Commons ChamberThe Government are committed to supporting the transition to net zero emission vehicles to help the United Kingdom to meet its net zero obligations. That includes committing £2.5 billion since 2020 to support that transition, to fund targeted vehicle incentives and to fund the roll-out of charging infrastructure.
We know that Scotland has many more public electric vehicle chargers per head of population than England; according to the Department for Transport’s January figures, it has 23% more per head and 73% more rapid chargers per head than England. However, we also know that those of us, like myself, who can charge their cars at home pay 5% VAT as part of our domestic energy bill, while those unable to charge at home—those who live in flats and so on—have to pay 20% VAT on often already significantly more expensive chargers. If the Minister agrees that that acts as a disincentive to switching to EVs, will it be fixed in the upcoming Budget?
I hope the hon. Gentleman reflects on the considerable advantages his constituents gain from being in the United Kingdom, because the Scottish Government receive 25% more funding per person than equivalent UK Government spending in other parts of the United Kingdom. On his challenge about the electric vehicle transition, introducing VAT relief for charging points in public places would impose additional pressures on the public finances, to which VAT makes a significant contribution. Indeed, it is expected to raise £157 billion in 2022-23, helping to fund the key public services we all care about. I welcome his support for the UK Government’s work to reach net zero targets, but I ask him, please, to work with the UK Government to help us to achieve this across the United Kingdom.

I thank my right hon. Friend for his question, partly because, in highlighting the work of his charity, he gives me an opportunity to correct a misreport in The Sunday Times this weekend about the early intervention youth fund. It erroneously stated that we had cut the amount available to that fund. We have not. We have spent the first tranche—£17.7 million—on 29 projects across the country, and the rest of the money is to be invested in due course later this year.
I am grateful to my right hon. Friend for highlighting the work of his local charity. Many charities large and small do invaluable work, and we very much hope that their knowledge and intelligence will feed into applications for knife crime prevention orders, where those are in the best interests of the child and the local community, so that we can draw them away from criminality before it is too late.
We all agree that the surge in knife crime in England and Wales is harrowing, and our hearts go out to everyone affected by this epidemic, but these disproportionate measures cannot be the right approach to tackling this issue. Why is the Home Secretary introducing these orders to the Offensive Weapons Bill at such a late stage, when the opportunity to debate them will be limited?
In Scotland, we have taken a different approach. Under a public health approach, which views violence as a disease, the goal is to diagnose the problem and treat the causes. Officers in Scotland’s groundbreaking violence reduction unit work with teachers and social and health workers to prevent young people from being drawn into a criminal lifestyle in the first place. Only by tackling the causes of violence, and not just its symptoms, and by taking a whole-systems approach, can we break the cycle of violence. As a result of this approach, recorded violent crime in Scotland has fallen by 49% since 2006-07 to one of its lowest levels since 1974.
Does the Minister agree there is much to learn from Scotland’s approach to violent crime, and can she confirm whether the Home Secretary is actively considering the public health approach, which has been so effective in Scotland, but with which these measures do not fit?

Commons ChamberIt is now my challenge not to talk out the Bill.
It is a pleasure for me to close the Third Reading debate on this important Bill. As my right hon. Friend the Home Secretary said, the measures in it will prevent young people from accessing dangerous weapons such as knives and acid and causing irreparable damage with them, not only to the lives of others but to their own lives.
I am genuinely grateful to all right hon. and hon. Members from all parties—particularly those from Northern Ireland—for their valuable contributions and for the debates that we have had on the Bill. We have had a series of constructive debates, and at times like this the House is at its best, so I thank hon. Friends and colleagues for their contributions.
Particular thanks must go to my hon. Friends who served on the Bill Committee and scrutinised the Bill line by line. It was an absolute pleasure to serve with them in doing that important work. I also thank the Parliamentary Private Secretaries. We do not often get the chance to thank them, but they are the ones who make sure that the political wheels run smoothly. Of course, I also thank the officials, who have done an incredible amount of work on the Bill. [Interruption.] I am being prompted, but I had made a note, so now that I have finished thanking the officials I thank the Whip, the Lord Commissioner of Her Majesty’s Treasury, my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard), because I know which side my bread is buttered. I also thank those in the Whips Office for their hard work on the Bill. Every time that we excited and enthusiastic Ministers put policies and legislation before the House, it is the Whips Office that has to deliver it, and I am extremely grateful for the help I have had on this Bill.
I extend my thanks to the hon. Member for Sheffield, Heeley (Louise Haigh), the right hon. Member for East Ham (Stephen Timms) and the hon. Member for Lewisham, Deptford (Vicky Foxcroft) for their contributions, not only today but in Committee, and for the constant attention that they pay to this really important issue. I hope that the hon. Member for Lewisham, Deptford will keep pressing her case for a debate at tomorrow’s business questions.
I also thank the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) for his perspective in the debates. It has been a pleasure to work with him and, indeed, the Scottish Government on the Bill.
Let me end this Third Reading debate by drawing the thoughts of the House back to the people whom the Bill is intended to help and protect. I thank every single victim of knife crime and corrosive-substance attacks, as well as every family member who has been affected, sometimes devastatingly, by serious violence. It is for those people that we put the Bill and the other measures in the serious violence strategy at the forefront of our thoughts, as well as for the communities that we all represent, who really do want us to ensure that our laws are up to date and that we have in place the strategy to keep our country safe.
On that note, it is my absolute pleasure to send this Bill elsewhere. I hope that it goes with the best wishes and best intentions not only of every colleague present, but of the victims whom we seek to serve and represent.

