As ever, the hon. Gentleman is correct: we are one United Kingdom. Of course, on energy on the island of Ireland there are interconnections with the Republic, but with the changing nature of our energy system, the economic opportunities for investment, job creation and industrial renewal are enormous for all parts of the UK—for Northern Ireland, Wales, England and Scotland.

I wish to touch briefly on the key outputs of the three inquiries I mentioned. First, on grid capacity, we are talking about the network of power lines, pylons and interconnectors that transport electricity generated to areas of demand. That is a critical piece in the energy infrastructure puzzle, not just in Wales, but for all parts of the UK. The issue should keep Ministers awake at night, because it was clear from our inquiry that the entire way in which grid enhancements and new connections are delivered is not fit for purpose, given the imperatives of UK energy policy.

I recognise the steps that have been taken by the Government and the National Grid Electricity System Operator. With the appointment of Nick Winser as the UK’s first electricity networks commissioner, the Government are taking steps to address the challenges. However, if we think about the increase in the speed of delivery and consenting that is required if we are to see the renewal of our national grid in the way we need in the years ahead, we see that we need a much more significant step change in the pace of activity.

The right hon. Gentleman makes a good point there. One other issue to address is the plethora of zombie projects that are clogging up the system, which do not make it easy for anybody. Identifying them is not easy either—I do not pretend it is, but I wanted to bring that to his attention.

I am grateful to the hon. Gentleman for bringing that to the House’s attention. There are currently about 200 GW of projects on the books. Many of those are zombie projects, as he describes them, that will not come to fruition and so are clogging up the system. The Government need somehow to get rid of those projects in order to focus on areas where we know there will be investment, and to encourage an anticipatory investment approach that will deliver the new infrastructure we need in a timely way. Otherwise, we will end up developing a renewable technology and a system able to generate clean energy, but we will not have the grid to get it where it is needed.

Secondly, on nuclear energy, our inquiry confirmed that there is a broad consensus between the UK Government and the Welsh Government on the role that nuclear should play in achieving the UK’s net zero targets and ensuring domestic energy security. The majority of our witnesses were in favour of new nuclear energy generation in Wales, and I am pleased to say that the Committee agreed that nuclear energy has a strong role to play in a mix of low-carbon sources.

I pay tribute to my hon. Friend the Member for Ynys Môn (Virginia Crosbie) for the role she played on the Committee, as well as in her capacity as a constituency MP, in championing nuclear energy for Ynys Môn. There has been no more energetic and active Member of Parliament for Ynys Môn that I can remember—she has done a great job in championing her constituency. Our report carries and reflects much of the positivity that my hon. Friend brought to the subject.

We heard strong evidence about the suitability of the Wylfa site on Ynys Môn for a new gigawatt-scale reactor. In fact, we do not believe that the Government will meet their targets for increasing nuclear power without building that large-scale nuclear plant at Wylfa. We recognise the progress that the Government have made in establishing Great British Nuclear and bringing forward the regulated asset base model for securing investment in new nuclear. However, despite that positive progress, a new nuclear power station at Wylfa in north Wales is not in the bag.

When I was in Government 10 years ago, we championed a new nuclear power station at Wylfa. Ministers were sent for photo opportunities there and to meet potential investors, but it did not happen. I know that the community in Ynys Môn, represented by my hon. Friend, feels disappointment because it has had its hopes raised and dashed in the past. We do not want that to happen again, so I implore the Minister to hear the arguments about Wylfa. I know he feels passionate about the subject and will discuss these issues with Government colleagues.

I agree with my hon. Friend, and I will address that point later. It is with a long-term view and an appropriate framework of support for the right projects that the prospect of a new UK tidal energy industry is within reach, and with it a source capable of providing 10% or more of the UK’s total electricity requirements.

The right hon. Gentleman is making a fine speech. The strike price over 90 years is £96.50, which compares with the Hinkley Point strike price of £92.50 over 30 years, both at 2012 prices. Of course, it is often forgotten that nuclear has had 60 years of support, and 44% of the budget of the former Department of Energy and Climate Change was spent on addressing the legacy of old nuclear. Putting all that together, Swansea bay and other tidal lagoons represent very good value for money.

The point about comparability is well made. Although the purpose of this debate is not to do down any other energy source, I recognise that drawing such comparisons is right and proper in this context.

A tidal lagoon industry would mean multi-billion-pound infrastructure investments in two areas of the United Kingdom with ideal conditions for tidal lagoon infrastructure: the Severn estuary and the Liverpool bay and Irish sea area. I understand that about a dozen viable sites have been flagged to Charles Hendry as part of his investigations, and that Tidal Lagoon Power is working on specific projects for five of those sites, starting with a pathfinder project in Swansea bay and moving shortly afterward to the first full-scale lagoon in Cardiff.

New manufacturing facilities to serve the various lagoon sites across England and Wales will be served by a UK-wide supply chain. Original manufacturing will be spread throughout the UK; particularly important components will come from a number of regional centres of excellence, mirroring the UK’s historic manufacturing heartlands, including South Yorkshire, south and west Wales, the west midlands, western Scotland, Tyneside and Teesside.

A UK tidal lagoon industry would represent a world first. The wide body of bespoke maintenance and engineering expertise it would build up could lead to the export of skills, knowledge and human resource to projects in the first phase of international tidal lagoon deployment, potentially securing up to 80% of global market value in that space. That is absolutely what UK industrial strategy should be all about: renewing and enlarging world-class manufacturing and engineering skills right across the United Kingdom.

Again, my hon. Friend demonstrates his knowledge of the potential industry that we are discussing. His point is well made.

