Commons ChamberThe House has already legislated to ensure that vapes cannot be sold to people under 18. However, as we are seeing in our local shops, the vaping industry is finding ways of marketing its products that seem designed for younger minds and younger preferences. Once the Bill has been passed, that age limit will be maintained for vaping but, importantly, from January 2027 onwards we will not see the sale of legal cigarettes or tobacco to those aged 18 or less.
My hon. Friend gives me the ideal opportunity to talk about my favourite criminal offence: cheating the public revenue, which is a criminal offence with very settled law. It has a maximum sentence of life imprisonment, and I have deployed it myself against the organised crime gangs to which I referred at the beginning of my speech. A sensible prosecutor will always look at that criminal offence, because it is settled law and good law, and it has a maximum sentence of life imprisonment for those who indulge in it.
I am going to conclude. In fairness, I have been generous with my time.
We want to build a brighter future for our children and grandchildren, which means moving from the tossing sea of cause and theory to the firm ground of result and fact. The result of this legislation will be to free future generations from the tyranny of addiction and ill health. The facts include that parents worry about youth vaping and want us to take on the tobacco and vaping industries. The result and facts of this change will save hundreds of thousands of lives, reduce pressure on our NHS and increase millions of young people’s chances in life. The decisions we make today will stand the test of time. For those many reasons, I commend the Bill to the House.

Commons ChamberMay I try to correct the hon. Lady? First, clearly everyone in the House has heard the account she has given of her constituent and the families affected in her constituency by knife crime. We understand and we express very seriously our commiserations to the families involved. However, I do think the hon. Lady has perhaps missed the news about the violence reduction units, which we are funding, particularly in London, to help the police work together with other agencies, local authorities, local groups and so on to try to tackle serious violence both with enforcement and, importantly, with local intervention projects. Again, I very much welcome the opportunity at some point of sitting her down to talk about the youth endowment fund, for example, and to explain how that will help young people in her local communities. This Government are not complacent about serious violence or the deaths she has described. We are working very hard with the police and with local communities to ensure that these terrible crimes stop.
The Government have stated that they are committed to a public health approach to tackling violence affecting young people and the Minister has just mentioned the violence reduction units, yet our 18 violence reduction units only receive short-term funding settlements. The work these units do is extremely important in tackling the root causes of violence, but they cannot formulate long-term strategies without long-term funding, so what is the Home Secretary doing to ensure that the comprehensive spending review delivers on that?
As the hon. Lady knows, because we have discussed this many times in the past, violence reduction units are a key part of our work to tackle serious violence. We are constrained within the current spending review, with the wider problems of the pandemic and the impact that has had on Government spending, but she will know that the Government have invested record amounts in these units to get them working across the country in the 18 areas most hit by serious violence. However, we are going further than that, because through the Police, Crime, Sentencing and Courts Bill, we are imposing a serious violence duty on every single local area across the country, so that every single area is taking the public health approach that she so commends, and rightly so.

My hon. Friend is consistent in his message to social media companies about their huge responsibility in hosting videos, pictures and so on on their platforms. This is an ongoing dialogue and, in fairness to the social media companies, we are seeing some progress, but it is not enough. That is why we have helped the Metropolitan police to set up its social media hub, to ensure that drill music videos in particular, which can often incite violence, are taken down as quickly as possible. Also, through the online harms White Paper, we are advocating the idea of companies having a duty of care of towards the wider public.
We all agree that early intervention and prevention are part of the public health approach, but I sometimes worry that when we use that language, we are not actually following it through. Cross-departmental working is at the heart of the public health approach, so can the Minister update us on how that is going in relation to education, mental health, youth work, early intervention—Sure Start, for example—and the police? Also, has she done any work on pooled budgets, to ensure that the money follows the issue and that we do not simply have everybody fighting over their own departmental budgets?
I thank the hon. Lady for her question. On the work that is ongoing across the Government, she will know about the Prime Minister’s serious youth violence summit, the purpose of which was to drive action across the Government. The hon. Lady is absolutely right to say that the Department for Education has a huge role to play, as does the NHS and others. Indeed, only last week I visited an alternative provision school to see for myself the work being done on the ground to help young people who are at risk of becoming victims or perpetrators of serious violence. On the actions arising out of the summit, there is now a specific ministerial group attended by all the relevant Secretaries of State, as well as a unit within the Cabinet Office, to drive this work forward, so it really is at the centre of Government.
