I will have to make progress in case I incur the wrath of Madam Deputy Speaker.

Finally, Lords amendments 85, 86, 97 to 116, 120 and 121 and 123 collectively seek to remove the Secretary of State’s power to direct the establishment or expansion of a combined authority or combined county authority or to provide for a mayor in certain circumstances. The Government have been clear that devolution has the potential to drive growth. We have also been clear that we will always seek to make sure that partnerships are locally driven. I hope that the new combined authorities we established in recent weeks and our invitation to all areas to form foundational strategic authorities serve as evidence that we are taking a local-first and locally driven approach.

There are two things I would say: there is the programme and we have just announced another 40 places; and there are more parts of the country that are in need of support. With Pride in Place, investment is already going into place, but we are very keen to take the approach where we also think about how we put communities in control of some of that investment so that they can drive the priorities and ensure that the investment the Government are making in every part of the country actually works for the community. This approach is fundamental to the way the Government do things: we say that communities should be in the driving seat, driving priorities and ensuring that the investment coming into their area is working in their interests.

The Pride in Place programme complements the rights we are giving to neighbourhood boards, and the freedom to invest in community ownership and renewal. That might mean restoring a valued building or bringing empty spaces back into use. Whatever the priority, it has to be driven locally and not imposed from Whitehall.

My concern about the impact of local government reorganisation is the lack of money for community-owned assets. Charities are entitled to a mandatory 80% business relief, with the 20% discretionary top-up from local councils. In areas that have gone bankrupt, like mine in Woking, community-owned assets and charities could be at the forefront of decisions. What steps is the Minister taking to support community-owned assets in council areas that are struggling financially, like Woking?

Of course, candidates have been selected, and I am very happy to apologise to them. I hope that, on the other side of this, whoever is mayor will have the knowledge that they have a strong unitary, and a strong strategic authority working in their interests. If this means that we will have a more powerful mayor who is delivering for their place, as a result of that strong partnership, then it is absolutely worth it. We have to put the people who the mayor is there to serve first.

We are committed to the investment. The full investment fund will come into place once the mayor is elected, but because we are keen for strategic authorities to crack on, we are bringing forward some of that investment. We will work with the areas, so that they can begin delivering for their people.

Last month, the Secretary of State clearly said to the Housing, Communities and Local Government Committee that elections, both local and mayoral, will go ahead. He did not equivocate. He did not say that there were ifs or buts; these elections were going ahead. Can the Minister confirm why the Secretary of State appeared to mislead MPs, and what steps will she take to ensure—

Inadvertently mislead. What steps will the Minister take to ensure that MPs can trust and believe what her Department says in future communications?

To be very clear, the Secretary of State was talking about council elections; I urge the hon. Member to look at the transcript. I keep trying to make the distinction between council elections and the inaugural mayoral elections, provisions on which do not come into force until we have laid the SI before Parliament and we have the consent of constituent authorities. There is a distinction. We are determined to move ahead with local elections, but it is right that we have made a judgment on mayoral elections.
