Fair point. Frank Dobson said that he was going to reform the leasehold system in 1995. We are doing it now. The Leasehold and Freehold Reform Bill, which the Minister for Housing, Planning and Building Safety, my hon. Friend the Member for North East Derbyshire (Lee Rowley), is piloting, will bring relief to leaseholders.

Commons ChamberI have been having daily meetings with Homes England and the service provider. It is the case that there have been some issues with the transfer, as my hon. Friend highlights. I want anyone listening to this to know that they can contact either their local MP or the service line, and we will resolve it. I have insisted that additional call centre staff are available and extended working hours. We are very much seeing the issues being worked through at pace now.
I am grateful to the hon. Gentleman but, as was pointed out earlier in these questions, the area of the country where housing numbers are worst, where planning permissions are being built out most slowly and where the fewest planning permissions are being granted overall has been London, under a Labour Mayor. I want to work with the Mayor to see him emulate what the Conservative Mayor in the west midlands, Andy Street, has done to deliver housing.

It is a huge pleasure to serve under your chairmanship, Mr Sharma. Happy new year to you, too, and to colleagues.
It is a huge privilege to serve our communities in Cumbria—our towns, villages lakes and dales, among the rugged beauty of England’s finest landscapes—yet the people who live in our communities are even more precious than the places themselves. We welcome those who see Cumbria as a holiday destination: a place for leisure and relaxation, and a place of peaceful serenity and exhilarating extremes. It is our collective privilege to be the stewards of such a spectacular environment for the country, yet our full-time local communities face an existential threat unlike any other in the UK. I am immensely grateful to have secured this debate, because the housing crisis that has faced our communities in Cumbria and elsewhere in rural Britain for decades has rapidly become a catastrophe during the two years of the pandemic.
For the last few decades, we have seen an erosion in the number of properties in Cumbria that are available and affordable for local people to buy or rent. What little I know of geology tells me that although erosion usually takes place over huge passages of time, sometimes a whole rockface may collapse or a whole piece of a cliff might drop into the sea in a single instant. That is what has happened to our housing stock during the pandemic. In the space of less than two years, a bad situation has become utterly disastrous.
I have been calling for the Government to take action from the very beginning, so I confess to being frustrated and angry that Ministers have yet to do anything meaningful to tackle the problem. As a result, many of us living in rural communities feel ignored, abandoned and taken for granted by the Government, and we stand together today as rural communities to declare that we will not be taken for granted one moment longer.
In South Lakeland, the average house price is 11 times greater than the average household income. Families on low or middle incomes, and even those on reasonably good incomes, are completely excluded from the possibility of buying a home. Although the local council in South Lakeland has enabled the building of more than 1,000 new social rented properties, there are still more than 3,000 families languishing on the housing waiting list. Even before the pandemic, at least one in seven houses in my constituency was a second home—a bolthole or an investment for people whose main home is somewhere else.
In many towns and villages, such as Coniston, Hawkshead, Dent, Chapel Stile and Grasmere, the majority of properties are now empty for most of the year. Across the Yorkshire Dales, much of which is in Cumbria and in my constituency, more than a quarter of the housing stock in the national park is not lived in. In Elterwater in Langdale, 85% of the properties are second homes. Without a large enough permanent population, villages just die. The school loses numbers and then closes. The bus service loses passengers, so it gets cut. The pub loses its trade, the post office loses customers and the church loses its congregation, so they close too. Those who are left behind are isolated and often impoverished in communities whose life has effectively come to an end.
I do not care who solves it—it needs solving. The UK Government have got powers that they could use.
Order. No disrespect, and I do not want to stop the debate or the interventions. However, those who are speaking later may want to be a little hesitant to intervene.
I will be guided by you, Mr Sharma. Unless people are desperate, I will not take any more interventions. Members have the opportunity to speak after I finish.
The point that the hon. Member for Aberconwy (Robin Millar) makes is important; the UK Government have powers and I will come on to talk about the things that they could do. There are things that the Welsh Government could do, and there are some things that they are already doing that the UK Government are not doing—we could learn some lessons from them. There are also some powers that local authorities and national parks have, but those are very limited. It is essentially about taxation and planning law, in particular; those things come from both the devolved and central Administrations. However, it is a perfectly sensible and intelligent point that the hon. Member makes.