On the question of spending priorities, spending review discussions are ongoing and it will not surprise the hon. Lady to know that I have been emphasising the need for us to help vulnerable people—particularly those who might have been subject to adverse childhood experiences —at an early stage in life. That has huge benefits both for the way in which society enjoys itself and for the Home Office and its partners not having to pick up the pieces.

Commons ChamberMy hon. Friend summarises the orders succinctly, and I thank him for all his work on the Bill. The point of the orders is to try to reach those children before they are in the criminal justice system. They include, for example, the ability to prohibit a child from accessing social media or entering certain postcodes, because we know the tensions arising on the streets from particular groups of young people in certain parts of our large cities. This is not about criminalising those young people; it is about trying to reach them.
In the Minister’s discussions with the police about programmes that work and the investment that they want to see, has she considered expanding Prevent, a programme with proven successes, or early intervention measures such as investing in our youth services? What the police keep saying, and what Ministers keep quoting, is that we cannot just police our way out. If that is the case, we need to invest in all those programmes that support our young people, so I would be grateful if the Minister said something about Prevent in particular.
I thank the hon. Lady again for all the work that she does through the Youth Violence Commission. She is absolutely right. As I said at the beginning of the debate, the Offensive Weapons Bill is but one measure within the serious violence strategy, and these orders are but one measure within the Bill. We do not for one moment claim that the orders are going to solve everything, but we hope that they will be a path to reaching some of the children who are currently so difficult to reach, as the hon. Lady knows. These measures come on top of all the early intervention and the youth endowment fund, through which we are investing £200 million over the next 10 years to give certainty to the organisations that win bids. All those measures are really important.
Yes. I am grateful to the hon. Gentleman for raising the pilots. Some of the concerns raised today were also raised in the other place, so their lordships saw fit to insert an amendment regarding piloting. I hope that it gives some comfort to the House that we will pilot the provisions in one or more specified areas in England and Wales. We have not yet determined which forces will have the privilege of starting these pilots. The second condition of piloting is that the Secretary of State will lay before Parliament
“a report on the operation of some or all of the provisions”
relating to KCPOs, so the House will be fully updated on the progress. I am sorry that I cannot give the hon. Gentleman more details regarding the operational aspects of the pilots at this precise moment in time, but I want to deal with the amendments tabled by the shadow Minister.
Amendments (b) and (c) to Lords amendment 7, and amendment (a) to Lords amendment 14, would make it a requirement for the police to obtain—and, by implication, for the youth offending team to produce—a pre-injunction report, including an assessment of the defendant, before making an application on conviction, or otherwise than on conviction if the defendant is under the age of 18, and to provide that report to the court as part of their application. It follows from this proposed amendment that the outcome of the consultation should be available to the court. The requirement to consult is an important safeguard to ensure that the youth offending team has a chance to influence the process, and we expect the YOT’s view to be before the court when it is considering the application. We will state in guidance that we expect the police and the Crown Prosecution Service to share with the court the outcome of the consultation with the youth offending team, and we will reinforce the message during the pilots that the applicant police force should share the outcome of the YOT consultation with the court.
Amendment (c) to Lords amendment 12 would also set down a requirement in relation to a pre-injunction report. Again, we believe that the requirement to consult the youth offending team addresses this, and I am not persuaded that it would be appropriate to include a requirement to consult the youth offending team if an application without notice were made, given the urgency of such applications. However, the consultation requirement must be fulfilled before the full hearing takes place.
Amendment (d) to Lords amendment 7 is not needed. The Bill already provides a power for the court to require evidence from the individual responsible for promoting, supporting and monitoring compliance with any requirement included in the order. That individual could be the youth offending team, but it could also be a community group or a charity, for example. Let me remind the House that the police fully support the provisions in the Bill as they stand in the Lords amendments that we have tabled in the Home Secretary’s name. There are already safeguards in the Bill to ensure that the orders are proportionate and that the views of the youth offending teams are taken into account during the application process. I therefore ask the shadow Home Secretary and the hon. Member for Sheffield, Heeley (Louise Haigh) not to press their amendments.
