The Government have committed to consult on mandatory labelling reforms this year. We want to make it easier for consumers to purchase products aligned with their values. As part of the consultation, we will seek views on labelling products that conform with religious requirements, such as those that are halal and kosher.

T5. Earlier this week, I met the Agricultural Industries Confederation Scotland and it echoed what I am hearing in North East Fife about the impact of gas prices on the cost of fertiliser. What assessment has the Minister undertaken of the impact of fertiliser costs on farming and what is he doing to prevent farmers from being forced to roll back agricultural production as a result of it?

I am chairing the fertiliser taskforce within DEFRA that is looking at these challenges. We recognise the huge pressure that fertiliser prices are putting on farmers up and down the country. We will continue to work with our colleagues in the Department for Business, Energy and Industrial Strategy to assist in dealing with the challenge we are facing. The good news is that the wholesale price of gas is coming down and some fertiliser prices are reflecting that drop in wholesale gas prices.

First, I pay tribute to the hon. Gentleman’s constituents who were first on the scene; it emphasises what a dangerous occupation fishing can be at times.

Interestingly, the hon. Gentleman sort of contradicted his Front Bencher to a certain extent, in that the huge north-east shipping fleet that the hon. Member for Cambridge (Daniel Zeichner) was talking about could be a victim to the sort of policy that the hon. Gentleman is suggesting on hoovering up large amounts of white fish in the Arctic. However, I recognise the importance of small boats, particularly on the south coast. We continue to support that sector of the fishing industry, and I look forward to visiting it soon to hear from it directly.

Merry Christmas to you, Mr Speaker, and to everyone in the House.

I congratulate the hon. Member for Waveney (Peter Aldous) on securing the urgent question. We know that following the trilateral deal, what was critical in the UK-EU deal was mitigating the 30% decrease in monkfish stocks. Part of that has come about because of precautionary advice on monkfish stocks, but we know that the data on monkfish is not as robust as it could be. What steps is the Minister taking to ensure that we have the right data so that we can take the right actions?

I thank the hon. Lady for her question. Of course, I have had discussions with the Centre for Environment, Fisheries and Aquaculture Science and the Marine Management Organisation to make sure that we have the best data available on monkfish. There were a few issues in obtaining the right sort of data during the covid period. We are satisfied that the data we have is accurate, but she is right to identify that during negotiations with the Norwegians we were able to secure more anglerfish and monkfish quota to try to help out and mitigate the impact of the drop in the total allowable catch overall.

My hon. Friend makes a good point. It is incredibly important that the agricultural industry is recognised, because energy bills have shot up. Also, quite a few of our agricultural businesses in Devon and beyond rely on heating oil. We know that additional support is on the way, but we will have to wait and see whether that is enough for people to weather the storm. However, I and other MPs in the south-west of all party political colours will be listening to our farmers and representing their views back to Government.

Putting domestic food production first should also apply to trade negotiations. Britain is now free independently to strike new trade deals across the world, and colleagues should have enough time and opportunity to scrutinise such arrangements in the House. Giving Parliament more say in the process, in terms of both the negotiating mandate and the scrutiny of these trade deals, will strengthen the consent for them from the farming industry and the public. That is very clear.

I sympathise with the comments made by my right hon. Friend Member for Camborne and Redruth (George Eustice), who recently criticised the path undertaken by the Government in signing the trade deal with Australia. The deal undoubtedly brings benefits, but as a Government we can and must do better in the future. In the summer of 2020, I supported an amendment on food standards tabled by the former Member for Tiverton and Honiton to the Agriculture Bill. The Government listened and acted, setting out that our high standards for domestic and imported products will remain.

I particularly welcomed the setting up of the independent Trade and Agriculture Commission, which must ensure that the voices of everyone involved in food production are properly heard. I would really like to see more engagement between commission officials and MPs, with the commission bringing back some of the regional evidence sessions that it held back in 2020. Those were invaluable in feeding back concerns from farming communities in Devon, the wider south-west and across the country.