Now might be the moment, having asked the Minister to acknowledge that the catastrophe is real and to act, for me to give him some ideas about how he might act. What could and should the Government do? I propose seven steps to save rural communities. First, they could make second homes and holiday lets new and separate categories of planning use. This would mean that councils and national parks would have the power to put a limit on the number of such properties in each town and village, protecting the majority of houses for permanent occupation. Secondly, they could provide targeted, ringfenced finance so that planning departments have the resources to police this new rule effectively.
Thirdly, the Government could follow the lead of the Welsh Government and give councils the power to increase council tax by up to 100% on second homes in the worst-affected communities. That would serve to protect those communities and generate significant revenue that could then be ploughed back into their threatened schools and into new affordable housing for local families. A quick assessment shows that, in Coniston alone, that would raise £750,000 a year, which would make a colossal difference to that community.
Fourthly, the Government could force all holiday let owners to pay council tax, as they can avoid paying anything at all if they are deemed a small business.
Fifthly, the Government could give councils and national parks the power to ensure that, at least in some cases, 100% of new builds are genuinely affordable, and provide funding to pump prime those developments, possibly in part via the proceeds of a second homes council tax supplement. We have a deeply broken housing market. Of course, developers can sell any property that they build in our rural communities for a handsome price, but that is surely not the most important thing. Is it not time to stop building simply to meet demand, and instead build to meet need?
Sixthly, the Government could simply keep their manifesto promise and ban section 21 evictions.
Seventhly, the Government can ensure that platforms such as Airbnb are not allowed to cut corners and undermine the traditional holiday let industry. Their properties should have to meet the same standards as any other rental. Failure to do that is unsafe, unfair and creates a fast track for the Lakeland clearances to continue and escalate.
I want to be constructive, and I hope that I have been. I called for this debate not to throw bricks at the Government, but because I love my communities and I am despairing at what is happening to them. I am determined that Ministers should understand the depth and scale of this catastrophe, and that they should take radical action right now. I support free markets, but unregulated markets that are obviously broken are not free at all. That is when they need the visible hand of Government to referee and intervene.
The Government will have noticed that, in recent months, rural Britain has demonstrated at the ballot box that it will not tolerate being taken for granted. This debate gives Ministers an early opportunity to demonstrate, in return, that they will stop taking us for granted, standing idly by while rural communities are rapidly destroyed.
To those of us who live in Cumbria and other beautiful parts of our country, it is obvious what is happening, and it is heartbreaking. Likewise, it is obvious to us what needs to be done, and it frustrates us, to the point of fury, that the Government have so far failed to even acknowledge the problem, much less to do anything about it. Today is their chance to put that right. Rural Britain is watching.

Commons ChamberI am grateful for the opportunity to speak in this vital Budget debate.
After nearly two years of boosterism and bluster, last week’s Budget was yet another opportunity missed by the Government to finally spell out how they are going to level up left-behind communities throughout the country. The Prime Minister and the Chancellor boast of bringing about a low-tax, high-wage economy, yet the Conservatives are increasing the tax take to its highest level in 70 years. In fact, according to the Resolution Foundation, the Government’s tax rises will cost British households an extra £3,000 by 2026-27. The Government could choose to use that money to help Britain’s poorest families during the worst energy price crisis in a generation, or to reverse the universal credit cut that is needlessly forcing millions into poverty; on the contrary, the Conservatives have handed tax cuts to the likes of Amazon and the banks, to the tune of £12 billion and £4 billion respectively. They are levelling up some of the pandemic’s most profitable companies at the people’s expense, yet they have no plan to remove the enormous tax burden they have placed on working people and small and medium-sized businesses.
Although the Government have provided some welcome relief for the retail, hospitality and leisure sectors, which are so critical to my community in Ealing, Southall, they must go much further to fix the broken business rates system and truly level the playing field between the high street and tax-avoiding tech companies.
At a time when families are suffering from a cost-of-living crisis brought on by the Government’s incompetence, they should not be punishing poorer families for their lack of luck. The cost of heating bills, food shops and fuel are all rising at a staggering speed. This winter, millions of families on universal credit will be forced to choose between eating and heating. If the Government were serious about levelling up, they would reverse the sickening cut to universal credit that is hurting millions of working families. The Government cannot claim to be levelling up while they chip away at the lifeline of some of our most disadvantaged.
