the hon. Lady’s premise is simply wrong. In regard to better bus areas and quality contracts, I advise her to study the guidance that I issued earlier this week.

I congratulate the hon. Member for Ceredigion (Mr Williams) on securing the debate, and I have listened with interest to the knowledgeable contributions by hon. Members from all across Wales.
This is an important debate, as has been said. Transport links and connectivity are not only a lifeline, but vital for business investment, thereby improving employment prospects and reducing poverty. Historically, Wales has suffered from under-investment, leading to congested road and rail links between England and Wales. It is suffering from very high tolls levied on the Severn bridge on passengers travelling into Wales only, and it continues to suffer from disputes over responsibility and fragmentation and more distant relationships between Welsh local authorities and Whitehall than with the Welsh Government.
Roads are still the main link between England and Wales, but there is heavy congestion. The M4, which is the main route, is still inadequate at key points, and it runs close to capacity, with traffic volumes expected to grow. For example, around Newport, as I am sure my hon. Friend the Member for Newport East (Jessica Morden) knows, there are concerns about capacity, safety and resilience at peak periods. That is not the only area by any means, and I welcome the Welsh Assembly consultation on measures to tackle the shortcomings, and I await with interest the outcome of its appraisal of possible solutions.
As was mentioned by the hon. Members for Montgomeryshire (Glyn Davies) and for Brecon and Radnorshire (Roger Williams), there are also other issues. I highlight one: the A494 is an important link, but improvements to the road have only been made on the English side, so the good road stops at Wales. Co-ordination is needed on those important issues.
I turn to the Severn bridge, which my hon. Friend the Member for Newport East mentioned so ably. It is a vital link, but the toll has been increased above inflation to £6.20, and it only applies to traffic entering Wales. Business groups have long said that that is a barrier to much-needed investment in businesses in Wales. What are the Government’s proposals to remedy the situation and what options are they considering when ownership of the bridge returns to the UK Government? I support my hon. Friend in wanting certainty over when that will be. I believed that that would happen in 2018.
As the hon. Lady is aware, it is the policy of the Welsh Government, who are controlled by the Labour party, to seek ownership of the Severn bridges. Will she give a commitment today to the people of Wales that, if Labour form the next Government after the general election in 2015, those bridges will be passed on to the people of Wales?
I was going to come to that point. Early discussions with the Welsh Government are essential, and there should be acceptance of the underlying principle that they should play a central role in determining future arrangements, and in accessing and utilising any future revenue streams for the people of Wales.
My right hon. Friend the Member for Delyn (Mr Hanson) and the hon. Member for Brecon and Radnorshire spoke about buses, which are a lifeline for many people, particularly pensioners, but the two national concessionary bus passes are not valid for pensioners who wish to cross the border from either side. They are left to rely on voluntary schemes provided by local authorities. There is also a lack of awareness about the convenience of bus routes into Wales from Bristol, despite the fact that they have a competitive price, due to exemption from tolls. Will the Minister say what is being done to address both those issues and how he will promote cross-border bus services?
I turn to rail, where there are significant challenges, as we have heard, around capacity and infrastructure. I am pleased that the Labour Administration in Wales is exploring not-for-profit models, including the co-operative mutual model, when the Wales and Border franchise, currently operated by Arriva Trains Wales, expires in 2018. I hope that that will prove a pathfinder for England. A major electrification project for the Great Western railway line to Swansea was introduced by the previous Labour Government, but put on hold by the coalition. Despite that delay on the Government line—perhaps it was caused by the weather, perhaps by leaves—that has now been reconfirmed, and the journey time from Paddington to Swansea could be reduced by 20 minutes. However, will the Minister say why the work is to start in London and not in Wales?
