I was in the process of answering precisely that question. As I was saying, it is not that if there were simply a little bit more money and we had these extra teachers, everything would be resolved. The entire approach that this Government have taken to schools has led to a massive decrease in morale that has meant lots of teachers leaving the profession and has led to a reduction in the number of teaching assistants, while the Government’s social policies have led to far more children turning up hungry than there were 13 years ago. All those additional pressures end up diminishing the morale and experience of schoolteachers—they all add to the problem. Frankly, if the hon. Member does not mind my saying so, the very transactional approach that he suggests misses the point about this Government’s failure on schools.
It is a great pleasure, however, to say that there was something I agreed with in the hon. Member’s contribution, which was about the use of buildings in school time—a really important point. In the all-academy world that we largely inhabit in terms of secondary schools, there are pressures that make that different when they are run by local government. None the less, he made that point well.
I will return to the point on which we had a debate. The hon. Member rather missed the point with the tone of his rhetoric on free school meals. I checked again what he said: he said that he would be “embarrassed” if he could not put food on the table with his salary, then created the straw man that his family receiving a free school meal would take it out of the mouth of another child. That is not what universal free school meals do at all. The hon. Member needs to reflect on his language if he genuinely does not want parents and children to feel that free school meals are something to be embarrassed about.
The hon. Member for Mansfield (Ben Bradley) spoke about teachers he had met who recognised that they had short days and long holidays. It almost beggars belief to suggest that the reason that lots of teachers leave the profession is that they think they do not work hard enough and their holidays are too long. That does not bear any relationship to the schoolteachers I have met, who suggest that the huge workload outside their teaching time is one of the reasons that they are leaving the profession.
I am very happy for the hon. Gentleman to correct my understanding of what he said.
I will seek to correct the hon. Gentleman on what I said. I do not wish to chastise the hon. Gentleman, who I like very much, but in a similar way to my hon. Friend the Member for Stoke-on-Trent North, I am afraid that he has inadvertently misrepresented what I said. I said that it was a travesty that schools in our country have the shortest days while teachers work the longest hours in Europe, that that is not right, and that we should seek to reduce that bureaucratic burden on teachers to allow them to spend more time in the classroom with our children. I do not know many teachers who would disagree with that point, but it is not what the hon. Gentleman said my comments were.
I am glad that the hon. Gentleman was able to set the record straight on that.
There can be no doubt that 13 years of Tory Government have left England’s school and college buildings crumbling, left many teachers and their support staff demoralised and left our schools robbed of the funding needed to support the opportunities that all our children deserve. I see that in the facilities every time I attend a school in my constituency. One of the very first things I recall from when I came to this place as a new MP in 2010 is the chaotic announcement from the right hon. Member for Surrey Heath (Michael Gove) about the cancellation of the Building Schools for the Future projects.
Every single month at Education questions, it seems that there is another Conservative MP coming to their feet to reflect on how appalling the school building is in one of their schools, and saying, “If only the Minister could take the time to address that,” without recognising that it is the entire system of capital funding, not the individual case, that is a failure under this Government. There is a stark difference between the facilities that children have at Outwood Academy Newbold and Springwell Community College in my constituency, with brand-new buildings secured under the last Labour Government, and the 13 years without a single new secondary school building in my constituency, which have meant schools such as Brookfield Community School and Parkside Community School soldiering on in inadequate facilities despite the best efforts of their staff.
It is not just school buildings that have been left to rot. The Conservatives also cut off the fledgling Building Colleges for the Future programme on their arrival in government. Both statistically and anecdotally, the failure under this Government is there for all to see. The attainment gap between disadvantaged secondary school pupils and their better-off peers has widened to its largest level in years. Under the Conservatives, teacher vacancies have risen by 246%, with the Government missing their teacher recruitment target again this year, recruiting just 59% of their target for secondary schools.
