I can tell the hon. Lady that the latest figures I have are that 304 buildings have ACM cladding systems that the expert panel advises are unlikely to meet current building regulations: 158 are social housing buildings; 14 are public buildings, including hospitals and schools; and 132 are in the private sector, of which 101 are private residential buildings. Obviously, it is a question of the private residential side stepping up to the mark, and owners may well be taking interim measures. However, a sense of urgency needs to be applied, which is why I have mentioned the steps for getting on with making sure that leaseholders do not have to meet such a liability and that building owners meet their obligations.

I note that remedial work is under way on two thirds of public sector blocks where there is unsafe cladding, but what steps is my right hon. Friend taking to make sure that the final third are dealt with as quickly as possible?

It is important that we see the public sector estate dealt with as quickly as possible. Obviously, the additional funding of £400 million that the Prime Minister announced last week will go towards supporting that activity. Equally, there is an important point about the other things that may not be being focused on at the moment. Indeed, there is the actual supply side of more affordable homes and other building costs that might not otherwise receive the same focus.

What I would say directly to the hon. Lady is that we need to get this right. We have had a comprehensive set of recommendations from Dame Judith, which will require legislation. We are determined to look at that carefully to ensure that we are able to consult and get the right legislation before the House. That is my driving priority.

I welcome the fact that the Government have committed to covering the costs of replacing cladding on local authority and housing association properties. Has that offer been formally articulated? I also agree with my right hon. Friend’s comments on private developers. As far as I am concerned, they need to stand up, show responsibility and get on with it.

I wholly endorse what my hon. Friend has said in relation to the private sector. On the public sector, as I indicated in an earlier response, we are formulating our detailed guidance and information to go to local authorities but my intent is to see that that money is deployed as quickly as possible.

We recognise that our support to councils means nothing without the right funding and resources. To that end, we published the final settlement for funding local authorities in England a month ago. The settlement equates to a real-terms increase in resources to local government over the next two years—once again, it is worth reminding the House that it was a real-terms increase that the Labour party voted against. This settlement forms part of a four-year settlement that gives English councils access to more than £200 billion in funding in the five years to 2020. That gives councils greater freedom and flexibility over the money they raise, in recognition of the fact that no one knows their local areas—the opportunities, challenges and pressures there—better. This settlement strikes a balance between relieving growing pressure on local government and ensuring that hard-pressed taxpayers do not face ever-increasing bills.

Does my right hon. Friend share my frustration that, as happens on police funding and the NHS, on local government Labour raises lots of concerns about a lack of funding and then votes against the solution? Does he think that in the upcoming local elections people should judge the Labour party on its deeds, not its words?

My hon. Friend makes an excellent point. We saw the same again recently on the cut in stamp duty; Labour talks about helping people to buy their first home, yet it voted against a cut in stamp duty. There are many such examples and it is incumbent on all of us in this House to make sure we know what Labour really stands for.

The settlement comes in the third year of a four-year deal that was accepted by 97% of councils in return for publishing efficiency plans. As I said earlier, many councils have made the most of the certainty and stability this offers to plan ahead and drive commendable efficiencies. We will continue to work with the sector to not just deliver better value for money, but really transform services. In all, this settlement answers calls from councils, over many years, for greater control over the money they raise and the tools to make this money go further. This is the approach we have taken across the board: listening to local authorities and responding to what we hear.

First, I highlight the fact that the new leader of the county council has made an apology. I say to the people of Northamptonshire that what they are looking for and have contacted us about, either through their MPs or directly, is decisive action, and that is exactly what they are getting from the Government.

The inspector’s report is clear about the issue of national funding, but in any event the shadow Secretary of State, the hon. Member for Denton and Reddish (Andrew Gwynne), and the Labour party voted against the local government finance settlement, which gave extra money to local government in Northamptonshire. I welcome the robust steps my right hon. Friend has taken to address the concerns that we Northamptonshire MPs have raised. When it comes to reorganisation, I note that any proposal has to be bottom-up—it has to come from local government in the county. Will he keep in mind the importance of the reserves that have been diligently accrued by the districts and boroughs being spent in the areas in which they have been accrued; the need for strong area representation; and the committee system, which I think would be hugely beneficial?

