We are conducting a review of the special educational needs and disability system. We intend to publish proposals for improvements to the system through a Green Paper for full public consultation in the first three months of this year.

The National Autistic Society ran a survey of parents and carers last summer, and it found that a quarter of parents waited more than three years to receive support for their child. Urgent reforms are needed for the 160,000 autistic pupils in schools in England to address the issues that have only been exacerbated by the pandemic. Can the Minister confirm that the upcoming SEND review will include robust proposals to tackle the crisis that disabled children and their families are facing?

I recognise some of the challenges the hon. Lady faces, and I give her that commitment. We prioritise children and young people with SEND and their families in our £4.9 billion education recovery plan, and those with the most complex needs continue to receive high-needs funding, which increases to £9.1 billion in the next financial year. We have allocated £42 million this financial year to fund projects that support children and young people with SEND, including £600,000 to the Autism Education Trust.

It is the policy of the Department not to comment on live litigation, so I will not comment on that aspect. I gently point out to the hon. Lady that we spend more than £57 billion a year on benefits to support disabled people. [Interruption.] My hon. Friend the Minister for Disabled People, Health and Work reminds me that that is an extra £4 billion in real terms. That is support for people with disabilities and health conditions, and this is about 2.6% of our GDP.

Ministers have been asked many times about the lack of uplift to legacy benefits, and every response has been woeful. The Government are now being taken to court to correct this discrimination. Do Ministers not see that they are discriminating against millions of disabled people on these benefits? This needs to be sorted. Does the Minister agree that it should not take a judicial review to tackle this injustice?

I have a lot of time for the shadow Minister, but however many times she asks the same question she is going to get the same response. The Government have focused support on UC and working tax credit claimants because they are more likely to be affected by the sudden economic shock of covid-19 than other legacy benefit claimants. I am not going to comment on the live litigation, but I would say that legacy claimants can make a new UC claim and benefit from the £20 a week increase; the Government encourage anybody to go on gov.uk and use one of the independent benefit calculators to check carefully their eligibility before they apply.

The £20-a-week uplift to universal credit has been a lifeline for many during the pandemic, yet this vital extra support continues to be denied to legacy benefit claimants, many of whom are disabled. I raised this with Ministers in the Chamber on 11 May, again on 29 June and yet again on 14 September, each time getting a non-answer. To date, the uplift could have given legacy benefit claimants £600 of extra support. Minister, can we please have a straight answer today: will anything be done to rectify this?

The hon. Lady is right is that she has asked this question on three occasions, and she has had three answers. The legacy benefits were increased by 1.7% in April 2020, following the Government’s announcement to end the benefit freeze. It has always been the case that claimants on legacy benefits can make a claim for universal credit if they believe that they will be better off. There are special arrangements for those in receipt of the severe disability premium, who will be able to make a new claim to UC from January 2021. But it is important—I stress this—that claimants should check their eligibility before applying to universal credit as legacy benefits will end when they submit their claim and they will not be able to return to them in the future.

Welfare reforms were designed to ensure a fair balance between public spending and supporting vulnerable people to meet their housing costs. LHA rates are not intended to meet all rents in all areas. However, the Secretary of State and I have committed to end the freeze to LHA in March 2020.

Local housing allowance is supposed to cover the lowest 30% of market rents, but research by Shelter found that that is not possible in 97% of England. For example, in south-east London, local housing allowance will cover only the bottom 10% of rents. We have a housing crisis across the country and local housing allowance is not fit for purpose. Does the Minister agree that it must be raised to reflect the true cost of renting?

I thank the hon. Lady for her question. As I said, LHA rates are not intended to meet all rents in all areas. Housing benefit claimants have to make the same decisions about where to live as people who do not receive benefit. In 2019-20, targeted affordability funding has been used to increase over 80% of rates in London. Nevertheless, we recognise that this is an issue. The Secretary of State and I are alive to it and we are looking at several options ahead of a spending review bid.

Perhaps I should start by declaring an interest as an electronic cigarette smoker myself. I have seen at first hand the health benefits of moving from smoking to electronic cigarettes, including being able to run much further and feeling much healthier. A smoker who gives up for, say, six months will start to feel the same benefits. I encourage the hon. Gentleman to seek a lot more research in this area.

I thank my hon. Friend—I use that description intentionally—for that intervention, and I think she is absolutely right. Without wanting in any way to sound patronising, I applaud her for making the move from smoking cigarettes to using e-cigarettes. The evidence is out there to suggest that it is a great way to transition off smoking and off nicotine entirely. Far more research needs to be done in this area, and I hope that the Chancellor is looking at how we could, in the Budget, encourage tobacco manufacturers to provide these products for free to women who are struggling to give up smoking during pregnancy, in particular.