There are many other topical issues I would like to touch on before I conclude my remarks, and which I am sure are high in the new Minister’s in-tray—not least rising input costs for things such as fertiliser, slurry rules and avian influenza. Those issues are playing on the minds of local farmers, alongside significant concerns about abattoir capacity in the south-west and across the country.

I will finish my remarks by talking about workforce shortages. Those are an acute issue across the agricultural industry, especially in the south-west, and DEFRA must keep working closely with the Home Office on a long-term strategy for the food and farming workforce. Farming is a skilled career, and it is a labour of love for many. Excellent colleges, such as Bicton in my constituency, keep the flame alive in the younger generation, but is it enough and are we doing enough to encourage young people into these careers? There are ample career opportunities for UK workers in the food and farming sectors, but are we selling that dream to people who are thinking of joining the industry or who have an interest in working on our land?

The farming industry needs sufficient access to labour in the meantime, with the industry calling for the seasonal worker scheme to be increased to a minimum five-year rolling programme to help give farms certainty to invest. The Prime Minister committed to look at expanding seasonal worker schemes in his leadership campaign during the summer, and he was absolutely right to do so. I hope that that is something that DEFRA Ministers and the Home Office can take forward, particularly for the poultry and pig industries, which have faced real problems in the last 12 to 18 months.

The hon. Gentleman is making a proud defence of British farming. One of the challenges is around the seasonal agricultural workers scheme—that is certainly true in my constituency, where we will end up with food rotting in the fields, because there are not sufficient people to harvest it. The hon. Gentleman talked about training people from the UK and bringing them into the industry, but does he acknowledge that the changes to the scheme mean that those people from overseas who worked in the sector for a long time are now prevented from coming here and cannot pass on their skills to the next generation?

That is an interesting point and it needs exploring, which is why I am asking for more flexibility in the schemes the Government provide. We know that this is an acute issue in the area that my hon. Friend represents, but also in the area that I represent. The industry is very clear on this issue, which is why I am mentioning its views today.

Unprecedented events are placing a lot of pressure on our farmers, so today’s debate is a timely opportunity for the House to demonstrate its support for the industry, and I am glad to see so many people here who want to do so. Farmers are the custodians of our countryside. They create new habitats, protect wildlife, produce the raw ingredients that feed our nation, and export food around the globe. It is a seven-day-a-week profession and a labour of love across many generations. I look forward to hearing colleagues’ contributions and to hearing from the Minister, who is experienced and knowledgeable, about his support for British farming.

I beg to move,

That this House has considered recruitment support for the agriculture sector.

It is a pleasure to serve under your chairmanship, Mr Twigg.

The agriculture sector and those who work in it are the backbone of our nation. With energy prices soaring, food shortages looming and concerns over our global supply chains, this debate is incredibly timely. Farmers must be listened to, and my hope for the debate is that we can air some of their voices and fears, and address what it is that they actually need. I hope that the Minister will deal directly in her response with some of the points that I raise. Farmers in rural communities are listening and waiting for real answers.

I will cover two sides to recruitment support. The first is farmers’ specific need to recruit workers now—they need them to harvest crops, tend to animals and make sure that we get produce into our supermarkets and on to our plates—and to secure a labour supply for the years ahead. The other is more holistic. There are almost half a million people in the agricultural labour force in the UK. The rural economy, and farmers in particular, are arguably being ignored, putting the entire industry and all those livelihoods—and, arguably, the wider rural economy—in danger.

Let me start with the direct interventions. I acknowledge that the seasonal agricultural workers visa, which is a critical issue in my constituency of North East Fife, falls under the remit of the Home Office, but I hope that the Minister can confirm that her Department has conversations with the Home Office and advocates for the needs of the farming community. The scheme has been beset by problems since its inception. Last year, sponsors were brought into the scheme too late, leaving farmers scrambling to secure their workers for harvest. Farmers have been unable to plan for this year or the years ahead, with announcements about the number of visas and how the scheme would operate made as late as December. Now it is harvest time for those summer foods we love so much, such as asparagus, salad and fresh fruit—North East Fife is famed for its soft fruit—and for flowers and plants for our gardens and homes. For that, we need workers.

