T5. The main issue raised by residents at the community coffee morning at the Compton centre in Leeds yesterday was the difficulty in getting access to dentists. The Secretary of State struggled to give any credible answer on this question today. Is she aware of the “Dentists for All” campaign in The Mirror, and will she back it? Its three demands are: to provide access to an NHS dentist for everyone; to restore funding for dental services and recruit more NHS dentists; and to change the contracts, because they are simply not fit for purpose. Does the Secretary of State agree with that, and, if not, why not?

We switched on our fully funded dental recovery plan, in case the hon. Gentleman was not listening carefully earlier, on 1 March. Nearly 500 more practices in England are accepting new adult patients than at the end of January, and even more will do so under the dental recovery plan. We have plans to bring in new dental vans to help our most isolated communities. We are also bringing in the Smile4Life programme for children, because prevention must be a critical part of our dental recovery plan.

Indeed, and it was a pleasure to meet my hon. Friend to discuss the issues facing his constituents. I hope he recognises that we will have those aims very much in mind in the delivery of the recovery plan. We will begin to see the roll-out of those 2.5 million more appointments in the coming weeks as the new patient premium takes hold.

Last month, Healthwatch Leeds submitted evidence to the Health and Social Care Committee—testimonies from people at the sharp end of the NHS crisis. One said:

“I am really struggling to find an NHS dentist that is accepting new patients at the moment. I am an apprentice and get paid minimum wage and cannot afford a private dentist.”

Others spoke of the way in which, according to Healthwatch Leeds,

“having no access to treatment is impacting on their general well-being and mental health.”

One of them said:

“ I just don’t know what to do, who to turn to, how to get help. I just want to be able to smile again”.

Is it not the case that this Government’s plan is too little too late, and that the queues snaking around dentists’ surgeries are testimony to the failure of 14 years of Conservative government and a deliberate undermining of our valuable public services?

The hon. Gentleman has quoted Healthwatch. I presume that he will also be gracious enough to acknowledge that the move to introduce 15 dental vans has, in fact, been welcomed by Healthwatch.

It is right that everyone contributes to sustainable public finances, and the Government are ensuring that those with the broadest shoulders pay their fair share. The spring Budget took steps to tackle avoidance and to improve the ability of His Majesty’s Revenue and Customs to collect tax debts. That is alongside taking millions out of tax altogether by consistently raising personal tax allowances. An average of more than £3,300 of assistance per household in the UK has been provided for help with the cost of living over this year and last.

I do not think that the hon. Gentleman is being quite fair, as he neglects to tell the House the rate of levy for those companies. He will understand why we have said to businesses that want to invest to improve energy security in the United Kingdom that we will support such investment. That is in our interests, as we have heard today concerns raised by Members of Parliament on behalf of their constituents about the cost of living and the impact particularly of energy prices.

The Government recently announced a huge tax giveaway to the very wealthiest, allowing them to stash vast sums in their pensions tax-free. The £1 billion annual cost of that handout would cover the cost of free school meals. Food banks gave out a million food parcels for children last year, so why do the Government think that this tax cut for the super-rich is a priority?

I gently remind the hon. Gentleman of the conversation that happened at the Budget—I hope he recalls it—about the need to get doctors, consultants and those in the public sector back into the NHS. We heard from doctors themselves—the British Medical Association and others—that there were barriers in the pension tax rules which stopped them continuing to serve. I am delighted if those rules help more doctors to serve our NHS and help our constituents who are patients—helping doctors to continue to serve in that vital public service. The difference between Conservatives in government and Opposition Members is that we listen to people, and we deliver what we need to keep the economy going and help our NHS.

Forgive me. Perhaps the hon. Lady misunderstood me; I was trying to be collegiate in referencing what she had said about covid. We do know, of course, that there have been pressures on the workforce and on the NHS throughout its decades of history. Every generation has the new challenge of ensuring that the NHS meets the hopes, needs and expectations of our constituents.

In opening the debate, my right hon. Friend the Secretary of State for Health and Social Care set out our plans for the NHS and explained that we are taking specific steps on issues such as workforce shortages. We will have an independently verified plan for the number of doctors, nurses and other professionals that we will need in five, 10 and 15 years’ time, taking full account of the need for better retention and productivity improvements. That will build on what are already significant statistics. Between September 2019 and August 2022, the NHS had more than 14,000 more hospital doctors and more than 29,000 more nurses and health visitors.

The Minister spoke a few moments ago about the importance of approaching this issue in measured tones, so this is an important opportunity for her to say that her ministerial colleague was wrong to attempt in the media to associate our NHS staff with Vladimir Putin’s horrific invasion of Ukraine. I think it is really important that she rights that wrong by correcting that, please.

I have not seen it myself but, from descriptions I have heard, I am not quite sure that is what he was trying to—[Interruption.] Members ask why I have not watched it. I was actually getting ready for a birthday party for my 10-year-old. We are allowed lives outside this place.

For those who have commented on workforce figures over the past decade, between May 2010 and August 2022, 36,000 more hospital doctors and 38,000 more nurses and health visitors were recruited. We are also asking the NHS, like all public services, to tackle productivity and inefficiency. My hon. Friend the Member for Peterborough (Paul Bristow) emphasised the importance of that and brought his experience to the debate.

To help colleagues, the initial findings by Patricia Hewitt, the former Labour Health Secretary, will be delivered to the Department within three weeks, which shows the pace of work that Ms Hewitt and others are taking on this important project. In addition, we are boosting NHS funding by £3.3 billion next year and by another £3.3 billion the year after that, helping to ensure that the NHS can take rapid action to improve urgent and emergency care and to get elective performance back to pre-pandemic levels.