As a result of the Government’s failure to properly pay and recognise professionals in nursing and midwifery, the NHS is now short of almost 40,000 nurses. The Chancellor offered no detail on how the Government plan to recruit or train more doctors and nurses, and there was no workforce plan for the NHS, only vague commitments yet again.
I urge the Government, instead of papering over the cracks as the Budget does, to actually help desperate families during their time of need, to protect and empower small and medium-sized businesses and to give NHS staff the pay rise that they truly deserve. Only then will the Government be able to say that they are truly committed to levelling up our society and economy and ensuring that no one, regardless of their wealth and background, is left behind.

It is a pleasure to serve under your chairmanship, Ms Rees. I congratulate the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) on securing such an important debate.
The last few months have been very difficult for so many different people, though I have nothing but pride for the way in which the people of my Ealing, Southall constituency have stepped up. Our community has responded with tremendous generosity and solidarity with those who have suffered greatly. Tragically, the poorest households and most vulnerable in our society have borne the worst effects of the pandemic, with rising levels of food bank use and social isolation.
I am so proud of the truly inspirational community and faith groups in my constituency who have played their part in supporting people during their time of need. They have handed out thousands of food parcels, and provided helpful advice and emotional support to the most vulnerable and to key workers in the constituency. In particular, I thank all the gurdwaras, all the Hindu temples, all the mosques and all the churches, along with the Indian Workers’ Association Southall, the Southall Lions, and many local restaurants such as Kulcha International, TKC, Saravana Bhawan and many, many more. Most importantly, I thank the Hope for Southall Street Homeless charity, which has worked closely with homeless people.
All places of worship have stepped up during this crisis, not only to feed the needy but to deliver medicine and host vaccination events. Their great work has helped the NHS to reach even wider groups of people with its highly successful vaccination programme, and to further safeguard public health. For their incredible work in protecting and improving our local environment, I wholeheartedly commend the Litter Action Group for Ealing Residents—LAGER Can—for their noble effort in cleaning our green and urban spaces. I am incredibly proud and inspired by their efforts to clean up our community during their Great Big Southall Clean-up fortnight, during which they were able to clean up every street in Southall—an astonishing feat.
I am incredibly grateful for the personal sacrifices of members of those groups, and want to let them know that their contribution to the common good has not gone unnoticed. I know I speak for everyone locally when I thank them for what they have done—the donations they have made and the time they have given up to help us all. Some of these groups were recognised for their outstanding contribution to our community with the great honour of a Queen’s Award for Voluntary Service, though their good works are deserving of so much more. The Government must commit more funds to the voluntary sector, and to local government, to ensure that these groups can sustainably continue and expand on their excellent work in our communities.
These groups, religious institutions and businesses have shown their commitment to shared strength and community co-operation. The coronavirus crisis has ultimately shown nothing but the best of our communities, the strength of our society, and the will of people to overcome any and all forms of adversity. I thank them for their efforts, and pledge to do all I can to ensure they can survive and flourish in the future.

Commons ChamberMy hon. Friend is absolutely right. The changes being seen on our high streets up and down the country are seismic. They require fundamental reforms to our planning system and that is exactly what this Government are doing. What a contrast that is with what the Labour party is doing. As far as I can tell, its only policy is to create a review led by somebody whom we asked to do a review 11 years ago. I have a great deal of respect for Mary Portas and I enjoy listening to her views, but we have already taken forward most of her recommendations. We are taking action. The Labour party is doing nothing and is letting the towns and cities across this country go into neglect.
I am disappointed to hear those remarks from the hon. Gentleman. Casting aspersions about the integrity of Dame Alison Nimmo is a new low for the Opposition. Alison is one of the most respected women in business today. She led The Crown Estate impeccably for many years, and now we are fortunate to benefit from her experience, commitment and public service. I think it is completely wrong that the hon. Gentleman—no doubt handed a question by the Labour Whips that he does not know anything of—
None the less, it is very poor that the hon. Gentleman would cast aspersions on a great public servant, whom I am proud to have working with me at the Department.

Commons ChamberI am obliged to my hon. Friend. She is a doughty campaigner for her constituents in Dover, and particularly, in this case, in Deal. She will know that the national planning policy framework makes it clear that local authorities should make provision for infrastructure, including water supply and energy, through their strategic planning authorities. As to what further we can do, our White Paper on planning reform proposes an infrastructure levy that will get that sort of infrastructure that she refers to in place at the get-go so that communities get not just the housing they need but the infrastructure to go with it.
