Commons ChamberThat is a legitimate point about the documentation and evidence that has to be provided, but every claim is different and so there is no one-size-fits-all or simple figure for this. Of course if we can find ways in which we can simplify the process, we will do that. This is an iterative process and if we have to make changes, we will look at that.
I find so many of these cases really sad and incredibly distressing. It is shocking and unacceptable that so many Windrush families were treated appallingly by successive Governments, so I urge the Home Secretary to make it clear that nothing like this can ever be allowed to happen again.
My right hon. Friend is absolutely right about that. The review shows so many aspects of every strand of the Windrush generation and the injustices that are just so awful. It is my priority to ensure that we can implement the recommendations, deliver compensation for the victims and move forward in a constructive way. That involves all of us working in a responsible way, to look at the number of injustices across society, which cover all communities, and how we can give voice to people who feel that they do not have a voice on many of these challenging issues.

Commons ChamberThis is such a difficult time for everybody around the world. Of course, we have all been split apart from family, friends and loved ones. Of course, we do want to ensure that we can prioritise key cases and, as we move forward with changes to regulations and keep this under review, look at how we can do our utmost to reunite friends, family and loved ones.
I welcome the huge amount of work that the Home Secretary is doing on air bridges, and urge her to suspend the implementation of this blanket quarantine requirement to give just a few more weeks to get in place those safe air corridors so that we can save jobs in aviation and let families go on their summer breaks in the sun.
I thank my right hon. Friend for her question. There are some important points in respect of how we can work collectively with the travel sector—not just aviation, but across every single carrier; whether it is coaches, trains or ferries, they are all part of the health and wellbeing of the travel sector and the travel economy. We will of course work with everybody on this. The fact of the matter is that these are complicated matters. My right hon. Friend will have heard me say in my statement that we would require bilateral agreements with countries, which is exactly what the FCO is working on. That is why there is a cross-Government effort to ensure that we can not only get our country moving again but do the right thing in terms of keeping the public safe.

Commons ChamberI can confirm to the hon. Lady that, across a substantial range of technology requirements for the police, the Home Secretary and I are considering the funding requirements of the police in the context of the comprehensive spending review, and he and I have made it clear that police funding is our priority.
In the last year or so, the Met have issued many of their officers with tablet computers, but the feedback I have had from officers and constituents is that very often these are unstable, freeze routinely and can actually mean that work takes longer, so will the Minister talk to the Met Commissioner to ensure that their technology is stable and reliable for officers to use?
I have had those conversations with the Met Commissioner because I have heard exactly the same thing from members of the serious violence taskforce and officers on the beat in my own constituency. It is clear to us that mobility—the ability to work on the move without having to go back to the station to fill in reports—is critical to improving police productivity, so we must make sure we get the technology right.

It is not correct that people have to get the permission of somebody who may well be a perpetrator of domestic violence, but it is important that, through our £9 million of grant funding, we work with groups and support the most vulnerable in the community so that they can help evidence their time in the UK and be granted status through the channels that we have put in place.
In the light of contact I have had with a constituent who is undergoing cancer treatment, may I urge the Minister to state in the clearest terms that EU nationals living in this country will continue to be entitled to NHS treatment?
That is absolutely correct. There will be no loss of entitlement to NHS services and treatment, and I thank my right hon. Friend for her assistance in conveying the message to her constituents that we want our EU friends and neighbours to be able to stay and access the services and benefits to which they are entitled. That is important.

I thank the right hon. Lady for her comments. She knows from the many debates that we have had on this matter, and the many occasions on which she and I and Home Office Ministers have discussed it, that we all recognise the great fear, worries and concerns of mums and dads in certain parts of the country that have been suffering from these crimes for some time. That is precisely why we issued the serious violence strategy last year. [Interruption.] The right hon. Lady is chuntering at me. I am trying to answer her questions.
It is because of that fear that we are putting so much effort into supporting local charities, through both our anti-knife crime community fund and our early intervention youth fund, to help young people and children and their families. We are also working on the youth endowment fund, which will invest some £200 million over 10 years to support projects to intervene on young people and protect them from being ensnared by gang leaders.