Amendment (a) to Lords amendment 23 requires a report to be laid before Parliament on the outcome of the pilots. I would expect that, as has already been set out in our amendment, a report will be laid before Parliament about the success or otherwise of the pilots, and that KCPOs will be the subject of ongoing scrutiny.
Will the Minister confirm that when that report is laid before Parliament, there will not be a further roll-out of the KCPOs without our seeing it in Parliament first?
I think the hon. Lady is talking about the amendment tabled by the shadow Minister. We do not agree with that amendment. We believe that piloting and then the Secretary of State laying a report before the House is a perfectly proportionate way of assessing the pilots’ success. Let us not forget that we are talking about youth courts and magistrates courts using civil orders, with all the safeguards that are in the regime. This regime mirrors similar regimes used in, for example, gang injunctions. We should have trust in our youth courts and others that they will be able to meet the expectations of the House in terms of ensuring the wellbeing and the welfare of the young people they are looking after. The aim of these orders is to protect young people and also the wider community. On the proposal that a full report should be laid out, I am afraid that, in the usual way, such regulations are not subject to any parliamentary procedure, and the Government see no reason to adopt a different approach in this case.
There are of course other provisions that I have not even begun to address, although I may well have a chance do so at the end. However, I hope that my focusing on the three main issues arising during the passage of the Bill meets with colleagues’ approval. I very much look forward to hearing their contributions in the rest of the debate.

I thank my hon. Friend for raising mandatory minimum sentences. I note that they are not universally accepted. Indeed, the Leader of the Opposition voted against them—I think—when they were first introduced. The point of mandatory minimum sentences is to send out a clear public message that people will go to prison if they are twice caught carrying a knife. We have also ensured—this is important—that the judiciary, which of course is independent and must be able to sentence on a case-by-case basis, has flexibility if the facts of a particular case require it. I note, however, that since mandatory minimum sentences were introduced, the number of people going to prison on the second occasion of carrying a knife has increased, despite the statistic he just cited. The message must be consistent. We do not want young people leaving their homes with a knife because it is more likely to be used against them than against others.
We absolutely did need this urgent question because we did not know the date of the knife crime summit. It is all well and good the Minister saying we can have informal conversations, but the House needs to know when things are happening.
On the Minister’s point about collaboration, I welcome her announcement of a public health approach, but, as we said in the Youth Violence Commission report, too often people talk about a public health approach without understanding what it is. One person who does understand is the shadow Minister, my hon. Friend the Member for Sheffield, Heeley (Louise Haigh), so when the summit happens—in the week commencing 1 April—will the Minister ensure that the shadow Minister is invited?
I will not comment on attendees at this stage. I have said that this is the ultimate in process questions, and we are in the process of arranging that summit. We work on a collaborative basis across the House. I am delighted that Members from the opposition parties join us at meetings of the serious violence taskforce. I am delighted, too, that we work collaboratively. I was delighted to visit the hon. Lady’s constituency only last week to observe the police conducting a weapons sweep. This is about collaboration. I know that my announcing a date for the meeting is of interest to Members of the House—I will happily share that information—but my point is that the work of Government continues over and above the date of the knife crime summit. A tranche of work is going on.

My hon. Friend makes a good point. We are leaders within our communities. If colleagues would like to speak to me afterwards about how they can help to lead the message on knife-carrying in their constituencies, I would be delighted to work with them. Members can google our #knifefree social media campaign, which provides all sorts of information about what one can do if one is worried about a young person or if a young person wants help and advice. There is so much that we as a community can and must do to tackle this.
We know that the rise in knife crime is multifaceted and multi-layered, we know that we need to adopt a public health approach—increasing community policing, youth work and early years intervention—and we know we need it to be a long-term approach. How will the knife crime summit be determined? Who will attend? Will it be long term, sustainable and cross-party, like the work of the Youth Violence Commission? How will the Government report back to the House?
As I say, the Home Secretary has his meetings with the chief constables. I hesitate to give the House a diary of my engagements in the next couple of weeks, but I am meeting police and crime commissioners. We also have the serious violence taskforce coming ahead of that—[Interruption.] The hon. Lady is not letting me finish. I am about to get there. I am just trying to lay out the plan of work. I am meeting PCCs, because they are obviously vital. We have the serious violence taskforce, which, as she knows, is a cross-party body that brings everyone who can help nationally and locally into the same room. The Prime Minister has announced her summit, which will involve not just Ministers, but external stakeholders—victims, youth workers and others—to help to cement the work that is happening under the serious violence strategy.

