As I said, we want to reform the system. If my hon. Friend listens to what I have said and to what my right hon. Friend the Secretary of State has said, he will know that we are keen to make sure that we have a process that reforms our planning system, which is outdated and needs change. However, we are not proposing to scrap it, to use the term that he used.

I am grateful, Mrs Cummins, for that ruling. I am conscious that I probably have only about six minutes left in which to conclude my remarks, to allow my hon. Friend the Member for Isle of Wight time to sum up the debate.
A number of Members have raised the issue of infrastructure. We all know that when we build homes, those homes need the requisite infrastructure to support them: the GP clinics, the parks, the schools, the roads and the roundabouts. We want to make sure that we have a system that provides those things when they are needed and not way down the line. We do not believe that the present system—a mixture of section 106 agreements and community infrastructure levy payments—meets that requirement.
Indeed, 80% of local authorities tell us that section 106 does not work for them. It is loaded in favour of developers, especially the bigger guns, and often means that infrastructure comes late or not at all. If it does appear to be coming, it is often negotiated away in a manner that local authorities and local communities do not want. That is why we have proposed an infrastructure levy, which will provide up front the infrastructure that local communities want and need. We will make sure that, in doing so, we deliver just as much affordable housing as is delivered in the present system.
My hon. Friend the Member for North Devon (Selaine Saxby) made the very important point about the challenge that some rural communities face. I am open to considering ways in which we can help local people to remain living close to where they come from or where they work. One of the initiatives that we have announced is the first homes initiative, paid for through developer contributions, which will ensure that local people will be able to buy, at a discount of at least 30%, a home in their local community. Those homes will be covenanted, in perpetuity, to ensure that when or if they are sold on, the buyers, who will be local people—they could be key workers—will also buy at 30% at least below the then local market rate. However, I am open to hearing from colleagues about what other opportunities there may be to encourage local people to stay close to their communities.
My hon. Friend the Member for Isle of Wight also raised the issue of neighbourhood plans. I am very keen that we build, and bake, neighbourhood plans into the new planning system. They can be very effective and engaging. The trouble is that there are fewer of them the further north—or further into urban areas—we go, so in our planning reforms we are looking at ways to ensure that more neighbourhood plans are produced across the country so that additional housing is identified, with good designs and local infrastructure, to support those communities.
My hon. Friend also mentioned the importance of recycling. We have already made it very clear—in our national planning policy statements, and in the national planning policy framework—that brownfield ought to come first. We have backed that up with fiscal spending to ensure that we are paying for remediation in and around our country. Some £400 million was made available last year for the remediation of brownfield sites in mayoral combined authorities, with a further £100 million made available by the Chancellor in the latest Budget. We are determined to put brownfield first.
In our permitted development rights reforms—I know some colleagues are not so very keen on those—we also encourage the development of redundant sites, or shops that are no longer viable, in towns and city centres. That means we are building homes in the places where people need them, which takes the weight off the transport infrastructure as they are close to GP clinics and other services that people want and need. We are addressing that issue of recycling, too.
In the short time that I have left, I will speak about build-out. The shadow Minister, the hon. Member for Brentford and Isleworth (Ruth Cadbury), talked about a ten-minute rule Bill. I would suggest that it is a “ten-minute thought” Bill, because we do not really know from their proposals how the Opposition would deal with issues like gaming or whether they would help and support small and medium-sized enterprises, rather than making the system more difficult for them. We do not know whether they are proposing that the timetable system should relate to the permissions granted or the building commencement date.
However, we are keen to ensure that we find sensible mechanisms to encourage the build-out of permissions where they exist. We have heard what people have said, both across this Chamber and in response to the consultation, and we are determined to ensure that, where appropriate, permissions are built out rapidly.
On a point of order, Mrs Cummins. I want to put on the record the fact that the Minister gave this Chamber incorrect information. Bath and North East Somerset Council has a fully updated local plan in place. It is going through a partial revision and is halfway through the terms of its current plan. But while the partial revision is taking place, the local plan is fully updated.

