The whole situation surrounding this appointment is quite extraordinary, and many will say that it is outrageous. Does my right hon. Friend agree that appointing such a senior and high-profile civil servant to this post under such circumstances is questionable, and does he agree that what is of deep concern is the timing of this appointment and when she was approached? Where meetings were held, the details must be published.

I believe that transparency would help. It is important that processes are followed, because this is an unprecedented appointment, and in those circumstances, it is not too much to ask for the details of the meetings to be published: who met whom, when, where, and what was discussed. To return to the points that have been raised, it is absolutely right that this is gone through, and that the Labour party publishes exactly what took place.

We are increasing victim support funding to £185 million by 2024—almost double the amount in the 2020-21 core budgets, and more than quadruple the victims funding in the last year of the last Labour Government.

I pay tribute to the work of Commissioner Matthew Barber. In 2022-23, we are providing PCCs with £69 million of core funding to commission victim support services. How they allocate the funding is at their discretion, based on their assessment of local need, but it can include services to support victims of ASB that reaches the threshold of a criminal offence. As my hon. Friend will know, we are consulting on new powers for courts to consider community impact assessments in trials so that the blight and oppression that antisocial behaviour causes in whole communities can be properly factored in.

Ryan Passey was tragically killed in 2017, at the mercy of a perpetrator with a knife. The case went to court and the perpetrator was acquitted, which was considered a bizarre verdict. You will be pleased to hear, Mr Speaker, that I and the Passey family have secured a review of the police investigation. That review is ongoing, but the family feel let down by the lack of support after the trial, at the time when they most needed it. They have lost their only son, but had no support despite the verdict. Will my right hon. Friend meet me and the family to understand how improvements can be made in the provision of support for victims’ families, not just during an investigation but after the verdict, particularly when a bizarre verdict is given?

My deepest sympathies go to the family and friends of Ryan Passey. I congratulate my hon. Friend on securing an independent review; I will be happy to make sure that she can see an appropriate Minister.

We have made £130 million available this year to tackle serious violence. As my hon. Friend will know, the latest data shows a 4% decrease in recorded cases of knife crime. On post-trial support, we are providing £4.6 million a year in funding for the national homicide service, which provides a range of services, including counselling and emotional support, that can continue as long as is needed for a bereaved family, including after trial.

Between 2010 and 2020, under this Conservative Government, the number of women accepted on to full-time STEM undergraduate courses in the UK has increased by 49%. We are utterly committed to ensuring that more women and girls study STEM through funding programmes that boost uptake, such as the Inclusion in Schools physics programme.

Would my hon. Friend be able to let me know exactly how many women are taking up STEM apprenticeships? I ask this question specifically because the electric vehicle revolution in the west midlands is leading the way, and I am keen to see women taking up such opportunities so that they can have a long-term career in high-quality, high-paid jobs.

I thank my hon. Friend for her question and I look forward to visiting the west midlands to see that with my own eyes, because apprenticeships are exactly the sort of first step on the career path we are looking to provide for our young people. Women now account for more than half of all apprenticeship starts across the country and our apprenticeships diversity champions network is working with employers across the country to make sure we see the improvement we need.

Q11. I recently visited my local jobcentre, and I am pleased to announce that the adult claimant count is down 28%, and the young adult claimant count is down 40%. Will the Prime Minister join me in thanking Stourbridge jobcentre for all its hard work, and for its dedication in achieving those results and contributing to the jobs revival that is happening across the west midlands, with 61,000 new jobs since March 2021?

Yes indeed, and I thank my hon. Friend for that. It is notable that the Opposition do not like to dwell on these points, but it is an astonishing fact that we have 420,000 more people in work now than before the pandemic began, and youth unemployment is at a record low.

The Glasgow climate pact, agreed by almost 200 countries, is an historic agreement that advances climate action. It is the result of two years of marathon work and a two-week sprint of negotiations, and I think we can say with some credibility that we have kept the goal of limiting global warming to 1.5° within reach.

Will my right hon. Friend join me in congratulating the pupils of Gig Mill Primary School, Wollescote Primary School and Cradley Church of England Primary School on taking part in my COP26-inspired Christmas card competition? There were some magnificent results. It is all about the environment, it is very green and it is also about recycling, because one of them actually used a potato head as a print to make a reindeer Christmas card. It was very clear to me that the legacy of COP26 is very much alive and kicking in the younger generation.

My right hon. Friend makes an important point. As well as pushing for net zero and 2030 emissions reduction targets, we are indeed asking countries to set out their long-term strategies to demonstrate how they will turn ambition into action. In addition, we want to resolve the outstanding issue of transparency in the Paris rulebook, which will allow for reporting by countries of progress on climate action.

The Prime Minister’s 10-point plan sets out our blueprint for a green industrial revolution. The plan commits to investments in green technologies and industries, and leverages billions of bounds of private sector investment to create and support up to 250,000 green jobs across the UK. It is a clear plan to build back greener from the covid pandemic. The Government will publish their net zero strategy before COP26.

