Commons ChamberT3. Following the answer to the first topical question and in the light of last Thursday’s decision, what conflict-resolution role does the Secretary of State envisage for our troops based either in Cyprus or more widely in the middle east and north Africa region?
As I have made clear, we accept the will of Parliament that there will be no British military involvement in any action against Syria. That does not mean that we are not continuing to press for a diplomatic solution and for the convening of the Geneva peace conference to try to reach a negotiated transition in Syria. No one has yet suggested that any such transition would involve any military role for the UK. Until such a conference convenes and makes progress, any such question is purely hypothetical.

Commons ChamberI have already said in answer to an earlier question that we have doubled the operational allowance. That is critical to troops on operations and is hugely appreciated. We have increased the pay of the lowest paid members of the armed forces, even during the pay freeze, by a fixed £250, which is a more significant percentage for those on the lowest pay levels. The hon. Lady can pontificate all she likes from the Labour Benches, but the problem that we are dealing with and that we have to deal with to give our armed forces the stability and confidence they want for the future is based on the legacy of debt from and undeliverable promises made by the previous Administration.
15. What support is available at higher and further education level for young people who want to join the armed forces; and if he will make a statement.
That is a very deep but helpful question. The Government are clearly committed to integrating defence diplomacy with our wider diplomatic effort to ensure that the UK’s Government-wide objectives are best delivered through the use of all the assets available, including our defence assets, and my right hon. Friend the Foreign Secretary and I will publish our strategy for defence engagement in the new year.
T5. I warmly welcome the Prime Minister’s announcement today that he is setting up a Cabinet Committee to deal with all matters relating to the armed services and veterans. I ask that the Committee prioritises housing issues, which are referred to often, and that there is an indication of how colleagues in this House and members of the armed services and their families outside can give evidence to the Committee.

Commons ChamberNo, I do not. The hon. Lady will recall that prior to the spending review there was a great deal of speculation that the bus service operators grant would be abolished altogether, and the bus service operators warned of significant fare increases and cuts to services if that were to happen. I am pleased to say that we were able to achieve a cut of only 20% in the BSOG, and the operators indicate to us that that should not lead to a loss of services or to significant fare increases.
3. What recent discussions he has had with the Mayor of London on the future of the South London line.
There have been no recent discussions between the Department for Transport and the Mayor of London regarding the South London line. We are aware that officials from Transport for London have been discussing their plans to mitigate the loss of the South London line service, following its replacement with the new East London line services through Southeastern.
The Secretary of State’s announcement last week about London Bridge and Thameslink is hugely welcomed by all our communities, but the one qualification, of which he is probably aware, is that it might have an adverse impact on use of the South London line. Will his Department be positive and constructive with the Mayor of London and local authorities to see whether we can resolve the one remaining piece of the jigsaw-problem, so that everybody can be 100% happy—rather than just 90% happy with a little way to go?
I am aware of the concerns about the loss of the South London line service. As my hon. Friend knows, the Mayor of London asked for the alternative proposal of a Victoria to Bellingham service to be dropped in favour of providing additional financial support to the East London line extension, but I am very happy to talk to my hon. Friend and to other hon. Members who are concerned about the matter to try to ensure the best possible provision of services within the constraints that will exist at London Bridge and Clapham Junction.

Commons ChamberI can answer the hon. Gentleman’s question to me, but I cannot answer for my right hon. Friend the Secretary of State for Wales; he will have to address his question to her in person. There has to be a business case for electrification. We will work with the Welsh Assembly Government to strengthen and build that business case over the next few weeks and I shall make an announcement to the House as soon as we have made a decision on the IEP procurement that will cover both IEP and further electrification on the great western main line.
I welcome the Secretary of State’s announcement that what was originally called Thameslink 2000 by the previous Government will at last be delivered by this Government. Will the Secretary of State also direct those responsible to ensure not only that we have the new London Bridge station in my constituency, and all that goes with it, but that the maximum number of commuter lines are continued in south London? That is obviously of interest to people who live in London as well as those who live further afield.
I thank my hon. Friend for that question. He is quite right to observe that we must get the balance right between building large new infrastructure projects and maintaining existing services. I have been out this morning to the site of the Blackfriars station development and seen just how incredibly difficult it is to build such a major project on a running railway line with trains passing backwards and forwards. It is very complex, and allowing a little extra time will ensure that we do not have catastrophic disruption during the programme.

T3. As Ministers work out how best to transfer travel from plane to train, where that is possible, will they prioritise talks with European colleagues to make sure that the European rail network works and with colleagues in this country to make sure that high-speed rail will allow people to go through the capital without having to change trains?
I thank my hon. Friend, who makes a very important point. Now that we have made it clear that there will be no third runway at Heathrow airport, modal shift from air to rail becomes crucially important, including for journeys through to Europe. I have asked HS2 Ltd to look at the options and the costs of providing a direct link from the proposed HS2 to the existing high-speed rail network to the Channel tunnel.