I commend my hon. Friend’s work for his constituents in Northamptonshire. For that matter, I also commend the Under-Secretary of State for Digital, Culture, Media and Sport, my hon. Friend the Member for Northampton North (Michael Ellis), for the work that he continues to do. I commend the interest that they have both taken in the report. I very much agree with the issues that my hon. Friend the Member for Corby (Tom Pursglove) raised, particularly in respect of reserves, which of course belong to those local councils and districts. That will not change in any reorganisation. When the proposals for reorganisation come through, it is important that all the options are looked at properly so that we get the best outcome for the people of Northamptonshire.

Devolution could almost be regarded as the golden thread of Brexit. If we want to take back control, we should bring powers not just from Brussels to London but from London back to our regions. Last Friday, I met borough and county councils in both Gainsborough and the city of Lincoln, and I was struck by the pent-up demand for devolution in Lincolnshire. I suggest that my hon. Friend use his considerable leadership role to drive forward devolution in his area.

Yesterday, we marked Mother’s Day, a few days after International Women’s Day and the 100th anniversary of women getting the vote. Hon. Members will want to join me in applauding the exceptional women who make this country great, including our Prime Minister, who last week launched bold and ambitious reforms of planning rules to help to build the homes this country needs. I am pleased to announce that since my last departmental oral questions the homelessness reduction taskforce has met for the first time and that the Government have confirmed their support for the national war memorial honouring Sikh servicemen.

Corby and East Northamptonshire have been at the forefront of the building of new homes, which is entirely in line with the agenda set out by the Prime Minister last week, but can my right hon. Friend reassure my constituents that the appropriate infrastructure will accompany those homes at all times?

My hon. Friend is right to raise the importance of infrastructure to the building of the homes that we need. That is why the housing infrastructure fund is so important. As a result of his hard work, Corby received £4 million in the first allocation, but I know that there is much more to be done, and I am listening carefully to what he says.

The hon. Lady suggests that the only way councils can access funds to provide social care is through council tax, which is absolutely not the case, as she knows. It is an important way to raise some of the funding, but an increasing amount is coming from central resources. For example, the £2 billion that was allocated in the spring Budget takes into account the ability of local authorities, including the hon. Lady’s, to raise money locally. It is right that we have that balanced approach, but I know that there is more to do on adult social care, and that funding alone will not help to fix the challenges. This long-term challenge requires a long-term systemic change. The publication of a Green Paper this summer on future challenges in adult social care will help set us on a path to secure that.

Finally, we are responding to calls for more flexibility over setting council tax. Local authorities will be able to increase their core council tax requirement by an additional 1% without a local referendum, bringing the core principle in line with inflation. This will enable them to raise revenue and meet growing demand for their services while keeping taxes low. Having done away with Whitehall capping, we have enshrined these checks and balances into the system. Under the Localism Act 2011, local government can increase council tax as it wishes, but excessive rises need to be approved by local residents in a referendum.

In addition, directly elected Mayors will decide the required level of precept by agreement with their combined authorities, and it will be easier for police and crime commissioners to meet local demand pressure under measures that I have agreed with the Home Secretary. They will allow for a £12 council tax flexibility for police services, raising an additional £130 million next year. We will, however, defer the setting of referendum principles for town and parish councils for three years, and we will keep that under review. In all, I want to see the sector doing everything possible to limit council tax increases and show restraint. I am keen to ensure that these freedoms are not abused, and I am sure voters are too.

My Department’s name recently changed to the Ministry of Housing, Communities and Local Government. That underlines our focus on fixing our broken housing market and getting Britain building, but I remain absolutely committed to the community and local government elements of our work. They are the foundations on which everything else stands. It is not enough to build more homes; we need to build better and stronger communities. Councils acting truly as local government and not local administration will help us to achieve that.

On the point about local government, will the Secretary of State confirm that this settlement will see real-terms increases for local government over the two-year period?

I can confirm that there will be a real-terms increase in resources for local government over a two-year period, rising from £44.3 billion in 2017-18 to £45.6 billion in 2019-20. I should clarify, however, that due to the additional £166 million that was announced this year, that is a real-terms increase over the two-year period rather than year on year.

We have listened to local authorities, and through this settlement we have delivered what they asked for, while at the same time keeping spending in check. We have delivered a real-terms increase in resources over the next two years, more freedoms and fairness, and greater stability and certainty for local authorities to plan and drive value for money. They, and the communities they serve, deserve no less. I commend the settlement to the House.