The right hon. Lady was right to raise the issue of resources. Only a couple of weeks ago we voted to increase police resources by nearly £1 billion, and I am sorry that she did not feel able to vote for that. Police funds were increased last year, and will be increased again next year.
The right hon. Lady talked about summits and meetings and so on. The point of those is getting the right people into the room to tackle this issue together. As we all know, there is no single simple solution. I wish that there were, but the issue is very complex. That is why there are both short-term and longer-term measures in the strategy, which meets with the approval of the police and others with whom we engage to try to crack this problem.
I very much hope that today we will yet again hear fruitful, constructive and non-partisan comments about this topic, because it is affecting every single one of our constituencies. We need to work together to get it right, because when I meet victims and their families they want to hear what we are doing, not what our conversations across the Dispatch Box are about.
Many police in London now use body-worn video cameras. Does the Minister agree that that should help to give them the confidence to use stop-and-search in all circumstances within the law as part of a concerted effort to end the terrible tragedies that are afflicting our city?
My right hon. Friend has made a very important point. The use of body-worn cameras enables officers to use their stop-and-search powers with even greater confidence than they had before. Interestingly, the chief constable of Merseyside told us yesterday that since his officers have started using body-worn cameras, the volume of complaints about stop-and-search has decreased dramatically: I think he said that there were about seven last year. This is the point of stop-and-search. If we target it correctly and officers are stopping people when they believe that a search meets the test of being proportionate and necessary, that will not just help them to catch those who are carrying knives, but will, I hope, give confidence to communities.

The hon. and learned Lady rightly points to Scotland and its own experience. It is important in tackling serious violence that we learn lessons from across the UK, and indeed the world—the public health approach she talked about has been tried in other countries and cities as well. I said we needed action across multiple fronts, but it is hugely important that we pursue that. It will require a consultation, because it is statutory, which is important to make sure that hon. Members and others have the opportunity to have an input, mould it and make sure it is as effective as it can be. I do not want to prejudge the outcome of the consultation, but there is a strong sense of support. The cross-party serious violence taskforce, which I referred to earlier, had a presentation on this last year where we heard from experienced people about how it can help, and it is something that we plan to pursue. I look forward to working with friends and colleagues in Scotland to see how they can help.
Will the Home Secretary ask the Mayor of London to consider as a matter of urgency adopting the plan put forward by Shaun Bailey for funding an extra 2,000 police officers through reducing waste at City Hall and public affairs spending?
My right hon. Friend makes an important point about the need to ensure that everything is being done throughout the United Kingdom, including our capital city, to deploy as many resources as possible to law enforcement and efforts to prevent young people from turning to serious violence in the first place. The work being done by Shaun Bailey and others is important in that regard, and I hope that the recent increase in central funding will help as well.

Commons ChamberTo answer my hon. Friend’s last question first, we have already taken steps to freeze the assets of terrorist groups, and we will continue to ensure that that always remains the case. On his first point, he is right to point out that Hezbollah’s victims have been of many different faiths. There have been Jewish and Christian victims, and many Muslims have been murdered by Hezbollah as well. When it comes to displaying flags, clothing or any item that might be connected with Hezbollah or any other proscribed terrorist organisation, that will be a criminal offence from now on. This will give the police and the Crown Prosecution Service the ability to act in a way that they have been prevented from doing up to now.
When the House debated this issue a few months ago, every Back Bencher advocated the full proscription of Hezbollah and it was deeply regrettable that, at that stage, neither Front Bench did so. I welcome the Government’s change of heart, but does my right hon. Friend share my deep regret that it is not shared by those on the Opposition Front Bench?
I welcome my right hon. Friend’s support, but I will reserve my judgment on the Opposition. I will wait to hear the shadow Minister’s thoughts. However, some Members might already have seen a press release from the official Opposition which suggests that they are against the proscription of Hezbollah. I am sure that is actually not the case, and that the shadow Minister will tell us that that must be some kind of typo and that they are absolutely committed to fighting terrorism because they know that that is what the British people want. In that regard, it would be wise for the Opposition to note that ever since the Terrorism Act 2000, no proscription order that has been brought to this Dispatch Box by any Government, Labour or Conservative, has ever been opposed by the official Opposition. They have supported the banning of every organisation that has been suggested. If it actually turns out that the Labour party objects to the banning of Hezbollah, that will be a first in this Parliament, and the British people will judge that for themselves.