I spoke directly to farmers in my constituency yesterday, and at the weekend I attended the Fife show in Cupar. That was the first time the show had been held since covid, and the first time I had attended as MP for the constituency. I have engaged with the National Farmers Union of Scotland and local NFUS members, and they tell me that there are simply not enough seasonal workers, that those who are coming are coming too late, that there is no time to provide training, and that the costs associated with them are going through the roof.

We were promised 30,000 visas. They have been issued—I am grateful for that—but that simply is not enough to cover all the farms in the UK. The Government have told us that that number was based on last year’s figures. In many ways, that might seem logical, but I wrote to them last year warning that it would not work, and I know that the NFU warned them too. I am sure that MPs from rural parts of the country will have heard the same from their constituents.

The delay in setting up the scheme last year meant that not enough farmers were able to apply. For some, the picking season was half over before workers were able to arrive—that was particularly true in Scotland. This year, more businesses are eligible to get workers under the scheme, as one of the few improvements is the inclusion of the horticulture industry. Like the SNP spokesperson, the hon. Member for Edinburgh North and Leith (Deidre Brock), I am a member of the Scottish Affairs Committee, and we were pleased to visit the horticulture industry in Perthshire earlier this year. However, as a result of its inclusion, 30,000 visas arguably is not enough.

We have been promised 10,000 more visas, but as yet they have not been released. I hope that the Minister will give us an update or go and speak to the Home Office and report back, because those additional visas are needed as soon as possible. When I asked my farmers in North East Fife yesterday what one thing they wanted me to impress upon the Minister in this debate, they said that they need those visas immediately. That is the thing that would make a fundamental difference to them.

When those visas are issued, we need workers to get access to them and then to be able to travel without delay. The farm in North East Fife with its soft fruit crop needs to know the date when its workers will arrive so that it can plan to train them and get its plants picked—we all know that strawberries do not stay fresh for long. What it does not need is what is happening now. Delays in visa processing mean that workers are arriving seven to 10 days later than expected. That might not sound like a lot, but when people are staring at their investment and livelihood, knowing that their chance to realise it is time-critical, seven to 10 days is a lifetime. Arriving late means crops might start to go over and workers will need to be rushed straight to harvest without time for enough training. There are safety implications from that, and we know that there are safety concerns in the industry at the best of times.

Historically, a significant number of workers coming to the UK have come from Ukraine. That is clearly not the case this year, meaning that many staff are new to the task and are not returning as they have done in previous years. They need training to work efficiently and well. Training, which takes time, is not available if they arrive late.

There is a very real side to all this. I was told yesterday of people having to choose between picking their harvest or planting their crops. I have been told of farmers who are already making decisions not to plant next year. They are making decisions to either let fruit rot or face empty fields down the line. In some respects, it is simple. Do the Government want a food shortage now or next year? If nothing is done, that is the inevitable outcome.

I have set out the immediate short-term crisis. I also want to know about the Government’s long-term plan to provide recruitment support for the agricultural sector. Every expert in farming and migration in food supply chains says that we cannot rely on domestic workers alone. We are now seeing the tightest labour market in decades, with staff shortages everywhere. Migrant workers will continue to be a feature of farming recruitment. That is the simple fact. For the arable farmers I have talked about, that means securing a future or some certainty around the seasonal agricultural worker scheme. That means announcements for years ahead being made now so that they can plan accordingly.

Our food supply may be just-in-time, but business planning is not, and just like any other business, farmers need certainty to plan. Indeed, the Environment, Food and Rural Affairs Committee recommended earlier this year that announcements be made on a five-year rolling basis. I ask the Minister if she will endorse that plan. It also means considering whether more visas need to be made available. I would argue that the data used for this year’s allocation is flawed. The Government must make a proper analysis, looking at demand on a month-to-month basis, to assess what farms actually need to function.

