Eighty-nine per cent. of my primary schools and all my secondary schools have told me that they are planning for real-terms cuts over the next five years. In one school the nurture unit, where children who are under pressure can take some time out, is threatened with closure. How will that help children’s mental health in schools?
We take mental health in our school system extremely seriously, and we will publish a Green Paper on young people’s mental health before the end of the year. We want to ensure that every child is taught about mental wellbeing and the mental health risks posed by things such as the internet. We take the matter very seriously, but, as I have said repeatedly in my response to this urgent question, no school will lose funding under the national funding formula.

Ministerial CorrectionsA lot has been said about FE funding, but by 2020 more will be spent on adult FE and skills participation than at any time in England’s history—£3.4 billion in the year 2019-20. My hon. Friend the Member for Dover (Charlie Elphicke) correctly described FE as a ladder of opportunity for young people.
Education provision: 16 to 19-Year-Olds

What measures is the Minister taking to ensure fair and equal funding for sixth-formers in England?
It is good news about the performance of the hon. Lady’s college—I thank her for expressing it—but it is worth mentioning that we are investing £7 billion in 2016-17 to ensure that every 16 to 19-year-old has a place in education or training and that we have protected the funding base rate of £4,000 per student. It is also worth remembering that we have the lowest level of youth unemployment on record and the lowest number of those not in education, employment or training. This shows that our investment in further education is working.

Commons ChamberWe are committed to protecting the base funding rate of £4,000 per student for the rest of this Parliament. Moreover, the proportion of young people participating in education or training is now 81.6%, which is higher than ever before. Following reforms to qualifications, the system is delivering better quality provision to prepare young people for jobs and further study.
The important thing is that we have equalised the funding and that the money now follows the student, not the qualification, to ensure a fair balance between sixth-form colleges and further education.