My hon. Friend knows that the illegal drugs market is considered to be the major driver of serious violence. These gangs deal in drugs for nothing more than money—money is their sole motivation—and they exploit children to carry those drugs around the country. The way in which they exploit those children is terrible, which is why we are tackling the organised crime gangs behind the drugs market, and sending out a message to anyone who may have a wrap of cocaine at the weekend or dally in drugs almost as a hobby that they are part of the picture of violence and exploitation. They need to be aware of where their drugs may very well have come from.
I have a few questions for the Minister that I hope she can answer, especially given that the Home Secretary is not here. How much does she expect the roll-out of knife crime prevention orders to cost? Will there be extra community police officers? How does this fit with the Government’s public health approach? Will there be extra resources available for programmes such as Divert, which I visited at Millwall in my constituency last week and which has proved successful in reducing reoffending by over 20%? Reoffending costs the UK up to £10 billion a year, so should our focus not be on early intervention programmes such as that, rather than gimmicks that risk criminalising our young kids?
I am grateful to the hon. Lady for all the work she does on this issue. She knows how important intervention is in the Government’s approach to tackling this serious violence. In terms of reoffending and preventing offending from happening in the first place, that is precisely what these orders are about; they are called prevention orders. We want to prevent children and young people from carrying knives in the first place, and that is consistent with our approach on, for example, the #knifefree campaign on social media. In terms of the costs, I do not have that figure to hand but I am sure that it will make its way across to me at some point.
The orders have been put in place at the request of the Metropolitan police. We have listened carefully to its analysis that there is a small cohort of young people that these orders may help, and we have drawn inspiration from similar prevention orders that are used in other regards. It will be for the police to decide how they use this tool as part of their operational toolkit. I would argue that this is consistent with the public health approach, because the positive and negative requirements within the order will enable the young person to receive help from other state organisations that will be able to draw them out of the criminal gangs that they might well be frequenting.

Commons ChamberI am delighted to endorse the work of Redthread, a charity we support not just in the midlands, but in London and Nottingham. I have been delighted to visit accident and emergency departments where Redthread is in operation. Its workers reach out to young people when they are in A&E departments, at what they call the teachable moment. That is exactly the sort of positive voluntary work we need.
Will the Minister update us on the Government’s public health approach to tackle serious violence? I am not asking for an update on the serious violence strategy, the Offensive Weapons Bill or the youth endowment fund. I have been following those very closely, but I cannot find anything about the Government’s public health approach, as announced at the Conservative party conference. Perhaps the Minister can update us now.
I thank the hon. Lady for her assiduous focus on this important topic. I am grateful to her for her work on the Youth Violence Commission. We are due to consult on the public health duty, a legal duty that will apply across the board to help to embed a public health approach in our treatment of serious violence.

Commons ChamberMerry Christmas to one and all! I say that because although Christmas is a time of festivity, it is also, sadly, a time when the number of incidents involving domestic violence increases exponentially. I hope to be able to inform the House of ways in which we can help to spread the message that if anyone is suffering domestic abuse over the festive period they can—and please, must—seek help.
The Home Secretary chairs an interministerial group on violence against women and girls, which aims to ensure that all Departments, including the Department of Health and Social Care, work together to make dealing with crimes such as domestic abuse a priority. We will publish our response, including our draft domestic abuse Bill, shortly.
I welcome last week’s debate on the public health approach to tackling youth violence. Domestic violence can be a key trigger of trauma in young people’s lives, and they need this strategy to be published and properly funded as soon as possible. May I urge the Minister, who is also part of the Home Office team, to do all she can to make sure this strategy is published as soon as possible?
I am extremely grateful to the hon. Lady, who has done so much work on the specific issue of youth violence, including her work on the commission. She knows, following last week’s very good debate, that the Government are absolutely committed to treating serious violence as a public health issue, but we are very much committed also to ensuring that domestic abuse within the serious violence sphere is tackled in hospitals and GP surgeries, because often the NHS is the touchstone that victims of domestic abuse can use to seek help when they find that they are in a place to be able to do so.
