As I have pointed out in interventions, what concerns me most about the Bill is the executive power that can be wielded by an individual Whitehall Minister without reference to the devolved Administrations or anyone else with an interest in what is being done. Surely that works against the spirit of devolution. Amendment 72 would force that issue into the Bill and hang approval of the clause 11 process on a nod from Edinburgh, Cardiff and Belfast. Surely no democrat would oppose that. It will surprise no one to hear that my preference is for the powers over all these issues to go to Holyrood, where they can be wielded properly. My fear is that they will stop in Whitehall and atrophy to the point where those who want to use them can no longer find them.

It is a pleasure to follow the hon. Member for Edinburgh North and Leith (Deidre Brock).

I rise to speak in support of new clause 64 and the Labour amendments that seek to address the sidelining of the devolved Administrations. Since devolution, over 17 years ago, there has been considerable divergence in many policy areas between the different parts of the UK. Environment and rural affairs policy has been significantly devolved, and this is one area where Brexit will have a huge impact. The day before the UK Government triggered article 50, the Welsh Government provided rural communities with a £250 million boost via the final tranche of the rural development fund to help them become more resilient after Brexit. We need this support to continue.

This evening, we have listened to the detail and intricacies of clause 11, the impact of which will have a detrimental effect on Wales, if powers come back to Westminster from Wales. I will take my speech in a different direction, however, so that I can highlight the needs of the farming community in Gower in the light of the new clauses and amendments. As we all know, there might not have been much truth in some of the claims made by the leave campaign, but many farmers had no reason to disbelieve politicians when they were told that

“Wales would not be one penny worse off after Brexit”

and that Welsh farming would have

“at least as much support”

as it currently has after Brexit, but we are yet to see any funding guarantee from the Government that will ensure that Welsh farmers get, at a minimum, the same level of funding support they currently receive through the common agricultural policy after 2020-21.

The Tory UK Government have refused to provide assurances about matching the current level of funding, but they have also failed clearly to explain what will happen about any future trade rules for farmers. The right hon. Member for Clwyd West (Mr Jones) stated that NFU Cymru supported the retention of a common framework for agriculture, but decisions made in Westminster would most definitely not reflect the needs of the devolved nations, particularly of sheep farmers in Wales. There has been no mention, either, of how any support there is for farmers will be distributed between the devolved Administrations.

The Farmers’ Union of Wales supports the UK’s remaining in the single market and the customs union. The president of the FUW, Glyn Roberts, stated it was “the only sensible outcome” as much of the uncertainty about the future would just disappear. NFU Cymru has also stressed that access to the EU single market must be tariff free. We wait on tenterhooks for news from Brussels about whether a special deal can be struck for Northern Ireland, but as the First Minister, Carwyn Jones, said earlier, we cannot allow different parts of the UK to be treated more favourably than others. If Northern Ireland is to stay in the customs union and the single market, why cannot Welsh farmers profit from the benefits of remaining in them as well? They currently have a fantastic global reputation for quality produce, higher environmental standards and animal welfare protections. Wales needs to retain that strong brand, underpinned by high standards, but we have still not had any guarantees on how we can protect it.

It is more important than ever for Members of Parliament to engage with the farming community and the farming unions, which is something that I am proud to do. In my constituency, farming focuses on dairy, lamb and beef. I have met many farmers, and have discussed the post-Brexit situation with dairy farmer Andrew Stevens of Llannant Farm and with Dan Pritchard of Gower Salt Marsh Lamb. Dan has been involved in agricultural talks in Brussels, and says that the main concern for sheep farmers is uncertainty: because no one knows what is happening, it is impossible to plan for the future. Given that profits are already being squeezed for farmers, certainty about a future trade deal with the EU needs to be prioritised, or many more farmers will lose their businesses and stop farming. If Welsh farmers put their trust in the Tories, they will find themselves out of business.

The lamb, beef and dairy industry in Wales is subject to high standards of regulation, and we are proud of that. It ensures that produce from Wales and the United Kingdom is of the highest quality. Welfare should be a high priority, but the big issue for Welsh farmers is that Tory austerity means that people cannot afford to make better choices. Farmers will be unable to compete without either some sort of protection or some assistance to export so that we can continue to sell our goods in the EU and to other countries. Given the threat of tariffs and the risk of losing subsidies, the farming industry in Wales is feeling vulnerable. There must be public procurement in which the produce from our Welsh farms has priority. Our schools, hospitals and armed forces should be using British produce, including produce from Wales.

During my discussion with Dan from Gower Salt Marsh Lamb, he identified one positive aspect of our leaving the EU: the possibility that other markets could be tapped into. However, while farmers hope that that may happen, the prospect of a tariff on their current trade with France, the EU’s largest importer of lamb, makes future business inconceivable. The fact that such huge changes are on the horizon means that leaving the EU is an uphill battle for Welsh farmers. The message from farming unions in Wales is clear, and the message from the Welsh Government is clear: the UK Government must maintain current levels of investment in farming in Wales after Brexit, to ensure that Welsh farmers remain competitive and can produce food of the highest standards.

I support new clause 64 because it would establish collaborative procedures for the creation of UK-wide frameworks only if Ministers

“have consulted with, and secured the agreement of, the affected devolved administrations”,

such as Wales.

We have heard a great deal about clause 11 tonight. My right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford) described it correctly earlier, and even Conservative Members representing Scottish constituencies admitted that it was faulty in its current form. Indeed, it is nothing more than a power grab which is fatally undermining the devolution settlement in all the nations of the United Kingdom.

