The hon. Lady is absolutely right that the complexity is broad. We have always anticipated that we would have winter challenges to deal with. With the global pandemic, there is a backlog of all kinds of things that people need—diagnosis, operations, electives and so on—plus all the other challenges such as winter flu and new variants of covid, which are still here. That is why we have specifically put a winter plan in place; we have also set out hundreds of millions of pounds of extra funding to look specifically at the winter challenges and the discharge process. It is not easy, because of the absolute growth in demand. We knew that it was always going to be challenging, and we regularly monitor and measure it with our NHS colleagues.

The hon. Lady mentions a fundamental pillar: the integration of health and social care. That will be subject to another White Paper, which will come early next year and will have more details about integration. She is absolutely right that it is another solid foundation on which social care reform will stand.

Obviously I will study the White Paper that has been published today, and I welcome the cap that we are introducing. Opposition Front Benchers may have turned up in force today, although they have scuttled off now, but they did not do anything about the issue in 13 years in government. As far as I can tell from the response today, there is absolutely nothing coming back across the Dispatch Box from any of the Opposition parties.

I think I am right in saying that the upper limit of the disabled facilities grant for home adaptations is being increased. Can my hon. Friend confirm that that will help my Winchester and Chandler’s Ford constituents with things like stairlifts and wet rooms, which are really important to people’s day-to-day quality of life? Will she say exactly when it will kick in, please?

We will commit a further £573 million per year to the disabled facilities grant between 2022-23 and 2024-25. We are also taking steps to ensure that the disabled facilities grant can benefit more people in need. We will consult on some of those steps in 2022.

Of course there is a relationship between pay and the work, work-life balance and type of job, but the sector still attracts a lot of young people. There is a lot of demand. In fact, the T-level in education and childcare is the biggest of the three T-levels that we have launched. There is the most demand for it.

In June, we announced £153 million of funding for training for early years staff to support our very youngest children’s learning and development, as part of a wider recovery package. In response to the pandemic, we announced £27 million to support children’s early language development, £17 million of which is to deliver the Nuffield early language intervention, or NELI, which is making a real, positive difference in schools up and down the country.

The Under-Secretary of State for Education, my hon. Friend the Member for Chelmsford (Vicky Ford), recently visited All Saints’ Church of England Primary School in Merton and spoke to staff delivering the NELI programme about the children’s increased confidence with language and communication. That excellent programme is proven to give children the equivalent of around three months of additional progress. Some 40% of primary schools have already signed up, helping 60,000 children in this academic year.

Funding of £10 million will support language development for pre-reception children in the next academic year. Children in reception year will also benefit from the Government’s £650 million catch-up premium for schools, which will ensure that they are supported to make up for any lost teaching time.

Thanks to the financial support provided by the Government, and the hard work of settings to remain open since June 2020, I am pleased to report that we have not seen or heard of a significant number of parents being unable to access the childcare that they need. In fact, the number of places available to parents seeking childcare has remained broadly stable since August 2015. The majority of eligible two, three and four-year-olds have continued to access free childcare, despite the challenges of the pandemic.

Since 2013, more than 1 million two-year-olds who otherwise might not have received any early education have benefited from the childcare entitlement. Ofsted data published on 30 June shows that there were 72,000 childcare providers registered with them on 31 March 2021—a dip of 4%, or 3,300, since 31 August 2020. The data shows that the dip is largely driven by a fall in childminders, not nurseries.

Numbers of childcare settings on non-domestic premises are fairly stable over time, with a drop of just 1% since 31 August 2015 and a decrease of 2%, which is 400, between 31 August 2020 and March 2021. As Members would expect, the Department continues to work with the early years sector to understand how it can best be supported to ensure that sufficient safe, appropriate and affordable childcare is available to all those families who need it now and in the longer term.

I welcome the interest of the hon. Member for Strangford (Jim Shannon), who has now left his place, and all hon. Members who joined this important debate. All the information and data that we collect is valuable because the Government obviously have to consider that in the forthcoming spending review.