Secondly, the order will proscribe Jamaat Nusrat al-Islam wal-Muslimin, which is also known at JNIM, its aliases Nusrat al-Islam and Nusrat al-Islam wal-Muslimeen and its media arm, known as az-Zallaqa. JNIM was established in March 2017 as a federation of al-Qaeda aligned groups in Mali. It aims to eradicate government and the western presence from the western Sahel region, including parts of Mali, Burkina Faso, and Niger. In their place, it wants to impose a strict Salafist interpretation of sharia law. To that end, it attacks western interests across the region and kidnaps western nationals to raise ransom money. Three civilians and two military personnel were killed in a 2017 attack on a tourist hotspot in Mali. Az-Zallaqa then proudly announces the atrocities and claims responsibility. JNIM is already designated by the US and the UN, and I have no hesitation in doing the same.
Finally, the order will ban Ansaroul Islam and its alias Ansaroul Islam Lil Irchad Wal Jihad. The group wants to take control of the Fulani kingdom of Djelgoodji in Burkina Faso and Mali and to impose its own strict interpretation of sharia law. It announced its existence in 2016 by claiming responsibility for an attack on an army outpost in Burkina Faso that killed at least 12 soldiers. Its methods include attacks on police stations, schools and public officials. The predominantly Fulani organisation often targets other ethnic groups, leading to mass displacement. Ansaroul Islam is already designated as a terror group by the US, and it is highly likely that it is supported by JNIM. Given its murderous actions, it is only right that we outlaw it in the UK.
I am grateful to the Home Secretary for his remarks, and I thank him for the letter he sent to my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott), the shadow Home Secretary, setting out his decision. I welcome his remarks about the banning of aliases in addition to principal names.
I make it clear from the outset that the Opposition will not be opposing the motion before the House tonight but, as I am sure the Home Secretary would appreciate and fully expect, I will be scrutinising his decisions. Section 3(5) of the Terrorism Act 2000 sets out the parameters of what is deemed to be an organisation concerned in terrorism, which are that it
“commits or participates in acts of terrorism, prepares for terrorism, promotes or encourages terrorism, or is otherwise concerned in terrorism.”
I will touch briefly on each of the organisations mentioned by the Home Secretary.
First, from the information provided by the Home Secretary, Jamaat Nusrat al-Islam wal-Muslimin—otherwise referred to as JNIM—was established in March 2017 as a federation of al-Qaeda-aligned groups and has operations in northern and central Mali, northern Burkina Faso and western Niger. It has claimed responsibility, as he set out, for a number of atrocities from 18 June 2017 to 29 June 2018.
Secondly, Ansaroul Islam announced its existence in December 2016, and its overarching aim is to establish dominance in northern Burkina Faso and central Mali. It has claimed responsibility for an appalling attack on an army outpost in Burkina Faso that killed at least 12 soldiers. The Home Secretary was clear in his letter that Ansaroul Islam seeks to eradicate the Burkinabe state presence from Burkina Faso’s northern regions.
Thirdly, the Home Secretary has indicated that Hezbollah will now be proscribed in its entirety. Indeed, he gave a brief history. The then Labour Government proscribed its external security organisation in 2001, and its military apparatus was proscribed in 2008.
The Home Secretary rightly said that these orders have never been opposed by any Opposition, and the order will not be opposed tonight. I told the House last year:
“The Opposition absolutely condemn the violence, and we continue to support the proscription of the military wing of Hezbollah, which has been the Government’s position.”—[Official Report, 25 January 2018; Vol. 635, c. 506.]
I was clear in that condemnation then, and I am again now.
Does the Labour Front Bench support the proscription of Hezbollah in its entirety?
I have just set out the position: we are not opposing the motion. What I am seeking to do is to scrutinise the Government’s position, which is perfectly reasonable.