It is envisaged that the machining and pre-assembly of the turbines will take place at a new purpose-built facility in the Swansea bay city region. Heavy fabrication of steel components will take place at a new purpose-built facility, also in the region. Final full assembly of the turbines will take place on site in the turbine housing itself. The turbines’ control systems and generators, which connect to the turbines and generate renewable electricity, will be manufactured in Rugby, also from a majority of British-made parts. Meanwhile, a Stafford facility will provide high-voltage switch gear and control and protection systems, all of which demonstrates the UK-wide potential for the supply chain to serve a new tidal lagoon industry.

Quite simply, the development of a fleet of tidal lagoons, starting with Swansea, would provide an enormous boost to UK civil and electrical engineering, our manufacturing sector and our domestic steel industry. According to Graham Honeyman, chief executive of Sheffield Forgemasters:

“Being part of the Tidal Lagoon project would be an important win for this business. The prospect of working on a new power generation concept is an exciting one and is inspiring to our team. The possibilities for this concept, which could play a huge part in addressing the global power deficit, are vast. For such a project to be delivered through British designs and implementation would also be a great boost to the UK economy.”

I am grateful to the right hon. Gentleman for giving way again; he is making a fine speech. What he and other Government Members have been talking about is first mover advantage. We could make a strong case for first mover advantage. I hope that the Department for Business, Energy and Industrial Strategy is listening to that point. It should not be seen in any way as a cost to consumers. The previous Department was obsessed with snapshots of the cost to consumers in the present, whereas we should be looking towards long-term savings to consumers that will eventually be achieved through this work and the first mover advantage.

The hon. Gentleman makes an excellent point. If we are serious about rebalancing the economy, revitalising our industrial sector and creating new high-quality manufacturing jobs and apprenticeships, we need real and substantial projects to enable that to happen. The proposals for a tidal lagoon industry comprising five or more lagoon projects around the UK represent exactly the kind of new thinking that we need for our industrial strategy.

Tidal lagoons would mean new jobs, requiring new skills for a new industry. To give one example, there is currently no UK facility of sufficient size to serve the tidal lagoon sector with caissons, the large watertight chambers in which construction work may be carried out underwater. Tidal Lagoon Power and its partners have identified a number of potential sites for such a purpose-built facility around the Welsh and Scottish coastlines. The construction of such a facility would further enhance the UK’s civil engineering capability and upskill our industrial workforce.

In a report to Tidal Lagoon Power extending its earlier work for the Welsh Government, Miller Research and SEMTA found that the development of four tidal lagoons in Welsh waters would support 22,000 jobs in manufacturing and assembling the main component parts of the turbines, generators and sluices, which equates to 15% of the total number of people working in manufacturing in Wales in 2014.

My right hon. Friend the Prime Minister is clear that hosting the NATO summit is a huge opportunity to showcase the best of Wales, and particularly south-east Wales. I am delighted to tell the hon. Gentleman that my colleagues in the Wales Offices have recently visited both those tourist attractions and are well aware of the opportunities they afford for visitors to the summit.

Surely tourism in Wales would be helped by action on VAT, as in the Republic of Ireland, and that would also help my constituency of Na h-Eileanan an Iar.

Visitor numbers to Wales increased strongly last year and they are increasing faster than for visitors to England and Scotland. There is no evidence to suggest that VAT rates are a deterrent for visitors to Wales.

The hon. Lady talks about inappropriate sanctions on benefits. I recall hearing one of her Front-Bench colleagues say only a few weeks ago that the Labour party would be even tougher on benefits than this Government have been. I think that she needs to get some consistency with her Front Benchers on whether they support sanctions.

The best way to reduce economic inequality is to have a growing economy and to ensure that people are in work. Today, more people in Wales have gone out to work than at any time before, with economic inactivity at its lowest level since records began. However, the tragedy is that there are still 200,000 people in our country who have never worked a day in their lives. I hope that the hon. Member for Carmarthen East and Dinefwr agrees wholeheartedly that that represents an enormous waste of talent, potential and skill and that a small nation such as ours cannot afford to lose that potential. I hope that he shares my ambition for welfare reform to see those people who have been locked in worklessness brought back into the labour market to achieve their full economic and social contribution.

Does the Minister think that the situation he describes is the result of something inherent in those people or the result of the circumstances and structures they are living in?

That question probably warrants a separate debate. I firmly believe that the vast majority of people want to work. I believe that human beings are hard-wired to want to make an economic and social contribution, but the welfare system, which too often the Opposition parties run to the barricades to defend, blunted that inherent instinct that people have to want to better themselves and to choose work over dependency.

The Minister has accepted that it is not the result of something inherent in those people, so why do they not work, and why can they not work? I contend that it is the structure of the United Kingdom that leaves them in that situation.

I think that I answered the hon. Gentleman’s question the first time.

More than 1.6 million private sector jobs have been created since 2010, and the way to ensure that that number keeps growing is to maintain this Government’s economic discipline and not to follow the discredited plan-B economics of the Opposition parties, which would see growth slow down and inequality widen.

We recognise that the economic situation is still challenging for many people across the UK, but we are committed to reducing the burden on the cost of living where we can. Inflation is at its lowest for four years, benefiting families and businesses across the UK. The Government recognise the impact that persistently high pump prices have on the cost of living and on business costs. We have taken action to support the motorist by freezing duty for almost four years. Had we continued on the path set by the previous Government and followed their taxation plans in full, petrol would be 13p higher per litre than it is today and the average motorist would be paying more than £7 extra for a tank of fuel.

Under the previous Government, energy prices escalated, with the average domestic gas bill doubling between 1997 and 2010. It is this Government who have brought forward changes to help reduce energy bills. We are ensuring that the most vulnerable get direct help with their bills: 230,000 homes will be warmer this year by getting energy efficiency measures installed under the energy company obligation; and 2 million households will get help under the warm home discount, including more than 1 million of the poorest pensioners.
