I am delighted to talk about things that are being scrapped, because perhaps we can shift towards rail freight. The SNP budget has just been set. Mode shift revenue support has always been given to rail freight, to move freight from road to rail, but the SNP Scottish Government have just announced that they are axing that subsidy. Not only that, but for the year to come, the cross-border subsidy between Scotland and the rest of Great Britain is being scrapped, too. We stand by the rail freight subsidy, so we will fund the Scottish element.

What are the Scottish Government doing? They talk about decarbonisation while shifting more freight on to the roads, because they refuse to support rail freight. That is an absolute shocker. That, along with the 8.7% increase in fares and the £80 million cut to ScotRail, means that the hon. Gentleman is in no place to lecture anyone when it comes to rail.

As part of the Network North plan, the Government are providing a record funding increase of £8.3 billion for local highway maintenance in England over the next decade to enable local highways authorities to resurface roads up and down the country. Over that period, Nottinghamshire will get £138.44 million of additional funding over and above what it would have received. In the current financial year, most highways authorities in England will get 30% more funding than they did in the previous year.

I am grateful to my right hon. Friend for that answer, and for the billions that have been redirected to the midlands for road repairs from HS2. Conservative-controlled Nottinghamshire County Council, in difficult financial circumstances, is endeavouring to spend millions, beyond its regular highways budget, on road repairs. May I impress on him that this remains perhaps the top issue raised with me in my inbox? Will he bear that in mind, particularly when he has his conversations with the Treasury? Will he join me in my campaign to carry on fixing Gedling’s roads?

I am grateful to my hon. Friend for raising the issue, and for pointing out how effective Nottinghamshire County Council is in spending the £2.3 million that it is getting this year and will get next year; this is revolutionary long-term funding. Interestingly, this is happening because we have a plan, not just for delivering better roads, but for paying for that. Having a plan for delivering and paying for things is important, as the Labour party is finding out today; it has no plan and no way to pay.

It is certainly not in the “too hard to do” pile—it is something we are looking at. It is one of the biggest responses we have had on any issue, with tens of thousands of responses, so it is only right that the Government take our time to ensure we get the position right. In the meantime, any local authority across the country can put in place a traffic regulation order and ensure those changes happen on a local level.

T5.   Potholes and road repairs are a key concern for many of my fellow Gedling residents so I warmly welcome the recent announcement of over £8 billion of spend on potholes. Can my right hon. Friend assure me that money will be spent where it is needed most and outline how much of it is coming to the east midlands?

Details of how that £8.3 billion of funding will be allocated to local authorities will be published in due course, and I hope we will be able to make an announcement about that in the not-too-distant future to give my hon. Friend that reassurance. It will be for each individual local highway authority to decide how to spend that money and to focus on the most important parts of their network. They have the local knowledge to do that and we trust them to spend that money wisely, and I am sure my hon. Friend will make representations to them about which parts of his constituency that money should be targeted at.

Safety on public transport is a vital matter. Like me, I am sure the hon. Lady is delighted to see the extra money that the Government are making available through our largest bus service improvement plan right across the country, and for the north-east of England, which covers her constituency and mine. Indeed, funds from that will be made available for transport safety in the future.

T8. I welcome the £3 million allocated to Nottinghamshire in the recent Budget to tackle potholes. That is in addition to the extra £50 million that Nottinghamshire County Council is spending on top of the regular budget. When will that extra money become available? Given the widespread severity of the issue and the depth of public concern over it, will he join me in asking the Treasury for further funds in future spending rounds?

My hon. Friend will never need to encourage me to ask the Treasury for more cash for our road network. Potholes are a menace for all road users. The funding will be available in May. I will also be visiting Nottinghamshire in May, so I may be able to tack on a visit to his wonderful constituency during that time.

How could I resist that kind and welcome invitation? When the hon. Gentleman is 71, he will be able to access a train from Old Oak Common to Birmingham. At the interchange station, which I have seen, he will then be able to take the train to central London. It is an extraordinary opportunity: he should go and visit.

I hear the same point from my constituents in East Sussex: they ask, “What’s the benefit for me? I don’t have any part of the line.” I continue to extol the virtues of a UK-wide project that will connect the whole UK, grow the UK’s economy and provide jobs and houses for the whole UK. All the UK will benefit from that, regardless of which parts the line of route goes through.