In late 2021, research published by the headteachers’ union, the National Association of Head Teachers, found that schools across the west midlands have been forced to cut staff or activities because of a lack of funding. One in three schools said that they had made cuts to balance their budget, while 38% expected to make cuts in the following year. Last November, similarly, a Unison report revealed that councils across the east midlands faced a collective funding gap of £181 million in the next financial year, forcing them to cut essential services including early education. The extent to which schools have felt totally unsupported with the increase in energy prices is just one example.
Inasmuch as there has been any recovery in funding in recent years, it does not begin to address the shortfall over which the Government presided in the previous 11 years, and it comes in the context of huge cost of living crisis pressures, which mean that it has been swallowed up. Only last week, the Sutton Trust found that essential school staff and activities are being cut as a result of funding pressures inflicted by central Government. Such measures can only have a detrimental effect on our children’s futures. The IFS analysis to which the hon. Member for Stoke-on-Trent North referred showed that schools in England still face a significant budget squeeze.

Commons ChamberI thank my hon. Friend for the intervention. Nottinghamshire’s package is indeed huge and we are very proud of it. It is absolutely right to say that Nottinghamshire is one of the most benefitted places, if that is correct English—it is probably not—from the entire plan. The bulk of that £12.8 billion will connect Nottingham to Birmingham, reducing that journey time to less than half an hour. That will bring the whole of the west midlands into commutable distance for much of Nottingham and south Nottinghamshire, changing the lives of all sorts of people across our county, because it will draw in a whole new swathe of businesses and opportunities for people across the region.
Government have listened to us throughout this discussion. We have heard from Opposition Members about things being cancelled and scrapped, but when we have engaged constructively with the Government and Ministers on this, they have recognised our local priorities and delivered for us. We all understand the need and the wish to connect cities, and connecting Nottingham and Derby to Birmingham is really important. However, when we spoke with Ministers and officials, they understood the economic priorities for the region and the county, the importance of Toton as a hub for job creation and what was said about local residents being able to access jobs. They listened and included that in the plan. I am very grateful for the understanding and really positive engagement that we have had with Government. That is the part that provides the levelling up for my constituents.
I am rather confused by what the hon. Gentleman is saying. On 30 September, he and the leader of Leeds City Council wrote to the Secretary of State for Levelling Up, Housing and Communities to say that levelling up would
“fall at the first hurdle”
without HS2. Less than three months later, the hon. Gentleman is back here saying that he welcomes these plans, which many of us in the midlands and the north see as an utter betrayal.
The hon. Gentleman is absolutely right that I have always petitioned Government for the greatest possible investment in our region. I have always said that HS2 was important, and I continue to believe that that is the case. That is why I am delighted that we are getting a new HS2 connection from Birmingham to Nottingham and that it delivers on the Toton priority that we have been pushing as a county and as a region. And it is why I will continue to push Government over the next 18 months to make sure that we get that certainty between the east midlands and Sheffield, so that we get those journey times and the connectivity. However, as my hon. Friend the Member for Ashfield (Lee Anderson) has said many times, many of my residents would rather see a local connection that they can use to access jobs and economic growth, rather than a fast train that flies past their town. Government have listened to our priorities and I am very grateful for that.
The Toton part is what is important for my Mansfield constituents, because it will allow them to get on a new train line—the Maid Marian line or the Robin Hood line that will go through my constituency—that will link Warsop in my constituency to the rail network for the first time in about 50 years, and it will allow them to get a direct train to thousands of new jobs. There will be a new hub for economic growth at Toton and there is already significant interest in investment in that. It will benefit the county and help us to join together the economies of the east midlands, in Derby and Nottingham, and that will be hugely beneficial for the levelling-up agenda.
For me, levelling up means, in short, providing better quality jobs to residents who do not have access to them and making sure that those communities have the skills and transport links to be able to access them and improve their life chances. That is key, and it is a long-term goal. The IRP commits and supports that goal absolutely, because it provides the economic epicentre for us as a county and connects the most disadvantaged communities to it, so I welcome that.