On a point of order, Mr Deputy Speaker. The Speaker has ruled several times that the convention of Members notifying other Members before visiting their constituencies applies to Ministers on official visits. I was deeply disappointed today to find out that the Scottish Secretary and the Prime Minister no less have visited Bridge of Weir in my constituency and that I have yet to receive a notification. The Scottish Secretary found time to tweet about his visit to Bridge of Weir just over two hours ago, to which I replied, asking for notification. He has not complied with that request. Clearly, paragraph 10.10 of the “Ministerial Code” applies in this case.
The sad thing is that the Prime Minister said earlier in answer to my question at Prime Minister’s questions that she knew nothing about Home Energy and Lifestyle Management Systems’ green deal mis-selling, which affects hundreds of people in my constituency. Had I been made aware of the visit, I could have scheduled meetings with the constituents affected, at which she could have learned a lot more about this terrible issue. Can you advise me, Mr Deputy Speaker, what recourse I have when the ministerial code is broken and Ministers fail through their answers in their obligations to Members and this House?

Public Bill CommitteesThe point has been dealt with, and I think we need to move on. The effect of new clause 10 —[Interruption.] I will finish, amid the chuntering. These new clauses require data retention notices to be issued only for specific investigative or operational purposes, to obtain specified data where those data are believed to be of substantial value. We do not believe, however, that the role of communications data in the investigation of crime justifies the Secretary of State’s mandate for blanket retention of historical communications data for the entire population for 12 months.

Public Bill CommitteesQ So in those two areas—counter-terrorism and serious organised crime—this legislation could help not just our country, but our neighbours overseas as well.
Richard Berry: Yes, absolutely. From experience, I was involved in running a national operation on human trafficking, and we basically created a dataset from a significant amount of intelligence gained during that national operation over six months. It went straight into the analytical work files within Europol and we were able to map organised criminality right the way back to mainland China in some cases. The added value point, which is what you are making, very much comes from that sharing.
Simon Grunwell: Can I just add to that? A significant thread for us is organised tobacco smuggling, which is international by default. So it can only help.
Q Just a follow-up to a question asked in the last panel about ICRs as they relate to mobile devices and third-party apps. You brought up easyJet earlier, and I have got an easyJet app on my phone. As far as I am aware, it creates a lot of ICRs as defined in the Bill. There is no way to differentiate between an ICR that is created manually or automatically by a third-party app. How would that limit the operational effectiveness of ICRs for you?
Chris Farrimond: To go back to my previous answer on this point, from your mobile record—the ICR from that—we would require your provider, Vodafone or whoever, to help us to understand which flight provider you were using. If they came back to us and said, “One of the domain names is easyJet”, we would say, “Thank you very much.” That is what we would expect from Vodafone. We would then go to easyJet and say—with the right authority signed off, obviously, and with the proportionality, necessity and everything that goes with that—“Can you tell us about his travel plans?” They would, hopefully, be able to do precisely that with the data that they hold on their flight details. But as for the actual app, all that we would look for from your provider would be to tell us that you have been making use of easyJet, and that would give us the next point in our investigation.
