I thank my hon. Friend for raising this issue, and I know he will be a really strong champion for his constituency. We are a Government who will be based on action, not slogans, and that is why we will have local growth plans, improved public services and investment in transport links. We will fix the mess that the Conservatives left after 14 years, and we will devolve power to those with skin in the game.

Q15. In the past five years, there have been 10 fatal accidents on the A66 along the short stretch in the Eden valley in Westmorland. In our community, we are naturally deeply concerned that the vital A66 northern trans-Pennine project, which would make the roads considerably safer, has been put under review by this Government. Will the Prime Minister take the opportunity now to end the uncertainty today, commit to this project and save lives?

I thank the hon. Gentleman for raising this question about fatalities on roads, which are a very serious issue on the A66 and other roads across the country. We have inherited a broken economy, and we have to review what we are spending money on. We are going through that review, and we will report back as soon as we can.

This Government are committed to devolution within England, and the hon. Gentleman is a prominent advocate of that. He recognises, as I do, that independence in Scotland is the end of devolution there.

Does my right hon. Friend agree that devolution should absolutely take place in England, but it should be chosen by the people of its regions and not imposed by central Government as it was by the previous Labour Deputy Prime Minister?

I agree that the form that devolution takes within England—and, indeed, within the rest of the United Kingdom outwith Scotland—is a matter for the people of the rest of the United Kingdom.

I thought the hon. Gentleman might start by thanking the Chancellor for the move taken in the Budget to help very important businesses in his constituency with excessive energy costs, but clearly the milk of human kindness is running a bit thinly with him. I have to say, if we are going to get into lectures about MEPs, perhaps he could get his to stop voting against the British rebate.

The Prime Minister will be aware that last week, three people in Cumbria were arrested for apparently blowing the whistle in the public interest over the actions of the police commissioner. Does he agree that that is a threat to freedom of speech and an outrage in a democratic society, and will he intervene to ensure there is an independent investigation?

I will look carefully at that case. In general we should support whistleblowers and what they do to help improve the provision of public services, and I will have a look at this case and get back to the hon. Gentleman.
