My hon. Friend makes a good point in that the best way forward is for us to agree that free trade agreement. I am confident that that is the EU’s overriding position and focus, and that that is why it is at the negotiations. I hope that we will be able to come to a positive conclusion that will be good for people across the United Kingdom and Europe—and, from my point of view as the Secretary of State, for the people of Northern Ireland.
The Conservative party manifesto described the withdrawal agreement and the Northern Ireland protocol as “a great new deal” that was “signed, sealed and ready.” It explicitly stated, “No more renegotiations.” It also promised to take our
“whole country out of the EU as one United Kingdom.”
Given that none of those things has proven to be true, and given that the Secretary of State has just conceded that the Government are proposing arrangements that would break international treaties, why should anyone at home or abroad trust a single word the Government say?
Apart from the fact that countries around the world will look at our wider position, as I said earlier, on international law and the rule of law, for which we are a beacon around the world, if the hon. Gentleman looks back at his question, he will see that it reinforces the reason we are taking this position, which is to ensure that we deliver on the points that we included in our manifesto, where we specifically outlined the issues that are in the Command Paper published in May this year, which businesses are supportive of—businesses asked for that certainty—and said:
“We will ensure that Northern Ireland’s businesses and producers enjoy unfettered access to the rest of the UK and that in the implementation of our Brexit deal, we maintain and strengthen the integrity and smooth operation of our internal market.”
That is exactly what we will be doing in the UK internal market Bill when we publish it tomorrow.

Commons ChamberWe have now left the EU with a good deal. Northern Ireland will remain part of the UK customs territory and will be able to participate in our free trade deals. The Prime Minister negotiated hard to ensure that measures are in place that reflect Northern Ireland’s unique circumstances. There will be no hard border with Ireland. At the same time, the agreement completely safeguards Northern Ireland’s integral place within the United Kingdom, and the arrangements on rights and consent within the Belfast/Good Friday agreement.
The Prime Minister got the majority he asked for to deliver the Brexit that he wanted, but is it really possible for him to deliver on his promise that there would be no forms and no checks—no barriers of any kind—not just between Great Britain and Northern Ireland but between the north of Ireland and the Republic of Ireland?

Commons ChamberI thank the hon. Gentleman for what he has said and I will answer him very directly. Far from usurping the role of the Assembly, I am acting on a mandate given by the Assembly when it voted in favour of equal marriage. That was vetoed by his party, using a petition of concern to block it. The majority of the Assembly, the majority of political parties in Northern Ireland, members of his own party, and the overwhelming majority of the public support legislating to legalise equal marriage in Northern Ireland.
The constitutional debate we are hearing this afternoon is very important—no one would deny that. My hon. Friend has already made the point that the distinction between Northern Ireland and Scotland is that there is a functioning Scottish Government and a functioning Scottish Parliament. But this is not just about constitutions; it is about people and the fact that Northern Ireland is, at present, the only place in the whole of the United Kingdom, or indeed the island of Ireland, where LGBT people cannot exercise their right to marry. Given that there is already, as he says, a majority in favour in the Assembly and a majority in favour among the public, is this issue not now about democracy and human rights?
I think it is. That has always been my contention and I hope to speak on that in my closing remarks. Did the hon. Member for North Antrim (Ian Paisley) want to intervene? I will give way one last time and then I will have to make progress.

