Westminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

This information is provided by Parallel Parliament and does not comprise part of the offical record

The hon. Gentleman makes an important point about social housing, but we must also accept that within the realm of affordable housing there are different categories: social rented, shared ownership and affordable rent. I know that he accepts that when we are talking about a national problem and challenge, there are different needs and drivers in different parts of the country. It is important that in our drive to deliver on those numbers, local areas can have an impact to ensure we get their needs right and deliver the properties and accommodation that are required on the ground, which may not be the same in different parts of the country. We are committed to that.

We have launched the successor programme of £11.5 billion. I will not apologise for talking about money, because it is a key part of the delivery of our objectives and being able to build more homes. The £11.5 billion affordable homes programme will deliver up to 180,000 additional affordable homes, if economic conditions allow. At least 10% of that delivery will be used to increase the supply of much-needed specialist or supported housing.

I welcome the Minister’s agreement to look at the idea of a regulator. Will she consider the idea of setting standards for temporary accommodation for that regulator to monitor?

As I have outlined, we have a lot of opportunities to look at how much further we can go and for further intervention. As I have said many times since I have been in this role, I am open-minded and I will look at ways in which we can tackle the issue that we face. However, I must emphasise that I do not recognise the characterisation that this Government are not moving forward. We are taking great steps in tackling those issues. We are announcing funding and talking about the biggest house building project in decades. I believe that we are taking our responsibilities incredibly seriously.

The GMB trade union estimates that 1,400 supply chain jobs are at risk, as well as the 2,000 Flybe jobs. I welcome the support that the hon. Lady has mentioned from the Department for Work and Pensions. Will that be extended to supply chain employees, and will lessons be learned from the problems that some former Thomas Cook employees faced at jobcentres after that collapse? The Flybe overseas pension scheme is based in the Isle of Man, so members do not have access to the Pension Protection Fund. Can she offer any reassurance to members about the future of their pensions?

As the right hon. Gentleman will appreciate, we are working across Government—across the Department for Business, Energy and Industrial Strategy and with colleagues in the Department for Work and Pensions—on the response to the collapse of Flybe, to make sure that all the issues and troubles, particularly for staff, are addressed and that we are able to respond. I am happy to give him more updates at our briefing later in relation to specific, detailed questions on some of the issues that he raises. We stand ready to make sure that we deliver for individuals who have been made redundant. We also learned a lot from Thomas Cook’s collapse, but I remind him that this is not at the same level as it was with Thomas Cook.

T4. Eighty-two per cent. of young people from disadvantaged backgrounds, many with immense potential, say that they find business to be inaccessible. I tabled early-day motion 1807 in support of the Movement to Work charity for young people. How will Ministers help to unleash the entrepreneurial potential of young people from all backgrounds?

The right hon. Gentleman raises a great question, and this is one of the things we are working on. The British Business Bank is working on start-up loans, and there are initiatives that work on enterprise in the school setting. I left school and went into an unofficial apprenticeship, and I think that we should all get behind such schemes and apprenticeships, because getting into work really can deliver the entrepreneurial spirit that people need.