For livestock farmers—I am aware I have not yet mentioned them—future planning requires a proper, long-term solution in order to get the skilled workers they need. We can all remember last year when a lack of butchers led to thousands of animals being culled. The Government responded by issuing emergency short-term visas, but that was too little and too late. One of the issues with these skilled workers is the English language requirement. We can agree that having some level of English—and I have already mentioned safety—will be useful for workers to do their jobs well and to fit in with their wider communities. However, the amount of English needed to work as a nurse and as a butcher are arguably very different. I ask whether consideration is being given to having some flexibility in those rules.

Part of the picture in the long term will be the recruitment of more domestic labour. Agricultural workers and farmers are an ageing cohort, with fewer and fewer young people being attracted. Indeed, in my constituency we have the Scottish Rural University College in Cupar, and I have visited it on a couple of occasions to look at the people who are coming through. There is a big growth in dog grooming, but we are not seeing the numbers that we need coming into other parts of the industry. To reverse this trend, we must make farming an attractive profession. It must start from school, with vocational training and appropriate signposting in job centres. I hope the Minister will say what conversations she is having with the Department for Work and Pensions in that regard.

Turning to the agricultural sector more generally, what is the Minister’s plan to support businesses? In Scotland alone, the sector employs 67,000 people directly and supports a further 320,000 jobs. The rural economy is massive. At a time when the Government are saying they want to secure our domestic food supply, what is their actual plan to put food on our plates? If their goal is to have us eating British food and not to suffer shortages from global supply chains that are disrupted, they are failing. In the first three months of this year, we imported an extra £1.7 billion worth of food and live animals compared to the end of last year.

There is lots that the Government could but are not doing to secure the future of British farming. Farmers are under extreme financial pressures, like many of us. Grain prices are up. Energy and gas prices are up. Fertiliser prices are up a staggering 200%. To top it all off, the Government have increased the labour bill by imposing an additional wage requirement for workers under the seasonal agricultural worker scheme.

Many of the farmers I have spoken to entered into contracts to sell their spring produce last year, agreeing a price based on the actual legal minimum wage. I completely understand that supermarkets and other shops do not want to increase prices on the shelves because of the cost of living crisis that people are experiencing. However, the Government’s late decision to impose that higher minimum wage cannot be passed on by farmers, so it is taking money directly out of farmers’ pockets.

Profit margins in farming are tiny. There are a lot of hard-to-control variables, such as the weather, pests and plants simply not thriving. Imposing unavoidable costs on farmers is beyond unhelpful. Can the Minister say what the Government plan to do to support farming communities during this cost of living and cost of farming crisis? What conversations have taken place with the Home Office in relation to this wage requirement?

Let us look to the future and long-term investment in the rural economy. It is inevitable that more and more agricultural processes will be automated, but that requires investment and training. Are the Government consulting farmers? Where is the plan for support? The sector needs confidence to move forwards. Meanwhile, the Environment, Food and Rural Affairs Committee reports notable concerns about the mental health and wellbeing of those in agriculture. Clearly, something is not adding up.

Finally, what are the Department’s plans to monitor the impact of other Government initiatives on the agriculture sector? International trade agreements are being made with seemingly no thought to the need to protect our farmers, who have higher welfare standards, from cheaper competition. The Subsidy Control Act 2022 controversially includes farming subsidies in its scope, even though they have always been excluded from state aid regulations. The Act also risks undermining the devolved Governments’ abilities to make policies to support their own farming communities with their own specific needs.

Farmers are vital to this country, but they have been let down by this Conservative Government for too long. Recent media reporting shows that the Government know that, and so do farmers. I want farmers to not only survive, but thrive. I want food on our shelves and on our plates. I have been listening to farmers in North East Fife and their needs are clear: 10,000 seasonal worker visas now, an end to Home Office delays, a long-term plan and investment in their future. I look forward to the Minister’s response.