Two weeks ago, I went on a fantastic community litter pick with the fantastic Hannah Picken, who leads a local environmental group called Wild Earth Movement. Within an hour, we collected 244 kg of litter and waste—a quarter of a tonne in old terms, so it was pretty significant—the majority of which was plastic. Does my right hon. Friend agree that individuals need to do more and show personal responsibility for us to achieve the net zero carbon goal?

My hon. Friend is leading by example. I commend Hannah and her local group, the Wild Earth Movement, for their impressive clean-up operation—but, of course, it is a depressing one to have to do. The challenge we have is to educate and encourage all our citizens to make this wonderful group’s activities redundant by stopping plastic pollution. Through our Together for Our Planet campaign, we are building awareness and understanding of COP26 in every part of the UK to help educate our children and families on the behaviours to change so that we are all part of that positive impact on our carbon footprint.

The Government are committed to the relocation of 22,000 roles from London to every part of the United Kingdom by the end of this decade. It is all part of our Places for Growth initiative, and it will ensure that the civil service is more representative of the communities it serves, bringing more diversity of thought into policy making. The Cabinet Office has recently announced that our second headquarters will be located in Glasgow, and a number of other Departments have announced their plans to increase their presence across the UK. Just last week, the Home Office announced that there will be 500 new jobs in Stoke-on-Trent, and the Department for Business, Energy and Industrial Strategy announced that 865 roles are relocating to six locations across the UK, including Darlington.

One of the regular features of the last few months has been the near daily popping into my WhatsApp, email or SMS box of messages from my hon. Friend pressing the case for Stoke-on-Trent and for the relocation of senior civil service jobs, and can I say that his persistence and advocacy have paid off? My right hon. Friend the Home Secretary has recognised that Stoke-on-Trent—an amazing place—is absolutely the right home for the second Home Office HQ.

Now here comes my pitch!

My Stourbridge constituency is the jewel of the urban west midlands, full of talent and ambition, and some may say it is the perfect “location, location” for any future proposed civil service moves outside London. Does my right hon. Friend agree with me that of course Stourbridge should be top of the list? Of course, the Cabinet Office would be more than welcome to locate there.

I am tempted to say that it is rather like the judgment of Paris. In choosing between Stourbridge or Wolverhampton or Walsall, it is almost as though one is choosing between three beautiful divines or deities. All I would say is that Stourbridge is a fantastic location not just for future Government jobs, but for the private sector. It is part of a west midlands undergoing a revival, with new, energetic Members of Parliament like her and of course a re-elected metro Mayor in Andy Street.

I thank the hon. Gentleman for his excellent question. We of course regularly consult all the devolved Administrations about making sure that travel can continue to flow freely through our United Kingdom. He makes a superb point about the attractions of Northern Ireland as a holiday destination and I hope people take him up on it.

May I thank the Prime Minister for coming to visit the good residents of Stourbridge last week? Cars stopped, horns were honked and people came out in their droves to say thank you for the success of the vaccine roll-out.

Last week, voters made it clear right here in Stourbridge that they want the focus to be on their priorities, not political games, as demonstrated by the fact that I now have Conservative councils in the traditional Labour bastions of Quarry Bank, Lye and Cradley, with more voters coming out than ever before to say this. Does the Prime Minister share my hope that Labour Members will now act constructively with this Government so that they can deliver on those people’s priorities as we build back better?

I much enjoyed my trip to Stourbridge, and my hon. Friend is entirely right in what she says. To return to the point I made to the hon. Lady from the Scottish nationalist party—the Scottish National party—the hon. Member for East Renfrewshire (Kirsten Oswald), we have the right agenda for the country: this is the right time to build back better with the colossal programme that we have and the investments we are making, but we must also learn the lessons from the pandemic and that is why we are setting up the inquiry in the way that we are.

I want COP26 to be the most inclusive ever. The voices of young people are vital to this process. That is why I have set up an international COP26 Civil Society and Youth Advisory Council, allowing for a regular dialogue with youth activists, NGOs, indigenous people and faith groups as we plan for COP26.

Although hospitality has had to close its doors, in true black country spirit many of my venues have been entrepreneurial and now offer a great takeaway service. To celebrate that entrepreneurial spirit, today I am launching a “favourite takeaway” competition in my constituency. Will the Prime Minister join me in launching that competition, and will he also join me in a takeaway from the winning entrant when he is next in wonderful Stourbridge? He will receive a very warm welcome, and I would be happy to throw in a trip on the country’s finest shuttle, which I hope to see soon, called the “Stourbridge Dasher.”

I congratulate my hon. Friend on what she is doing to champion takeaways in Stourbridge. I am not sure it would be environmentally friendly for me to order a takeaway from Stourbridge to Westminster, but I thank her very much for her initiative. I look forward to visiting the hospitality sector in her constituency as soon as possible.
