That this House has considered bus passes for 1950s women.
Thank you very much for chairing the debate, Sir Christopher. You and I have known each other a long time, and this is probably one of the last debates in which I will take part in the House of Commons. I thought that I might end my political activities by raising an issue that is very important to about 4 million women in this country. But I should make it clear right at the beginning of the debate that providing bus passes would not be a substitute for putting right the wrongs in relation to these women’s pensions; it would only ease the situation for them.
Everyone in this room will know of the tireless campaigners fighting for justice for the nearly 4 million women born in the 1950s who are affected by the pension changes. They are particularly active in Coventry, but are also active nationally, and I will take this chance to congratulate them on their work so far, because it has been a long, hard road for many of these women. Many have written to me, describing how helpful a bus pass would be to them. I recognise that every little helps, but a free bus pass would not be the solution to the issue as a whole, as I have already stated.
The pension changes were rushed through the House, and the impact of the legislation has been colossal. It gave those affected no time to plan for their retirement. Women who were expecting to retire in a few years began to wind down at work, working fewer days, or left their career entirely, knowing that they could afford to take time off, as they would soon be in receipt of their state pension—or so they thought.
I appreciate all the work that the hon. Gentleman has done on this issue; I have often been with him in the Chamber. He is making a very important point. Does he agree that the cost of providing bus passes would be negligible, but they would make a difference to a lot of WASPI women—Women Against State Pension Inequality? The reality, however, is that the Department for Work and Pensions needs to be investigated by the Parliamentary and Health Service Ombudsman, because of its lack of adequate communication all those years ago, in the 1990s.
I thank the hon. Gentleman for that intervention. As I understand it, a number of WASPI women or women born in the early 1950s have submitted complaints and given evidence to the parliamentary ombudsman, but we do not know the outcome of that yet; we will have to wait and see.
The state pension is not a benefit, or a lottery win that people get once they retire. The state pension is the return of money that people—in this case, women—have paid into the system throughout their working life. The worst-affected women have lost out on tens of thousands of pounds and will retire six years later than they expected.
Last month, the High Court was sympathetic to the 1950s women, but ultimately ruled that they had not been discriminated against. However, the pace at which the changes have taken place certainly puts them at a particular disadvantage compared with men. These women have already suffered considerable inequalities and, in some cases, sexism in the workplace. They would have entered the workplace in the 1960s and ’70s. At that time, women were openly discriminated against. They were refused promotions and refused adequate pay for skilled work. In some cases they were refused maternity rights, and in other cases those rights were non-existent. Those factors mean that many of these women are already at a financial disadvantage.
There may well be an appeal, but I obviously cannot comment on it. I simply make the point that the appeal will be against the ruling in favour of the Government.
On concessionary travel, we all know that for many people the concessionary bus pass can be an absolute lifeline, providing access to work, public services, healthcare, education and, particularly in rural areas, to the very fabric of community and the fabric of active and healthy societies. That is why the Government continue to support concessionary bus travel to the tune of £1 billion a year through local authorities in the UK, to try and ensure that no older or disabled person in England is prevented from travelling by bus for reasons of cost alone. However, I accept that we must go further, and I will set out shortly what the Government will do.
As the Minister knows, one of the challenges with bus passes is that there is a bit of a postcode lottery: they vary between cities and rural areas. In the spirit of positivity that the Minister spoke about, will the Government make any proposals to ensure that people get the same level of bus pass across the piece, so that WASPI women in rural areas will not suffer more than they would if they lived in London?
The hon. Gentleman makes a very interesting point; will he drop me a line about it? As he knows, I am a champion for rural areas and tackling rural inequality, and I will be looking at what we need to do in our new bus package, which I will describe shortly, to ensure that rural areas do not suffer.
In April last year, we announced a change in the legislation to protect the concessionary travel scheme in its current form so that it can continue to provide free travel for eligible older and disabled people for years to come. I should point out that equalising the age difference between men and women removed the anomalous situation in which non-disabled citizens of working age received free bus passes.
To mitigate the effect of the state pension age changes on the people worst affected, Parliament has already legislated for a £1.1 billion compensation package, which reduced the proposed increase in state pension age for more than 450,000 of the hardest-hit men and women. That means that no woman will see her pension age change by more than 18 months relative to the 1995 Act timetable. I accept that that does not deal with all the issues that the hon. Member for Coventry South raised, but for me that is really important. Some of the constituents I have spoken to are among the most seriously affected, and the idea of the package is that it will help at least to substantially mitigate the impact on them.
In addition, the Government are committed to improving the outlook for older workers. We are helping many of the people who had planned to retire but now work, to get back into work, including by removing many of the barriers that they may face. To enable older people to work for longer, as many want to, we have reformed the legislation to remove the default retirement age, which means that people are no longer forced to retire at an arbitrary age. We have also extended the right to request flexible working to all with 26 weeks’ continuous employment, which means that people can propose and discuss a flexible working requirement to suit their needs.
Alongside those significant legislative reforms, we have been successfully challenging negative perceptions about older workers through a major programme, Fuller Working Lives, which is led by the Department for Work and Pensions. We have appointed Andy Briggs as the business champion for older workers, to spearhead the Government’s work to support employers in retaining, retraining and recruiting older workers, to actively promote the benefits of older workers to employers across England, and to influence them both strategically and with practical advice. I am not being pat when I point out that the hon. Member for Coventry South is a walking embodiment of the agility, impact and leadership that people can provide in their senior years. There are many people in this country who have a lot to give, in Parliament and in society, and we want to help and encourage them.