I thank all hon. Members who have spoken this evening. As I have a little time, I will make reference to what they said.

I recognise what the shadow Minister, the hon. Member for Cambridge (Daniel Zeichner), said about the work that DEFRA has done and the engagement that it has had. That has been my experience. I have had good engagement with the Scotland Office on my concerns about seasonal agricultural worker schemes, but the Home Office has been a real barrier. The SNP spokesperson, the hon. Member for Edinburgh North and Leith (Deidre Brock), and I sent a cross-party letter with the Scottish Conservatives outlining our concerns about the seasonal agricultural worker scheme after our visit to Arbuckle’s just outside Dundee. We pretty much got a flat rejection of the quite reasonable request that we made.

I will forgive the hon. Member for Westmorland and Lonsdale (Tim Farron) for not hearing my speech, because he is such a great advocate for the farming community in his constituency and elsewhere. I absolutely agree with him. Indeed, I contributed to his debate on second homes, a number of which are in the East Neuk and Pittenweem. We face a real challenge if we want to encourage domestic workers into the sector; if they cannot live near the sector, they cannot work in it.

On automation, there are clearly some parts of the industry—as I have seen, certainly in later parts of the process—where it is not an option. As consumers, we are picky about our soft fruit, and we are right to be. It is difficult to expect it to be picked by anything other than hand. If farmers do not have the certainty of an income, how can they invest? Arguably, it makes our whole industry less competitive. I am always impressed with the diversity with the farming community. Things like retail and accommodation cannot exist if the core farming business is not there.

On the point made by the hon. Member for Strangford (Jim Shannon), I too was at the McDonald’s young farmers scheme event. I met three former participants of the scheme, and it was great to hear that they are all still working in the sector. Our role as policymakers is to ensure that they can stay in the sector. I accept that the Minister and DEFRA are not wholly responsible for all the issues and challenges we have spoken about today, but I believe there is a responsibility to ensure that the Department collaborates across Government—on education, for example, and certainly with the Home Office—to ensure that the policies it brings forward are not to the detriment of our farming communities.

Food insecurity will get worse and it will have an impact on the affordability of food for everybody. This is something that farmers know and, sadly, this is something that consumers will soon discover. It is because of the Government’s direct policies. Most in the House agree in principle with the transition from the basic payment scheme to environmental land management schemes, but the botching of the transition means that farmers lost between 5% and 25% of their income in December, and most of them will see a decline to nothing before they are able to access anything like an equivalent amount of money through the ELMS. That will mean the closure of family farms, the reduction in Britain’s capacity to feed itself, and, inevitably, a spike in the price of food.

On that issue of feeding ourselves, in North East Fife I am seeing problems in attracting agricultural workers. Migrant agricultural workers are vital and, without them, we will see fruit rotting in fields, farmers making losses and the cost of remaining produce skyrocketing for consumers. Does my hon. Friend agree that we need to see more joined-up working between the Department for Environment, Food and Rural Affairs and the Home Office to support our farmers to recruit and therefore ensure our food supply?

I completely agree with my hon. Friend and believe that, in so many ways, the Government are getting it wrong when it comes to the availability of visas to allow people to work. Many businesses in rural communities are not able to function at all because they simply cannot access staff.

In rural areas, the poverty we face is in-work poverty. There is very low unemployment in places such as the Lake District, and I am sure that the same is true in my hon. Friend’s constituency. The issue is businesses that cannot function; they cannot recruit the staff because the Government’s visa rules are so incredibly foolish and damaging. It is also worth pointing out that the BPS to ELMS transition is an accidental mistake that the Government are making, but the deliberate mistake they are making, as I mentioned earlier in an intervention, is their decision, through ELMS, to reward wealthy landowners for kicking off their land hard-working tenant farmers so that they can turn the land over to seed, therefore reducing food production capacity and wrecking rural communities in the process. That is not just morally unjust; it is incredibly stupid for a Government who are meant to be putting food security at the heart of their policy, and clearly are not doing so.