I would also like to touch on the important issue of carbon monoxide monitoring. Challenges remain for staff in implementing the NICE guidance, particularly in relation to carbon monoxide screening. NICE has recommended since 2010 that pregnant women be screened for exposure to carbon monoxide. The current tobacco control plan reiterates the importance of that and further commits to recording women’s carbon monoxide levels in the maternity services dataset. However, front-line staff do not universally have access to carbon monoxide monitors.

We know already that babies who are exposed to carbon monoxide are more likely to suffer birth defects, to be born prematurely and to have a low birth weight, so it is incredibly important that we look at this area. Carbon monoxide screening is one of the key elements in supporting women who smoke to access quit services. Properly embedded into services, screening can transform outcomes. The evidence from the north-east shows that following a comprehensive programme to train midwives, provide them with monitors and set up referral routes to local quit smoking services, smoking in pregnancy rates fell by nearly a third. We know that this absolutely works.

I stress to the Minister that carbon monoxide monitors are not an optional extra; they are an essential tool for midwives. We would never ask midwives to do their jobs without, for example, blood pressure monitors. In the same way, all midwives should have access to CO monitors. Part of the problem is that there is no consistent national approach to the provision of these vital pieces of equipment. Local decisions determine whether midwives and health visitors have access to them, so there is local variation.

I would also like to touch on training for health professionals. The smoking in pregnancy challenge group, a coalition of health and baby charities, produced a report in July examining the training needs of midwives and obstetricians in England. That report was launched at a joint event of the all-party group on baby loss and the all-party group on smoking and health. I co-chaired the event, and the Minister kindly attended and addressed the meeting. I do not need to remind the Minister of this, but the report found that although health professionals have generally received training about the harms of smoking in pregnancy, a majority have had no training in how to communicate those harms to women and support them effectively to access the treatment that is available. Health professionals say that, in the absence of training, they lack the confidence to engage in such conversations.

The report recommends that such training form a regular part of mandatory midwifery training and be embedded into obstetricians’ continuing professional development. Can the Minister outline the steps that are being taken to review and implement the findings of this report? Will consideration be given to extending the analysis undertaken by the smoking in pregnancy challenge group to look at training needs, involving key stakeholders such as other health professionals?

To conclude, I very much welcome the new tobacco control plan and the commitments that the Minister and the Government have made in this area. Is there more that we can do? Yes, of course, there is much more that we can do. I know that the Minister, the Secretary of State and the Minister of State, my hon. Friend the Member for Ludlow (Mr Dunne) are as passionate as I am about reducing our miscarriage, stillbirth and neonatal death rates.

I repeat, because it is really important, that this debate is not about demonising or criticising women who smoke during pregnancy. I fully appreciate how addictive smoking is; it is really hard to stop. Like my hon. Friends the Members for Chippenham and for Harrow East, I have seen my parents struggle. They have both been smoke-free for many years, and I am very proud of them, but it is incredibly difficult.

When it comes to pregnancy, we know that all parents want to give their baby the best possible start in life, so I thank the Minister for all the work that he and the Department have done so far. I ask him to keep a watchful eye on this issue and to be pragmatic in ensuring that the Government give anyone who is struggling to quit smoking the tools and the support that they need to help them to achieve that goal.

My hon. Friend makes a valid point, and he is absolutely right. There are many reasons why young people carry blades. Sometimes it is to do with fear—that relates to his earlier point—and sometimes they are a status symbol. We have to hammer home the message that not only is it illegal to carry a knife, but a person is statistically far more likely to be the victim of a knife crime if they do so. We have to get that message out loud and clear.

I believe that the answer to youth violence is threefold, involving deterrence, education and intervention. In the interests of time, I will focus on the first two. I welcome the steps that the Government have taken, such as minimum custodial sentences for repeat knife possession and the commitment on police budgets. I agree with the hon. Member for Streatham on the need for education, which has a key role to play. We need to do far more to educate our young people about the dangers of carrying knives.

I have campaigned for some time with a local knife crime charity, Only Cowards Carry, which provides weapons awareness lessons in schools. The charity, which is based in north Essex in the Clacton area, was set up in 2012 by Caroline Shearer, whose 17-year-old son, Jay Whiston, was fatally stabbed that year. Since then Caroline, who is an inspirational woman, has campaigned to show the devastating impact of knife crime on young lives and families, and she has provided weapons awareness lessons in schools. Those hard-hitting lessons show young people the dangers of carrying knives and blades. I have been to one and, trust me, they leave an impact. Students who are usually cocky and confident finish the lesson shocked and startled at the brutal impact that knives can have on lives. The images of knife attacks and knife wounds on young people hit home very hard. We need to send out the message that all it takes is one moment of stupidity for lives and reputations to be shattered.

