I will treat some of those comments with contempt. Given the amount of experience the hon. Gentleman has in this House, I would have thought that he would have supported the police in this difficult situation. I was not there and I saw the TV coverage, too. The officers who were there made the decision to arrest. Ongoing litigations continue, so let us wait and see what happens.

Perhaps I can elicit more of a comment from the Minister if I talk in generalities. I am pleased that he mentioned freedom of expression as a centrepiece of our democracy. When I asked the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire), the same question on Thursday, I appeared to receive an answer to a completely different question, so will the Minister tell me how freedom of expression was equitably allowed by police who corralled peaceful Tibetan demonstrators at the back of the Mall with a line of police officers in front of them while pro-Chinese demonstrators, wearing T-shirts issued by the Chinese embassy, were allowed prime position at the front?

How to police the protest and surrounding situation is an operational police decision. Politicians stay out of such decisions because we do not want to live in that sort of state.

I like the hon. Lady—I get on with her really well—but she should apologise to her constituents for not mentioning that crime is down by 9% in her constituency and across Lancashire, something we should all be very proud of.

On Friday night, I went out with the very impressive section 136 team at Worthing police. The initiative, under which community psychiatric nurses go out on patrol with the police, is being piloted in Sussex. Given that up to two thirds of police call-outs are estimated to relate to mental health and substance abuse problems, this has the potential to free up a lot of police time and save a lot of money. These pilots really work, so will they be rolled out across the whole country?

That pilot and other pilots around the country are working. I have seen them myself. It is our intention to continue to roll them out. We are working enormously closely in particular with the mental health team in the Department of Health. I have seen dramatic changes not only in my constituency but around the country. There are people who should not be in cells and should not be arrested. They should be in a place of care, where they need to be. That is what we expect to happen.

As I said in my previous answer, it is not just Atos and Capita that are too slow. They are under a contractual obligation to the Department and I am enforcing that contract, so where they are asked for compensation we will get that compensation.

One of the most satisfying ways for people to get into work is often by setting up their own businesses. I am always impressed by the young entrepreneurs mugging me in my constituency to buy something from their new business. Will my right hon. Friend update us on the progress of the new enterprise allowance, in particular on how it is helping our younger entrepreneurs?