I, too, associate myself with the remarks of the hon. Member for Strangford (Jim Shannon) about the people in Brussels. Our thoughts are with them today.
I congratulate my hon. Friend the Member for Swansea East (Carolyn Harris) on securing this important debate. I wish every success to her all-party group on home electrical safety. The issue is really significant, and in common with many Members throughout the House I pay tribute to Electrical Safety First, not only for its briefing but for the work it has done in the past, and I am sure will do in future, to highlight this important subject.
As we have heard, there is clearly a problem with the importation of faulty electrical goods, which seem to be flooding into the UK at the moment. As the hon. Members for Rutherglen and Hamilton West (Margaret Ferrier) and for Strangford said, however, we do not know how many electrical goods are being imported into the UK. I want to see an assessment of the amount, because what is caught at ports and borders is a small part of the overall number.
More than £90 million is spent on counterfeit products each year. As we heard from my hon. Friend the Member for Swansea East, the issue is partly one of intellectual property—many of the goods imitate those of well-known manufacturers, which have spent years building their reputations and garnering good will. My hon. Friend the Member for Merthyr Tydfil and Rhymney (Gerald Jones) spoke passionately about how the Hoover factory was integral to his constituency and about the pride people felt in that product.
Even now, undercutting the real thing damages legitimate businesses, wherever they are. Of course, the customer suffers. Made of cheap materials and shoddily put together, counterfeit goods perform badly and often break down, leaving the customer dissatisfied and out of pocket. More importantly, however—certainly to the debate today—such goods are not only substandard, but often dangerous to use. There is a real risk that they will increase the number of domestic fires. My hon. Friend the Member for Poplar and Limehouse (Jim Fitzpatrick) knows well the associated risks and the cost of domestic fires, whether human or economic.
As we heard from my hon. Friend the Member for Swansea East, over Christmas there was a spate of stories about counterfeit electrical goods—NutriBullets, hoverboards, dangerous hair straighteners, Apple accessories and so on. According to Electrical Safety First, more than 17,000 domestic fires a year in this country are caused by faulty appliances, with 40 to 45 deaths. Surely they should be more preventable.
Of course, it is easy to say that customers should be a bit more careful and check what they are buying, but often it does not occur to them that what they are buying could kill them. People tend to trust implicitly goods bought on trusted internet sites, assuming that they must be legitimate to be accepted on to sites such as eBay. We need more legislation to make websites responsible for the products that they sell.
People assume, like when they buy a fake leather bag when on holiday in Turkey, that they are simply getting a good deal, because the real thing seems overpriced. As we heard from the hon. Members for Glasgow North West (Carol Monaghan) and for West Dunbartonshire (Martin Docherty-Hughes), people on a low income always want to save money on goods, and the real thing is often overpriced. Many people—a quarter of people—buy fake goods knowingly.
We need more public education. I admit that I spent the weekend checking my iPhone chargers to see whether they are genuine, and it is really difficult to tell. What are the Government doing to increase consumer knowledge of the dangers of counterfeit goods and, equally importantly, of how to identify them? I had a magnifying glass out to look at some of the chargers to see whether the words were spelt correctly and whether they had a CEE notice. Surely, as the hon. Members for Strangford and for Rutherglen and Hamilton West mentioned, a charter mark would be an extremely sensible move so that such items are easily identifiable.
On consumer protection and the need to ensure that goods do not find their way into Britain, we have heard about the ports and border agents. Counterfeit goods should be quickly confiscated if found. However, we need to look again at product recall. Only last month the consumer campaigner Lynn Faulds Wood completed her independent review, in which she branded the product recall system as “out of date” and not working well enough.
Many people have mentioned the case of the Hotpoint tumble dryer that caught fire and destroyed a house. Two weeks on from news breaking of the Hotpoint, Indesit and Creda tumble dryer safety alert, the manufacturer had still not listed the affected products that potentially posed a fire risk. When a safety risk is discovered, the onus to initiate recall seems to be entirely on the manufacturer. That is not effective; the onus needs to be elsewhere. Certainly, as my hon. Friend the Member for Poplar and Limehouse and the hon. Member for Strangford said, people do not always fill in the little cards to register their goods. Why not? Because they assume, like everything else, that they will get loads of manufacturer information landing on their doorstep daily.
What happens to those who move house? No one keeps manufacturers up to date—I cannot remember doing that—which is why I support Lynn Faulds Wood’s central recommendation for a national product safety agency, endorsed and backed by the Government. It would be good to know whether the Minister feels that would be effective. Surely it is no coincidence that recall works so much better for unfit food, for which we have the Food Standards Agency.
Underlying the central recommendation is a call for improved funding and resources for enforcement agencies. We have heard a lot about how legislation needs to be strengthened, but it is no use having legislation unless we enforce it. Trading standards in particular has had huge cuts under this Government and the coalition Government—it has suffered a 40% cut since 2010. Some offices report a halving of staff; in fact, I have heard of offices that have only one staff member to protect the public.
In a recent exchange with me, the Minister said:
“Trading standards services are merely one of the enforcement mechanisms for consumer rights. Consumers can enforce their own rights, as established by the Consumer Rights Act, and trading standards services are working more efficiently across the country.”—[Official Report, 15 March 2016; Vol. 607, c. 781.]
I would be interested to know how he believes consumers can enforce their own rights when they are not aware of problems with faulty and unsafe electrical goods, or of the criminal rogue traders who deliberately flout the law. I would also like to hear what evidence he has for his statement that trading standards services are “working more efficiently”, given that the Government decided not to publish the trading standards review completed before Christmas, which undoubtedly found that trading standards are under-resourced.
Figures released by trading standards in March 2015 showed that more than 6,500 items a day were detained, and that nearly two in five interventions at ports and borders identified unsafe or non-compliant items— 64% of all LED lamps tested were unsafe. That is thought to represent a very small proportion of the volume of such products entering the country. Again, we need an assessment of that, and the enforcement agencies need resourcing. The £400,000 is welcome, but that is for National Trading Standards. It is often local trading standards offices that are the first port of call for worried consumers, and they are dropping in numbers.
This is not about cheap fake handbags that will not kill anyone; it is about counterfeit and dangerous electrical goods, and about the recall of goods that have been found to be dangerous. I finish with a quote from Lynn Faulds Wood’s review, which found
“the lack of adequate market surveillance to be a major problem in the UK, possibly the biggest problem.”

Today is World Consumer Rights Day. The Consumer Rights Act was trumpeted as bringing a new era of simplified, clearer consumer laws. However, most trading standards services have cut their staff by at least 40% since 2010. How can consumers enforce these new rights, and how can rogue traders be brought to justice, in the light of these cuts?
I am afraid that it is rather typical of the Opposition to assume that unless there is public money, and public money that is always growing, it is impossible to enforce rights. Trading standards services are merely one of the enforcement mechanisms for consumer rights. Consumers can enforce their own rights, as established by the Consumer Rights Act, and trading standards services are working more efficiently across the country.

Commons ChamberThe disabled student’s allowance continues to exist, and is available to all students who need it. Universities must step up to their obligations under the Equality Act 2010 to make their learning environments fit for disabled students, and that will continue to be the case.
The Migration Advisory Committee recently proposed that employers pay an annual charge of £1,000 for every skilled worker brought into the UK from outside Europe. Given that recent figures show a 40,000 annual shortfall in STEM skilled workers, has the Minister considered what effect the proposal would have on the science community and high-tech businesses?
We are, of course, considering the Migration Advisory Council’s recommendations, and will come forward shortly with our response, but through our tier 1 exceptional talent visa, we provide many opportunities to highly talented scientists to work in the UK and contribute to our economy.

