I was very pleased that the impact assessment gave the Bill a green rating. I was particularly pleased that it indicated that the likely additional cost would be £17 a year, and that the benefits—both monetised and non-monetised—would be significantly greater than that. It is a progressive measure, which I hope my hon. Friend will be able to join me in supporting.

Renters’ reform is important, as is safe housing. Residents of Norfolk House, a block of flats in my constituency, have suffered burst pipes, dangerous cladding, and sewage and hot water leaks that have ruined multiple flats. Residents have called it a “ticking time bomb” to see whose ceiling will collapse next. Both Galliard, the property developer, and Southern Housing, the housing association, are refusing to address those issues. Will the Minister commit to looking into that case, which has blighted the lives of residents for years?

I am grateful to the hon. Lady for raising that, and of course we will. Both the housing association she mentions and the developer she mentions have come to the attention of our Department before, so I am not surprised, but I am disappointed, and we will take action.

The Government are ensuring that industry and those responsible pay to fix the current crisis. I refer the hon. Lady and the House to the letter I sent to the Home Builders Federation, published earlier today, which followed proposals sent to me by developers. While I welcome progress, developers have not yet gone far enough. I expect them to agree a fully funded plan to fix unsafe buildings by the end of this month or, reluctantly, we will have to impose a solution in law.

I have met dozens of freeholders and leaseholders in my constituency who are worried about the escalating costs of fire safety remediation. The Hyde Group recently billed tenants £9,000 a year for waking watch, although, thankfully, it rescinded it. Leaseholders from the Renaissance buildings may be liable for £500,000 of costs relating to external wall investigations and the building safety fund application. What reassurances can the Secretary of State give my constituents while they wait anxiously for the Government to decide who is liable for those huge bills?

I am grateful to the hon. Lady for articulating so clearly the concerns that so many of her constituents have. I am glad that the request for funding for waking watch has been removed. That follows on from the announcement that we made on building safety a little earlier this year. As she rightly points out, with regard to the allocation of costs and responsibilities, more needs to be done. I hope that by the end of this month the clarity that she seeks and the safe passage of the Building Safety Bill will provide the constituents for whom she speaks with the reassurance they deserve.

My hon. Friend makes a very important point. We want to promote democratic inclusivity, but we also want to protect the integrity of the voting system. It is important, when we have elections being carried out in the circumstances that we will face this May, that we make sure that both requirements are met. Again, my hon. Friend the Minister for the Constitution and Devolution is working with local authorities to ensure just that.

Recent polling commissioned by Scope has found that a quarter of disabled people are concerned that they will be unable to access a vaccination centre and a third of disabled people are concerned about catching covid at a vaccination centre. What action are the Government taking to ensure that the vaccine roll-out is fully accessible and safe for disabled people, and how will the Government ensure that no disabled person waiting for their vaccine is left behind?

The hon. Lady makes an important point. Our NHS has been working to ensure that our vaccination centres are safe and accessible, and the Government have overall been seeking to communicate to every group the importance of securing a vaccination as early as possible. We will continue to work with fantastic organisations such as Scope to ensure that the needs of everyone living with a disability are effectively met.

No. My right hon. Friend is absolutely right, as a distinguished Territorial Army officer as well as a very successful former Defence Minister. Yes, our aim is to flatten the curve, to protect the NHS and to save lives.

On Monday, the Paymaster General and I were in Brussels for the latest meeting of the Withdrawal Agreement Joint Committee, which I co-chaired with my EU counterpart, Vice-President Maroš Šefčovič. We made progress on a number of areas, and specialised committees will meet in the coming weeks to conclude further work.

The Government have confirmed that they are adopting a public health approach to tackling youth violence. This involves a cross-departmental, multi-agency approach, and a long-term strategy over a minimum of 10 years. Can the Minister therefore offer any explanation as to why the serious violence taskforce has not met for over a year?

I am grateful to the hon. Lady for raising this question. She has been a consistent voice in this House, and beyond it, for new, imaginative and effective ways of dealing with the scourge of youth and gang violence. Her attention and focus on this issue has helped to improve the work of Government and others. Some of the issues that she mentions are subsumed within the work of the broader criminal justice taskforce that the Prime Minister has set up. I will ask the Home Office to make sure that there is an opportunity for her to be briefed on its work, and if there is more that can and should be done, then we will benefit from her involvement.