Commons ChamberI thank the right hon. Lady for that question and for her challenging, but extremely good, report on future policing. This settlement enables additional investment of up to £970 million in our police system, of which £509 million could come from PCCs, if all of them use their flexibility. Within that, as I said in my statement, we have moved from a situation where the Home Office grant is flat cash to one in which every single PCC will see flat real in relation to the first increase in the grant from the Home Office since 2010. She is right to point to a worrying trend in some of the outcomes of policing. The right hon. Lady and the shadow Minister, the hon. Member for Sheffield, Heeley (Louise Haigh), identified that and were right to do so. For me, the critical thing now is to increase the capacity of the police and to fill some key capability gaps. She knows that one of the most important of those is the lack of detectives. Therefore, one thing that I and the Home Secretary will be following very closely next year, as I am sure her Committee will, is an improvement in exactly the outcomes that she identified.
I very much welcome the additional resources for policing—something that I and Government Members have raised with the Prime Minister, as the Minister will be aware. Does he agree, though, that we need to urge the Mayor of London to start using some of his £500 million of reserves to strengthen policing and to keep Barnet police station open?
I speak not just as the Minister for Policing, but as the Minister for London and a London MP. Certainly, a large part of my ongoing conversations with the Mayor will be on the question, “What are you doing with the money?” The taxpayer has put in an additional £100 million this year. As I have said, there is the potential from this settlement for an additional £172 million of public investment in the Met. It is already a force that has over one and a half times the national average in terms of police officers per head, so the voice from Londoners will get increasingly loud in asking, “What are we getting for the money?”

Commons ChamberWe are about to start the process for appointing Max Hill’s successor. To suggest that that has held back progress on counter-terrorism would be completely incorrect. The new counter-terrorism strategy was launched just a few months ago and sets out how seriously the Government take the issue.
In the light of the horrors of Pittsburgh, will the Government provide assurance—[Interruption.]
Order. This really is a matter of the utmost sensitivity, and the right hon. Lady’s question must be heard with solemnity and respect.

In the light of the horrors of Pittsburgh, can the Home Secretary provide the reassurance that both the Government and the police will always take very, very seriously the security of the Jewish community and other minorities who may be subjected to hate crimes and violence?
I can absolutely provide that reassurance to my right hon. Friend. In fact, this weekend, following that tragedy, I spoke to the head of the Community Security Trust to offer that reassurance. It is an organisation that we are proud to support, but we want to look at new ways of helping the community with its security needs. It is sad, in this day and age, that any community needs security of that type but, for as long as they do, we will always be there. Tonight, I will also be attending a vigil to mark the terrible tragedy at Pittsburgh.

Commons ChamberIt is a pleasure to follow the hon. Member for Ceredigion (Ben Lake). I agree with him wholeheartedly that it is sad that we are debating these issues and that the Government have had to introduce the Bill. It should not be necessary—people should not throw acid in people’s faces, which has a life-changing impact, and they should not use knives on our streets.
However, as the hon. Gentleman rightly says, we are where we are. This is a hugely important Bill because the scourge of knife and acid crime touches not only a number of constituencies within London and our inner cities, but all our constituencies up and down the country. I am sorry to say that its intensity is growing outside the major cities, and it is finding its way into towns such as mine and rural communities. It devastates communities, including mine, where we have had horrific knife attacks. I agree that one victim of an acid or knife attack is one too many. The tragedy is that, in many cases, young people’s lives are taken at an early age when they have so much promise ahead of them, which devastates not only the families but the wider community.
We know that the victims and perpetrators of such offences are often from outside the towns in which those offences are committed. I have referenced one incident in the House previously. There were six knife attacks in Colchester in one evening, and in all six cases, the victims and perpetrators were from outside Colchester—they came from London. This is not just a city issue anymore. County lines are bought and sold like franchises. The perpetrators use children—they know that they are less likely to be stopped and searched on the train or other public transport—to carry drugs, bringing with them fear, intimidation and violence to towns up and down the country. As I said, in the case I mentioned, the victims and perpetrators were all from London. There is an increase in county lines activity and the barbaric activity known as cuckooing. Much of this is, sadly, drug-related.
