I thank my hon. Friend for that question. I can tell him that under Lord Etherton as chair, this important independent review has launched a call for evidence on the experiences of LGBT veterans who served between 1967 and 2000, when LGBT people were barred from openly serving in the armed forces.

T4. Why was the post of Minister for Disabled People demoted? What message do we think that that sends to disabled people, who already feel like an afterthought for this Government, and will the Government reverse that decision immediately?

I thank my hon. Friend for raising this matter. As someone with an airport in my own constituency, I fully understand the issues. I have had various meetings with many stakeholders and am happy to offer Southampton airport a meeting with Treasury officials to discuss the changes. At the same time as removing tax-free sales from 1 January 2020, the Government are extending duty-free sales to EU-bound passengers for the first time in more than 20 years. That will be a significant boost to regional airports, such as the one in Southampton, which serve significantly more EU than non-EU destinations and have not previously been able to offer duty-free sales to EU-bound passengers.

My constituent, Alex, is a Blue Badge guide. Her income is just above the threshold for the self-employment income support scheme. The money that she has saved to cover her tax bill pushes her over the threshold for universal credit. Despite moving her tours online, Alex is earning very little. Given that the situation looks set to continue, what advice does the Minister have for her and the 3 million other people excluded from the Government’s covid-19 financial support? [907833]

I absolutely agree with my hon. Friend. The national conversation on race has been distorted by some seeking to exploit racial tensions without any recognition of the progress that we have made as a multi-ethnic democracy and society. Guided by the evidence, this commission will improve and inform the conversation. It will use data to look at complex and interdependent factors in the round to better understand why disparities exist and what action can be taken to reduce them. The commission will be producing evidence-based recommendations.

The new report of the Federation of Small Businesses, “Unlocking Opportunity”, identifies a number of barriers faced by ethnic minority-led businesses, which contribute more than £25 billion to the UK economy. Will the Minister raise the report’s key recommendations with colleagues at the Treasury—in particular, the setting up of a dedicated scheme to help EMBs access external finance, helping them to flourish and our local economies to thrive?