I am very concerned to hear that. I note the work that is going on through all-party groups to help victims of crimes and their families overseas. I will of course take away what the hon. Lady has said, and if she would like to meet me to discuss the case, I would be happy to. I will also ensure that the Minister from the relevant Department meets her.

Gentleman, who contributes a great deal through the serious violence taskforce, which is chaired by the Home Secretary and brings together colleagues from across the House and people from local government, Whitehall Departments, the police, health and so on to try to tease out ways of tackling serious violence. I understand his point. It is of course for each Member of Parliament to decide which debates to attend. However, looking at the colleagues who are here, I know that they have all paid particular attention to this issue in their constituencies and in conversations with me and other Ministers. I hope that there will be more people in the Chamber for future such debates, but anyone watching should rest assured that, although the Benches may not be as full today as the hon. Gentleman and I would like, a great deal of work is going on outside this Chamber.
How many times has the serious violence taskforce met? Where can we find the details of what it has discussed?
The taskforce has met five times—it meets pretty much every month, although there may have been a period of five weeks between one or two meetings. There was a meeting only last week that I was unfortunately unable to attend because I was required for a debate in the House, but the next meeting is on 9 January. We do not publish the minutes of the meeting because we want people to be able to exchange full and frank views. I am grateful to hon. Members throughout the House who take part in the taskforce, which has pushed on a programme of work across Government, including on exclusions and social media activity. I plan to move on to that later in my speech.
I pay tribute to the right hon. Gentleman for his work on this subject over the years, and I join him in paying tribute to the work of the Youth Violence Commission. I absolutely agree about adverse childhood experiences. He will know there is a new inter-ministerial group, chaired by the Leader of the House, focusing on the first two years of life. I invited myself on to that group because it is of such interest to my portfolio.
When I speak to young people who are involved in gangs, and to their youth workers, the prevalence of domestic abuse is sadly a theme that runs through these young people’s lives. That is why I hope the forthcoming domestic abuse Bill will have an immediate impact not just on violence committed in people’s homes but on the longer-term consequences of ensuring that children do not witness such violence and abuse in what should be their ultimate place of safety—their home. That can have long-term adverse impacts in their adult and teenage years.
The serious violence strategy sets out our understanding of recent increases in serious violence, our analysis of the trends and drivers, as well as the risks, and the protective factors that can help to tackle them. As a result, it places a new emphasis on early intervention and prevention, and it aims to tackle the root causes of the problem, alongside ensuring a robust law enforcement response.
The strategy sets out our response under four key themes: tackling county lines and the misuse of drugs; early intervention and prevention; supporting communities and local partnerships; and the law enforcement and criminal justice response. The strategy is very clear that tackling serious violence is not a law enforcement issue alone and that it requires a multi-agency approach involving a range of organisations, partners and agencies, including education, health, social services, housing and youth services. It supports a public health approach to tackling serious violence, which I suspect has the support of the House.
Does the Minister share my disappointment that we do not have Ministers here listening to the debate from all those other Departments, which are so integral to delivering a public health approach?
I always enjoy the company of my colleagues on the Treasury Bench. In fairness, those Ministers may not be here today, but they are there at meetings of the serious violence taskforce, the inter-ministerial group on serious violence and the inter-ministerial group on the first two years of life. There is a great deal of Whitehall involvement, and there has to be, because we have to ensure that all relevant Government Departments, at both national and local level, are involved if we are to provide a wrap-around approach to tackling violence.
The trends and analysis show that this violence is based around male-on-male offending, alongside a shift to younger offenders. Young black men are disproportionately represented as both victims and perpetrators, and although the rise in violence is national, particular communities are being disproportionately hurt by this terrible violence. The strategy is clear that a range of factors are likely to be driving the rise in serious violence, but the most notable driver is the drugs market.
Crack cocaine markets have strong links to serious violence, supported by the growth in county lines, which is also strongly linked to violence. The latest evidence suggests that crack use is rising in England and Wales and that county lines drug dealing, which is associated with hard class A drugs, has spread.

Commons ChamberI completely agree that we need to communicate the fact that the behaviour the hon. Lady described is utterly unacceptable, but she has given the example of a knife being pulled on a shop worker and legislation is already in place to deal with that. Furthermore, the independent Sentencing Council, which sets the guidelines for the judiciary across the country, has said that in that scenario the fact that the knife was pulled on a person in their line of work can be an aggravating factor. So the law is already there and we just need to make sure it is being used as effectively as possible, not just by our police, but by our judiciary.