Energy bills are of huge significance. The rise in energy bills for the average household in two months’ time is expected to be £700. I can tell the Minister that Eden in Cumbria has the second highest rise in fuel bills anywhere in the country, while my own district of South Lakeland has the ninth highest. Rural communities are hit hardest, and as the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) mentioned, the costs for families with children, people with serious health issues or disabilities and elderly people are higher still.

Shell’s £14 billion profit and BP’s £10 billion profit were unexpected, unearned and clearly unnecessary. It might be a desperate measure at a desperate time, but it would be entirely logical to decide to employ a windfall tax on those huge profits so that people up and down this country could get through this incredibly difficult time and the appalling energy increases could be wiped out.

I know that some Government Members are climate sceptics and think we should get rid of all green taxes and what have you, but I suggest that there is one Brexit benefit that the new Minister for Brexit Opportunities and Government Efficiency might want to take on board: we could cut VAT. That is the only useful thing that we could do as a result of leaving the European Union—the one silver lining—but the Government will not deploy it. Why not cut VAT on fuel bills and give people the relief that they desperately need?

Too little is being done to help those whose need is greatest. With inflation at 7.25%, the 3.1% benefits uprating will lead to utter destitution. It is not just about physical hardship, but about the misery, shame and lack of dignity that go with it and the stress and mental health problems that go with abject poverty, when people cannot afford to feed their children, pay the rent or put fuel in their car to get to work—if they are lucky enough to have a car.

Kendal in my constituency is not a huge town by most people’s standards, yet Linda Sutherland’s wonderful team at King’s food bank in Kendal provided 48,225 meals last year, which was 50% more than in 2020. The massive demand for services from people in desperate need tells us that we are doing something seriously wrong as a country. The local housing allowance is not remotely keeping up with people’s needs, particularly in areas where the cost of living is that much higher. In constituencies such as mine, hundreds of families have been kicked out of private rented accommodation. Council house waiting lists in South Lakeland have increased by 50% in five years; there are now more than 4,500 families on them.

This is the opportunity for the Government to intervene. I understand what it is like to be criticised in government: it is natural to be defensive. I encourage Ministers not to be defensive, but to consider ways to make the lives of people in this country better in these most appalling of times.

I thank my hon. Friend Member for Brighton, Pavilion (Caroline Lucas) for securing this vital debate and for allowing me the opportunity to speak this afternoon.

When I think of my postbag there are two policy issues that dominate the correspondence that I receive from constituents in North East Fife—climate change and making ends meet, whether that be mitigating rising costs or surviving the cuts to universal credit. Some might see those two policy areas as being in contradiction, but that is not how I and my constituents see it. Both areas are about the social contract and our obligations to each other and to future generations.

The publication of the Government’s net zero strategy yesterday ahead of COP26 did bring some good news, not least their formal recognition of the need to limit global temperature rises to 1.5°. But, as other Members have said, there is still a lot missing. I welcome the move to phase out gas boilers, but we know that heat pumps are not perfect, that the grants are not sufficient and that they are only part of the answer without proper investment in home insultation. I welcome the increase in funding for offshore wind, but was disappointed to see nothing on the phasing out of fossil fuels. That needs to be a key focus of all Governments within the UK. We need to ensure that we are accelerating change in the demand profile across all sectors and helping people to do their bit.