I welcome the Government’s serious crime strategy and the £40 million that comes with it. I was pleased to speak in the debate just a few weeks ago about that very subject. I have my own views about what we need to do to tackle serious crime, and especially on prevention and diversion. The Government’s strategy includes a number of measures that I wholeheartedly support but, as the Minister knows, because we have had this conversation, the question is how we treat children who have been involved in county lines operations. In many cases we are talking about 12 to 15-year-olds who are groomed by drug gangs in a similar way to how sexual predators groom young people. It can start with the purchase of trainers or a financial gift of some description, or it can start with violence and intimidation of either the young person or a family member. Do we treat those children like criminals, bearing in mind their life chances from that moment on, or do we treat them like the victims they are, and put them back on the right track to a fulfilling life in which they contribute fully to society?
Does my hon. Friend agree that children’s criminal records should not haunt them for the rest of their lives and that our system should wipe the slate clean at a certain point?
I broadly agree with my right hon. Friend. When we criminalise a child at a young age, the problem is that their life chances are impaired to such an extent that a life continuing along the route of criminality is sadly almost inevitable. We should break that cycle when we have the opportunity to intervene—such opportunities are often rare—and ensure that we put them back on the right path. One way to do that is to ensure that a criminal record does not stay with a child forever. For example, someone might commit an offence at a young age after they have been groomed or forced into that action due to violence and intimidation. They could then completely turn their lives around and think, 10 years later, “I want to contribute by becoming a police officer and serving my community.” Currently—I stand to be corrected by the Minister—that would not be possible, because their criminal record continues. I wholeheartedly agree with my right hon. Friend.
I welcome the Bill and will support its Second Reading. It has huge merits but, as a number of right hon. and hon. Members have said, it is not without issue. By its nature, it is reactive legislation that deals with weapons that gangs and criminals have moved on to. Some of those weapons—knives and corrosives—can probably never truly be banned, as we all know that they are available in households across the country. I could probably find several in my kitchen. We need to ensure that we have a multifaceted approach to tackling this issue, and the serious violence strategy has a significant role to play.
First, we need to make sure that our legislation gives the police the powers they need to deal with offenders, which is one thing that the Bill does. Secondly, we need to make sure that, when we intervene, we do so as early as possible. We need to turn children away from gangs and, indeed, when they are the victims of gangs or grooming, we need to give them the protection and support they need.
As I have said previously in the Chamber, we need education in schools to ensure that children know the dangers of carrying a weapon. There are some fantastic charities across the country—many have been set up by parents who have lost a child to knife crime—that go into schools to educate children about the danger of carrying knives. The charities teach children that they are far more likely to be the victim of a knife attack if they carry a knife themselves, and they show them in a graphic way the devastation caused by a knife attack. They show the awful wounds, and they also show what it feels like to be a family member whose child is in hospital or, even worse, has been fatally wounded or murdered.
Thirdly, judges need a full range of sentencing powers so that a person who is repeatedly caught carrying a knife, or who is caught harming an individual, can be given a custodial sentence. I agree with Members who have said that we need to come down very hard on those who are repeatedly caught carrying a knife or weapon, and on those who harm another individual, but there need to be other solutions, such as educational and non-custodial approaches, so that we do not fill our prisons with young people who have lost their future.
At the moment, an individual who is caught carrying a knife may get just a caution. In my view, they should also be sent on a weapons awareness course. A person who is caught speeding, for example—I am not conflating carrying a knife and speeding but, to some extent, it is a useful comparison—has the option of paying a fine or going on a course. It should be mandatory that a person who is given a caution for any kind of weapon-related offence is sent on a course. They should have to see the devastation caused by such weapons, which hopefully would go some way towards breaking their attitude towards carrying a weapon and knife crime. That would not work for everyone, but for some individuals, especially those who are particularly young and have made a mistake—for many first-time offenders it will be just a mistake—it might just break the cycle, and at very small cost. Such courses are, in many cases, run by charities across the country.
Fourthly, we need to identify and address the root causes of this criminality. Why do people carry weapons? How has our society got to this position? It could be social breakdown, regional inequality, family breakdown, absent father figures or a lack of male role models. It could be school exclusion, which has been mentioned, or social isolation—gang culture can provide a sense of belonging. It could be county line activity or prostitution. It could actually be education and the messaging we send out about drugs and drug use.