Commons ChamberI am grateful for that intervention. The right hon. Lady is of course right: the issue of advice, guidance and information is subject to some discussion, and that is not helpful in this situation.
Yesterday, my hon. Friend the Member for Kingston upon Hull North (Diana Johnson) tested the will of the House on this issue after giving a superb and measured speech on a Bill seeking to decriminalise women in England, Wales and Northern Ireland. There was an attempt to divide women by suggesting we could not decriminalise in England and Wales because it would be anti-devolution. Fundamental to the politics of my hon. Friends the Members for Walthamstow and for Kingston upon Hull North, and the majority of women in this House—and in this country—is our belief in the internationalism of women’s rights. Our solidarity with women across the world is important.
Women’s reproductive rights are at the core of that internationalism and solidarity. It seems that the Government share our view. This year, they launched a good flagship programme—I commend some of that work—from the Department for International Development called Work and Opportunities for Women. The objective is access to improved economic opportunities for women through business intervention in supply chains and economic development programmes. It is, after all, a Conservative programme, so its focus is interesting. It is about women’s economic empowerment. That Government policy states that women’s economic opportunities will be improved by, among other things,
“influencing the UK and global agenda on women’s economic empowerment.”
The Government’s supporting literature says:
“Sexual and reproductive health and rights…including the right to decide if and how many children to have, the right to live free from disease and the right to access confidential, high-quality health services which enable women to control their own bodies…are fundamental to women’s economic empowerment.”
It goes on to say that the link between sexual and reproductive health and rights and women’s economic empowerment
“is reflected in DFID’s Economic Development Strategy… 2017…which includes a commitment to increase access to family planning as a vehicle for transforming women’s economic opportunities.”
Those are the Government’s own policies. It goes on to say that the Government support initiatives in this area in the DFID priority countries of Afghanistan, Bangladesh, Burma, the Democratic Republic of the Congo, Ethiopia, Ghana, India, Kenya, Kyrgyzstan, Liberia, Malawi, Mozambique, Nepal, Nigeria, Palestine, Pakistan, Rwanda, Sierra Leone, Somalia, Sudan, South Africa, South Sudan, Tajikistan, Tanzania, Uganda, Yemen, Zimbabwe and Zambia—28 countries. What rank hypocrisy by the UK Government in committing to increase access to family planning across the world but not in our own precious Union for our own people.
I am in no doubt that change is coming. The issue at heart is how much more suffering the Government are willing to inflict on women from Northern Ireland before it is achieved.
My hon. Friend has brilliantly exposed the hypocrisy of our country on the international stage. She talks about the impetus for change in these islands. Is it not a complete absurdity—and would not much of the objection to new clause 7 this afternoon be laughable if it were not so serious—that Northern Ireland, especially following the referendum in the Republic of Ireland, will be the only place in Great Britain and Northern Ireland or on the island of Ireland where same-sex couples will not be allowed to get married and women will not be able to seek access to safe and legal abortion? It is time to end that anomaly.
I completely agree with my hon. Friend. Today, we have seen Sarah Ewart bravely take on the role of doing something about it.
The Government may kick the can down the road with the Bill, but nothing is standing still. As my hon. Friend said, the changing of its law by the Republic of Ireland will mean that, up to 12 weeks of pregnancy, women can take a train, make a short bus ride or even walk to a service. Yesterday’s vote in this place is important.
I have listened carefully to the speeches today, including from the hon. Member for Belfast South (Emma Little Pengelly). I spent a day in Stormont recently as part of the British-Irish Parliamentary Assembly, taking evidence from all sides in the debate, and meeting the Attorney General, the director of medical services and other campaigners. Feelings on this issue are strong. We need to treat the issue with care and establish services respectfully. But we have experience of that. People in Northern have had and still have to manage much greater challenges. The new clause is helpful and respectful and would allow a process to take place. The Government would be well advised to respond as respectfully and to listen to the women who would rather be at home.

Commons ChamberI congratulate my hon. Friend on his ingenious question. There is a comic element to sending submarines to sea without missiles, but this is in fact an absolutely serious issue, because the deterrent has been, on a cross-party basis, an absolutely key part of our defence and making sure that we have the ultimate insurance policy, which we on this side of the House support and which we should vote on. All I can say when it comes to Beatles’ songs is that I suspect that the Leader of the Opposition prefers “Back in the USSR”.
Just under two weeks ago, a 16-year-old boy was murdered in a knife attack in my constituency. I am sure the whole House will want to join me in sending our deepest condolences to Charlie’s friends and family. Given that knife crime in London rose last year and that the number of teenage deaths as a result of it peaked at its highest level in seven years, what action will the Government take to make sure that we do not return to the days when knife crime in London affecting young people in particular was merely a fact of life?