There is strong demand and competing claims for concessionary fares. There are many calls on the Government for extensions to the statutory concessionary bus travel scheme for important groups, including young people in search of work, jobseekers and carers, as well as those who are affected by the changes in the state pension age. Each of those groups may have a different and engaging case for access to cheaper travel, but if the Government are to protect the current scheme, which costs £1 billion a year, we must ensure that it is financially sustainable. With that in mind, I will shortly announce, as part of my reforms in my new role, a series of changes to the way in which we tackle demand-responsive bus travel in rural areas.
Concessionary travel legislation gives all local authorities in England the power to introduce local concessions in addition to their statutory obligations, so that authorities that have a particular problem can deal with it. I am delighted that that has happened in the west midlands, which includes the constituency of the hon. Member for Coventry South: the West Midlands Combined Authority, led by its excellent Mayor, Andy Street, has introduced a women’s concessionary travel scheme that gives free off-peak bus and tram travel to women who live in the west midlands and were born between March and November 1954. More than 9,000 women across the region are set to benefit. Lest anyone should think that I am being politically partial, let me say that a similar scheme has been put in place by Mayor Andy Burnham in Greater Manchester, and that schemes that offer free bus travel to residents aged 60 and over exist in London and Merseyside. Local leaders can, and in some cases do, put additional measures in place.

I could not agree more. The health benefits are some of the most important. I started my speech by saying that there are many benefits, and health benefits—both physical and mental—are pre-eminent among them. I am sure we all realise that, as people who do jobs that are sometimes slightly stressful and sedentary as well. Speaking as a keen hiker and cyclist, there is nothing quite like getting on a bike or putting on hiking boots at the weekend and shaking off some of the stress. It certainly kills a number of birds with one stone.
I am delighted that the Government recognised the benefits of active travel with the adoption of the cycling and walking investment strategy in 2017, which set out their ambition to make cycling and walking the natural choice for shorter journeys, or as part of longer journeys, by 2040. It sets out aims and targets for 2025, including doubling cycling activity from the 0.8 billion cycle stages made in 2013 to 1.6 billion in 2025. I understand that the Government have commissioned research into how the strategy’s aims for 2025 can be met and that the research, when published later this year, is likely to suggest that significant additional investment in cycling and walking will be needed to meet the targets.
I completely concur with the hon. Gentleman. Eastbourne is a town that has been built up over many years. We have a wonderful cycling group called Bespoke, which I and the council very much support. We want to put in more cycling infrastructure, but the challenge is simply lack of funds. Towns such as Eastbourne will need Government funding to do what they really want to do in support of cycling. Does the hon. Gentleman agree?
The hon. Gentleman makes a valuable point, which is very much in line with my points. Investment in cycling and walking in England has trebled since 2010. We spent roughly £2 per person annually in 2010; the figure is now around £7.50. That is a significant increase, but it is still some way behind the world’s most cycle-friendly countries. The Dutch, for example, invest around £26 per person annually in cycling and have been doing so for around 40 years. That is probably the crux of the hon. Gentleman’s point, and it may explain why 26% of trips are cycled in the Netherlands, compared with less than 2% in Britain. We are looking to address that strategic funding over the months and years ahead, but that will not happen overnight. Realistically, it may not even happen by 2025, but we need to start moving in the right direction. I ask the Government to use the forthcoming spending review period to increase investment in active travel. No doubt the Minister will address that point in due course.
It is not just a matter of central Government funding. When I was at the Bar and working in the centre of Oxford, I used to travel from where I live in Bladon, near Woodstock, down the A44, which, as I mentioned, has a wonderful, almost completely off-road cycle path. I was struck by the fact that it was not as well used as it ought to have been. A lot of the difficulty is in what happens at the other end. I make no criticism of where I used to work, but the difficulty arises when a cyclist gets off their bike. In my case, working at the Bar, if I needed to go to court or to meet clients, I needed to be in a presentable state. That is not easy if there are no adequate changing facilities at the other end. Some organisations provide those facilities, which is wonderful—I know that Oxfordshire County Council does—but we need to see more investment in the public and the private sectors. Once cycling facilities are in, that is all well and good, but people also need the facilities at the other end so that they can make themselves fit and ready for the working day.
The cycling and walking strategy also encourages local authorities to develop what are called local cycling and walking infrastructure plans for high-quality cycling and walking networks and then to prioritise schemes to deliver them. The Government have supported 46 councils so far to develop their local infrastructure plans, but there is no dedicated funding stream to help them to do so. Without that, local authorities may not be able to plan and develop comprehensive cycling and walking networks with any confidence. I ask the Department for Transport to work with the Treasury at the spending review to develop a dedicated funding stream to enable local authorities to implement ambitious local cycling and walking infrastructure plans.
That appeal is part of the joined-up thinking that we hear so much about in the House and that we would like to see more of. I ask the Minister to press for greater joined-up thinking to ensure that all Departments are pulling in the same direction. I make that appeal with particular passion, because of the B4044 community path I alluded to earlier. I want to mention it in a little more detail, and I have raised it repeatedly with the Minister’s predecessor and the Secretary of State.
The B4044 is a key route between Eynsham, which will experience significant housing growth in the coming years, and Oxford. The path is the brainchild of Bike Safe, a passionate group of local cyclists who are campaigning for high-quality, safe, local cycle infrastructure. I commend the group’s passion and drive, and will never forget my visit to the project in its early stages. The group has done very well in giving it such a high profile. I ask the Minister to work with Oxfordshire County Council to explore what can be done to deliver this crucial project at the earliest possible opportunity, either through the housing infrastructure fund or as a stand-alone project.