I can assure the hon. Gentleman that we are very much sticking to our promise to support local authorities. We have already given local authorities more than £7 billion since the start of the pandemic, with the sales fees and charges and the business rates and council tax schemes. We are approaching £10 billion of additional support for local authorities, and in his case, in Ealing, it is £30 million, so he is quite wrong to say that we are not supporting his constituents.

That this House has considered the contribution of the Gujarati community to the UK.
It is a pleasure to serve under your chairmanship once again, Sir Christopher. I am deeply grateful to the Chairman of Ways and Means for allowing the debate; I believe that the House of Commons has not debated the subject before, although the House of Lords has. I welcome the Minister to his place, congratulate him on his appointment and look forward to his speech. I also welcome hon. Members present, who probably have substantial Gujarati communities in their constituencies and will no doubt wish to participate.
The reality is that the Gujarati community in the UK is sizeable but at the moment we have a severe shortage of data to measure both the size of the community and the contribution that it makes. One of the asks that I have of my hon. Friend the Minister is whether we can start to compile some of that data in future, so that we can measure what the Gujarati community provide. It is important that we recognise their contribution. However, we can say without question that over about two and a half generations the Gujarati community have integrated fully into the host community.
I congratulate the hon. Gentleman on securing this debate, on a subject that has so far been missing in the Commons debate structure. Does he agree that although we do not have much data, in our constituencies and our local communities we can identify Gujarati individuals, as well as the Gujarati community at large, contributing effectively in different spheres in our society, and that we should respect that?
I thank the hon. Gentleman, who is the chair of the Indo-British all-party parliamentary group, for his intervention. As the chair of that group, he would naturally raise such a subject and I also know full well how much work he does in his constituency to integrate the various different communities, and I recognise what he has said.
The Gujarati community has integrated so well in Britain because of their religious/spiritual leanings and their ethos of hard work and networking across the community, which we should celebrate.
Most of the Gujaratis in the UK—not all, but most of them—are of Hindu origin and practice Hinduism. All of us who celebrated Diwali last Sunday know that it lasts from about 1 September to 31 January, given the celebrations that go on over that period, but of course last Sunday was the holy day. And we just celebrated the Hindu new year on Monday, so a new year gives us a new opportunity to celebrate what Gujaratis have done here. I wish all those who have been celebrating, “Noutan Varshna Abhinandan”, which is Gujarati for “happy new year”.
First, perhaps, we should consider the state of Gujarat. It is obviously a state in India, which is located on the western coast, near the Arabian sea and bordering the south- eastern tip of Pakistan. It is comprised of 33 districts, it covers just under 76,000 square miles, and its population is approximately 69 million people.
The state, as we know it now, came into being in 1960, when the state of Bombay was revised, and then divided into Gujarat and Maharashtra. So it is a relatively young state in India. The capital city is Gandhinagar. The city of Ahmedabad, which is also in the state, is clearly one of the economic powerhouses of India right now. It is a major population centre and, of course, among the most crucial textile hubs in India.
Figures from the relevant Indian ministry suggest that Gujarat produces 7.69% of the entire GDP of India, so that Gujarat is ranked fifth of the 33 states and union territories of India in that regard. In terms of religious breakdown, which I mentioned earlier, the latest figures show that about 89% of the population are Hindu, 9% are Muslim, 1% follow Jainism, 0.5% follow Christianity, 0.2% follow Sikhism and 0.1% follow Buddhism.
It is fair to say that when Gujarat was created as a state, it was very run-down; in fact, it was a desert. It did not have the economic power that it now has. In fact, it is now recognised as being the economic powerhouse of India, not least because its chief minister between 2001 and 2014 was none other than Narendra Modi, who went on to become the Prime Minister of India and is now delivering for the whole of India what he delivered previously for the state of Gujarat. Under Modi’s premiership in Gujarat, the finances and wellbeing of the state were rapidly improved, in terms of the economy, the lifestyle enjoyed by its citizens and the other indicators that show Gujarat is a vibrant state. And clearly he is doing the same thing for India as a whole.
