Air Pollution
Asked by: Wera Hobhouse (Liberal Democrat - Bath) Wednesday 2nd April 2025 Question to the Department of Health and Social Care: To ask the Secretary of State for Health and Social Care, which Department or agency leads on the Cross Government Working Level Group on Indoor Air Quality; how often it has met since Public Health England closed in September 2021; and which Ministers are involved in its meetings. Answered by Ashley Dalton - Parliamentary Under-Secretary (Department of Health and Social Care) The Department co-ordinated the Cross Government Working Level Group on Indoor Air Quality following the closure of Public Health England in September 2021. Since that date the group has met five times, most recently in July 2023. Ministers have not attended this official-level group. Government departments involved in the group have included the Department for Business and Trade, the Department for Education, the Department for Energy Security and Net Zero, the Department for Environment Food and Rural Affairs, the Ministry of Justice, the Department of Health and Social Care, the Ministry of Housing, Communities and Local Government, and the Department for Transport, as well as the Scottish Government, the UK Health Security Agency, and the Health and Safety Executive. |
Renewable Energy: Capital Investment
Asked by: Wera Hobhouse (Liberal Democrat - Bath) Tuesday 8th April 2025 Question to the HM Treasury: To ask the Chancellor of the Exchequer, what steps she is taking with the Secretary of State for Energy Security and Net Zero to increase investment in renewable infrastructure projects. Answered by James Murray - Exchequer Secretary (HM Treasury) The Prime Minister’s Plan for Change sets out our ambitious but achievable target of Clean Power by 2030.
The Clean Power Action Plan demonstrates the significant investment requirements to reach this target, including in renewable infrastructure, and actions we will take to facilitate this.
We have already taken action to remove the de-facto ban on onshore wind in England, approved major solar projects, and delivered a record-breaking renewables auction. |
Low Traffic Neighbourhoods
Asked by: Wera Hobhouse (Liberal Democrat - Bath) Tuesday 8th April 2025 Question to the Department for Transport: To ask the Secretary of State for Transport, what steps she is taking to enforce statutory guidelines on implementing low traffic neighbourhoods. Answered by Lilian Greenwood - Parliamentary Under-Secretary (Department for Transport) The draft guidance on low traffic neighbourhoods published in March 2024 was never brought into force and remains in draft. As it says in the introduction, the intention was that when published in final form, it would apply to all traffic authorities in England. However, due to the general election, further work on it was put on hold and the Government is now considering appropriate next steps.
As has always been the case, local authorities are responsible for managing their roads and are accountable to their communities. |

National planning for energy infrastructure Energy Security and Net Zero Committee (Select) Submit Evidence (by 12 May 2025) The Government is launching an update to the National Policy Statements for energy infrastructure, which govern development consent for major energy installations. One of the leading aims of the policy update is to give greater clarity about the weight planners should give to competing interests including economic, ecological, energy supply and security, and even aesthetic considerations, which can severely slow or even halt infrastructure planning decisions in their tracks. And time is of the essence: Government's Clean Power 2030 target will require most new electricity transmission and offshore wind projects to secure planning consent by next year, and most large-scale onshore projects will need that consent by 2028. The Government has indicated that it wants to remove planning ‘blocks’ to the infrastructure development needed for its energy, industrial and growth strategies – but will these updates to the National Policy Statements fit the bill? Can they really help balance the thorny issues around the competing, legitimate aims and interests of national energy needs, local communities and the natural environment? A key example is the question of electricity cabling: it can cost up to ten times as much to bury power cables as to run them on pylons overhead. But strong community objections to pylons on mainly aesthetic grounds can hold up the necessary planning consents - time that national energy needs, targets and strategy now do not have. Where should the balance lie? Do the policy statement updates do enough to help planners decide? Alongside the Government’s consultation on the new policy statements the Committee is launching a quick call for evidence, seeking stakeholder views on the impact of the policy changes. Many stakeholders will be making detailed submissions to the Government consultation on the same short timeline: the Committee would welcome submission of the “highlights” or key elements of these more detailed responses to Government, to be considered by the Committee and synthesised into our own recommendations to the Government. On that basis, the Committee is seeking evidence submissions by 5pm on May 12th from all interested stakeholders on any or all of the following areas in the three updated National Policy Statements for energy infrastructure: Overarching National Policy Statement for energy (EN-1) National Policy Statement for renewable energy infrastructure (EN-3) National Policy Statement for electricity networks infrastructure (EN-5) |