The Minister is coming to the end of her remarks. I quite like the point she made about there being places in the system and people being able to access those places, but they have been able to access them at great inconvenience to themselves. When Kings Worthy Pre-School in my constituency closes later this year, if indeed it does, people will access other places, but people who cannot drive will do so at huge expense and great personal cost. That is the issue: as suppliers come out of the system, it creates problems for parents. That is why we need a meaningful policy review.

Of course, this is in the private sector. Places come in, there are mergers and acquisitions, businesses develop and businesses also exit the market. In fact, there were 3,929 settings left, but 2,108 new companies joined the market, providing 1.7 million places, so there is some volatility in the market. Clearly, if there is enough demand—that will obviously change over time, and demographics have an impact on that as well—the most important thing is to make sure that local authorities and parents can access childcare, and that there are sufficient places in the system. That churn will continue, because it is impacted by demographics, and obviously children move around the country.

I thank the hon. Member for Bath for scheduling this debate and for giving us the opportunity to discuss this vital issue, ahead of the spending review; it was very well timed. I hope she is reassured that the Government have the interests of children at the heart of our decision making. We are supporting our incredibly hard-working early years sector, and we appreciate it. It has risen so spectacularly to the extraordinary challenge presented by covid-19. We always look to continue to work with the sector to make sure that it continues to provide that fantastic service to families, parents and children across the country.

There is no doubt that the UK is leading the world when it comes to tackling climate change. This Bill allows the Government to map out our path to be net zero by 2050. Progress is so important, as issues such as air quality are really impacting people’s lives today.

The World Health Organisation’s advice is that annual average particulate matter should not exceed 10 micrograms per cubic metre. I was shocked to learn that we in Chichester averaged 9.09 in 2017. For those who do not know Chichester, we are a very protected area. Some 66% of the constituency is protected either via the area of outstanding natural beauty in the coastal area to the south or via the South Downs national park. Despite that, my constituency ranked 268th worst in the UK for air quality, so we need to do more to clean up our air.

Although I welcome the devolution of environmental protection plans, the national guidance needs to take into account the local environment. For example, Midhurst in my constituency is a small town in the heart of the South Downs. The area has poor air quality due to traffic, and it has failed indicative nitrogen oxide tests since 2015. Now the council is implementing air quality management areas, and a much needed action plan is in place, but the levels needed to meet the requirements are too high for rural areas. Therefore, moving forward, I hope the Government will lower the thresholds required to get designation for rural areas.

One reason for the poor air quality levels in my hon. Friend’s constituency could well be the A27, which blights the lives of many people there. In a similar way, we have junction 9 of the M3 in my constituency. It seems counterintuitive to have road change plans, but having traffic flowing properly would increase air quality, because that traffic would not be sitting idling or pummelling through residential areas.

I completely agree. There are huge blockages in traffic flow on the A27 and at the junction on the M3. That needs to be sorted out. I hope the £25 billion that is being invested in road infrastructure will address both of those issues and both of those roads.

Chichester is also famous for its harbour and the Chichester Harbour Conservancy, led by Richard Craven, who does a fantastic job. However, despite its efforts there are still concerns about water quality. I therefore hope that the Secretary of State will use the powers in the Bill to work with industry to address issues such as sewage water leaching and storm drain discharge into pristine marine environments. I hope she will work with boating communities like mine to better develop a network of waste water collection sites for leisure boats, as boats releasing sewage directly into our waterways increases harmful bacteria and nitrate levels.

Chichester harbour’s importance is not just about biodiversity. Recent analysis by the RSPB shows that areas such as the harbour and Pagham nature reserve, which is also in my constituency, are massive carbon sinks, with up to 310 tonnes per hectare. Maintaining such carbon-rich natural environments to a high standard not only benefits nature but helps us to mitigate climate change.

The Bill rightly brings forward the ability of the Secretary of State to withdraw water abstraction licences in an effort to protect the natural environment after 2028. This is vital to protect biodiversity, especially in times of water shortage. I urge the Government to continue and further develop a water resource management grant scheme so that growers and farmers are less reliant on water sources from their surrounding environment, and so that as a nation we are resilient in times of drought.

The Bill brings a sense of hope. It is the foundation from which we can develop a comprehensive environmental policy that will enable us to meet our net zero target. The sooner we act, the sooner we can become a world-leading net zero economy.