I also want to mention the Hanborough pedestrian bridge in the context of integrated transport networks. It is all very well having great train services, roads that are quick and easy, and cycle paths, but they must link up. We need people to be able to get on their bikes and get to the train station. They may want to get on a bus to get to the train station. When they get there, they want the trains to be regular and reliable. We need to ensure that the journey from home to workplace can be undertaken on public transport and in an integrated fashion.
The Hanborough pedestrian bridge is a good example, and I fully support it. It has been energetically and admirably pursued by Hanborough Parish Council and will provide safer access for pedestrians and cyclists seeking to get to Hanborough station, which is vital to my constituency because it serves not just the villages of Long Hanborough and Church Hanborough, but also Witney and wider West Oxfordshire. People need to be able to get on the cycle path and the footpath safely at that narrow pinch point over the bridge, and they also need to be able to leave their bike at the train station if there is not enough space to take it on the train.
It is also vital that the schemes we are discussing are safe for all users—I think particularly of those who are visually impaired or who have other restrictions on their travel. Any infrastructure that is put in ought to cater for all users in the community, including the vulnerable.
I welcome the Government’s ambition to promote active travel, but I want to see further action to ensure that the encouraging words are joined by decisive action that will enable the targets of the cycling and walking investment strategy to be met and then enable us to go further still. That will require three things, which I look forward to hearing the Minister address in his remarks.
First, the Government should use the forthcoming spending review period to increase investment in active travel, with an eye to meeting, and if possible exceeding, the aims and targets of the cycling and walking investment strategy. Secondly, I ask the Department for Transport to work with the Treasury to develop a dedicated funding stream that will enable local authorities to implement ambitious local cycling and walking infrastructure plans to develop world-class local active travel networks. Thirdly, the Department for Transport should work across Departments, particularly with the Ministry of Housing, Communities and Local Government, to ensure that its ambitions for active travel are supported and not undermined by other Departments. That way we can have an integrated strategy within Government to provide us with an integrated transport strategy in West Oxfordshire and all our constituencies.

Commons ChamberWe are now looking at what we do with the CrossCountry franchise over the coming years, but I assure him that one part of that planning is dealing with overcrowding on the routes. There are too many parts of the CrossCountry network where the trains are just too full, and we have to address that, and we will.
I appreciate the Secretary of State’s statement. I welcome a review of the railways, but if the Government are admitting that the railways are not working, they should freeze fares until the review reports and the changes are made. This certainly means cancelling the planned rises in January, particularly as my constituents who travel on Southern Rail and passengers across the country have had such a torrid time. Does the Secretary of State agree?
In those areas where people have had a torrid time we have provided a month’s free travel. We did that on Southern during the worst days of the industrial dispute, because that delivers quicker and much more substantially money into the pocket of people who have suffered. That has been a good approach. It amounts, together with Delay Repay to almost 10% of the annual cost of travel for a season ticket holder, and it gets the money to people quicker.

It is a pleasure to speak under your chairmanship, Sir Henry.
I thank the hon. Member for Bexhill and Battle (Huw Merriman) for securing this important debate. I also appreciated the words of the previous speakers. This is an important debate, and one of the things that I was thinking about as Members were talking was that, as we all know, the south-east is one of the most prosperous parts of the country, and yet for decades the transport infrastructure in parts of Sussex and Kent has been absolutely atrocious. It has never really been any good.
A wee while ago someone of the same persuasion as Government Members put a theory to me, saying, “Well, Stephen, you have to appreciate that all those years ago in Sussex and Kent there were a lot of ex-colonial officers, colonels and senior civil servants who had moved to Bexhill, Eastbourne and other parts. The last thing they wanted was good transport, because they would get all the hoi polloi down there”—his quote, not mine, I stress. I drew myself up to my full height, only to say, “You’re probably right.” It is bizarre, however, and Eastbourne is a case in point. My colleague the hon. Member for Hove (Peter Kyle), whom I know well, is well aware that he has a speedy train from Brighton to London and the M23, but from Eastbourne I am constantly struggling with Southern Rail and the A27.
The point about this debate, however, and about Transport for the South East, which I am keen to support, is that the only way we can move forward productively is to join together and pool our resources, and do so on a cross-party basis. A lot of the business chambers and local councils are involved. I am delighted that the chairman of Transport for the South East—I was going to say this anyway, but I see him in the Public Gallery—is a colleague of mine, the leader of East Sussex County Council, which I usually spend my time attacking these days because of the cuts. I am absolutely delighted that Councillor Keith Glazier is the chair.
We have had a number of discussions, but from the purely selfish perspective of East Sussex, having the leader of the county council right in the middle is very important. Bluntly, over the years East Sussex has for one reason or another lost out a lot on transport infrastructure in many areas. It is good to welcome Councillor Glazier, although I think he has two letters from me on their way to him right now, as usual.
The two key issues are rail and road. Obviously, Southern has problems that have been going on for a long time, albeit I would like to think that it has been getting better over the past few months. More than that, specific rail transport infrastructure matters need to be put on the table, which I am happy to do. I have been reminded that rail infrastructure generates £5 billion in gross value added per annum for south-east England, provides more than 81,000 jobs and brings in almost £1.5 billion in tax. More specifically, in Eastbourne alone the rail network brings in £47.2 million per annum and provides directly and indirectly 750 jobs. Rail is crucial.
