Commons ChamberAs we debate these issues, it is not clear whether we will face them as a United Kingdom or as a country forced apart, but I very much hope that we will face them as a United Kingdom in the weeks and months to come.
The shadow of the past is long in debates such as this, particularly the House’s decision just over 10 years ago to go to war in Iraq, but also the decision last year not to intervene militarily in Syria. There is no doubt that past decisions that we have taken have angered jihadists, but although we acknowledge that, it is important also to say that it is a fundamental and dangerous misconception to think that the ideology of Islamist extremism stems only from the decision on Iraq or exists only as a response to western foreign policy. That misconception must be dealt with, because for as long as it prevails, we fail to understand the threat that we face and are encouraged to believe that we can somehow opt out of it.
We should not forget that it was two years before the invasion of Iraq that the attack on 11 September, the anniversary of which is tomorrow, took place. We should not ignore the fact that we took a decision not to intervene in Syria last year, yet today it is the global headquarters of violent jihadist extremism. There has been no western intervention in Nigeria, yet Boko Haram wreaks havoc, kills civilians and kidnaps schoolgirls.
There is an imperialist conceit that suggests that foreign policy is divided into a world of adults, such as the United States and the United Kingdom, and other countries or forces, which are children. It is not true, and it absolves others of responsibility for their actions. We live in a world of adults and adults. No one forces anyone to bomb a marketplace or behead an innocent journalist on video. Those actions are the responsibility of those who carry them out, and it is important that we are clear about that.
The issue is not whether we have to respond but how. Withdrawal from the world’s problems has become quite fashionable—“Nothing to do with us,” “All too difficult,” or even, at its worst, “Let them kill one another.” That is not only morally bankrupt but against our own interests, because in an interconnected world we cannot opt out of facing threats. Violent jihadism has already taken innocent lives in this country and indeed this city, and it can do so again in the future.
The Prime Minister is right to define this as a generational struggle, but definition takes us only halfway. We also have to will the means to respond. President Obama will set out his strategy on the response to ISIS later today, and in all likelihood it will include an element of military response. At some point, we will be asked whether we want to join in and support that action. It is good that we debate that and learn the lessons from the past, but we must not be imprisoned by the past. If we are to set out conditions for joining in action, let us do so, but let us not have an ever-lengthening list of conditions that are designed not as a means of reaching a decision, but rather as a means of never having to take one.
The right hon. Gentleman is making a powerful point. With the thinnest of resources in our Foreign Office and intelligence services, and without the aid or contribution of the United States, what lessons might we draw from what happened recently in Mali and the Sahel, where early intervention was able to repel al-Qaeda, which has been the closest to our shores most recently? Does that show that we need a unity of approach, and development, governance and security at the same time and not as choices? Early intervention to repel the threat has delivered a success, and that is noticeable by its omission during today’s debate.

Commons ChamberIn common with other Governments, we have called on the Sri Lankan authorities to investigate in an independent and credible manner the allegations of sexual violence, including the allegations that it was committed by Sri Lankan forces during and after the recent conflict. The Prime Minister has made it clear that in the absence of an independent investigation, we will press for an international investigation. We will continue to put that case. Sri Lanka has not yet stated its support for our declaration on ending sexual violence in conflict, but we will continue, as I am sure will Members across the House, to argue that it should do so.
I warmly commend my right hon. Friend for his initiative on preventing sexual violence in conflict. To deliver the results that he and all of us want to see, what point has he found in his research to be the most incentivising on the leaders of countries that we need to encourage to make the matter a priority?
The crucial point is that although there is an overwhelming moral argument for dealing with the issue, there are also important considerations of conflict resolution. Conflicts are not resolved unless sexual violence is tackled, because it perpetuates conflict, divides communities and pits them against each other into the long-term future. Many leaders across the world can see that, which is why countries such as Somalia and Ministers in the Democratic Republic of the Congo support the initiative that we have taken.

Commons ChamberThe debates that we had, whatever side people were on, about military action in August were about military action relating to Syria, not Iran. It is very much part of our policy, as the hon. Gentleman knows, to promote a political solution in Syria, including supporting a peace conference on Syria, and I hosted the Friends of Syria core group in London last month to agree our approach to that. I met the Syrian opposition in Istanbul last week to encourage their participation in a peace conference; that has now been announced for 22 January. Of course, we will do everything that we can to bring about progress in finding a peaceful solution on Syria, just as we have on the Iranian nuclear programme.

Well, that is a very, very significant admission. On this occasion—[Interruption]—honesty should be rewarded, as somebody is kindly suggesting. But I must say to the right hon. Gentleman that, notwithstanding his immense distinction, I am afraid that it will not be allowed again. On this occasion, we will let him; he has been very candid.
I am most grateful, Mr Speaker. Given the question that I am about to put, I thought that transparency was the better decision.
This will all depend on the transparency of the monitoring and verification processes, and how much trust can be placed in efforts to remove the drivers of instability to gain greater security—an issue that is wider than just the nuclear issue. Can the Foreign Secretary comment on the expectations?
If everyone involved is as honest and transparent as my right hon. Friend, there will be no problem in the implementation of this agreement, and I would strongly encourage that. Of course, in addition to all this inspection, all the monitoring and the joint commission, in the end any agreement is going to require good faith and commitment from the other side, and that has to come from political will. So we will do everything that we can to make sure that there is rigorous inspection, but it will only work if there is a real commitment from Iran as well.