I find it bizarre that we have middle-class people in this country who drive around in their electric vehicles, drinking their Rainforest Alliance coffee and eating their Fairtrade chocolate, but who have no qualms whatsoever about going out at the weekend and having a few lines of coke, because that does not harm anyone, does it? If only those people saw the devastation that that causes both in the country where the cocaine is sourced from and through the county line activity in this country that takes the drugs from the point of entry to the point at which they are sold. If only they saw, in so many cases, the children whose lives have been devastated as a result. We need to send a clear message that drug taking is not acceptable and that, through the damage it does, it is not a victimless crime.
I broadly welcome this legislation to crack down on crimes involving knives, firearms and corrosives. Valid concerns have been raised in this debate, and I urge Ministers to think carefully about whether changes can be made to the Bill to reflect some of them.
Although overall levels of crime have fallen using the established measurements, the recent uplift in serious violent crime is hugely worrying to me and everyone else in the House, particularly in our capital city, where my constituency is located. Even my constituency of Chipping Barnet has not been immune from this problem, with a fatal shooting in Cockfosters in February. The Bill will assist the fight against this type of brutal crime.
At the summit held in April, which was attended by the Home Secretary, the Mayor of London and a broad range of elected representatives across London from different parties, there was widespread agreement on the need for a robust policing and criminal justice response, and this legislation will assist on that score, because it will help to keep dangerous weapons off our streets. I attended the summit, where we also agreed that we needed to go beyond a policing and justice response to tackle this problem. We agreed that a renewed focus was needed on early intervention to try to prevent young people from becoming involved in gangs. I welcome the fact that many Members have made similar points this afternoon, and that this point is a key part of the Government’s serious violence strategy. I very much hope that the early intervention youth fund, which is part of the Government’s strategy, can play a valuable role in bringing to an end this totally unacceptable spike upwards in the murder rate—including, sadly, crimes involving the sorts of offensive weapons targeted in the Bill.
It is important to deliver on the commitments in the Government’s strategy on county lines, which, as others have said, are bringing the blight of drug-related serious violence to many towns, cities and, indeed, rural areas across the country. In London we need the Government, the Mayor, the police, and local groups and communities to work together to combat this new menace to children and young people. I therefore welcome the commitment in the Government’s strategy to support local groups and partnerships, which need to be at the heart of an effective response to these problems.
We should be in no doubt that it is possible to bring down levels of this type of serious violent crime because that has been done before in this city. In the closing years of Ken Livingstone’s mayoralty, there was a similar jump in the murder rate, but this was brought down by determined action by his successor, my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), and his deputy Mayor for policing, Stephen Greenhalgh. I appeal to the Government and the current Mayor to learn from what the former Mayor was able to achieve. In particular, the current Mayor needs to hold the police to account regarding their delivery of the objectives that he sets them in this important area.
The role of the Mayor in holding the police to account is an important part of an effective criminal justice response to serious crime. I also believe that the Mayor should reconsider his decision to close Barnet police station. The station came under threat in 2012, but I was one of a number of people who helped to persuade the previous Mayor to keep it open, so it was saved then, but its closure by the current Mayor has caused considerable anxiety.
I accept that front-desk services in police stations are not as heavily used as they once were, and that there are now many different ways in which to report crimes to the police. This issue is not just about front desk closures. Once the Mayor’s closure plans go ahead in full, the police in Barnet will be left with no base at all in my constituency of Chipping Barnet. I am concerned that a visible police presence in my constituency will inevitably be greatly reduced when all officers are based several miles away in Colindale.
Is my constituency neighbour aware that the London Borough of Barnet is one of the largest London boroughs and one of the largest net contributors to the Metropolitan police budget? This means that we do not get the police officers that we pay for. There are 736 people in Barnet per officer, whereas the rest of London—excluding the City of Westminster—has just 529 residents per police officer. Does my right hon. Friend think that that is fair?
I do not. I very much welcome my hon. Friend’s highlighting of that problem. I am going to come on to it, because we need a fairer system for the allocation of resources in our capital city—a point made by my hon. Friend the Member for Romford (Andrew Rosindell).