As we have heard many times, closer co-operation between train companies is vital if they are to be financially viable. What is the Minister doing to promote that? Inter-franchise connectivity is a key component, as has been mentioned, and it is certainly not helpful to have companies such as Wrexham and Shropshire, which ran the cross-border services between 2008 and 2011, withdraw, as they were not allowed to stop at Virgin-run stations. It is important that franchises co-operate with each other to ensure that journeys are made with the minimum disruption and that they do not have to go through convenient stations, simply because they are operated by another franchise holder.
The hon. Member for Ceredigion will be interested in the fact that the Welsh Government have committed to a long-awaited hourly service between Aberystwyth and Shrewsbury—I am sure that 2015 is too far away for him—but more emphasis needs to be put on improving services to north Wales, as we heard from my right hon. Friend the Member for Delyn, and electrification is a key component. Will the Minister update us on the progress of the business plan for that?
Does the hon. Lady accept that the 16 years that we have been waiting for this really is too long? We were promised in the previous Assembly Administration that the money was there, that the remedial engineering work had been done and that there was no impediment to getting that service. Here we are, years on, still waiting, only to be told by a Welsh Assembly Minister that we now have to wait another two and a half or three years to have that service. That wait really is unacceptable, is it not?
It certainly is an extremely long time, and the Administration have said that it will happen by 2015, so let us hope that they will advance it further and that they have listened to the pleas of hon. Members from all around.
On the HS2 connection at Crewe station and connectivity, the Government need to give proper consideration to ensuring that the benefits extend into Wales. I am pleased that the Minister intervened to give support and provide information about the electrification of the south Wales line, which needs to be progressed urgently.
I apologise for not being present for the earlier part of the debate; I was chairing another meeting. It is absolutely essential that we get fast trains stopping at Crewe. With the upgrade on the west coast main line, although many fast trains went to Manchester and Liverpool, they did not stop at Crewe, so people going to north Wales and west of that did not benefit. It is essential that we get that in HS2.
My hon. Friend makes the point well that Crewe is an essential stopping-off point for Wales. HS2 needs to stop there, and there should be connectivity, so that people are not waiting for a long time at Crewe to get to Wales. I hope that the Minister will explain more fully the impact on cross-border links and say exactly how much the project will benefit Wales. Equally, it is not only about people who travel, but about freight. The Wales Freight Group was disappointing, and I hope that the establishment of the new group will invigorate the discussion and look at providing sustainable solutions for freight. We have heard of the problems that hauliers have had, particularly with the Severn bridge.
In conclusion, I believe that there is a general agreement that cross-border links are vital, and I am sure that no one would disagree with Carl Sargeant, the Minister in the Welsh Assembly with responsibility for transport in Wales, that good transport is critical for economic growth, social inclusion and the reduction of poverty. It is clear that roads, rail and buses all have an important role to play. Addressing any barrier to integration between England and Wales is vital, as is linking with the communities in north Wales, south Wales, and mid-Wales that have high deprivation. We are committed, in England and Wales, to achieving that aim.