We teach our young people about internet safety, road safety and citizenship. There is a strong case for more schools to teach pupils about the danger of carrying knives. As I have found, Ministers regularly throw back the challenge that the demands on the curriculum are great. I accept that point, but, to be clear, I am talking about one 45-minute lesson in year 9 or year 10. That would not be a huge burden on the national curriculum.

Last summer, Caroline Shearer and I presented a petition with 50,000 signatures to Downing Street to call for charities such as Only Cowards Carry to go into schools to give those hard-hitting lessons to our young people. That would be a big step forward in tackling knife crime, not only in Colchester and north Essex, but across the country. The Government should take another hard look at encouraging more schools to introduce weapons education lessons.

According to the crime survey for England and Wales, violent crime is down since 2010, but according to violence against the person statistics recorded by the police, violent crime has increased. The picture is far from clear, and the reasons for spikes and falls in violent crime are not well understood. It is essential that the police, supported by good academic analysis, do the research to enable them to understand what is happening in our towns and cities.

There has been too much speculation about the causes, and we really need to focus on the facts. In Essex, more than half of the notable increase in recorded victim-based crime in the last 12 months—4,463 of 8,165 crimes—was in the “violence without injury” subcategory of violence against the person. That has traditionally covered harassment, shouting and very minor stone throwing, but the Home Office has decided that it should also include online bullying and harassment. That is nonsense, and it will really distort the debate.

I believe that there is a strong argument for a new stand-alone crime type category for recording online crimes. If those crimes continue to be placed in the category of violent crime, it will be difficult to debate violent crime and its specific causes. Of course, online bullying and harassment are extremely serious crimes, which sadly affect young people more than people in any other age groups. However, the steps we need to take to tackle physical violence and gang violence are different from those needed to tackle online abuse and harassment, so it is important to look at recategorisation.

In my constituency, victim-based crime is up by 821 offences on the year. Within that, violence is up by 681 offences. As I have just mentioned, a staggering 93% of those crimes are violence with no injury, and much of the total is made up of online bullying or harassment. That puts the rise in a very different light.

The hon. Lady makes a good point. Lots of crimes up and down this country go unrecorded for all sorts of reasons. I very much support police forces, such as Essex police, that are making it easier for people to report crimes, particularly online. We must make it far easier for people to report crimes and give them the confidence that they will be followed up by the police.

To return to the point I was making—I apologise that it is a little detailed—it is really important to be able to base this debate on accurate statistics. It is almost impossible for us to have such a good, clear debate when the Home Office has provided such broad and unclear definitions of violent crime. Better categorisation is needed, including, as I have said, a separate category for online offences.

Another serious concern is to do with geography and location. In Essex, there is very clear evidence of increased violence related to gangs involved in the supply and distribution of class A and other drugs. The hon. Member for Streatham made the point about the clear link between gang or youth violence and class A drugs. Communities in Essex are consistently evolving, as they always have, with the movement of people from London. The sad reality is that some of the gang problems traditionally associated with areas of London are spreading to many, if not all, towns up and down the country, as my hon. Friend the Member for Yeovil (Marcus Fysh), who is no longer in his place, pointed out.

There have been a number of murders, often involving stabbings, where neither the victims nor those arrested and, in some cases, nor those convicted of the offences live in Essex. The London gangs are, without doubt, extending their county lines into Essex. Violent gang members have been using intimidation and violence, often against vulnerable people, to take over properties in towns such as Southend and Basildon, and even as far north as Colchester, to supply drugs to local dealers. This is not just about drugs, but about serious intimidation and threats against vulnerable people. We know what happens in London, and even outside London there is sometimes extreme sexual violence against women and girls who associate with such gangs.

It is essential that our police forces co-operate really closely on this issue. I am pleased that Essex police already co-operates well with the Metropolitan police, but it is extremely disappointing that, in 2016, most police forces still do not automatically share crime data and that they operate on different crime systems. I commend Essex for leading the way in having the first fully collaborative policing IT system, which will soon be used by nine forces. I am also pleased that the very recent report by Her Majesty’s inspectorate of constabulary on police effectiveness judged Essex police to be good at dealing with serious crime of this sort. Other forces quite simply must follow their lead in taking a more comprehensive approach and working more closely together.

To conclude, it is refreshing to hear a sense of cross-party consensus in the Chamber—not entirely around possible solutions, but certainly around a willingness to address this most important of issues. I very much support the call made by the hon. Member for Streatham for cross-party working on this issue. A fact-finding exercise to identify the root causes would be a sensible step. As I have mentioned, perhaps a little long-windedly, better categorisation is important so that we can get to the root causes and have a debate based on facts, rather than conjecture. Education, deterrence and intervention are also absolutely key to reducing violent crime and serious youth violence. For many of our young people, delaying action to address this problem is simply not an option.