I am concerned about the impact of the police station closure on visible police presence. Only today, I received a report of retailers being robbed in High Barnet, with a recent incident of men in balaclavas who were wielding weapons robbing a shop in broad daylight in front of frightened children. Over recent months, during the regular doorstep calls that I undertake in my constituency, many people have highlighted their anxiety about burglary. I appreciate that budgets are constrained, but I have appealed to the Mayor to give Barnet a fairer allocation of police resources to help provide concerted action on burglary and other crimes, including those involving the offensive weapons targeted in this Bill. As we heard from my hon. Friend the Member for Hendon (Dr Offord), Barnet has fewer police per head than many other boroughs, although, sadly, we face a number of problems very similar to those of inner-London boroughs.
What my right hon. Friend is saying is very resonant for me, because our police and crime commissioner closed our police station in Solihull. Burglars, in particular, often use fear-inducing weapons such zombie knives and death stars to commit violence. Does she agree that this Bill is very welcome in that respect?
My hon. Friend makes a valid point. Burglary is a deeply distressing crime for its victims, but unfortunately it can be made very much worse by threats of violence and the use of weapons of the type targeted by this Bill.
The Mayor of London does have choices with regard to resources. He has, for example, about half a billion pounds in reserves. He is proudly allocating £150 million a year to cycling measures. He had earmarked £60 million to pedestrianise Oxford Street. This is not the occasion to debate the merits of those funding choices, but it shows that even with a small switch from those priorities to policing, the Mayor could keep our police station in Barnet open. It is not enough for him to seek to blame the resources he is given by Government. He has choices and he should make them in a responsible way that gives the suburbs their fair share of police resources.
Finally, I want to share with the House some very depressing news on a crime committed in my constituency at the weekend. On Sunday, thieves broke into the site of the Summer Soulstice festival in Mays Lane in Arkley. They used acetylene cutting gear and hammers to break into a safe and made off with over £45,000 in takings from the event that was awaiting transfer to the bank the next day. It seems that they may have deliberately planned the break-in to coincide with the England World cup game, when those clearing up after the festival had gone home to watch the football.
This crime is made all the more repellent by the fact that the Soulstice festival is entirely run by volunteers and all its proceeds go to a local charity, Cherry Lodge Cancer Care. The event was established in memory of Andy Weekes, who was sadly lost to cancer in 2006, and it has raised over a quarter of a million pounds for Cherry Lodge over the course of 11 years. The family of the late Andy Weekes and the whole team behind Soulstice are apparently devastated by what has happened. I am sure that the whole House will share my dismay about this crime. I do not imagine that the perpetrators are likely to read Hansard, but they should feel a deep sense of shame about what they have done. I very much hope that the police will catch them swiftly and that they will be locked up for a very long time indeed.
I will finish my point if I may.
That is the background against which we are operating. Having received such an assessment, we must consider it with great care. We have a duty to consider it and to protect the public. I gently correct the suggestion that such high-energy rifles have not been used in crime. As the hon. Member for Belfast East (Gavin Robinson) said, high-energy rifles were used in the 1990s during the troubles to kill people who were charged with securing Northern Ireland. We are listening, and, as I hope colleagues saw, I sat through the vast majority of the debate. Those and other issues will be addressed in the conversations that my right hon. Friend the Home Secretary and all the ministerial team will have with colleagues on both sides of the House.
I must pay tribute to my right hon. Friend the Member for Hastings and Rye (Amber Rudd), who has devoted a great deal of time and energy not just to the Bill but to protecting our young people and tackling serious violence.
Will the Minister acknowledge that, even assuming the Bill makes it to the statute book, we will not tackle this problem unless the Mayor of London and other police and crime commissioners take it very seriously and ensure that they hold their police to account, set objectives for them and ensure that they deliver on this crucial work, as they did when my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) successfully got crime levels down?
I am grateful to my right hon. Friend. Indeed she and my hon. Friends the Members for Hornchurch and Upminster (Julia Lopez), for Hendon (Dr Offord) and for Spelthorne (Kwasi Kwarteng) all focused on the importance of local policing and local leadership in policing. We introduced police and crime commissioners to enable local people to have the power to influence policing in their local area. Of course, I very much enjoy working with the Mayor of London and, as far as we are concerned, more power to his elbow when it comes to local policing.