I recognise that Sussex has infrastructure challenges—it has had them for a long time—but we also have challenges on how much space we have to put down new tracks. What I would do to have a fast train zip from Eastbourne to London in an hour! It would make such a transformational difference, but I appreciate that there are challenges. None of that detracts from the infrastructure benefits that rail brings to my town, East Sussex, Kent and beyond. Those benefits are vital to the south-east.
The hon. Gentleman makes a very good point about the importance of the link between the coastal towns and London. However, does he agree that we have learned in recent years that the coastal towns between the cities on the south coast have not benefited from the economic renaissance and prosperity of recent decades in the same way as places such as Brighton and Chichester, and other towns and cities in the region? That is why we need investment in the coastal route and much smarter travel between the coastal towns. We need to make the economies of the cities far more accessible, rather than being dependent on London all the time.
The hon. Gentleman makes an important point. One of the most depressing things imaginable is to drive around this country and stop at every single coastal town—for one reason or another, a lot of them are suffering desperately and have been for a long time. I am enormously proud of how Eastbourne has bucked that trend, certainly in the last 10 years. We will be opening a new transformed shopping centre, with £85 million of private money—my God, I had to have an awful lot of meetings to be part of making that happen.
The hon. Gentleman makes an important point that poor transport links between the coastal towns and cities makes it three times harder to try to turn them around. I do not want to name any particular coastal towns that have suffered, because that is invidious—I know how hard it is to turn a coastal town around once it goes over a tipping point—but without improving infrastructure between those towns, turning them around will be impossible. We can pour as much money in as we would like, but unless we can find a way to get people to come to the towns and spend money, they will keep going in an ever-deteriorating circle. I thank the hon. Gentleman for making that point.
There are very specific inconsistencies in rail funding. I believe the Department for Transport is looking at them, but I would like to reiterate them. I pay tribute to the Rail Industry Association for providing this briefing, because it is very important. It states, as we know:
“The Government provides funding for the rail network in five year timespans known as control periods. At the end of these control periods there is often a drop off in funding before it ramps up again at the start of the next control period. This means the supply chain for rail goes through periods of boom and bust, making it very hard for business to plan”—
particularly SMEs, which are involved from a subcontracting perspective. The briefing also states:
“It also increases the cost of…the rail network by up to 30%.”
The hon. Member for Hove alluded to the Department’s generosity in boosting the funding to Network Rail to improve the infrastructure in the near past. I support him very much in the hope that the Government will continue in that direction of travel over the next few years. I believe they will—I am hearing good soundings and would be very supportive.
Believe it or not, I try very hard in most debates to stay away from the subject of Brexit, because it does not half go on a bit, but it is important. One of the realities of Brexit, according to RIA figures, is that anywhere between 20% and 45% of the skilled staff of Network Rail and related ancillaries are of EU origin. We need to ensure that, over the next year—whatever my personal views are, we leave the EU next year—the Government do everything they can.
When the hon. Gentleman mentioned Brexit and Kent, I thought he was going to announce the independence of Kent, but clearly not. He makes an important point. The Government have put a lot of effort into that—they face specific local residential problems in various areas and are looking to extend transport and parking facilities. I am glad the Department for Transport has to sort the problem, but I agree with the hon. Gentleman that it has to be resolved. Clearly, it is likely to get worse from March 2019.
On the jobs front, if 20% to 45% of staff are EU nationals, that has to be absolute priority for the Government. We were talking coastal towns earlier. Somewhere between 60% and 70% of staff in the catering and hospitality area are EU nationals. We are on a journey, which I appreciate is supported and was voted for in the referendum, but I hope the Government are watching closely for the complexities coming down the track such as jobs in the rail network.
I have spoken a lot about the importance of rail. I make no apologies for that, because I have always believed that it is a crucial game-changer for my town. The usual trains take an hour and 25 minutes to an hour and 30 minutes. If I could get that down to an hour and 10, it would make life so much easier to keep Eastbourne growing in the positive and prosperous manner for which I have worked so hard for so many years. I look forward to the chairman of Transport for the South East, Councillor Keith Glazier, working with me, together with all of us, to keep the pressure on Govia Thameslink Railway and Southern rail to ensure that they keep improving. It is absolutely vital that the industrial issues and dreadful problems we had for one reason or another for 18 months or two years on the line from Eastbourne to London and back, and on other parts of the network, do not reoccur. I will be working on and watching that very closely.
When the hon. Member for Hove drives from Eastbourne to Folkestone as the crow flies, it is only about 70 miles but takes about three and a half hours. It is absolutely ridiculous. The coastal connections around that part of the country are absurd—there is no other word for it. Going across Romney Marsh, I half expect to see some of the old smugglers from 200 years ago. It is ridiculous and needs to be fixed. It would transform a lot of the coastal towns that have seen terribly difficult times for the last 30 or 40 years. It is the sort of thing that would be a game-changer and I would be very supportive.
My bête noire is the A27, as we know—I wrote to the Minister only 10 days ago. I am aware that East Sussex County Council has put a lot of thought into it. Colleagues and various businesses are putting together a strong business case for the Department, which I know has been looked at. The Minister knows very well my views and how supportive I would be of a solution, which probably means a new spur that would be a dualling of Lewes and Polegate. I will be happy to do anything I can do to encourage that.