We all know that we are in a climate crisis. The real impacts may not yet be evidenced in SW1A—although I am sure that we all saw the flooding in Norman Shaw South—but they are certainly clear to those of us in rural and coastal constituencies. Freuchie Mill in North East Fife has been severely flooded multiple times in the last 18 months and coastal erosion is a real issue for areas of natural beauty such as Tentsmuir. However, that is nothing compared with what is happening in the global south, where people are experiencing the most devastating impacts of a crisis that they had the least to do with creating. I was saddened, but not entirely surprised, to read in the news today about the lobbying by developed nations against shifting away from fossil fuels and committing to the UN’s annual fund to help countries on the frontline of climate change—a fund that was agreed in 2010, but which has never been fully committed to, and that clearly needs to be readdressed at COP26.

The hon. Member for Rother Valley (Alexander Stafford), who is no longer in his place, called for more positivity. When I look at what is happening in my constituency in terms of community activism, I do feel positive. Last month, I had the privilege of attending, for the second time, the Line in the Sand event at St Andrews, where students, staff, school pupils and others gather as part of the global climate strike. My message to them was the same as my message today: there are hard choices to be made by all of us and it is our duty as parliamentarians to advocate to ensure that Governments make it as easy as possible for people to make that transition. It is about recommitting to our global social contract. I ask the Minister and the Government to join me in making that commitment—truly making it and actually doing what is needed to make tangible change.

It is a pleasure to serve under your chairmanship, Sir Charles. I congratulate my right hon. Friend the Member for Orkney and Shetland (Mr Carmichael) on securing the debate. He and others have outlined the challenges faced by the industry, which impact communities across the UK, including the East Neuk of Fife in North East Fife, which I represent.

There is no doubt that fishing has faced and is facing a number of issues. Some of them are longer term, such as changes in consumer taste, the impact of overfishing and the climate emergency. I echo the comments of the right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts), expressing her faith in the expertise of the industry to help tackle that climate impact. We know that the short-term and more acute factors are covid over the past year and a half and Brexit. If we look to future management—the topic of the debate—it is clear that those two are the most critical and acute.

Alongside my hon. Friend the Member for Edinburgh North and Leith (Deidre Brock), who will speak later, I serve on the Select Committee on Scottish Affairs, which has had three sessions, since the UK’s withdrawal from the EU, specifically focused on food and drink and fishing. At the first session, in February, attended by the hon. Member for Tiverton and Honiton (Neil Parish) in his role as Chair of the Select Committee on Environment, Food and Rural Affairs, representatives of the industry outlined a profound sense of disappointment, anxiety and betrayal about how the Government had handled the UK’s departure from the EU in respect of the industry.

The only hope for the future expressed by those representatives at that first session was for the negotiations in 2026 to be handled differently. It was clear that the impact on the industry was now acute and distressing, and that the Government are wholly to blame for that position. Export areas such as groupage have been impacted, which suggests that there has been no assessment of the impact, and that the fishing industry has been made lots of promises but left to fend for itself. No grace period was granted, despite requests. The industry had less than two weeks to respond with a plan related to the EU agreement.

At the second session, in April, I asked Donna Fordyce whether the Scottish and UK Governments were doing enough to progress electronic transmissions—to help move bulk market exports—and streamlining, which would reduce those errors. We again raised the issue of longer-term plans, particularly around funding. I echo the request to the Minister by my right hon. Friend the Member for Orkney for more detail on what funding might look like. Elspeth Macdonald pointed out at that session that 60% of landings are in Scotland, and that that needs to be reflected in funding.

As others have outlined, having left the common fisheries policy, the industry still seems to be impacted by that, plus further restrictions brought about by our third-country status in relation to the EU. For example, regarding the haddock quota that we had under the common fisheries policy, the 57% that the Government obtained during the Brexit deal as a result of in-year quota swaps was a 5% cut in quota for that type of fish. We clearly need progress on in-year quota swaps, not just for this year but moving into 2022, so that the industry does not make further losses.

Although agreement has been reached in 2021, it is clear that a lack of progress for future years is critical. What is the progress for 2022? The likely risk is a knock-on effect. Will negotiations for that start next month, as discussed and expected at the Scottish Affairs Committee?