Commons ChamberI thank my hon. Friend for her question, and I agree with her point. We have given two tranches of £10 million to aid community transport across England. We have also funded wheels to work schemes under the local sustainable transport fund, and will continue to do so.
The Government’s own figures show bus fares rising by double the rate of inflation, and many passengers face even higher increases; the Arriva Midlands annual saver ticket has increased by 20% this year. When will the Minister accept that his Government’s decision to cut local transport funding by 28% and to cut direct support for bus services by a fifth has increased the financial pressure on households who are already struggling to make ends meet?
I welcome the hon. Lady to the Front Bench. She may not be aware that this is not a new phenomenon. In 2009, the retail prices index fell by 0.4% and bus fares increased by 8.6%—far more than they have risen this year. Steps are being taken to cut bus fares, and the hon. Lady may be interested to know that fares are being cut by First Bus in both Sheffield and Manchester.

Commons ChamberI am pleased to follow the hon. Member for South Thanet (Laura Sandys) talking about consumers being ripped off, because that is an area I want to explore. Thousands of hard-working people in my constituency and across the country looked to this Tory-led Government to provide some support to ease the pressure on their squeezed living standards and help them cope with ever-rising bills, but they looked in vain. They got an energy Bill that will do nothing for the consumer, no legislation to reduce water bills and nothing on soaring train fares. There is no help for those people who saw their mortgages rise by 0.5% last month, pushing them off the step of “just about coping” and into the pit of “not managing”. There was no help for the people in my constituency who lost their tax credits because they cannot get extra hours from their employers. Where are those people to go? Far too often they go to payday lenders. If we are talking about people who rip consumers off, let us talk about payday lending.
Debt Advice research has shown that one in four people who take out a payday loan needed the money to buy food or essentials for their household and 44% used them to pay off other debts, but that does not help the situation. Indeed, if there is too much month left at the end of the money one month and a payday loan is taken out, the pressure is exacerbated the next month, and so on until the individual either rolls over the loan, using it as a long-term credit facility—an extremely expensive one—or takes out more and more loans from different companies.
I have met a constituent who took out a £300 loan. Unfortunately, she lost her job within two weeks when the company she worked for closed down, and 18 months on she owes £2,700 to the payday loan company, Toothfairy, which still refuses to negotiate a payment plan with the citizens advice bureau. I hate to disillusion thousands of children, but in this case Toothfairy is really the wicked witch. Over a three-month period I have collected 29 cases locally from the local citizens advice bureau and the local credit unions; it is a short time to amass the evidence that I am presenting to the Office of Fair Trading.
At the Credit Today conference on alternative lending last week, research was submitted showing that the average borrower from a payday lender also has overdrafts and credit card debts and is often paying only the interest on those. A payday loan is not a way of managing a deficit budget, and I worry that the lack of credit and affordability checks by these companies is pushing individuals into a worse situation, because by providing expensive loans they are delaying those individuals facing the issue and seeking help with their debts, which they need to do earlier. Nobody wants to push people into the arms of loan sharks or into offshore lending, but there has to be a point when the realities of the situation are pointed out and people are encouraged to seek free debt advice. Loans cannot keep being provided to people who cannot afford to pay for them time after time, but companies do not stop.
There were many excellent suggestions in the Business, Innovation and Skills Committee’s report, which came out on 7 March, but did any protection for such consumers make it into the Queen’s Speech? Not one recommendation made it into the legislative programme; in fact, the Government have chosen to ignore the recommendation that, given all the research that is available in the USA and Canada, further research, with all the associated costs, is unnecessary.
The implementation of any measures has been delayed by commissioning the university of Bristol to carry out a study. In the meantime, people such as the constituent to whom I referred can continue to obtain 14 payday loans in one day because of the lack of a real-time database owned by the regulator. My unemployed young constituent, who took out a loan with repayments that were higher than his benefit payments, with no affordability or credit check, will continue to be unprotected.
What of the people who realise their problems and look for debt advice to help them? They are still at risk from the fee-charging debt management sector. In December 2011 I highlighted the fact that if someone types any combination of “debt”, “advice” or “citizen” into Google, they find that the first three companies shown are fee-charging. I typed them in again yesterday, and yes, the first three that came up were adverts for charging companies.
The first site titles itself:
“Government Debt Help—Write off up to 70% of your debts.”
The second one states:
“Write off Your Debts—Debts over £3,000? Government help available to clear your debts”—
I was not aware that that was in the Queen’s Speech. And the third one titles itself:
“Citizens Debt Help Bureau—Help for debts over £2000.”
I have said many times that such loans are a distress purchase, and these sites are where people who are awake at 3 o’clock in the morning go to look for help to clear their debts. If I was up at 3 o’clock in the morning after being worried by the bailiffs or by bills, I am not sure that I would see that those sites were adverts and scroll down to the first search ranking, Citizens Advice.
To provide the advice that is needed, not just advice at the point when someone loses their home, the agencies need to be given hope—the hope that money is available to help their clients. In the UK last year, one home was repossessed every 15 minutes: somebody lost their home every 15 minutes. To stop the misery and the costs of that, early advice is essential, not advice at the point when someone loses their home.
So where was the help for the big society, the organisations that use volunteers, supported by paid staff, to deliver advice? It was certainly not in the Queen’s Speech, and with the advice review once more kicked into the long grass—I believe that it might report in the autumn—there will be more uncertainty and more unplanned closures of law centres, citizens advice bureaux and other invaluable local advice agencies. There is no hope in this Queen’s Speech for the agencies, and that means no hope for their clients. The cost of living is going up, debts are going out of control, payday lending is proliferating and there are no measures to deal with it.
This Government are out of touch with the real lives of the people I represent in Abram, Ashton, Hindley and throughout Makerfield. They do not want Lords reform. They want practical help to keep their heads above water and to pay their bills, not a Government who allow an industry to flourish unchecked. This industry appears to throw a lifebelt to people, but it is all too often lead-lined, and it ends up finally drowning them in debt.

I have made no specific assessment. It is for local decision makers to assess the impact of their decisions, consulting with their communities. Local authorities are required to include arrangements for transport provision and charges for 16 to 19-year-olds in full-time education in local transport policies. The Department for Education is also providing a £180 million bursary fund to support 16 to 19-year-olds who are experiencing real financial barriers to participating in education.

I have been in regular contact with my colleagues at the Department for Education and the Confederation of Passenger Transport for some months now. Local members of the Youth Parliament in East Sussex have been to make a presentation to the Bus Partnership Forum, which I chair, and I have indicated to the CPT the need to work with the Department to address the issue.