I again thank the hon. Member for Bexhill and Battle for securing this important debate. Given the problems we have had for decades with transport in the south-east, it is amazing that we have done as well as we have. So much of the infrastructure is rickety. This new body is very positive step. I wholly appreciate that it covers and includes a whole range of people, experts, political parties and business groups. I have no hesitation in supporting it and hope and pray that it will be the catalyst for making a significant difference, which we all know the south-east needs, over the next five to 10 years.
As the hon. Gentleman will be aware, we make a lot of money available to local councils to support the roll-out of charge points. We have given money historically to support plug-in car grants and home charging. I recently wrote to local authorities to encourage them to take up our offer, which remains open and, I think, not fully expended. He would be welcome to invite Slough Council to write to us, and we would be happy to work with them according to that scheme to make more installations.
My hon. Friend the Member for Bexhill and Battle mentioned funding for TfSE. In all STBs it is important that we are clear that local partners are committed for the longer term, and that there is clarity about what funding is needed and what it would and should be used for. My officials and TfSE have been working closely on those issues, and Ministers will take a decision at the next stage in the near future.
We welcome the ambition the subnational transport body has shown to become a statutory body and are working closely with it to develop that proposal for the Government. That requires groups of local authorities to pledge to come together with a proposal to the Secretary of State, including what functions they think might be best exercised at a more regional level. They may differ from one to another on that. As I have said, where those groups can show a clear mission and purpose—not just economic and geographical strength, but robust governance arrangements—the Secretary of State will be in a position to have a constructive conversation about their ambitions.
On that important point, the Minister knows I am very interested in the question of the A27 from Lewes to Polegate. He also knows that there is a tremendous partnership between the county council, different MPs, the business community and, I would hope, Transport for the South East in support of the new spur. Can he give any indication of when a decision will be made?
I was coming to the specific issues that have been raised. As the hon. Gentleman knows, the current roads investment strategy scheme includes a package of improvements to the existing route. We expect consultation to start in spring 2020, and are providing funding toward a feasibility study for a larger-scale bypass. Those options are being developed as we speak.
If I may press on, there is no one-size-fits-all approach to STBs. The Secretary of State will consider each on its individual merits, and the creation of bespoke arrangements for each STB will reflect the varying local transport and economic growth needs of the area. Creating these organisations permanently by statute is a serious matter and is not to be undertaken lightly. It requires the proper level of local consensus and commitment, but if it is done properly, the payoff is that the entity increases its impact and influence, as well as its longevity, and therefore has the potential to play a role in delivering transformational change.
The shadow Minister raised Operation Stack and the M20. We will recall that the disruption in 2015 was not brought about by any Brexit-related activity but by unions and by other factors. As she will be aware, the Department has asked Highways England to develop and deliver an interim solution to mitigate the worst effects of traffic disruption on the M20 by March 2019. A series of potential options can be used as part of that, and our goal with all of those is to allow non-port traffic to continue to travel in both directions.
One colleague mentioned the extension of Crossrail to Abbey Wood. I can confirm that the route to Abbey Wood is safeguarded, from our point of view, but the focus in the first instance, as one might imagine, must be to deliver Crossrail on time.
One perfectly understands why hon. Members mentioned A27 investment. They should be aware that we expect to make preferred route announcements for the improvements at Worthing and Lancing, and for the bypass at Arundel, by summer 2018.
The hon. Member for Slough (Mr Dhesi) mentioned the Heathrow rail link. He knows that that important proposal will be considered alongside other national priorities through the planning process for the next control period. That will ensure that the rail link provides maximum benefit for passengers, and will allow us to understand the journey opportunities and other possibilities that such a link could provide.
I was asked whether the concerns of Gravesham residents will be reflected in the decision on the lower Thames crossing. I can confirm that Highways England will continue to work with all stakeholders.
It is a little hard, and self-contradictory and inaccurate, for the shadow Minister to accuse the Government of introducing too much centralisation. Let us not forget that, since 2010, the Government have created local enterprise partnerships, metro mayoralties, Transport for the North, Transport for the South East and other sub-national transport bodies. They do represent not centralisation but devolution. It is self-contradictory to say that too much centralisation is going on and that devolution has created a patchwork or mosaic. With devolution comes diversity and difference. Part of the strength of devolution as an idea is precisely that we can take advantage of the best efforts and the best opportunities and examples used locally and the creativity that pushing power down unleashes.

Commons ChamberI will make some progress and then take a few interventions.
I do not like to see train fares rise. I particularly did not like, as a rail user of some 35 years, to see fares rise by nearly 20% in real terms during Labour’s years in office. I did not like, in those years, to see fares rise in cash terms by an average of 67%, so I am relieved that we have been able to limit the increase in train fares to just 2% in real terms since 2010, even while we invest billions in upgrading the network. That increase is still more than I would wish, but it is much, much less than the increases under Labour and much less—[Interruption.] The hon. Member for Middlesbrough was simply unwilling to answer the question that my hon. Friend the Member for Bexhill and Battle (Huw Merriman) correctly asked. Under Labour, fares rose much faster than they have under this Government.
That does not make it any easier for those who faced increases last week. I had hoped to be able to bring down the rate of increase from the higher retail prices index rate to the lower consumer prices index this year. That remains my goal, but there is a problem. The industry is locked into RPI and has been for years. The biggest barriers to change are the unions whose members’ pay amounts to almost a third of the costs of the industry. Currently their pay rises in line with or above RPI inflation every single year.