Most of the Gujaratis in the UK came here in the 1970s; there were Gujaratis who came here before that, but in general Gujaratis came here from east Africa in the 1970s. That started when Idi Amin became dictator in Uganda. Although the Gujarati community in Uganda were delivering the economic benefits of the Gujarati people to the country, Amin took against them. That was because, as a despot, he persecuted ethnic, religious and political groups with whom he did not agree. He deliberately went after the Asian and European communities in Uganda, and approximately 80,000 Asians who had come to Uganda, who were mainly Gujaratis, became the prime target of his blitz on minorities.
Of those 80,000, around 30,000 moved to the UK. I am very proud of the fact that when Idi Amin decided to evict the Gujaratis and other Indians from Uganda, it was Ted Heath, a Conservative Prime Minister, who took those people in and welcomed them. At the same time, Indira Gandhi, who was the Prime Minister of India, refused to take them back. I think that demonstrates how this country has always welcomed immigrants who will participate fully in our country.
Nevertheless, we should remember how some in Britain welcomed those people who came here. In particular, I think of Leicester City Council, which chose to put adverts in the Ugandan newspapers, saying, “Please don’t come to Leicester”. The result is that the Gujarati population now in Leicester is about 15,000, so that advertising was clearly not very effective. And good on the Gujaratis who went there, despite what they were being told.
I was at school when the first of those people arrived and I remember that most of those I met were—I have to say—a bit disorientated. They arrived in snow, which they were not used to. However, they had better English than we had, they were better educated than we were and they were very smart. But they were bewildered. None the less, many of those people I met then are still my friends today. That demonstrates how they came in, participated in the work of the UK and moved ahead straightaway.
I do. The hon. Lady may not know that there is a bagpipe band that celebrates and is normally present at the Kingsbury mandir. It comes to a range of functions. In fact, I was with the hon. Member for Ealing, Southall (Mr Sharma) only recently where that band led the parade.
It is interesting that the hon. Gentleman has raised one aspect of the community. The community also includes very skilled craftsmen and women who bring their professions into better repute. As he said, there is a focus on education, and families encourage their children to go into professions such as accountancy, medicine and the law. However, the community are not only in Wembley or Harrow; the hon. Gentleman has visited temples in my constituency to see the services that they provide and the community centres that they have set up. Those temples are not only for worshiping deities; they have an integration aspect, with different cultures brought together to provide services to society—social services. He mentioned some of those services, but does he agree that temples provide other social services too?
I do. It is clear that the first generation had to do the difficult jobs of taking on the economy and building up their family economies. Subsequently, all the families I have come across want their sons and daughters to be doctors, dentists, accountants or lawyers. They want their children to be professionals and to go on and succeed in life—and, in the main, they do. Gujaratis have become some of the most successful businesspeople across the United Kingdom, and some of the most important professionals, be it in our national health service or in other guises.
I will also mention the Gujarati community’s contribution to charity. All the mandirs and community centres are created through voluntary contributions. If they borrow money, they pay it back, but they do not depend on taxpayer money for the creation of any of those centres. That is another thing for which we can be grateful to the Gujarati community. They do not demand money and they do not expect it, but, boy oh boy, do they manage to raise it in their communities.
Let me end with a couple of questions for the Minister. I mentioned that we need a clear way to capture data to measure the immense contribution made not only by the Guajarati community, but by others. There have been debates in this place on the Sikh community and others, and we must ensure that we capture the data in an appropriate way. Several of us have campaigned to get Gujarati as a language retained on the national curriculum for those people who want it. Having that data enables us to demonstrate the importance of having that language in our schools, if people want to raise that point. Equally, retaining Gujarati as an A-level and GCSE qualification is important to that process.
The Gujarati community can be used as a prime example of how a community can come to this country and integrate. We should highlight the contribution it has made, possibly to show other communities that this is the way that they can not only come to this country and make a success of it, but organise appropriately; to have their own religion and celebrate their culture, but still integrate within the host community. The Gujarati community is a shining example to all communities that they can do so. In his reply, could the Minister shed some light on how we can use their example as a means of saying to different communities who come to this country and make it their home that this is an ideal way of doing so, and how we can celebrate what those people have done and the contribution they make?
