Commons ChamberI will not, if the hon. Gentleman does not mind. I want to make sure that the hon. Member for Monmouth (David T. C. Davies), who chairs the Welsh Affairs Committee, has a chance to speak.
There has been a flurry of devolutionary activity recently. A review initiated by the UK Government is to be conducted by Lord Dunlop, and there is an ongoing debate about completing the powers of the Scottish Parliament with independence for Scotland. That continues to be the most debated and defining issue in Scotland’s political and public life. One thing that can be said about devolution is that it is never boring. Our Parliament has brought Scotland to the attention of the world. Our international footprint has increased because of devolution, and as a consequence more people know about our beautiful country and what it does.
I think it is still the case, and it was certainly the case at the time, that when the Scottish Parliament passed the Bill that became the Marriage and Civil Partnership (Scotland) Act 2014, there was a larger majority in favour of equal marriage in that Parliament than in any other legislature in the world. In fact, the Scottish Parliament is the only legislature in the world which, whenever it has been presented with legislation to extend equality to its citizens, has voted in favour of it. Is that not a good thing, and does it not constitute progress that should always be protected in future?
My hon. Friend has made a valid and strong point. He is absolutely right about equal marriage, and about the way the Scottish Parliament responded. There have been other progressive developments on social issues, and I am particularly proud that our Parliament has taken up such causes so dramatically and consistently. I look forward to seeing further examples of progress in the future.
It is right for us to keep devolution under review, and I am proud of the work that my Committee has done over the past few months in assessing it after 20 years. We focused particularly on intergovernmental relations, and suggested a number of far-reaching reforms. We believe that, if implemented, our conclusions will make a significant difference in the quality of the inter- governmental relations that currently exist throughout these islands.
I think we can all agree that, institutionally, the Scottish Parliament has functioned well and is now an immovable feature, secure in the fabric of our democracy. It is there to stay. However, the relationship between the two Governments has not kept pace with developments, and the machinery for dialogue and engagement has not kept up with the evolving dynamics of devolution. What we have found is that intergovernmental relations are under pressure as never before. It seems that, having emerged from the experience of the independence referendum, they have been challenged to within an inch of their lives by Brexit.
Before I go into that further, I will give the House the good news. The relationship between the two institutions seems to be functioning well at a sub-political level: the work between civil servants, for example, continues unabated. Our Committee heard solid evidence from senior civil servants that everything was being conducted perfectly well, and that work was being done behind the scenes. However, we were concerned about the quality of the relationships across these islands, and we made a number of recommendations in that regard.

Commons ChamberI am grateful to the right hon. Gentleman, because he reminds me of something that happened during the establishment of the Select Committees in 2001. He is right; it was a stitch-up by the Blair Whips, and he will remember when they tried to remove Gwyneth Dunwoody and Donald Anderson from the chairmanship of two Select Committees. That held up the creation of the Select Committees, but we still managed to get them in place. There is absolutely no reason why the same cannot happen now. The example of the year of 2001 is a good one.
I very much agree with the hon. Member for Walsall South (Valerie Vaz) when it comes to Opposition days and the setting aside of time for Back-Bench business. It looks as though Back-Bench business and private Members’ Bills will be about the most interesting features of this parliamentary Session.
My hon. Friend has a particularly good private Member’s Bill, and I encourage as many Members as possible to come along and listen to him speak about it. Back-Bench business and private Members’ Bills will probably be our most interesting business, given the laxity that we are going to see from Government Members, and we must have the proper time and arrangements for such business.