I am obliged to the hon. Gentleman for his question. As I have already said, his constituents will be able to take advantage of a discretionary housing payment application to their local authority if they have need. We have given half a billion pounds to local authorities to apply council tax relief to their residents where it is appropriate. Of course, we will also continue to work hard. My right hon. Friend the Chancellor of the Exchequer made his Budget statement and a statement just a few weeks ago, and I am sure that he will make further financial announcements in due course that will be designed to stimulate the economy as we exit this crisis and to support all our people, including the hon. Gentleman’s constituents, to get back to work.
The biggest cause of homelessness is the breakdown of a private sector tenancy. I am not talking about rough sleeping but the tens of thousands of households that are invisibly homeless, including the 120,000 children every year who live in temporary accommodation, and that was long before the covid crisis.
Will the Government commit to an infrastructure project, like road building, to build at least 100,000 new social homes for rent—that is social homes, not affordable homes—to address the homelessness crisis once and for all? We will not get rid of homelessness unless we have a public sector infrastructure project to build social homes for rent.
The Chancellor of the Exchequer, in his Budget statement and subsequently, has announced a raft of infrastructure measures that will stimulate our economy. He also, of course, announced the biggest injection of cash into affordable homes in 15 years, since the 2006 to 2011 period, through the affordable homes programme. We have also taken measures to allow local authorities to act more quickly and effectively to build social homes if they wish. From memory, I think that we have built something like 150,000 homes for social rent in the last few years, and of course more will be built. We have a plan to invest in our infrastructure that will support the hon. Lady’s constituents and mine.

There are some applications which, because of the number of homes, will involve a ministerial decision. Other applications, which are timed out because the local authority has not been able to come to a determination and the applicant appeals, also come before a Minister. That happens in a small number of cases. It happened in the Westferry case, but I remind the House, because I think it bears repetition, that the issue came before the Secretary of State because the local authority failed to make a determination. It came before the previous Secretary of State in the early part of last year and went through the normal adjudication process in MHCLG.
In my constituency, the local planning authority has just rejected a planning application aimed at reducing the number of affordable housing units. What confidence can my constituents have that the Government will not overrule that decision? Most importantly, should Ministers who are making planning decisions not be under the same obligation as local councillors working on planning decisions to declare personal and prejudicial interests?
Ministers are obliged to adhere to the ministerial code and the MHCLG proprietary and ethics policy. We will build the homes that we think people need. We are going to spend £12 billion on the affordable homes programme to ensure that the right sort of homes are built in the right places. It is for the local authority, whichever local authority it is, to determine need and to bid for some of that AHP money if it wishes to build socially rented homes. Homes England will also take bids from applicants to build homes according to the land supply of local authorities. Let us see what the hon. Lady’s local authority achieves. I trust that it will build the right sorts of homes for the people of Bath.

We are spending £120 million, not £10 million. The hon. Gentleman is a little ahead of me, but I will mention some rather larger figures as my speech develops.
It is important to build an international coalition around our ambition, so we have worked with Germany and Norway to mobilise $5 billion—there is the big number—between 2015 and 2020 to help reduce tropical deforestation in developing countries. Our support helps to improve the capacity of national and regional Governments to reduce deforestation. It incentivises the protection of forests, conserves a way of life for many unique indigenous groups, and enables businesses and communities to build sustainable economies without destroying tropical rainforests, as my hon. Friend the Member for Fylde (Mark Menzies) eloquently described. He has now gone off to a Delegated Legislation Committee, which is why he is not here for the wind-ups.
One of our programmes supports indigenous Brazil nut collectors to cut out the middleman and sell directly to mainstream buyers. Perhaps that is not such a difficult nut to crack. Furthermore, as a result of our Cerrado programme in Brazil, 38,017 farmers were enrolled onto the rural land registry, representing some 861,000 hectares of land where sustainable practices have now been adopted.
Does the Minister really believe that the young impatient people out there, and the older impatient people, will find what he has said to be a satisfactory answer to all that we have just heard about this year being the most devastating for deforestation in the Amazon? The Government really need to do better. Does the Minister really think that the people out there who have been campaigning, and who will campaign for the next two weeks, will be satisfied with what he has just said?
I do not doubt for a moment the sincerity of the people out on the streets of London campaigning about the impact of climate change, but it is better for us to work with economies such as Brazil’s, the ninth largest economy in the world, than to work against them in order to achieve the objectives that we all want, which is to see carbon emissions reduced, the rainforest restored and the poorest people get richer.
The United Kingdom is leading the world in the fight against rising temperatures, reducing our emissions by over 40% since 1990 and legislating for net zero emissions by 2050. We were one of the first major economies to do so. Since 1990, our economy has grown by 66%, so I disagree with those who suggest that there is a conflict between better trade, growth in economies and environmental concerns and calls for action.