It is a pleasure to serve under your chairmanship, Sir Christopher. I thank all hon. Members for their contributions. In particular, I thank my hon. Friend the Member for Harrow East (Bob Blackman) for securing the debate and giving me the opportunity to reflect on the significant social, economic, political and cultural contribution made by the Gujarati community in the United Kingdom. Nobody in this House has been a more tireless advocate for the Gujarati community than him. It takes only a visit to his office to see the accolades and gifts of thanks from the community in acknowledgement of his hard work on their behalf in his near decade as a Member of Parliament. I offer him my sincere thanks.
I want to take this opportunity to send my best wishes to everyone who celebrated Diwali on Sunday. The festival of light is a special time for all to come together, to share gifts, food and memories, and to draw confidence from the knowledge that, ultimately, good will triumph over evil. That is a message for all time, and Diwali’s enduring values of duty and service resonate with people of all faiths and none.

The Gujarati community has had a long history with Britain, dating back to the 17th century. Trade between Britain and the Gujarat region stretches back centuries, and I am sure it will continue to flourish and strengthen in the decades ahead. The Gujarati community is also responsible for a phenomenal degree of trade within the United Kingdom. Throughout the country, the Gujarati community can be found running businesses at all levels, from hotels to tech start-ups and international conglomerates, but it is at the most local level that the Gujarati community has had its biggest effect on UK business, through many thousands of local shop owners. I remember from my time working in retail, from leaving school to coming to this House, the phenomenal impact that that famous work ethic had on changing opening hours around consumer need in many retail businesses. It helped to transform a quite old-fashioned set of retail laws in this country forever.
Away from the world of numbers and money, it is important to acknowledge the community’s impact on injecting colour and vibrancy into our country. Consider how much duller our country would be without the kind of celebrations that we have seen in recent weeks at Diwali, or the festival of colour. The Gujarati community has helped to transform our social lives and our community through fashion, music and, predominantly, as the hon. Member for City of Durham (Dr Blackman-Woods) said, food. There are 10,000 restaurants in England and Wales alone that serve Indian and Gujarati food. That accounts for two thirds of all the dining experiences in the United Kingdom, so it is hugely important to acknowledge that contribution. I agree with what the hon. Lady said about vegan and vegetarian food. The community has injected some spice and diversity into food in this country.
It is important to acknowledge the immense contribution of the Gujarati community, which goes far beyond its cultural flair and entrepreneurial spirit, and extends to the world of charity, as a number of hon. Members have acknowledged. The Shree Prajapati Association is a charity that grew up in east Africa, and when its members were forced to flee because of political oppression, it came to the UK and was re-established here. It now has 13 branches that support causes in India, as well as UK charities such as Breast Cancer Now and the National Society for the Prevention of Cruelty to Children. It is strongly dependent on the amazing support of the Gujarati community in Britain. Sangaam, a charity in north London that many Members will be familiar with, is dedicated to supporting Gujaratis and non-Gujaratis alike with issues such as domestic violence, and it provides legal advice and counselling. Some 6,000 people went through its doors last year alone.
It is also important to acknowledge that the impact of this community is felt not just at a social level. Some individuals have changed our way of life, and arguably even our world. The towering figure in UK-Gujarati history is, of course, Mahatma Gandhi—a man who employed non-violent resistance to lead the successful campaign for India’s independence, and who has been held up as a role model for civil rights leaders.
We have recognised the Gujarati community’s contribution to business, education and charity work, but it has also contributed to the public life of this country. It is a pleasure to say that the current Home Secretary comes from a Gujarati background.
I completely agree. The Home Secretary is, of course, the first ethnic minority woman to hold one of the great offices of state, and the hon. Gentleman is absolutely right to put that on the record. The even more famous members of UK society with Gujarati descent are, of course, our royal family, who were shown by recent DNA testing to have Gujarati ancestry. It is important to put that on the record.
There have been a number of points raised in the debate. I fear that I may not have time to address them all, but I will touch on a couple. First, my hon. Friend the Member for Harrow East and a number of other hon. Members raised the issue of data capture and the importance of ensuring that we have the right information to demonstrate the Gujarati community’s contribution. The Government published statistics on Monday detailing the experiences of people from the Indian ethnic community in the UK. This is the first time that that data has been published. Although it focuses on the Indian community as a whole, it provides a valuable insight into the achievements, attainments and contributions of the community. I am very happy to take my hon. Friend’s suggestion away and look at what more can be done.