Hon. Members will have often heard a famous quotation by the American poet Maya Angelou, which is usually very motivational:

“People will forget what you said, people will forget what you did, but people will never forget how you made them feel.”

I would ask the Minister and the Government to reflect on how the fishery industry is feeling as a result of the past 18 months.

What assessment he has made of the effect of the UK-EU trade and co-operation agreement on Scottish fishing businesses.

Under the UK-EU trade and co-operation agreement, the UK has secured tariff-free access for fisheries products and a substantial transfer of quota from the European Union, benefiting fishing communities across the UK, including Scotland. The transfer is equivalent to 25% of the value of the EU’s historic catch in UK waters, worth £146 million delivered over five years. All fisheries Administrations will have regulatory control, giving Scotland powers over the largest part of the UK’s exclusive economic zone.

At the beginning of the year, the Secretary of State stood at the Dispatch Box and told Members that difficulties with the UK-EU fishing trade were just “teething problems”, but two months on those problems are still ongoing, and the Government’s compensation fund is clearly insufficient. On Tuesday, the Environment, Food and Rural Affairs Committee was told that in the medium term, we will see a lot more of the smaller companies stopping trade in Europe, and it may ultimately be their demise. That is terrible news for the East Neuk in North East Fife and their fishing fleet. Does the Secretary of State still agree with the words that he wrote in 2016, when he said:

“From the point of view of the fishing industry, the case for leaving the EU is overwhelming”?

Yes, I do still believe that, and we have a 25% uplift in quota as a result of the trade and co-operation agreement and regulatory freedom that we did not have before. It is worth noting that we are now seeing lorry loads of fish clearing border control posts in France typically in under an hour—sometimes a little longer, but it is an improving situation. Volumes of trade are back up to around 85% of normal volumes.

My hon. Friend’s constituency is in a unique area with a unique geography, as he knows, and it does face frequent flooding—it was among the worst-affected when we had the floods last year. We will shortly issue a consultation on changes to the flooding formula, and one thing that we want is for greater weight to be placed on frequently flooded communities.

I have a constituent who wants to start a lobster hatchery, but they have been shocked by the impact on the fishing sector of our departure from the EU. Should anybody interested in coming into the fishing industry even bother?

Of course they should, because in the white fish sector and the quota sector we have secured an uplift in quota that is front-loaded; the uplift is 15% next year. We will also have full regulatory autonomy on technical conservation measures, which gives us the ability to support the shellfish sector far better than we were able to in the European Union.

I thoroughly agree with the hon. Lady. I think that all Members of the House will now know the value of being able to keep in contact with constituents through video conferencing and other remote methods. All I can say is that the PDS digital support desk will continue to offer a 24-hour-a-day service. Undoubtedly there will be delays due to the volume of calls from people working remotely, but the team will make a real effort to deal with all calls as soon as they possibly can. As I said in my original answer, the PDS team want to ensure that as much facility and resource as possible is given to hon. Members, and I am sure that they will be working to secure and achieve that.

I meet a variety of organisations at Westminster, and would now like to do this remotely. However, the Skype system to which the Commissioner has referred only supports connections to those with parliamentary accounts. This helps me to link with my team, but will the Parliamentary Digital Service consider making Skype accessible to those outwith the parliamentary network? As a new MP, I also have new staff joining my team. What are the learning and development team doing to offer critical training for new starters—for example, on the Department for Work and Pensions, and so on? Will there be opportunities for those training sessions to be available remotely, as opposed to face-to-face as they have been up to now?

Every effort will be made to ensure that people are connected, and all facilities will be used to keep Members of Parliament in contact with their constituents. The PDS support desk is looking at the very issues mentioned by the hon. Lady, and hopefully progress will be made on all that. I think that the lesson here—this seems to be required from all Members—is ensuring that we can work remotely, that all our staff are as connected as possible, and that we continue to provide a level of service that we feel is commensurate with our roles as Members of Parliament. I am pretty certain that all Members will be providing that service in the weeks to come.