In a recent report, the head of the National Audit Office said:
“Some of the problems could have been avoided if the DfT had taken more care to consider the passengers in designing the rail franchise.”
Secretary of State, may I ask whether you recognise that statement, and do you apologise to the passengers?
Order. The hon. Gentleman is not asking the Secretary of State—he is asking the Chair.
Through the Chair, I would like to ask whether the Secretary of State recognises that severe criticism from the head of the NAO. Will he apologise on behalf of his Department to my constituents—rail passengers from Eastbourne—and passengers across the south-east?
I make no apologies for the huge investment programme in the Thameslink network, the massive expansion of London Bridge station, which has just been completed, and the introduction of brand-new 12-coach trains across the network. What I do apologise for is that we were not able to avoid the extraordinarily ill-judged actions of the trade unions, which caused massive trouble for passengers. The hon. Member for Middlesbrough talked about the Gibb report. Chris Gibb had a simple conclusion, which was that although there were problems on the network—that is why we are spending £300 million on improving it—by far the biggest disruptive factor was the trade unions.
Of course, we want rail staff to be paid fairly, but trade union leaders such as Mick Cash drive up ticket prices for hard-working people. The same unions that want CPI increases on fares want RPI—[Interruption.] The hon. Member for Middlesbrough should listen. The RMT guidance to their negotiators is that
“any attempt by an employer to link a pay award to CPI…must be refused.”
Mick Cash wants bigger rises for his members and lower rises for passengers. Where is the money coming from? It does not add up. Labour’s policies do not add up, and the unions’ policies do not add up.
Of course, you will remember, Madam Deputy Speaker, who pays the Labour party’s bills. Even the shadow Secretary of State has received financial contributions from the RMT. The Opposition are in the pockets of the trade unions, and that is simply not acceptable.

Commons ChamberWe expect the total gross costs of the repatriation to be around £60 million. We will recover money from all those different groups, and I will in due course be able to tell the House exactly how much the taxpayer has contributed. However, my hon. Friend can be reassured that we are very focused on making sure that there is clear burden sharing, and that it is not only the taxpayer who pays.
I applaud the Government’s efforts in bringing back passengers who were not protected by ATOL. In the modern era of mass travel by air, would it not be sensible to look at legislation around ATOL and cover both hotels and air fares in case something similar happens in future?
That will clearly be debated again and has been considered before. The issue is that we would have to apply a levy to every single air fare sold in the UK, whether for a UK airline or otherwise. We could not simply apply a charge to a UK-based airline for which we were responsible—we would have to charge Ryanair, Air France and Emirates passengers as well. Effectively, we would be putting up air passenger duty. I am not saying that we should not do that, but if we were to we would need to use great thought and care beforehand.

Friend that I am currently working on what we need to do to ensure that the Brighton mainline, which has not had investment over the years, is capable of meeting the challenges of the future. We are spending far more money on our rail network today than has been spent for decades. The Brighton mainline has been neglected, which is one reason why performance has been so poor, and that is something that we have to change and will.
It is interesting that the Secretary of State criticises the fact that there are not enough drivers and explains how more drivers are being recruited. Chris Gibb said in his report:
“I understand that at least one losing bidder…had too many drivers in their bid…but it may have been the case that the bidder with the fewest drivers won.”
It is complete nonsense for the Secretary of State to indicate that he did not realise the company won the contract with fewer drivers. Surely he must recognise that.
Actually, I was not Secretary of State at the time. The hon. Gentleman says that I should have known, but what I am trying to do is to sort out the problems we have now. I have made it absolutely clear that we do not have enough drivers on this railway—there is no dispute about that—which is why we have launched a big recruitment drive. I wish those drivers were coming on stream now but, as those with union links know, it takes 14 or 15 months to train a driver. I do not think that is sensible, and it should not take that long. That is something we have to address for the future, but we are bringing new drivers on stream as rapidly as we can, within the confines of union agreements.
On Chris’s recommendations, we are doing a variety of things to deal with the problems on this railway, but we should not forget the core issue. Chris Gibb’s main finding—and, yes, there are things for the Department, the train company, Network Rail and others to learn from the report—is that the principal cause of the disruption last year, which caused misery to so many people, was the action of the trade unions. Let us make no mistake, it is the union executives who call strike action and call disputes, and they are the ones who can call it off.
I absolutely agree. On the pay deal, what I find particularly baffling is that ASLEF is now balloting for industrial action on a 24% pay rise, including productivity changes, that it has accepted on the Thameslink and Great Northern routes. If it is not a political intervention, why would it accept the deal in one part of the company and threaten strike action in the other? Most of us now look at the situation—with the railway line getting better, with things on the mend and with a deal that most people would say is generous and that the union has accepted in the other part of the company—and ask why on earth it is now returning to industrial action.
Why can the Secretary of State not publicly say to both unions and the trade operator, “Let’s meet together, with no preconditions, to negotiate this”? That is what happened with ScotRail, so why does the Secretary of State always want to meet the unions separately? Do it together and do it now!
We had very constructive talks earlier this year, and I want to pay tribute to the leadership of ASLEF for the way they conducted themselves back in the January and February negotiations. It is a disappointment to me now that they appear to have returned to militancy, when I thought a constructive dialogue was taking place. Those talks happened, and they were facilitated by the general secretary of the TUC and by a senior rail executive. An agreement was reached but, sadly, it did not pass the referendum. A further offer is on the table for staff. That offer of change combined with a substantial pay upgrade and productivity improvements has been acceptable to the union on Thameslink and Great Northern. It is a huge disappointment that that cannot deal with this issue once and for all.