The hon. Member for Harrow West (Gareth Thomas) raised, I think, seven suggestions that he would like me to take away and look at. Because of the time, I will commit to write to him on all seven, but he made some valid points.
In conclusion—I am giving my hon. Friend the Member for Harrow East very little time to respond—I want to put on the record my thanks, and the thanks of the whole Government and of my Department, to the Gujarati community for its work and its huge contribution to British society and British life.

The hon. Gentleman makes an important intervention about the need for respect for the Jain community. He is right that there are Jains in Northern Ireland too; I am sure that they will have appreciated his intervention.
The first Tirthamkara was Rsabhanatha, who lived millions of years ago; the 24th was Lord Mahavira, who lived in about 500 BC in what is now Bihar in modern India and was a contemporary of the Buddha.
There are three major principles that most Jains recognise. The first is ahimsa, which my hon. Friend the Member for Ealing North (Stephen Pound) mentioned; it enshrines non-violence to all life in thought, word or deed. The second is aparigraha, which requires Jains to minimise their environmental impact through the non-acquisition of material goods; it discourages them from employment in sectors such as mining that can have a negative impact on the environment. The third principle, anekanta-vada, promotes tolerance through the acceptance of a multi-sided view of reality; it encourages the recognition that others have a right to their own point of view.
The principles of Jainism are believed to have inspired the idea of non-violent protest. Mahatma Gandhi was certainly aware of them; he spoke of his debt to Jainism. The principle of non-violence has led Jain culture to be vegetarian, and indeed often vegan, with fasting observed by many at key points in the year. In April and October, followers of Jainism mark Ayambil Oli, a biannual weekly festival of prayer and limited diet that celebrates discipline, austerity and self-control. In August and September, the Jain community celebrates Paryusan, an eight-day festival of fasting, prayer, repentance and forgiveness. Lord Mahavira’s birth is celebrated in April, and his final liberation is celebrated during Diwali in October and November.
I pay tribute to the Institute of Jainology, which provides the infrastructure to support Jain communities throughout the UK.
I congratulate my hon. Friend on securing this debate to raise awareness of the Jain community, not only among parliamentarians but among the general public. Does he agree that Jains do not practise Jainism for themselves alone? They bring their message of vegetarianism, tolerance and equality to wider society, promoting unity among all communities and, above all, bringing their architecture to Europe, particularly in the west London area. Their communities in this country make a very positive contribution.
My hon. Friend sums up well the contribution made by Jainism. I celebrate the contribution of all Jains, but particularly those in north-west London.
The Institute of Jainology was established in 1983 and has been registered as a charity since 1986. It supports the more than 30 individual Jain communities that operate throughout the UK and brings them together as one movement. It is led by the excellent Nemubhai Chandaria OBE, and I pay tribute to all its trustees, including Mahesh Gosrani and Jaysukh Mehta, whom I believe may be watching this debate. From 2007 to 2012, the IOJ oversaw the successful JAINpedia project, which catalogued, digitised and displayed, albeit briefly, the Jain collections in major UK institutions such as the Victoria & Albert Museum and the British Library, attracting more than 30,000 visitors. Indeed, the UK’s collection of Jain works of scholarship, arts and literature is the most important outside India. Overseen by Mehool Sanghrajka MBE, who continues on the board of the IOJ with his father, Dr Harshad Sanghrajka, the JAINpedia collection has already had 5 million website hits.
Broadly speaking, there are two major strands in Jainism. The Digambara sect, whose monks do not wear any clothes, is found mainly, but not exclusively, in southern India. The Shvetambara sect, whose monks wear white clothes, is found mainly in northern India. It is fair to say that most Jains in the UK adhere to the Shvetambara tradition. Each of the two sects is divided into sub-sects, largely on the basis of people who pray in temples—the Murtipujak, meaning “idol worshipper”—and those who do not idol worship, but use halls to celebrate their faith, who are known as the Sthanakavasi, which literally means “hall dweller”.
I have been honoured to chair the all-party parliamentary group on Jainism since its inception in 2016. With the purpose of gently raising the profile of Jainism in the UK, the APPG has had a number of successes. Last year the Jain community was finally given a place at the Cenotaph, alongside the other major world faiths and the royal family. Through the all-party parliamentary group, we have sought to celebrate the contribution of people from the Jain community who have dedicated their lives to community service in the UK, and of non-Jains who have personified the Jain principle of non-violence and compassion.
