I am grateful to my right hon. Friend and his Committee for producing that report. I think some hon. Members have anticipated the House’s decision by already using hand-held devices, but it is important that we regularise the matter.

The Government are anxious not to create a precedent of routinely timetabling Backbench motions, but I will consider my right hon. Friend’s request. Subject to the agreement of the Chair of the Backbench Business Committee, and indeed of the House, I will be prepared to table an appropriate motion to protect the business on Thursday.

On Monday the House will devote considerable time to debating, and voting on, an amendment to tackle the problems caused by legal loan sharking. Given that, may we have an urgent statement on the Government’s plans to cap the cost of credit? As part of that, will the Leader of the House investigate a meeting that I understand took place on Wednesday, at which it was agreed that the Government would vote against the amendment on Monday, delaying action to relieve the misery caused by high-cost credit, purely so that an announcement can be made at the Liberal Democrat party conference? We need to know that when MPs vote on Monday, they are not putting choreographing coalition dividing lines ahead of the interests of vulnerable consumers.

May I say by way of preface that I commend the action that the hon. Lady is taking, in conjunction with others, to tackle excessive interest rate charges on credit cards and other means of credit? She asked for a debate, but answered her own question by saying that there would indeed be a debate next Monday. I shall draw her remarks to the attention of my colleague at the Treasury who will be replying to that debate. I am sure that nothing underhand has taken place at all.

I am grateful to my hon. Friend. I have now seen the advertisement to which she refers, which I understand was approved by you, Mr Speaker. The salary of the Clerk of the House and chief executive is linked to judicial salaries and is in the permanent secretary band, which reflects the Clerk’s position as independent constitutional adviser to the Speaker and the House. The Clerk is appointed by the Crown, by Letters Patent, and is not an employee of the House of Commons Commission. However, it is right that all public bodies, including the House of Commons, should take robust decisions on their expenditure at the current time and I support any steps to do that.

Further to the earlier question on Backbench Business Committee debates, on 4 February the House stated clearly that it wanted the Government to consider action on legal loan sharking. On 14 February, 20 Members from across the House wrote to the Ministers responsible to ask for a meeting to make progress on the matter and to look at how we could clarify the intention. Despite repeated requests and letters, nearly three months later no response at all has been received from the Department responsible. I know that I cannot ask the Leader of the House for help to get Wonga-man to account for his actions or to get the Wellcome Trust to account for its actions in investing in this high-cost credit industry and the impact it has on my constituents in Walthamstow and those in communities across the country, but I hope I can ask him for a new debate on holding Ministers accountable for their behaviour towards MPs on such matters and their continued refusal to protect the poorest consumers in Britain.

If the hon. Lady, along with other MPs, has asked for a meeting with a ministerial colleague, my view is that she is entitled to have it. I will convey that view to the ministerial colleague concerned, the identity of whom she very tactfully withheld.

I commend my hon. Friend on the initiative that he is taking to use freedom of information requests to find out more about the resources that are being allocated in that direction. At a time of financial restraint, I would expect all employers to ensure that such facilities are put to their proper use. However, at the end of the day, it is up to the employer on the one hand, and the trade union on the other, to agree to an amount of time and then to see that that is not exceeded.

The last time I had the honour to be in the Chamber to listen to the late Member for Inverclyde, he made a passionate defence of the rights of gays and lesbians in Uganda. We hear that tomorrow, the Ugandan legislature might discuss a further oppressive piece of legislation on the rights of gays in Uganda. May we have an urgent statement from the Government on what they are doing to follow his words urging them to make representations to the Ugandans about ceasing the hateful rhetoric that they deploy against gay people, and to ensure that we stand up for their human rights, as he would have done?

I commend and agree with what the hon. Lady says, and I pay tribute to the campaign that David Cairns championed. I agree that what is happening in Uganda is an important subject. It might be appropriate for her to apply for a debate in Westminster Hall, so that a Foreign and Commonwealth Office Minister can indicate that the Government share her concern, and outline the action that we might take with the appropriate representatives of the Ugandan Government.

I am grateful to the hon. Lady. She is right. Many consumers have found that the high rate of interest they thought they were earning on their account has come to an end without their being notified. We had a debate on the banks, I think, on Monday. However, I will raise with Treasury Ministers whether we have any plans to increase transparency about the interest earned on current accounts.

Further to the answer that the Leader of the House gave to my hon. Friend the Member for Middlesbrough South and East Cleveland (Tom Blenkinsop), I am delighted to hear that he agrees with the Speaker that the practice of late transfer of questions is despicable, and that they should be answered promptly. The Department for Culture, Media and Sport has decided to transfer questions on the impact of the abolition of school sport partnerships on participation in sport that were tabled by me and my hon. Friend the Member for Middlesbrough South and East Cleveland and were chosen in the ballot for answer this Monday. Furthermore, neither of us has received an answer from the Department for Education on this matter, or indeed a date when we can expect an answer. Will the Leader of the House therefore commit to coming back to the House with detailed explanations as to what he has done in talking to his colleagues about ending such practices?

I am grateful to the hon. Lady. My hon. Friend the Deputy Leader of the House was in the Chamber when the original point of order was raised. At his initiative, inquiries are now being undertaken to find out what has gone wrong, and we will report back to the House in the usual way.

Will the right hon. Gentleman agree to a debate on the consequences of the moratorium on and eventual cuts in social housing, which were discussed earlier, on urban regeneration, and the practice that that encourages in registered social landlords to engage in property speculation by sitting on land that they are not developing, thus leaving it empty?

Will the Leader of the House also ensure that his ministerial colleagues agree, as a matter of urgency, to a meeting with me and the Save our Stow campaign to ascertain what can be done to prevent the iconic Walthamstow dog track from being left derelict, given the persistent commercial interest in restoring it and the 500 local jobs that represents?

I will pass on to my right hon. Friend the Minister with responsibility for housing the request for a meeting. The hon. Lady may have just attended Communities and Local Government questions, when social housing was raised.

Perhaps a half-hour Adjournment debate on the future of the Walthamstow greyhound track is a suitable opportunity to share with Ministers the hon. Lady’s concern about its future.