I am staggered that now, 18 months later, the Southern rail dispute is still going on. I find it staggering for a range of reasons, some of which are alluded to in the Chris Gibb report, which I will come on to. I remind Members that it was a resilience report; it was not about the dispute, but was a resilience report looking at Southern rail generally.
On driver-only operation, I appreciate that the unions talk about safety—which is fine; they are perfectly entitled to do that—but there are three key reasons why I disapprove of DOO. First, many female passengers in Eastbourne have contacted me over the last year as I have been campaigning against this dispute and trying to find a resolution, saying, “Stephen, we would not feel safe coming back to Eastbourne late in the night or even early-evening if we were in an empty carriage on our own and knowing there was no second member of staff.” That is a very important point, because effectively it discounts about 50% of the population.
Secondly, in Eastbourne a lot of local children go to St Richard’s school in Bexhill, and many parents have told me that they would be anxious if they knew their children were on a train with no second member of staff. Thirdly, as has been mentioned by Labour Front-Bench Members, there is the issue of disability access. Only a couple of weeks ago, a wheelchair-user colleague at Hampden Park in Eastbourne had to sit on the platform as three trains went through because she could not get on.
Those are three powerful reasons why I am fundamentally against DOO. I do not accept the principle and I do not care if 30% of the rail network already carries driver-only trains.
The hon. Gentleman has explained why he thinks a second member of staff is important. Does he accept that 98% of trains are running with that second person on board and that the alternative for the 2% that are not is that those trains do not run at all?
I agree, and I will address that when I turn to the Gibb report, but I wanted to say something else before getting on to it. If we asked members of the public around the country where they have DOO—outside the underground, as that is a different kettle of fish—whether they would prefer to have a second member of staff on the train, I bet they would say that they would.
The Gibb report identified GTR as being the worst performing operator in the country, with performance deteriorating two or three years before the current industrial dispute. I grant that the report identified industrial relations as being a primary cause of the system’s breakdown, but that featured on only one page of the entire 163-page document. That leads me to wonder just how impartial Gibb was in putting together the report. After all, while doing so he apparently spoke with GTR over 30 times and Government agencies over 45 times, yet he spoke with the two unions zero times. What is going on here?
When GTR won the contract direct attention was given in it to “best price”, rather than deliverability. Extraordinarily, that meant GTR winning without enough drivers. Gibb himself wrote:
“I understand that at least one losing bidder”
included more drivers and that
“it may have been the case that the bidder with the fewest drivers won”.
In other words, it was about cost; it was not about quality or customer care. So it was nonsense for the Secretary of State, who unfortunately has left the Chamber, to say earlier that he is trying to train more drivers and that he wants more train drivers. Frankly, the original contract was won by GTR on cost, with fewer drivers than its competitors.
Who is actually leading in the Southern rail dispute, from the rail perspective? Is it GTR and Southern rail, or is it the Government?
The hon. Gentleman was an MP during the time when the contract was being let, while many of us were not. Did he not raise these questions and make these points at the time?
I certainly did! I welcome the hon. Lady’s intervention and I thank her for reminding me that I was furious about Southern rail at the time. I thought it was absolute rubbish, and I said so frequently. I appreciate her allowing me to remind everyone about that. And it is good to be back; thank you.
Let me go back to the question of who is actually leading for Southern rail in the dispute, and to the Gibb report. Gibb says that the Secretary of State is
“already determining the strategic direction of this dispute”.
As I said earlier, I am not sponsored by the RMT. Members on both sides of the House know that the Government are behind this dispute because they want to bring in DOO. That is as plain as the nose on your face. Yes, at the minute, there is a second member of staff on 97% of the trains, as another Member said, but that was not the intention at the beginning. The intention was to break the RMT and to bring in DOO. My priority is the customer—the rail passengers of Eastbourne who have suffered so much. This is frustrating because the Government went into this ready to have a war. They were ready to have a battle and to beat the RMT, but they have ended up with a complete stalemate in which the two sides have dug in and the passengers, people and communities of Eastbourne and the south-east are suffering.
I will not give way. I am about to finish.
This is ridiculous, and it is about time that the Government and the Secretary of State showed some leadership. The Under-Secretary of State for Transport, the hon. Member for Blackpool North and Cleveleys (Paul Maynard), is in his place, so I shall ask him two questions before I finish. First, will the Government confirm or deny that the Department for Transport has never interfered with or blocked the resolution of the Southern rail dispute? I am asking the Minister that specific question in the Chamber because he has the full responsibility to answer it truthfully, and I will ask it again. Will he confirm or deny that the DFT has never interfered with or blocked the resolution of the Southern rail dispute?
My second question relates to something that a couple of other colleagues have already said, but it is crucial. If the Government are serious about ending this dispute, to the benefit of the entire south-east as well as those in my constituency, why will they not host negotiations with both the unions? We know that they have had opportunities to do that, but they have not done so. They are trying to divide and rule. I say this: Minister, pick up the phone tomorrow and say to Mr Whelan at ASLEF, to Mr Cash at the RMT and to GTR, “I want you to meet me tomorrow in my office in Whitehall. I want all the unions and all the sides together with no preconditions.” I am absolutely certain that if the Government had the guts, and the honesty, to do that, we would resolve the issue within a week. Minister, I wait to hear your answer.