If I have one ask from Government, it is that the IRP also commits to introducing and accelerating a development vehicle for the east midlands—our east midlands development corporation. That is absolutely key to the delivery of those outcomes at Toton and to the rail connections that surround it. We need specifics on that, a process, funding and a way of bringing that in to accelerate growth, so that we can get improved delivery times, which the Minister mentioned.
I absolutely welcome the review, the integrated rail plan and this debate. Notts MPs are here in force to support the plan because it is hugely beneficial to our county and our constituencies, so I commend the Government for bringing it forward.

I take his point on supported internships being one strategy: our amendment acknowledged that. However, in terms of amendment 1 on people with disabilities, we are not talking about a fractional thing that is not worth mentioning because there are so many other things that could be mentioned, but about a substantial body of people who have often been missed out by education providers. This is an opportunity to ensure that when the chambers of commerce, or whoever the employer representative bodies are, are writing their local skills improvement plans, those people do not continue to be left out.
I still think that amendment 1 should be accepted, so we will press it to a vote. I am willing to not press the other amendments in this group to a vote, but will look very carefully at the statutory guidance. I think that many people—such as my hon. Friend the Member for Kingston upon Hull West and Hessle and the cross-party group, which was very supportive of this—will listen to the Minister’s response and still wonder why the amendment is not appropriate. For future amendments, it would be useful if we had a bit more of a response as to why the Government are against it, rather than just the fact that they are.
I might try to give the hon. Gentleman a clue on that question. We spent much of the morning arguing about why this policy needed to be locally led, why we wanted devolved authorities to take more control over it and why local government should have more of a say in it. Does the hon. Gentleman recognise how asking Government to dictate what must be in it conflicts with the arguments he has already made today?
The hon. Gentleman makes an interesting point, but what kind of devolution is it if we say “Well, look, it is up to local chambers of commerce to decide whether or not they have a strategy to support those who are disabled or furthest from the labour market”? If we have a document that must be signed off by the Secretary of State—so on the devolution argument, it is more “devolution of a sort”—what is wrong with saying, “And by the way, for that document that you sign off, we’d better know what the strategy is around disabilities”?
I do not think that the devolution argument is a strong one. Maybe, at a future point in the hon. Gentleman’s career, he will argue for devolution in some kind of role and say, “But trust me, I won’t be having any strategies for disabled people”. I cannot imagine that he would do that, or that any others would. Amendment 1 is just about making sure that those employment representative bodies understand the importance of this issue; that is why we will press it to a vote.

That this House has considered the future of the East Midlands economy.
It is a pleasure to serve under your chairmanship, Sir David, to be just on time and to bring this important debate to the House about the economy of the east midlands, which follows on from the Adjournment debate I held in July about devolution for our area. It has been a busy summer and lots of progress has been made on the proposals and on wider developments and major projects that I hope to put across to the Minister this morning.
It is clear that the east midlands has huge untapped potential and must be at the heart of the Government’s levelling-up plans in the spending review and the levelling-up White Paper this autumn. I hope to take the Minister through some of those developments this morning. As Members might imagine, as a Notts MP and the Nottinghamshire County Council leader, I will have more to say on Nottinghamshire, but I trust and hope that colleagues will chip in about the proposals and opportunities across their constituencies.
For context, the east midlands is home to over 5 million people and over 175,000 businesses. We have a diverse mix of counties and cities, with market towns, countryside, and distinct cultures and communities. It contains world-class business, innovation and manufacturing excellence, and the region’s economy of £99 billion has untapped potential for growth. Despite that critical mass and potential, the east midlands has received some of the lowest levels of Government investment and private investment over many years compared with other parts of the country.
Back in July, I met the Prime Minister and laid out four huge opportunities for the east midlands that can create jobs, unlock housing and growth, and get the region up to a level of support and investment that is in line with other parts of the country. Those major interventions are all coming together this autumn, with a number of key decisions on which the Government need to come down on the side of investment and development in our region.