It is a pleasure to follow the hon. Member for Stoke-on-Trent Central (Gareth Snell), not least because he, like me, has local government experience in a shire county setting.

Rather like my hon. Friend the Member for Wellingborough (Mr Bone), it would be impossible for me not to speak about the situation at Northamptonshire County Council. It has been a very difficult week for local government in the county. I want to preface my remarks by saying that the vast majority of the staff at Northamptonshire County Council work tirelessly—day in, day out—on behalf of local people to deliver key public services, and no blame whatsoever lies with them for the situation in which we find ourselves.

It is no secret that we, as the seven Northamptonshire MPs, have been exceptionally concerned about the situation at Northamptonshire County Council for some time, and I appreciate the steps that the Secretary of State has taken to try to address those concerns. For example, there is the appointment of the inspector, who is currently conducting a thorough piece of work looking at what has gone wrong. As I said in the urgent question yesterday, I would welcome an interim recommendation from the inspector as quickly as possible, so that we can try to provide certainty for local people.

What is so frustrating is that, time after time, when Members of Parliament asked whether the county council would be able to balance its books, we were told, “Absolutely. You have nothing to worry about.” Such requests for clarification were made as early as last March and April and as recently as December. The responses were unequivocal—senior cabinet members at the county council were unequivocal in giving such guarantees—but we are where we are.

I believe that the concerns we have raised have been vindicated by the issuing of the section 114 notice. It is not just Members of Parliament who have raised concerns; 21 back-bench councillors now say that they have no confidence in the leadership. The independent LGA report is damning. It states that

“there is a very short-term focus on solving the financial problems of today… There is no financial strategy to deliver a sustainable position for the Council… The Council has a poor record of delivering its approved budget… Key decisions are not always taken in the understanding of the financial implications, risks and options… Financial information is not presented clearly and transparently… Decisions taken by the Cabinet need greater transparency… Some portfolio holders readily accept the information they are given without systematic and robust challenge.”

Those are damning findings. It is no secret that the inspector who is currently carrying out the thorough inspection of the county council is equally concerned.

I echo my hon. Friend’s point about the governance of councils being important. Does he agree that structure is also important and that unitary authorities such as Wiltshire Council can prove very efficient?

I am grateful to my hon. Friend for that intervention. I am keen to return to that point later in my remarks.

It is not good enough for cabinet members simply to shrug off all responsibility and try to apportion blame elsewhere, because there has to be accountability. The question we have to ask is this: why is it that many local authorities in similar circumstances—with similar settlements and populations—have managed to handle the challenges of recent years much more effectively than Northamptonshire County Council has? It would also be wrong to suggest that Members of Parliament and members of the Government have not tried to do our bit to help with those challenges, but being able to help relies upon the frank exchange of information and an honest dialogue. What has happened suggests that that has not been the case. At every opportunity, we have tried to help.

I welcome the commitment to a fairer funding review. It is a little rich for Opposition Members to talk down a fairer funding review, because we did not have one in 13 years of Labour government. Actually, Northamptonshire has been chronically underfunded, in local government terms, under Governments from both sides; we do not do well out of funding formulas relative to more metropolitan areas. I hope that the local government finance review will help address some of those anomalies.

I have talked regularly in the House about the cost pressures created for Northamptonshire County Council by unaccompanied asylum-seeking children. I welcome the Secretary of State’s announcement in December of an additional £18 million to tackle those cost pressures, and I hope that the county council will bid for some of the money; it will be entitled to some of it, because the cost pressures are acute.

It is also vital to note that the core spending power in the period up to 2020 is up by 7.6%, which is worth £31.1 million more. Members of Parliament have raised concerns, but the Government have also taken steps to help tackle directly some of the challenges. It is clear to me, as night follows day, that a fairer funding review in itself will not solve Northamptonshire County Council’s problems. I take absolutely no pleasure in saying any of this, but I will not moderate my remarks for party political convenience, because my primary concern in all this is continuity of service for the most vulnerable of my constituents.

Where do we go from here? We obviously need to wait for the inspector’s findings. I would like to see an interim report as soon as possible, because we need that certainty. I suspect that commissioners may well need to be appointed, because the failures are systemic and need to be dealt with robustly. We need to have a serious conversation in the county about the future structure of local government. To me, it seems clear that a two-tier model just is not financially viable in the current climate.

