Commons ChamberI am meeting the leaders of the Northern Ireland parties on Friday to agree an implementation plan on the Stormont House agreement. It is highly likely that we will need at least some legislation both in Westminster and in the Assembly. We will talk to the Northern Ireland Executive about the balance between the two to ensure that we get these institutions up and running as soon as possible, because current systems are not giving the right outcomes for victims, and that needs to change.
5. What progress she has made on implementation of the Stormont House agreement; and if she will make a statement.
The Government are committed to timely implementation of the Stormont House agreement and we are making progress—for example, on corporation tax devolution. We hope to agree an implementation plan for the agreement at our first formal review meeting with the parties on 30 January.
I welcome the Stormont House agreement as further strengthening devolution across the United Kingdom and offering the Northern Ireland Executive nearly £2 billion in new finance and loans. What process will the Secretary of State propose to deal with the unresolved issues of parades, flags and cultural identity?
The SHA sets out a clear pathway for reaching a resolution of those issues with the commission on flags, which was first proposed by Dr Richard Haass. It is right that we have a broader engagement with the public on the matters relating to identity. The SHA commits the Executive to producing options for a new system of parading that could be devolved, we hope, in future.

Commons ChamberThe Government are working hard to support a balanced economic recovery right across the United Kingdom. We welcome the fact that the UK economy is now growing faster than any major developed economy and that we have seen record falls in unemployment. We will continue to work hard on reducing the deficit, keeping mortgage rates low and reducing business taxes to encourage employers to take on more people in the workplace, particularly young people.
9. PricewaterhouseCoopers has noted that unemployment in Northern Ireland is falling at half the rate of the rest of the United Kingdom. Will the Secretary of State discuss with the Northern Ireland Executive some specific proposals, such as Labour’s plan for a one-year national insurance tax break for all small firms that take on new workers? Would that not help to promote employment in Northern Ireland and the rest of the UK?
We are doing better than that. We are actually cutting national insurance contributions for employers across the whole of the United Kingdom. As from April, employers in Northern Ireland—just as in the rest of the UK—will not pay any national insurance contributions at all on the people they employ who are under 21. That is real action, helping young people in Northern Ireland into jobs.

Commons Chamber9. Will the Minister update the House on what action UK Trade & Investment has taken with the participants in last year’s economic investment conference to increase much needed inward investment into Northern Ireland?
The investment conference was a great success, as I am sure the hon. Gentleman would agree. Out of that came further inward investment through Fujitsu and others, and we reckon that some 300 jobs were created just from the investment conference.

Commons Chamber8. What recent progress has been made on the Haass talks.
10. What steps she is taking to ensure a positive outcome from the Haass talks; and if she will make a statement.
The UK Government continue to support and encourage party leaders in Northern Ireland as they pursue the Haass issues. A cross-party agreement on flags, parading and the past would deliver significant benefits for Northern Ireland.
Of course, any new structures would have to be compliant with the UK’s obligations under the Human Rights Act. As for resources, as I have said on a number of occasions, the UK Government would primarily expect the block grant given to the Northern Ireland Executive to be the source of funding for new arrangements on the past. If there is a proposal for additional funding, that would be considered seriously.
Does the Secretary of State agree that if Northern Ireland is to have a prosperous future, it needs to reach full accommodation with the events of its past? What steps will she personally take to ensure that the progress that was made in the Haass agreement is carried forward into full agreement in future?

Commons ChamberI fully agree with the right hon. Gentleman on the seriousness of the terrorist threat from dissident republicans. There have been eight national security attacks this year, but the better news is that there have also been 68 arrests and 32 charges for terrorist-related offences and DR-related crime. We are doing everything we can to support the PSNI with the £200 million we added to its settlement in this comprehensive spending review. We continue discussions with the Treasury on adding to that funding in the next CSR period. The threat continues to be severe, but the UK Government are absolutely committed to doing everything we can to counter terrorism, both domestic and international.
5. What assessment she has made of the effect of likely tax and benefit changes on child poverty in Northern Ireland during this Parliament.
This Government are reforming the welfare system to ensure that work always pays, in order to help lift people out of poverty. About 2.8 million low-income to middle-income households will be better off through the introduction of universal credit.
According to the Institute for Fiscal Studies, the relative rate of child poverty, taking into account all of this Government’s tax and benefit changes, will be 6% higher in 2015 than the rate this Government inherited in 2010. Does that not demonstrate that the communities that suffered the most during the troubles are being the hardest hit by this Government’s indifference to poverty now?
The whole scheme of our efforts to reform welfare is about lifting people out of poverty to get them into work and end a cycle of people spending a lifetime in dependency. We are fixing welfare to ensure that work always pays. Unbelievably, the Labour party chose to vote against our benefit cap; the Opposition think that non-working households should be able to get more than £26,000 a year on welfare benefits; someone would have to earn £35,000 to get that if they went out to work.

Commons ChamberI have made a very good assessment. I am a member of the Economic Affairs (Trade and Investment) Cabinet Sub-Committee, and I am glad to say that it is to discuss ways in which UKTI and the devolved Administrations can co-operate better. There will be a meeting later in the year, which I think will benefit both organisations.
Despite the best efforts of the Northern Ireland Executive, rates of business formation in Northern Ireland are lower than in the rest of the UK. What plans do the Government have to make good their fault as identified by the Business Secretary that they lack a compelling vision on the economy?
As this is Northern Ireland questions, I think I should limit myself to Northern Ireland. We have a very clear idea of the economy in Northern Ireland. We want to support it, and we believe it needs to be rebalanced. [Interruption.] This afternoon the joint ministerial working group on rebalancing the economy will meet to examine the possible devolvement of corporation tax to Northern Ireland, which we believe would be a significant move. [Interruption.]

Commons ChamberIt is quite handy having the Chief Secretary to the Treasury here to listen to Northern Ireland questions. We should try to arrange for it to happen more often.
The Government remain very disappointed by the suspension of the aggregates levy credit scheme, but, although disappointing, it is unavoidable. I hear what the hon. Gentleman says about his constituents in Strangford, but this does not affect only Strangford; as I have said, the industry is important throughout Northern Ireland. We are in a difficult position, but I can reassure the hon. Gentleman that we are working closely with Treasury Ministers, as indeed are the Executive in Northern Ireland. The Finance Minister himself discussed the matter recently with the Economic Secretary to the Treasury.
6. What recent steps the Government has taken to increase economic competitiveness in Northern Ireland.
The Government are committed to working with the Northern Ireland Executive to help boost private sector growth and investment in Northern Ireland. The consultation proposals for rebalancing the economy that the Government will publish tomorrow will send a powerful message to overseas investors. They have the potential to make Northern Ireland a beacon for foreign investment.
Does the Secretary of State recognise that one of the most competitive parts of the Northern Ireland economy is the renewable energy sector? Will he convey to the Chancellor the message that the establishment of a strong green investment bank with its own borrowing powers during the current Parliament is essential to drive the green economy in Northern Ireland?
I thank the hon. Gentleman for that constructive question. He will have been pleased to note the significant investment in Harland and Wolff’s wind apparatus by DONG Energy the other day—that is very much a theme of the coalition Government—but if he wants to hear further announcements, he will have to restrain himself and wait for the Budget statement which will be delivered in a few minutes’ time.