On the point about serious violence more generally, the hon. Lady will know that we published the serious violence strategy in April. It has marked a step change in how we tackle serious violence, because we acknowledge that serious violence is no longer restricted to our large urban centres and is spreading out across the country, particularly with the rise of county lines. She will know that one of the drivers behind this rise in serious violence is drugs—the drug markets. A great deal of work is being done just on that one stream to tackle that.
For example, a couple of weeks ago we held an international conference, drawing together law enforcement and public health officials from across the world to talk about the rise in serious violence, because this is happening not only in the UK, but in other countries. From that conference, which I was able to attend, although sadly just for a little while, we could see the lessons that we can learn from other policing experts across the world and from public health officials. That is also why the Home Secretary has announced recently that we are looking into a consultation on making tackling serious violence a public health duty for local authorities—all arms of the state. That goes further than the models in Scotland and in Wales, which are often rightly cited as good examples, because we want to look into whether having a public duty will help with the sharing of information and the working together. Those of us who served on the Public Bill Committee and those of us who take a particular interest in this topic know that these things do not always work as well as they should.
Interestingly, the Minister said that the Home Secretary has talked about adopting a public health approach—I believe that was at the Conservative party conference. Since then we have heard absolutely nothing in this Chamber about what is happening on the public health approach. I believe I have asked nine times in this Chamber when we will be getting a debate on this. I do not suppose the Minister would like to respond to that now.
The hon. Lady asked me about this at the last Home Office orals and I said I would be delighted to debate with her. She has asked this in business questions, and my right hon. Friend the Leader of the House has written to me and to the Home Secretary. I am keen to have the debate, which I think is really important, and the Whip, my hon. Friend the Member for Chippenham (Michelle Donelan), has heard this exchange, so who knows what opportunities may be made available.

Commons ChamberMy hon. Friend brings his experience as a special constable to the Chamber, and I am grateful for his service. We are clear that stop and search is a vital policing tool, and we are committed to tackling knife crime. Under the Police and Criminal Evidence Act officers already have the power to search an individual they suspect to be carrying a knife. We therefore believe the current arrangements to be proportionate, but we will keep them under review and continue to work closely with the police to ensure they have the tools they need. I will be happy to meet him to discuss it further.
The Home Secretary announced in September that the Government would adopt a public health approach to tackling knife crime, a measure recommended by the Youth Violence Commission following strong evidence that it works. When will the House be given the opportunity to debate this vital issue?
I am extremely grateful to the hon. Lady and other hon. Members on both sides of the House for their work with the Youth Violence Commission. She will know from our scrutiny of the Offensive Weapons Bill how seriously we take the public health approach—we looked at it through the development of the serious violence strategy. She will know there was a debate before the summer recess on serious violence, but I am always happy, as she knows, to debate how we help to support our police forces in tackling this terrible crime.

It is a pleasure to serve under your chairmanship, Dame Cheryl. I congratulate the right hon. Member for Enfield North (Joan Ryan) on securing this debate on this incredibly important issue, and on making her points in such a compelling fashion. She made clear the very real impact on constituents and the feeling in local communities, as did hon. Members from both sides of the House. This is one of those rare issues on which we can reach cross-party agreement. This debate has made clear the commitment to tackle it—not just in London, but nationally.
Drug gangs target vulnerable young people—including, sadly, as the hon. Member for Stockport (Ann Coffey) said, children in care and those who have had a very difficult time at home. Gangs deliberately target such children because they know they are susceptible to peer pressure and the influence of adults. They beguile, entice, flatter and befriend them, and when they have ensnared them, they put them to criminal work. It is exploitation pure and simple, which is why I am pleased that we are beginning to see such cases prosecuted under the Modern Slavery Act 2015, which gives them the stigma they deserve, at the same time as tackling criminality.
As we have heard, once caught up in county line gangs, children are at risk of extreme physical and sexual violence, gang recriminations and trafficking. My hon. Friend the Member for Colchester (Will Quince), who has done much work in this area, set out cogently the effect that such violence has had in his market town, 60 miles from London.