Commons ChamberI thank the Leader of the House for announcing the business for next week, and I pay tribute to our efficient, effective and excellent deputies for the business questions we were unable to make a couple of Thursdays ago, particularly my hon. Friend the Member for Ochil and South Perthshire (Ms Ahmed-Sheikh), who was the undoubted star of the show.
On the question of odds, I am interested in the challenge put to the shadow Leader of the House. I tried to place a bet in Scotland on who would succeed in the race to be the next First Minister, and the odds are better for him than the actual Conservative candidate, Ruth Davidson.
Yesterday, my right hon. Friend the Member for Moray (Angus Robertson) mentioned the number of benefits investigators working in the Department for Work and Pensions as against the number working in the affluent unit in Her Majesty’s Revenue and Customs. After appearing just a tad bemused and embarrassed, the Prime Minister seemed to doubt the robustness of the figures, and said he would have them checked out. My right hon. Friend might have got the figures a bit wrong, because it is reported in The Guardian this morning that the 3,200 figure he quoted—the number of benefits investigators in the DWP—has swollen to 3,700. That compares with 320 working in the affluent unit. May we have a debate about these numbers? If the Prime Minister is still minded to challenge them, he could come to that debate himself and tell us what the figures actually are.
The Prime Minister has consistently and repeatedly refused to come before the Liaison Committee to answer questions about the EU referendum. It is an absolute and utter disgrace. He has a responsibility and obligation to come before the Committee Chairs to answer these questions. I do not know what is causing this anxiety and nervousness, but I am pretty certain that with a gentle approach from the Leader of the House, the Prime Minister might just be encouraged to fulfil his responsibilities and have a quiet, friendly chat with the Liaison Committee.
We were promised several statements on the military action in Syria, but we have not had any at all. I perhaps know why: there is nothing to report. There have been no military operations since the beginning of March, and the fabled Brimstone system was last used on 18 February. We are supposedly engaged in Syria in supporting opposition forces fighting Daesh on the ground, but there is little evidence that that has been happening, so can we secure these promised statements, even if they are just the Defence Secretary telling us that nothing much is happening?
Lastly, Nessie has been found, but I am sorry to disappoint the House: it is not the fabled monster of lore but a hollowed-out old wreck that has been stuck in the deep for decades.
I could not possibly comment or add to that, but the fact that the chaotic Labour party is overtaking the Conservatives in an opinion poll is perhaps a testament to this Conservative Government.

Commons ChamberThere is very little I would disagree with the right hon. Gentleman about on these things, and I agree that there is a real requirement for a written constitution in this country. But let me suggest another way we can get the permanence for the Scottish Parliament, as set out in our amendment 59: by putting this to the Scottish people in a referendum. The only way then that the Scottish Parliament would ever be abolished or done away with would be on the say-so of the Scottish people, as a directly expressed desire through a referendum. I hope the right hon. Gentleman supports us in that amendment this evening, because it is the way to go forward.
That deals with the permanence issue. We have not heard much about another matter, despite several of my friends from south of the border having spoken in this debate. I refer to new clause 2 on the constitutional convention, which I believe the hon. Member for Edinburgh South (Ian Murray) is still to speak to. That has been a long-standing policy of the Labour party and it was central to its manifesto at the last election—I have to say that Labour did not have a great deal of success when it was put to the people of England. My problem with this idea that Scottish devolution and our constitutional journey should be mashed together with a UK-wide look at the constitution is that it would slow down our very clear progress and our clear statement of where we want to go. The cause of English devolution moves at an almost glacial pace, and any suggestion that we have to be slowed down, as England rightly works out what it wants to do, has to be rejected this evening. Just piggy-backing Labour’s concerns about a constitutional convention and about English devolution on to a Bill about Scotland, and the things we were promised in the vow and that were progressed with the Smith commission is totally unacceptable. I say to the Labour party: do the work yourselves. There is no need to bring it to a Scotland Bill in order to progress this agenda. Bring in your own piece of legislation. Bring it in however you like and we will play a part in that. There are interesting things to be discussed on the further progress of constitutional change all over the UK.
The hon. Member for Nottingham North (Mr Allen) earlier described the Bill as the property of the Union. Is not part of the problem that this is viewed through the prism of the Union? What is needed is a radical vision, which was once the territory of the Labour party but which we are now offering tonight.
My hon. Friend is, again, spot on. We always seem to get here in Scotland Bills: there is a debate in Scotland where we think we have managed to reach some sort of agreement about a way forward, but when it comes to this House all of a sudden we get caught up in “English votes for English laws” and with English devolution. Those are important things that have to be debated, but somehow they find their way into a debate we are having in Scotland about what we think we are entitled to and what the Scottish people have decided they want by sending so many of my hon. Friends here.