It is a pleasure to serve under your chairmanship, Mr Gray. I am a relatively new Member and I come from a safe seat—it just happens to be a seat perceived to have been a safe Labour seat until I managed to gain it with the help of everyone who supported me in June. I accept that there are heartfelt and clear examples of why electoral systems are not perfect, and some of those have been outlined already. I recognise that many on the Opposition Benches have clear views about this.

I think we can all agree on the first point: no process is perfect. We will never find an electoral system that both reflects an absolute representation of those who have voted, and that ensures—to use the eponymous phrase—strong and stable government to the greatest extent possible. If we therefore start from the perspective that no system is perfect, we are then into a discussion about the least worst option, or a system that is not as bad as it possibly could be.

My problem with PR is that it prioritises purity over practicality. It prioritises absolute representation over, in many cases, the general ability of a Government to function. If we extend the logical notion of purity, where does that end? If within a Parliament of 650 Members we had to represent the absolute number of votes cast, we would get ourselves into some difficult places with minor parties. If we were being pure about representation, those minor parties would have as much right to be in that Parliament as we would, as Members of parties represented here today.

We can extend that further into slightly more esoteric views. Should we represent those who choose not to vote? Should we represent those who are too young to vote? If there was to be a true reflection and representation of not just the electorate but society as a whole, a much wider group of people would need to be represented. That is where we get into a difficult place and illogical contortions about the arguments of those who propose PR.

I will quickly expand on the arguments against PR. We would end up with more or less permanent coalitions. We would end up with a licence to horse-trade between parties rather than with voters, and there would be the potential for greater instability. Members including the hon. Member for Stalybridge and Hyde (Jonathan Reynolds) have highlighted clear examples over the past 50 years where the British electoral system has not thrown up a strong Government, but there are more examples in the past 70 years of where it has. In 15 or so of the 20 elections we have had since 1945, we have had a majoritarian Government; in the other five we have not, but PR would pretty much guarantee that we never got a majoritarian single-party Government. It is likely that we would have larger constituencies, even if we retained the constituency link, and that would tend to mean Members starting to talk more to their own supporters in that larger constituency rather than to everybody, and then starting to appeal to narrow party bases, which I think most people in the Chamber would not support.

I will give a final example of where PR is working at the moment. Only last month, on 23 September, New Zealand held its eighth general election under a proportional representation system. To those who are pure about wanting to ensure that the representation in a Parliament is absolute, I worry about where we would head when I see the example of New Zealand.

Our friends in New Zealand made some clear choices. They supported the National party with 44% of the vote—the highest number of votes it has ever received in a general election—yet it lost power to a party that took 10 fewer seats and received 200,000 fewer votes, and that does not have a formal coalition but only a confidence and supply deal. The gentleman who made that decision, Mr Winston Peters of New Zealand First, lost his seat on the constituency side of the election. His party commanded only 7% of the vote, and for 20 days he refused to tell anybody who in his party was making a decision about which party he was to go into coalition with. Therefore, I hope that all those people who stand on the other side of the and arguement that PR is necessarily more transparent, necessarily more representative and necessarily an improvement on first past the post say reflect on the New Zealand example. It demonstrates that no system is perfect and that PR has huge problems.

My brother and his family live in New Zealand and have done so for many years. They are happy with the PR system, instead of first past the post, which has given the country hope and a future. Does the hon. Gentleman agree that it is giving a little bit of something different?

I certainly know that what it has given differently to New Zealand is eight consecutive elections with no clear winner, whereas before the 1996 election there were clear winners in seven out of eight elections.

I accept the arguments made by many people so far—and those I am sure will come—with regard to PR. I understand why PR has some merit and some benefits, but on balance I am simply not convinced that changing our electoral system from first past the post to PR would be supported by the majority of people out there in the country or be good for our Parliament. Before I sit down, I ask this question: numerous Members have stood up and talked about how PR is more democratic and fair. More democratic to whom, and more fair to whom? I have seen no examples and nothing in the debate that convinces me—I certainly see nothing in the New Zealand example—that it is either fair or more democratic than the first-past-the-post-system.

We are proud of the role that we played in the creation of the state of Israel, and we will certainly mark the centenary with pride. I am pleased about the good trade and other relationships that we have with Israel, which we are building on and enhancing. However, we must also be conscious of the sensitivities that some people have about the Balfour declaration.

We recognise that there is more work to be done. We remain committed to the two-state solution in relation to Israel and the Palestinians, which is an important aim. I think it important for us all to recommit ourselves to ensuring that we can provide security, stability and justice for both Israelis and Palestinians through such a lasting peace.

I fully acknowledge the contribution that public sector workers make across the UK, and particularly in Scotland. Of course we will listen carefully when the pay boards make their recommendations.

Sixty-six per cent. of public sector workers in Wales, another devolved country, are women, and I suspect that the figure is a lot higher in Scotland. In the light of that, does the Secretary of State not agree that the public sector pay gap is now fundamentally unsustainable and is not only eroding the living standards of women and families but damaging the economy?

We are all concerned about the gender pay gap. Some figures released within the last hour by a public sector organisation suggest that there are significant gender pay gap issues at the BBC. I set out my position in my previous answer: it is for the Scottish Government to determine pay for Scottish Government employees, and the Government’s position has also been set out.