I am disappointed to hear of the further delays. Further to the Minister’s answers to the hon. Member for Nottingham South (Lilian Greenwood) and to my hon. Friend the Member for Broxtowe (Darren Henry), the eastern leg of HS2 will massively improve journey times between east and west, for example by cutting the journey from Nottingham to Birmingham down to as little as 28 minutes. Can the Minister give me every reassurance that he will do everything he can to ensure that that leg of HS2 proceeds on schedule as is currently planned?

I can. My hon. Friend is absolutely right that there are great benefits for those around the city of Nottingham and around Derby with regard to the journey time to Birmingham, and indeed further down to London. That was announced as part of the integrated rail plan, and as I have told the House, we will have further details to set out in the parliamentary report that is due. I am very much looking forward to giving him that extra detail.

I welcome, and I congratulate the hon. Member on, the £19 million that has been provided by the levelling-up fund to Lewisham. I am looking forward to visiting her to talk to her and her community groups about the issues she raises. Southeastern has had considerable issues with weather-related matters, industrial action and Network Rail asset improvements. [Interruption.] I know that, unlike the Members talking to me, because I am on a Southeastern line.

Tomorrow, I will be meeting Nottingham City Transport to discuss the new £2 single bus fare. Does my hon. Friend agree with me that—coupled with the recent £11.4 million grant to Nottingham to support bus services, including the Lime Line services and 53 and 39 buses that run through my constituency—there is no better time for Gedling residents to take the bus for work and leisure?

I completely agree with my hon. Friend. The £2 bus fare cap is not only innovative in helping people save money on their regular transport costs, but helping to take 2 million car journeys off our roads. There are 4,600 routes across England in the scheme, including the 44 bus from Nottingham and the 53 and 39 buses. I look forward to visiting my hon. Friend very soon.

The pandemic is changing travel habits and we are starting to see some substantial changes in passenger demand for rail travel. As covid recedes, we must ensure that services are adjusted to meet changes in passenger demand. We are working with operators to consider what further changes might be possible at these stations.

There is a widespread view in Gedling that rail services could be improved. For example, Carlton recently lost its direct service to Matlock and many trains pass through Burton Joyce without stopping. I continue to have discussions with East Midlands Railway about how it might reach the maximum amount of services in its agreement with the Department. I would welcome the opportunity to meet my hon. Friend to discuss how Gedling’s stations might fulfil their potential.

I appreciate my hon. Friend raising the matter and can see what a hard-working campaigner he is for his constituents. I assure him that we are working with the operator to consider what further changes might be possible, subject to passenger demand and the cascading of trains into East Midlands Railway. I am happy to meet him to discuss this in more detail.

I will come on to some of the investments we have been making, but let us not lose sight of the fact that we are investing a massive £96 billion in the midlands and the north through the integrated rail plan over the next 30 years, which is about delivering benefits for passengers.

Taking a long-term approach to rail investment by developing a pipeline of deliverable proposals is the right way to ensure that the east midlands can receive investment as and when funding becomes available. Midlands Connect has produced a strategic outline business case setting out the case for connecting Coventry, Leicester and Nottingham by rail. This provides a useful overview of how rail connectivity between those three cities could be delivered and the benefits it could yield. Midlands Connect has made strong arguments for the proposal, describing a range of economic, social and environmental benefits that it expects to arise from the implementation of the scheme.

I therefore appreciate the desire of the hon. Member for Leicester East to improve transport links between the three cities. My officials at the Department are currently evaluating the case and will report back to me in due course. It is important that I reiterate that, in the context of an unprecedented economic strain as a result of the covid-19 pandemic, not all proposals we would like to deliver can be funded, but each proposal will be evaluated on its merits and affordability.

I also note that we are considering a number of other schemes proposed for the east midlands through the integrated rail plan. The IRP recommends improved connectivity between the east and west midlands via a new HS2 station at Curzon Street in central Birmingham and via existing stations at Nottingham and East Midlands Parkway. It also suggests that the Department works with Midlands Connect to develop connectivity to the east midlands and Coventry as part of the committed midlands rail hub programme. Although it is important to plan ahead and strive for more, I will take a moment to reflect on some of the excellent work that has already been done in recent years to improve rail transport for the east midlands.

