T8. The Secretary of State has often stated her support for post-Brexit regulatory reform and divergence, and did so again in answer to an earlier question. Is she in a position to deny reports in The Daily Telegraph today that the Government have pledged to introduce a requirement that all future regulatory change will be screened to ensure that extra barriers in the Irish sea are not created? That could be a significant impediment to divergence from EU laws.

I cannot comment on the ongoing Northern Ireland political process, to which I am not a participant. However, it is clear that we retain the ability to diverge. I agree with my right hon. Friend that if we are to seize the benefits of Brexit, we need to find that comparative advantage over the EU in our regulations, otherwise there would be no point. I remind her that I was the Business Secretary who made sure that there was transparency, rather than an invisible bonfire, in what we were doing on EU regulations. I ended the jurisdiction of the European Court of Justice on 1 January. We have a comprehensive deregulation programme, which I am pushing. I understand her concerns, and I will speak to colleagues across Departments to ensure that they are raised at the highest level.

15. Whether she has had discussions with stakeholders on improving the diversity of parliamentary candidates.

The Government have worked hard to remove any material obstacles to democratic participation for all eligible groups. Registering to vote is quick and easy, taking as little as five minutes. Any elector without an accepted form of photographic identification can apply for a voter authority certificate from their local authority free of charge, or alternatively they could vote by post or proxy.

I have a thriving British-Albanian community in my Chipping Barnet constituency, making a really positive contribution to our culture and economy. What more can the Government do to encourage them to be involved in campaigning at elections, voting in elections and standing as candidates in elections?

I welcome my right hon. Friend’s efforts in ensuring that everyone participates in the democratic process. I agree with her, but it is ultimately for local registration teams to ensure as best they can that all eligible electors in their area are correctly registered to vote. We want to ensure that all parts of the UK are equally represented in politics and the democratic system where they are eligible.

What the hon. Lady did not say is that business investment is increasing at a faster rate than in other countries. She is right that investment has been lower here, but that is why the Chancellor brought in policies such as full expensing to tackle this issue. She also did not mention the fact that we are the top destination for investment across financial services and many other areas. The UK is actually doing very well when it comes to inward investment, and we will continue to create policies that ensure we stay at the top of the pack.

As chair of the all-party parliamentary group for events, can I highlight the huge benefits the sector brings us in promoting trade, exports and inward investment? Will the Department do more to promote the UK worldwide as a great place to bring international events, business meetings and conferences?

My right hon. Friend raises a good point. The events industry is often overlooked, yet it is a great export opportunity. Those are some of the things I am going to raise with the Board of Trade, which is meeting next week. It is about promoting the best of British internationally. Events is one of the areas we can take a closer look at.

I have another role as Minister for Levelling Up Communities, and the Department for Levelling Up, Housing and Communities recently invested £300 million in a flagship programme to support the families who need help the most. The hon. Lady will have heard from other Ministers in various Departments what we have been doing about the cost of living, and I refer her to their statements.

5. What steps she is taking to encourage more women to enter careers in science, computing and engineering.

We have seen good progress on increasing the number of girls studying science, technology, engineering and maths—STEM—subjects at school, but we know that too many women drop out of STEM careers because of caring responsibilities. That is why we recently announced a new scheme to help women into STEM roles after taking time out of work to care for their family. This will help organisations to recruit those who are too often overlooked because of a gap on their CV when providing employment support.

Given the obvious labour shortages in construction, can I encourage Ministers to work with groups such as Women into Construction to encourage women to take on apprenticeships and careers in engineering and construction?

My right hon. Friend can consider Ministers suitably encouraged. I speak as an engineer who also had an apprenticeship, and I know how important organisations such as Women into Construction are. We will do everything we can to work with them and to support women into apprenticeships and engineering.

What steps the Government have taken to protect women in BAME communities from the disproportionate effect of covid-19 identified by Public Health England.

The Government have taken a number of steps to protect all those who may be disproportionately affected by covid-19 to reduce the spread of the virus. This includes targeted testing of occupations and groups at higher risk, including ethnic minority women. We have also translated the latest information into multiple languages in accessible formats to help to ensure that our public health communications reach all communities across the country.

Women from black and minority ethnic backgrounds are strongly represented in the workforce in our care system, so will the Minister have a strong focus on keeping care workers safe from covid, with a particular emphasis on the higher risk faced by women from black and minority ethnic communities in those jobs?

My right hon. Friend is absolutely right: there are very many BME workers in the social care sector and they must be properly supported. That is why in June, the Department of Health and Social Care published a covid-19 adult social care workforce risk reduction framework to help to manage specific risks to staff, including risk by ethnicity. We are also providing financial support to the Race Equality Foundation to provide additional services to BME communities with dementia during the covid-19 pandemic.