My hon. Friend is making a powerful speech. He will know that we have very good district and borough councils—in fact, we share one. They have reserves and if we move to a unitary system—I think that is what will happen with two unitary authorities—what does he think should happen to those reserves?

I suspect that my hon. Friend’s assessment of what the future structure might look like is correct. The reserves are very important. I am frustrated on behalf of the district and borough councils in the county that have managed their affairs properly, budgeted responsibly and put reserves away. I would like to see a model that protects those reserves for the individual communities in question. In my constituency, I think it right that the reserves that Corby Borough Council has responsibly accrued are spent on Corby and services there, and the same should happen in East Northamptonshire. That is exactly the sort of thing that we need to factor in.

I hope that councillors will engage proactively in the process of helping to shape the system. I do not want to see Government having to step in and impose a model. I want us in our communities to shape the system of local government for the future and councillors to take a very active lead in doing that. I agree that a committee structure would be the best way forward. I worked under a committee structure system. I always found it a good, constructive way to do business. It was good to have the input of opposition members and backbench members into the democratic decision-making process.

As I said, absolutely no gloss can be applied to any of this: the situation at Northamptonshire County Council is an absolute disaster. I welcome the Government’s commitments in the local government finance settlement. More can always be done and we should always keep the support that we provide under review. I look forward to hearing more about the support for unaccompanied asylum-seeking children, but in the county, we now have to focus on getting our local government back on a sustainable footing.

The hon. Lady is right to highlight constituents’ concerns. Of course they are concerned about what they are seeing. That is why I am glad to be able to reassure them that the statutory financial officer at Northamptonshire County Council has said that he will maintain all funding for statutory safeguarding of vulnerable children and adults, and that he has the flexibility to take any steps and approve any payment that he sees fit to deliver exactly that objective.

As ever, I could not have put it better than my hon. Friend the Member for Kettering (Mr Hollobone), not least because all seven Northamptonshire MPs were told by cabinet members before Christmas that Northamptonshire County Council would be able to balance its books. May I press my hon. Friend again on the point about the inspector being invited to make an interim recommendation? That would be very welcome because it would help to give some much-needed reassurance to my constituents.

I appreciate where my hon. Friend is coming from, but I have to remind him that the inspector is independent of the Government and does not communicate directly with Ministers during this process. He has been asked to report back by 16 March, which is a considerably shorter timeframe than previous inspections, and he has the option to report back as soon as he feels that he has been able to complete his work properly and objectively.

It is always a pleasure to follow the hon. Member for West Ham (Lyn Brown), and I pay tribute to the hon. Member for Westminster North (Ms Buck). She is no doubt a doughty campaigner on behalf of her constituents, and I have regularly heard her raise housing matters in the Chamber. I also congratulate the Under-Secretary of State for Housing, Communities and Local Government, my hon. Friend the Member for South Derbyshire (Mrs Wheeler), on her promotion. She is a good friend of mine and a colleague who I respect enormously, and she will be very effective in her new role.

Just as in the constituencies of other hon. Members, housing is a key issue in Corby and East Northamptonshire. We are right of the forefront of the housing growth agenda and entirely supportive of the Government’s aims. There are obviously some reservations, and we keep arguing the case about the need for infrastructure to keep up with the new homes, but that presents a slightly misleading picture of the local situation. Thousands of new homes are being built, but like Telford, Corby is a new town and a lot of our housing stock—both in the private sector, and homes under housing association and local authority control—is of a similar age, which obviously brings with it considerable challenges. Despite the perception, the East Northamptonshire part of my constituency contains pockets of deprivation—there are housing challenges there too, despite the fact that on the face of it some of those areas look very affluent.

I am pleased that there is currently a particular effort in my constituency to try to deliver improvements to the housing stock. I recently had a productive meeting with Corby Borough Council and its housing staff, and we went through a plan that the council has just produced to deliver a programme of works to help upgrade quite a chunk of the town’s housing stock. Those are very welcome steps, but I accept that performance can be patchy, and in some areas and local authorities the situation is better than in others.

