I thank the hon. Gentleman for giving way again. I wanted to draw it to his attention that the power has been used several times by the UK already to make the dependencies comply with other parts of regulation, so we could just require them to do what they should do. I would give as examples the banning of the death penalty, the rules on acceptance of homosexuality, and, on a slightly minor level, an acceptance that they should ban pirate radio.

Order. The hon. Lady knows, because it is repeatedly pointed out to her by occupants of the Chair, that interventions must be brief. That was another very long intervention. I think she has made her point. While I am on my feet, may I also say to the hon. Gentleman that he has been speaking for quite a long time? This is a short debate and a lot of people want to get in, including, funnily enough, the hon. Member for Wells (Tessa Munt).

Does the hon. Gentleman agree, therefore, that the courts have the ultimate solution in that, if a parent with care prevents a child from accessing his or her other parent, the care can be taken up by the parent who is excluded, and that that is the ultimate sanction and might encourage parents to stick to the rules and ensure that their children have absolute access to both parents?

It is very kind of the Minister to give way. I am on record as being a little more resistant to nuclear power, mainly because of my concerns about the waste. I think that a number of community benefits could be put in place by companies such as EDF. They would be of much more significance to the community. Undergrounding or putting cables under the sea might be examples of that. I accept completely that I am not going to be able to stop Hinkley all on my own, but that is my point.

Order. The hon. Lady has gone very wide of the issue of electricity transmission into its generation. Perhaps the Minister could respond on the transmission question only.

Does the hon. Lady agree that the Minister will be very generous in seeing representatives of the FairFuelUK campaign, who have 140,000 signatures on their petition as of today? That is organised by Peter Carroll. The chief executives of the Road Haulage Association and the Freight Transport Association and the operations director of the RAC, together with Quentin Willson, the motor journalist, and I, coming from a hard-hit rural constituency, will discuss this tomorrow. We are suffering the double whammy of domestic oil and fuel oil—

As the right hon. Lady will know, I have been very disappointed that some 100,000 acres is not covered by the consultation that started last Thursday. Will she guarantee for my constituents that the land for sale or lease in that 100,000 acres will be subject to absolute guarantees on protecting and enhancing biodiversity, on maintaining, protecting and improving public access for recreation and leisure, on ensuring the continued and increasing role of woodlands in climate change mitigation—

I clearly have no connection with Haringey. My constituency is in rural Somerset and has coastal towns at Highbridge and Burnham-on-Sea. Burnham-on-Sea, in common with probably most town centres and high streets, suffers from a proliferation of betting shops. On the coast, there are also a number of gaming machine shops specifically dedicated to that kind of activity. Surely there must be a way—either in the localism Bill or perhaps by local authorities arriving at a definition of what they want—of allowing local authorities to insist that these kinds of shops are situated at first-floor level or above. That would get rid of the problem of people, especially young people, passing along a high street and seeing the enormous shop fronts which the hon. Gentleman has complained about. If we put those businesses on the first or second floor or above, they would need to find ways for people to access them under the terms of the Disability Discrimination Act 1995, but we would be left with only a shop doorway—