County lines gang activity and its associated violence, drug dealing and exploitation has a devastating on young people, vulnerable adults and local communities, including the parents, as the hon. Member for Lewisham East (Heidi Alexander) said. This is a relatively new phenomenon. The hon. Lady said that she met constituents involved in this issue for the first time four years ago. I suspect that that was the beginning of this terrible new phenomenon; we were not debating it in 2010 or 2011 because it was not a problem.
We must give the police and others who have to deal with such gangs a bit of room to pace up and understand the way these cases and gangs are developing, because it is an extremely dynamic situation. We know that gangs are looking for new markets at all times to “diversify” their businesses. It is extremely fast-moving. Everyone involved—the Home Office, the police, local authorities and charities—has to react quickly to these situations.
Please be under no illusion: the Government are determined to crack down on this phenomenon, help those who work so hard on the frontline to support children, and investigate and prosecute the gang leaders. In short, we want to rescue and safeguard the victims, and take the gang leaders off our streets. How do we identify the gangs and support the victims? There must be both a national and a local approach to county lines, given the geographical range of some of the gangs. As hon. Members said, we cannot focus just on law enforcement. We have to look at the care we give to the children who are dragged into the gangs, and prosecute the gang leaders.
We have set up a national group to deliver a co-ordinated programme of action to tackle this issue. Through that group, which includes heads of police and other agencies, we have engaged social workers, health practitioners and law enforcement, as well as trained school nurses and housing support officers to raise awareness among the groups of people who reach into the lives of those children and their parents. We are trying to raise awareness among those groups so they can spot the signs of exploitation and point the young people in the right direction.
We completely understand that we need a multi-agency response, and that is what we are trying to do through the national group. The national group then reports to an inter-ministerial group. I appreciate that, outside Whitehall, all these different groups may not mean very much, but that means that Ministers have an understanding for their Departments. We meet regularly—I chair the group—so we can understand what, for example, the Department for Education and the Ministry of Housing, Communities and Local Government are doing to tackle this dreadful gang crime. We will outline further action on this issue on our forthcoming serious violence strategy, which will be published early this year.
The hon. Member for Stockport understandably focused on the issue of missing people. She has so much expertise on that issue and has worked on it for so long; it was a pleasure to meet her recently to discuss her concerns. The safeguarding response to such children is at the heart of protecting young people involved in such exploitation. We have published guidance to raise awareness of the fact that missing is a clear indicator of potential county lines involvement. We have funded local reviews through our ending gang violence and exploitation programme, which I will talk about in a moment, to improve the multi-agency response.
Missing people, in the context of county lines, will be highlighted in the forthcoming missing people strategy, which we are working hard on. The hon. Lady knows only too well how complex the issue is. We want to get it right, and we hope to publish that strategy in the coming months. I have listened to what she has said about child abduction warning notices, which we will consider carefully.
On tackling gangs, we have the ending gang violence and exploitation programme, which again draws together all the relevant Departments—the Department for Education, the Department of Health and Social Care, and so on—so that we work collaboratively on the complex features of county lines. Through that programme, rather like the national group, we know that health professionals, school nurses, housing officers and so on are being given training and being made aware of the key indicators of involvement so that they can spot victims and give them the help needed.
We also need the public’s help. I have been struck by the submissions of colleagues that some parts of the public are not aware of the phenomenon, and that is why this year we are running a nationwide campaign to ensure that parents know when things are perhaps not going right at home with their children, and where to go to seek help.
Through the national ending gang violence and exploitation programme, we are also trying to help local projects on the ground. That includes £300,000 for a new support service operated by the St Giles Trust and Missing People to provide additional support to young people exploited through county lines. That includes one-to-one support for county lines victims travelling between London and Kent; specialist return-home interviews, with subsequent referral and care plans for victims; and scoping work to identify how our support can be improved.
In addition, we have given £100,000 to 15 local area reviews outside London, because those are the areas the gangs are targeting. We want to enable those areas to look at what they are doing to ensure they are responding to the threats to young people—not just those from London but young people in their areas, because the gangs recruit locally as well.
I am listening intently to the Minister. She has pointed to the ending gang and youth violence strategy and to different areas that feed into her, with lots of different projects working together at different times. However, what many Members have asked about and what I am interested in is: how does this all link up? Are databases being shared, or is there cross-working among the different areas? If not, how will the Government ensure that we manage that better?
