Commons ChamberI am sure no one would accuse the Government of deliberately fudging the matter and the hon. Gentleman is not suggesting that, but he raises an interesting point about the application of purdah. I do not have the instant answer to his question, but I or other Ministers will write to him about how we understand the situation, so that there can be clarity on the matter.
Considerable uncertainty continues to surround the current status and future of the independent panel on historical child sex abuse, and the Home Secretary undertook to make an announcement before the end of this month about the appointment of a new chair. No announcement has been scheduled, today is 29 January and now there is some doubt about the ability to appoint a judge or not. As a matter of urgency next week, will the Home Secretary make a statement to the House about the situation, and before Dissolution may we, in the House and in Government time, have a full debate on the nature of the inquiry going forward, as it will need to sit after March when the House is no longer sitting and it has important business to get on with?
I will certainly tell the Home Secretary of the points that my hon. Friend has raised. She answered an urgent question on the matter just a week ago and spoke about the appointment of the chair of the inquiry. It is Home Office questions a week on Monday, on 9 February, so the Home Secretary will come back to the House then, but of course it is possible that she will want to make an announcement before then, in line with what was said during the urgent question. My hon. Friend is right about the importance of the matter. We are determined that appalling cases of child abuse should be exposed, so that perpetrators face justice and the vulnerable are protected. The work of the inquiry will have to go on through the period of Dissolution, so there will be a very powerful case for the House to be able to consider this further by means of a statement or debate.

Commons ChamberIn his speech at the beginning of the year the Prime Minister set out five principles for real change in the EU: global competitiveness, democratic legitimacy, powers flowing back to nation states, flexibility, and fairness between eurozone and non-eurozone. Those are our priorities for reform.
Does my right hon. Friend acknowledge that the great majority of those reforms, and those set out in the Fresh Start project manifesto and others, can be achieved without treaty change, and that when we make it clear that the new reformed EU that most of us want to achieve is not just a case of promoting little-Englander interests, but rather trying to achieve a sustainable outward-looking, globally competitive EU for the benefit of all 28 nations, we increasingly find that we are pushing at an open door?
I warmly welcome the useful contribution that Fresh Start has made to the debate on EU reform, and I think my hon. Friend puts it extremely well. Indeed, many other countries are now also seeing that it is time to move on to new arguments and a new perspective on the European Union. For instance, following their investigation into subsidiarity, the Dutch Government said it should be ensured that EU action is taken only where necessary, with national action always pursued where possible.

Commons ChamberAs the hon. Gentleman will understand, we have not yet discussed the full range of global affairs during the meetings that we have had so far. Those meetings have concentrated on the nuclear issue, on Syria, and on bilateral relations. However, the appointment of the non-resident chargés that I have announced today will allow us to discuss with Iran a greater range of issues of mutual concern. Nothing is excluded from that, and what is happening in areas such as west Africa could well be legitimate topics for discussion.
I share the Foreign Secretary’s cautious optimism, given the not inconsiderable progress that has been achieved in the middle east since he last made a statement to the House. No little credit for that progress should be laid at the door of my hon. Friend the Member for North East Bedfordshire (Alistair Burt).
Without being starry-eyed, as the Foreign Secretary put it, may I suggest that one area in which we can pursue issues of mutual concern, particularly with the ordinary people of Iran, is the hard-drugs trade? Many Iranians are now heroin addicts, and many have been killed at the hands of drug barons controlling drug paths in the north of the country. When I visited the country a few years ago, we had seconded to it Metropolitan police officers with expertise in drugs, who were doing some great work that was of mutual benefit. Is that not one of the routes through which we could open up an early relationship with Iran?

Commons ChamberThat is a good point. It will be very important, exactly as the hon. Lady says, for there to be safe access. That might open up other opportunities, but it remains to be seen. It is very important that all our work to improve humanitarian access continues in parallel with that to deal with the chemical weapons. We do not yet have an agreement—we are still some way away from one—on how and whether this can be done, so I think the hon. Lady is getting ahead of where we are in negotiations, but this is a question that we will certainly keep in mind.
Whatever side of the argument we are on, I am sure my right hon. Friend will agree that things have moved on substantially since the debate a couple of weeks ago, not least with the emergence of Russia as an active player, rather than a constant blocker of any settlement. What does he think has brought about Russia’s change of heart, although we are yet to see the genuineness of its actions as opposed to its words?
My hon. Friend is right that Russia’s proposals on Monday were a very important change of approach. That is particularly apparent to me, given that I have on several occasions over the past couple of years discussed with Russian representatives whether there is a way of working together on the chemical weapons in Syria. It has always been the Russian position hitherto that the Assad regime would not use its chemical weapons—it did not expect it to use them. I think that the mounting evidence that the regime has used those weapons and the discussions, particularly those in the United States, about whether to take military action have produced a change in the Russian position. Whatever the motives and reasons for that, we should nevertheless welcome it and work with it, which is what we are now seeking to do.

Commons ChamberI could of course give a long answer to that question, but I would be disobeying your request, Mr Speaker. I have always taken the position that all countries in the region are entitled to protect their national security. That applies to Israel as well and of course it is very important for those who have weapons in the region not to transfer them to Hezbollah or other groups that will misuse them in further conflicts.
I have visited Syria twice and on the last occasion met President Assad, and it is quite clear that he does not necessarily run the country—rather, it is run by a shadowy regime of military and Assad family members. May I gently suggest to the Foreign Secretary that the inevitable fall of Assad should not be treated as an end in itself?

This morning I returned from Mali, where I met its President and Prime Minister to urge early progress on a political process and reconciliation with all communities in their country. I also met and thanked members of our armed forces who have given logistical support to France and are now beginning to form the EU military training mission.
May I take the Foreign Secretary to the other side of the world and declare an interest as a member of the Tibet Society? He will be aware that there have now been more than 100 self-immolations in Tibet. He will also be aware of the big crackdown and harsh prison sentences for protestors, including families of the victims. I hope that he is also aware that next Wednesday there will be a big lobby by Tibetans coming to this House. What is he doing to support the growing number of Tibetan refugees, many of whom are escaping across the mountains to Dharamsala? In particular, what help can we give through the British Council to assist in education about and preservation of the Tibetan language and culture, which are being so brutally repressed by China in Tibet?