Commons ChamberI thank my hon. Friend for welcoming the announcements that were made at the weekend. He is right: the quality of careers advice is paramount. That is why we have published more robust statutory guidance, and why Ofsted already has to inspect and pass judgment on the ways in which schools prepare young people for their careers.
We are considering how to create the right incentives. We will consult a range of organisations, including the Gatsby Charitable Foundation and the Quality in Careers Consortium Board, and will publish a new careers strategy in the spring.
15. It is bad enough that the Government do not value face-to-face careers advice, but, according to Ofsted, only 8% of young people have even heard of the national careers telephone helpline. What plans has the Secretary of State to raise its profile and prepare our young people properly for the world of work?
I have already mentioned the Careers & Enterprise Company, which will be working with schools and local enterprise partnerships all over the country to create a network of enterprise advisers and co-ordinators with the aim of ensuring that young people can engage in a range of activities. This is not just about calling a telephone helpline; it is about a mixture of work experience, inviting speakers to schools, understanding why young people are studying certain subjects, and enabling them to get out and experience mini-apprenticeships.

Commons ChamberBecause—I know the hon. Gentleman will have trouble in understanding this—this is 2015. We are not back in the ’60s and the dark days of the ’70s, and we have a long-term economic plan that delivers, unlike his plan, which would be an absolute disaster for our country.
As we have heard from my hon. Friends, we have been watching the recent developments in relation to Rolls-Royce very closely, not only because of the implications for national security but because it is the biggest single employer for Britain’s aerospace sector. As the Minister said, the global market for new aircraft is predicted to be worth £3.6 trillion in the next 20 years, so we welcome the investment in the Aerospace Technology Institute. However, is it not about time that Ministers considered developing an industrial strategy instead of continuing the current piecemeal approach?
I am not going to repeat all the things I have said about our continuing investment. With £900 million of taxpayers’ money going into aerospace, we absolutely understand and recognise its significance. It is very easy to put on labels, but it does not matter what label we put on—it is about delivery, and that is what this Government continue to do.

“Loans for research and development are not appropriate and that kind of approach would put the UK at a disadvantage.”
May I press the Secretary of State to answer the question of my hon. Friend the Member for Wrexham (Ian C. Lucas) and rule out replacing research grants with loans that will damage Britain’s ability to innovate and compete?
I made a speech yesterday at the annual conference of Innovate UK in which I talked about the many ways to help the sectors. Grants, exports and skills are just some of them. One thing this Government will not shy away from is supporting that sector, and supporting innovation.

General CommitteesWe now have until 3.35 pm for questions to the Minister. Hon. Members’ questions should be brief. It is open to Members, subject to my discretion, to ask supplementary questions.
I have just one question on the digital issue. Much of the EU merger law is based on turnover. Digital quite often has lower turnover, but a high customer base. Does the Minister feel that that has been taken sufficiently into account in this document?
I am not aware that the White Paper proposals have any specific application to digital industries, but if they do, I will be happy to write to the hon. Lady and the rest of the Committee, or perhaps she would like to explain the issue further. I was not aware of any specific proposal in relation to digital industries on minority shareholdings or these other referral requirements.
That is the point. There is nothing referring to digital, but there is a lot about company turnover. As I said, digital turnover can be quite low, but the customer base is very high. Does the Minister feel that perhaps there should be something referring to the digital industry, which has a different sort of customer base and turnover?
Certainly, we have not suggested that in our response to the White Paper, and I do not believe that it is a position that we would want actively to promote, but if the hon. Lady wants to make representations to me or to the Government generally on the issue, I will be happy to consider them.
I am pleased to attend this Committee, the first European Committee I have attended, because too often the role of the EU in consumer protection is forgotten, along with many of the other things it does. My hon. Friend the Member for Luton North was right to highlight the protection of workers in mergers, as well as of consumers and businesses, and I am pleased that a lot of the rules are based on those in the UK; the Competition and Markets Authority has done a good job for us in the past.
I ask, though, that we ensure that digital businesses are considered. EU mergers rules are often based on turnover. It is important that the EU looks ahead to what might happen in future and that digital businesses with low turnover but a high customer base are included in the rules. The future advances in business might be the part, referred to by the hon. Member for North East Somerset, that the EU might wish to look at. We know that the landscape can change dramatically.
The review has been sensible, and I am pleased that the needs of everyone—businesses, workers and consumers—have been taken into account.