I am glad that my hon. Friend mentioned that. It was indeed a manifesto commitment, and it is my personal crusade. I am determined to ensure that we bring it in, partly because of what I have seen for myself in dealing with the issues on Southern. I have had meetings today and—as they always say at the Dispatch Box—I will have further meetings in due course. I believe that this proposal is on track, and we hope to deliver it as soon as possible. I am sure that it will be welcomed across the House.
We have talked about some of the wider pressures on the network. The £300 million investment that we announced in January was a specific response to many of Mr Gibb’s recommendations, but I recognise that more will be needed. The hon. Member for Kilmarnock and Loudoun (Alan Brown), who spoke for the Scottish National party, asked about the speed with which it would be spent. We made it clear from day one that it would be spent up to the end of control period 5—that is, until December 2018. That money is being spent at the moment, in addition to the £20 million he referred to. It is, for example, being spent on replacing old tracks, points and signalling. That is not just a matter of replacing bits of old kit; it will result in 15% fewer delay minutes and a more reliable and resilient railway.
There are other examples. My hon. Friend the Member for Croydon South (Chris Philp) showed interest in high output ballast cleaning, and I can happily share with him that that is about replacing the ballast on the track. One might think that it is just a matter of cosmetics—not at all. Not only does it provide a smoother journey, but it reduces the number of temporary speed restrictions that increase perturbation on the network and make it harder to adhere to the timetable. Some £17 million has been spent on vegetation clearance, which may also appear to be a matter of cosmetics, but two of the five most recent incidents in the last control period that caused significant delays were due to trespassing. There is a clear link between vegetation management and the likelihood of trespassing on the railways, and that causes delays on the railways.
My hon. Friend the Member for Wealden (Ms Ghani) mentioned the Uckfield electrification. We are well aware of that project, and we are looking at it closely to ensure that we have the best possible business case. My hon. Friend the Member for Lewes referred to BML2, and I know that the Secretary of State has met with the group and is urging it to carry on its work. Others have mentioned issues at stations. A particular finding about Victoria of Mr Gibb’s is that we need single station leadership, much like that being developed at London Bridge. A problem at stations is when train operating companies and Network Rail are all trying to make different decisions at the same time. We need single station leadership at our major termini.
We also recognise—I recognised it on day two at the Transport Committee—that the number of drivers at the start of the franchise was inadequate. We needed to understand why that was. Some of it was down to unexpected departures—fine—but I wanted to be clear about what procedures the Department had in place to ensure that any franchise handover involved adequate driver numbers. I am delighted that we now have over 322 drivers in training across the GTR network, but it takes 18 months to train a driver adequately with the route knowledge they need to operate safely on the network. I look forward to those drivers being part of the GTR network, reducing the reliance upon overtime and reducing the impact of any ASLEF overtime ban.
As we have heard, performance has been significantly better when we have not been facing industrial action. Back in December, it was as low as 62% on the PPM measure, but it is now at 82.5%. That is positive, but it came about only because so many of Mr Gibb’s recommendations have already been put in place. Many people referred to the benefits of smart ticketing. I constantly urge GTR to do more with its key and keyGo smart cards, and I look forward to that benefiting constituents, particularly those in Lewes, soon.
The hon. Member for Nottingham South (Lilian Greenwood) mentioned the Thameslink programme, and my understanding is that many journeys on the East Midlands Trains franchise will be significantly shorter due to the new Thameslink timetable. That is why Mr Gibb is continuing in his role for the Department and is looking at the Thameslink readiness board, ensuring that all the different actors work together in that complex interaction, which will deliver a significant enhancement to the railway. I look forward to sharing more information with the hon. Lady. Mr Gibb’s willingness to chair the Thameslink readiness board is a sign that an approach to rail where we use expert knowledge and bring it to the table ensures that both Network Rail—many Opposition Members seem to forget that it is publicly owned—and train operating companies point in the same direction and have aligned incentives. She also briefly talked about level crossings, which I take seriously. We must ensure that the Law Commission proposal does what it seeks to achieve, but we also want to address safety around level crossings more widely—not just how we close them more quickly.
We will continue to do all that we can to try to bring an end to the dispute. We have no magic wand, but some evidence that a resolution can be reached is that ASLEF and GTR met for 32 days and managed to reach agreement on two occasions. That proves that things can be done without a Minister having to sit in the room. They are actually grown-ups, and they can reach agreement.
I am afraid that I have already given way.
In conclusion, a lot has gone on already, but there will be a lot more to do. There is far more to do to ensure that all passengers get the timely, punctual and reliable service that they deserve on this railway. My Department will work hard to ensure that that happens. I thank everyone for their participation today.

Commons ChamberI am very sorry that the hon. Gentleman has not had an answer. I could compare the time delays in reply to correspondence under this and the previous Government, but instead I will try to get the hon. Gentleman an answer as quickly as possible. We are investing significant amounts in road infrastructure, more than that invested by the previous Government. That shows this Government’s overall commitment to infrastructure investment in the United Kingdom.
One of the worst sections of road for congestion is the A27 from Eastbourne to Lewes. It has been appalling for many decades and I know that it is being considered by the Department for Transport. Does the Secretary of State agree that the best way to solve the congestion would be a new dualled trunk road?
I know that the hon. Gentleman has met the Minister responsible for roads, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill), to make that point, which has been made to me, too, by other people in Eastbourne. However, there is some controversy, not least because the hon. Member for Lewes (Norman Baker) has a different view on the matter.