I congratulate the hon. Member for Leicester East (Claudia Webbe) on securing the debate. Does the Minister recollect, as I do, that the press described the east midlands as the big winners of the integrated rail plan? Connecting places such as central Nottingham with central Birmingham will massively improve journey times. It will not only improve connectivity between Nottingham, Derby and Birmingham, but open up other cities in the west midlands for onward connections.

My hon. Friend is another passionate advocate for rail and he is absolutely right. The IRP has committed a massive £96 billion for the midlands and the north over the next 30 years, which is the biggest investment.

As I was saying, our work to electrify the midland main line represents the biggest improvement to the line since it was built in 1870. Along with the new timetable, the upgrade boosted the number of seats on services across the east midlands and cut travel time between London and Derby, Leicester, Sheffield and Nottingham. Meanwhile, the electric trains introduced between Corby and London are quieter and much better for the environment, because they produce nearly 80% less carbon. That means that people living near the railway will breathe cleaner air and experience less noise pollution.

Additionally, Leicester City Council was recently awarded £17.8 million from the levelling-up fund to make improvements to the station building. Following the Government’s devolution deal with the West Midlands Combined Authority, which allows local authorities to deliver local priorities, Coventry City Council is undertaking an £82-million redevelopment of the city’s station. Working with Midlands Connect and others, the Department will continue to seek opportunities to improve rail transport in Leicester and in other towns and cities across the midlands.

I will touch on a couple of specific questions that the hon. Lady raised. She sought some clarity on whether Coventry, Leicester and Nottingham are part of the midlands rail hub. The Department wants to work with Midlands Connect and other regional stakeholders to consider how we improve connectivity between the cities and towns of the midlands. The recommendations in the integrated rail plan, which will provide a direct high-speed link between Birmingham and Nottingham, will have an impact on the current MRH proposals. Those impacts will need to be considered fully. We look forward to receiving the updated Midlands Connect strategic plan and its recommendations on that area.

The hon. Lady also raised the issue of funding for the next stage, which I believe is the outline business case.

I agree with my hon. Friend’s point, which is central to my argument. Towns and cities in Yorkshire, such as Huddersfield, Leeds, Sheffield and others, are all part of our levelling up, as are towns in the midlands, because levelling up cannot be done in part; it must be done in full.

It concerns me to read reports that communities surrounding the eastern leg have suffered from lower productivity and less investment, and are home to a number of social mobility coldspots, compared not just with the UK average but with communities on the western leg of phase 2b, from Crewe to Manchester. I draw the Minister’s attention to a recent study, “Mind the gap”, which highlights those inequalities. It shows that, despite housing 23% of England’s population, the east midlands is home to over 42% of England’s social mobility coldspots. It outlines that children born poor in these areas are more likely to stay poor. They are less likely to gain qualifications, and they are isolated from opportunity. Crucially, these areas are almost perfectly aligned with those experiencing high levels of transport poverty.

To be clear, it is not the east versus the west. We need the whole of phase 2b to be delivered, but the evidence is clear that communities on the eastern leg cannot and must not be left behind. As part of the levelling up agenda, the Government have said that they want to reduce regional disparities in the country. I welcome that, and I agree with the Prime Minister that we must build back better.

It is key to emphasise that when we speak of levelling up we are speaking of not merely one sector but a cross-departmental effort to build back better. Again, High Speed 2 is central to fulfilling that agenda, connecting our great towns and cities, accelerating our recovery from covid-19 and creating a prosperous, productive economy.

I congratulate my hon. Friend on securing the debate. Does he agree that Birmingham is much closer to Nottingham than London, but the travel time from Nottingham to Birmingham is not that much shorter than it is to London? Although we often talk about improving north-south travel, improving east-west travel is also important, and schemes such as the eastern leg of HS2 will help to achieve that, and more.

I completely agree with my hon. Friend. It is not just about speed, but about capacity to be able to achieve our aims.

There is no doubt that levelling up cannot be done in part. As I have said, it must be done in full. That includes levelling up communities, businesses and housing, and linking them with viable and efficient transport, thereby fostering true regeneration in regional communities such as the east midlands.

HS2 is so much more than a railway. It is important that we communicate its wider benefits. It is essential that the importance of the whole of the eastern leg of phase 2b is brought to the fore. Moreover, I want to press the case that Toton must remain as the HS2 east midlands hub in the Government’s integrated rail plan.
