The hon. Lady suggests I am wholly wrong to rule out Brexit as a cause, but those are not my views; they are the clear statements that have been made by Ford, both in private and in public. There would be much greater credibility in the statements being made by people seeking to make party political advantage out of this position, which is disappointing, if Ford was moving its operations to the European Union. Clearly, Ford is not doing that; it is moving the engine manufacture to Mexico, which clearly highlights that this is nothing to do with our exit from the EU. She asks me to rule out no deal, but in order to rule that out, you presumably need to vote for a deal, and I have done so on each and every occasion.

The Secretary of State has quoted Ford’s Europe chairman, Steven Armstrong, so may I quote him back to the Secretary of State? He said:

“We’ve been very consistent since the referendum that a hard Brexit, a no-deal Brexit, would be a disaster”.

So does the Secretary of State believe that loose talk about delivering no deal by leading Tory leadership contenders damages the UK car industry or assists it? Does he think that if the Chancellor has a Brexit war chest, it should be spent on investing in the UK car industry, including in electric vehicles, rather than on tax cuts for the wealthy, as some are advocating in their leadership campaigns?

I do not need to take any lectures on funding from the Labour party, which refused to reorganise the Barnett formula during its 13 years in government. The new fiscal framework that was signed this time last year enhances the Welsh settlement; furthermore, the growth deals are in addition to the enhanced Barnett settlement. I remind the House that over the last 16 years more than £4 billion of European structural funds has been spent, and that the greatest number of people voted to leave in the areas where the most money was spent. That hardly suggests that the Welsh Government’s policy is successful.

2. What assessment he has made of the potential effect on Welsh exports of using World Trade Organisation tariffs when the UK leaves the EU.

We remain confident that we will reach a trade agreement that is in the mutual interest of Wales, the UK and the EU, and we remain committed to delivering a trade policy that reflects our status as an outward-facing nation at the forefront of global trade.

I have had the pleasure of spending some time on Mark and Helen Williams’s farm near Welshpool. What reassurances can the Minister give them that their lamb exports to Germany will not be hit by a 40% tariff if we fall back on to WTO rules, and that they will not be affected by large-scale imports from New Zealand, which operates to lower welfare standards than the United Kingdom?

I can give the same assurances that I have given to Welsh farming unions and farmers across Wales. This Government are working for a comprehensive free trade agreement with the EU, but we also see opportunities to export Welsh lamb to other parts of the world. We have had recent success in exporting Welsh lamb to the middle east, for example. I can assure Welsh farmers that the Government are committed to markets within the EU, and also to expanding opportunities throughout the globe.

My hon. Friend has raised with me the case of the particularly slow rail service to Weymouth and Portland, and we will look into it. We are making a massive commitment to the south-west—a £7 billion programme, which is the biggest ever commitment of infrastructure to the south-west—and I will look to see what we can do to improve the rail service for his constituents so that we properly connect up the south-west.

The Chancellor will be aware that under the coalition, £219 million was allocated to rebuilding St Helier hospital. Will he restate the commitment to that funding so that we can save St Helier?

We did commit to that hospital project, and provided that it continues to represent value for money, which I am pretty clear that it does, we will go on providing that support. What we have done is to commit to the Simon Stevens plan for the national health service—an additional £8 billion of NHS spending —which we can only do if we have our public finances in better order and we are growing our economy, which is precisely what we are doing.

While I accept that the figure the hon. Lady gives for the lead number of voluntary bodies is right, if she looks at the details of who in Scotland is going to be providing the voluntary sector projects—the subcontracting arrangements—I think she will see bigger and better opportunities for the voluntary sector. If she is saying that we should be doing even more to open up public services to voluntary and other providers, then absolutely yes—and perhaps she can persuade her Front Benchers to make it Labour policy too.

One year on after the coalition was formed, would the Prime Minister like to update the House on the progress that has been made in tackling the economic and financial wasteland that was left to us by the previous Government?

The point I would make to the hon. Gentleman is that not only are exports growing and manufacturing growing, but we have 400,000 more people in work than there were a year ago—[Interruption.]