First, the East Midlands Development Corporation—the devco—represents a major opportunity to regenerate and to create jobs and homes on key sites. It gives us the opportunity to masterplan our area to ensure that we are bringing forward the very best employment opportunities; that we are leading the way on green growth and environmental policy; and that we are offering investors a very attractive opportunity to simplify the planning process to get things done at pace. It currently sits over three sites, but in the future, with the right democratic oversight, it could be used to bring forward further sites across our region.
This development vehicle could be a major weapon in our armoury, with the right Government backing. If we can utilise it effectively into the future rather than continuing to adopt a piecemeal approach, with all sorts of different vehicles and delivery mechanisms popping up all over the place, we can take a long-term strategic approach to our region’s growth. Therefore, key decision No. 1 is to back the development corporation in the planning legislation this autumn, and give it the powers and guarantees it needs.
Secondly, there is the east midlands freeport. Colleagues lobbied hard last year to secure the east midlands as one of the key sites for a freeport to take advantage of our post-Brexit trading opportunities and to boost business and jobs in our region with a unique proposition: the only inland freeport in the UK, built around an airport rather than on the coast. This has the potential to act as a hub and as the heart of the wider freeport network, as well as the logistical centre of the UK, with its key geographical location and proximity to major road, rail and air connections.
The outline business case will be submitted this week. Once again, I and MPs across the region call on the Government to back us to help deliver this freeport, along with the council and business partners; to support our vision to level up the east midlands; to create jobs and opportunities for people in our region; and to maximise the potential of this package of projects I am going through today. The whole will be bigger than the sum of the parts if these actions can be taken in unison.
I congratulate the hon. Gentleman on securing the debate. He is making a powerful case about the need for investment, but that case is fundamentally undermined by the Government’s constant dithering on the eastern leg of HS2. I have never known a Government to spend so much money on a project so unenthusiastically. Over the summer, we have again seen the suggestion that the eastern leg will be cancelled. Does the fact that the Government will not once and for all commit to the eastern leg of HS2 not fundamentally undermine the case he is making?
I thank the hon. Gentleman for his intervention; he has neatly predicted my next paragraph, which is about the integrated rail plan and Toton. All sorts of rumours have gone around over the summer. As the chair of the east midlands HS2 delivery board, I have had a lot of conversations with Ministers and officials about this matter and have pushed for the certainty that he asks for. HS2 is a major opportunity for the east midlands. I recognise that it is not universally popular, so I am not going to go on about the benefits of the eastern leg in full or the wider project, but this is a debate on the east midlands, so I will focus on the local part.
The key, for us, is that Toton is a major centre for our future growth. It is a site where we have invested almost a decade of work and planning, and tens of millions in infrastructure and preparation, including direct tram connections to Nottingham city, where there is huge interest in investing in skills, research and innovation, as well as in commercial and residential development. Success for Toton could unlock plans to the north, around Chesterfield and Bolsover, for a major engineering centre built around HS2, which has the potential to create 2,500 jobs in an area of north Nottinghamshire and north Derbyshire that should be at the heart of the levelling-up agenda. Those are former coalfield, post-industrial towns—the epitome of the kind of red wall areas that need support and to which we made big promises of support at the last election.

I would like to reinforce the point that the hon. Gentleman is making. Does not the fact that so many police and crime commissioners are writing to us, calling on us to make the very changes that he suggests, reinforce the point that the police will attach a greater priority to these drugs if they are reclassified as class A drugs?
I thank the hon. Gentleman for his intervention: he is absolutely right. In the wake of an Adjournment debate that I held in July, 20 police and crime commissioners wrote to this Minister about the issue, stressing exactly what I am saying this morning: unless these drugs are taken seriously and prioritised by police forces in the way class A drugs are, the police will continue to struggle to deal with them at local level.
The point of reclassification is not to criminalise vulnerable users, but to prevent those users from being exploited by drug dealers and to get them the help that they need. The health Green Paper, announced only yesterday in an initial policy paper entitled “Prevention is better than cure”, is a welcome development. As my right hon. Friend the Secretary of State for Health and Social Care said, focusing on the responsibilities of patients is not about penalising people, but about helping them to make better choices.
