In the five years since the Government first admitted that reform of our railways was needed, passenger services have gone from bad to worse, with a train now cancelled every 90 seconds—the worse statistics on record. With the Transport Secretary openly admitting that any reforms this side of an election are unlikely, does the Minister understand why passengers have given up on this Government doing anything to improve their rail experience?

Earlier this month, the National Audit Office issued a damning report that made it clear that this Government’s refusal to bring forward long-delayed rail reforms is costing taxpayers dearly. Avanti West Coast made the amount of waste in our rail system crystal clear when it bragged about getting “free money” from Government, despite the truly shocking service that it delivers, so it should come as no surprise that yesterday, northern Mayors and council leaders unanimously called for Avanti to lose its contract due to its appalling service. The question for the Minister today is simple: will he strip Avanti of its contract—yes or no?

When the Prime Minister made the decision to scrap HS2, the Department for Transport said that the plan would “lead to increased capacity on the west coast mainline.” That is not correct, is it? I have a leaked document from the Minister’s own officials that proves it. In it, they admit that the decision will mean fewer seats than today, with Glasgow and Manchester badly hit, and because HS2 trains cannot tilt, they will be even slower than current trains. Does he not owe it to the north finally to admit that? Does he accept that he will be the high-speed rail Minister who left behind slower trains and fewer seats?

Three years ago, the Government hailed the deal to manufacture HS2 trains in Britain as putting the country

“firmly at the forefront of the high speed rail revolution”.

Today, the jobs of the skilled people who work in that industry and build those trains in Derby and Newton Aycliffe are at risk. There are just days left to find a solution. Will the Secretary of State, specifically, meet Hitachi and Alstom as a matter of urgency? Does he accept that if Ministers fail to act in the coming days, the final legacy of this shambolic Government will be thousands of skilled jobs lost and HS2 trains built abroad?

In June 2019, Ministers were reportedly told by the new chairman that HS2 was billions over budget and years behind schedule, yet as MPs in this House debated the Third Reading of the High Speed Rail (West Midlands – Crewe) Bill on 15 July none of that was made clear to parliamentarians. Does the Secretary of State agree that if the true cost was hidden from Parliament, that would represent an outrageous breach of the ministerial code? Will he say right now whether that was the case?

In its White Paper for schools, published last year, the Government’s headline ambition was for 90% of pupils leaving primary school to meet the expected standards in reading, writing and maths. Why does the Minister think that, since that pledge, tens of thousands more children have been leaving primary school without meeting those standards?

The Government missed their secondary teacher recruitment target by 40% this year, meaning that more and more children on the Isle of Sheppey and across the country will be taught by non-specialist teachers and will be attending schools that are woefully understaffed. In the midst of a teacher recruitment and retention crisis, does the Minister really think that removing a quarter of teacher training providers will help address that crisis?

Having dumped the Schools Bill, the only education policy this Government seem to have is a gimmick announcement on making maths compulsory until 18, a plan that experts say is unachievable in the light of the teacher recruitment crisis. What discussion did the Secretary of State have with the Prime Minister before his announcement, because surely she would have told him it was unworkable, given that the Government have missed their recruitment target for maths teachers in each of the last 10 years?

The issue of school buildings is as relevant in West Dorset as it is in the rest of the country, not least because we do not know how many buildings may pose a risk to life. Given that more than one in six schools in England are in need of urgent repair, will the Minister commit himself immediately to publishing the underlying data from the Condition of School Buildings Survey—or is he happy to sweep it under the carpet?

Skyrocketing energy bills are squeezing school budgets. The latest data suggests that prices have almost doubled in the first quarter of the year alone. With cost pressures putting children’s learning at risk, will the Minister publish the results of his Department’s survey on the experience of schools? When does he plan to bring forward the additional support that schools need to keep the lights on?

The reality is that the schools estate is crumbling after 12 years of Tory negligence. In 2019, the Government’s own survey revealed that one in six schools required urgent repairs, and the Minister’s own Department is warning that some school sites present a risk to life. Millions of children are learning in buildings that are not fit for purpose, so can he tell us whether he has had any success in securing funding from the Chancellor and whether he is confident that every school building in England is safe for the children who learn in it?

The Education Secretary has announced that his Department will repurpose the Oak National Academy to provide UK-wide online learning. Families facing the Tory cost of living crisis need a guarantee that data used to support learning will not add to their spiralling household bills. Ofcom’s recent affordability report found that 1.1 million households are struggling to afford broadband. With more schools delivering learning via digital means, can the Minister set out whether he intends to keep these services zero-rated indefinitely?

Then I will try to do the best I can. I thank the hon. Member for giving me notice that she would raise the point of order. The Chair is not responsible for the content of Ministers’ answers to parliamentary questions or for Departments’ responses to freedom of information requests. If the hon. Member believes that there is an inconsistency between the two in this case, there are always ways in which she can press the Department for further information to clarify the matter. Can I suggest that she takes it up with the Table Office for further advice? I hope that those on the Treasury Bench are well aware that this issue has been raised and are able to inform ministerial colleagues. On a point of order, Mr Speaker. Have you been given notice that the relevant Minister will make a statement to the House on this year’s GCSE and A-level examinations? As you will know, advance materials were published yesterday, following weeks of uncertainty, the Government’s lacklustre education recovery efforts and concerning reports of A-level grade inflation in private schools. Given the impact on millions of pupils, school staff and parents across England, it is important that the House has an opportunity to scrutinise those developments properly.

I thank the Minister for her reply. I know that when the Secretary of State met council leaders last week he spoke positively about the Government providing a package of support to secure the future of the ferry service. I look forward to the Department achieving that. The continuation of the Gosport ferry after this crisis is vital to the connectivity of communities along the south coast, but so too is tackling the climate crisis. As the fourth most congested city in the UK, Portsmouth faces some of the worst air pollution outside London. The Pompey Street Space campaign aims to give pedestrians and cyclists priority, widen narrow pavements and create commuter cycle routes to allow people to travel safely. What steps will the Department take to—