Back in the day when I was a councillor in Wellingborough we were always careful to manage our resources. A lot has been said today about local authority resources, but we always made sure that a comprehensive capital programme was in place, and that housing was regularly placed at the front of that. We were also prudent with our reserves, to ensure that if issues arose that needed addressing, we were able to take the required action.

As I said, there are challenges, but I am pleased that this Bill builds on steps that have already been taken. I am also pleased that it commands cross-party support, because on such fundamental issues it does not matter whether our constituents vote Conservative, Labour, Liberal Democrat or UK Independence party. All of us and all of our constituents—I do not think that any Member could deny this—have concerns about the issue of housing.

The Bill strikes the right balance. It adds an extra tool to the box to tackle the challenges. Constituents visit all of us in our surgeries every week to raise issues about the quality of the housing stock in which they live. However, we must not lose sight of the fact that there are also many excellent private rented landlords who provide a quality, well-managed service that meets the needs of people in our communities. I am pleased that the Bill’s provisions will not adversely affect them through increased costs. It is important that we do not make them feel vilified by the steps we take.

This Bill is an opportunity to congratulate landlords who do it right, provide an excellent service and are mindful of the needs of their tenants. At the same time, however, it offers an opportunity to level up and to make sure that those who are not providing the sort of service and quality of stock we would expect put that right by taking the necessary steps. It adds an extra tool to the battle to achieve that.

I have huge respect for the shadow Minister, the right hon. Member for Wentworth and Dearne (John Healey), but I was slightly disappointed by the tone of his remarks. A lot of steps have been taken in the past few years under this Government to help progress the housing agenda, particularly in getting to grips with the issues under discussion. Let me allude to some of them. The extra £12 million for local authorities to identify and prosecute rogue landlords has led to 70,000 homes being inspected and 5,000 landlords facing action or prosecution. Steps have been taken to address retaliatory action when legitimate complaints are made—surely we can all welcome that as a step forward. It is no longer possible to serve open-ended eviction notices at the start of a tenancy; again, I would like to think that that is a common-sense step on which we can all agree and which we all welcome. There was further legislation in 2015 to improve safety, which we should also all welcome, and the Housing and Planning Act 2016 allows local authorities to impose civil penalties of up to £30,000 as an alternative to prosecution, which is another step forward. As the Chairman of the Communities and Local Government Committee has noted, banning orders will come into force as of April and a database of rogue landlords will also be introduced. Those are positive, concrete steps forward, and I would like to think that every Member welcomes them.

We must not, however, be complacent, which is why this Bill is so important. It continues the journey on which we have already embarked. I think that all of our constituents would like to see improved and better cross-party working on such fundamental challenges, which affect each and every one of us. I am pleased that we are in the position in which we find ourselves as a result of this Bill and the spirit in which the debate is being conducted.

As has been said, it is important that tenants have the confidence and support to enact the Bill’s provisions, should they need to do so. I hope the Minister will say something about that when she sums up. I would be particularly interested to hear about our engagement with Shelter, Citizens Advice and local authorities on how they can help support tenants to make best use of the provisions, should they come into force. I very much hope that they will come into force, and I am keen to do everything I can to help bring the Bill into law.

Finally, I want to make a couple of wider but related points. First, all of us see examples of best practice in our constituencies. It was interesting that the shadow Minister alluded to best practice in London, but how do we best share that best practice? There is no point having isolated best practice. If local authorities are doing it well, I do not really care about the political persuasion of any given council. Corby Borough Council in my constituency is a Labour council and we have a productive and sensible working relationship. I think my constituents expect that, but it also helps to get things done. I want us to better use the best practice identified around the country to help improve outcomes across the country. I think that when that can be achieved we should go after it, in all policy areas, and I should like to think that Ministers and the Local Government Association would help to disseminate that information.

The hon. Lady is incredibly generous. It would be remiss of me not to accept such a kind invitation. It seems that we are to have quite the outing and quite the afternoon in West Ham, given that the Minister and my hon. Friend the Member for Telford (Lucy Allan) are lined up as well. I look forward to having a date in the diary; and I will definitely hold the hon. Lady to the “cake” part of the offer.

Most housing stock, especially in new towns, is of a similar age, whether it is in the private or the public rental sector, and that poses specific challenges. I think that we should develop a cross-party strategy that will make a fundamental replenishment of that stock possible in due course, because all the problems are likely to come to a head at the same time—but that is one for another day.
