Commons ChamberThat is a perfectly legitimate question. We are talking about either sanctions that will be suspended—not lifted or abolished—or about the unfreezing of a specified amount of frozen assets on a one-off basis. The sanctions relief that is being offered to Iran can easily be reversed if it does not abide by the commitments into which it has entered.
Of course we thank the Foreign Secretary and his Security Council and European Union colleagues for a very successful agreement, but we are mindful that the proof of Iran’s sincerity lies in inspection and verification in the next six months. Does he think that, while that is proceeding, Iran might be encouraged to participate in the other conversations in the middle east that must happen—the discussions on Syria that he has announced will take place in January, and discussions on other issues further down the track relating to Israel and Palestine?
I hope so. There have been several questions about that topic. As I have said, it is too early to conclude from this agreement that other aspects of Iranian foreign policy will change, but of course we should like that to happen. I have said to Foreign Minister Zarif that if Iran—along with nearly all the rest of the world—were to accept last year’s Geneva communiqué on Syria as the basis for future discussions on the subject, many countries would be much more open to its involvement in those discussions. That is up to the Iranians, and I hope that they will respond positively to such suggestions.

Commons ChamberSubstantive changes in our policy on sanctions will require substantive changes in Iran’s nuclear programme, of course. Negotiations took place in Geneva on 15 and 16 October and a further round of such negotiations is now planned for 7 and 8 November, the end of next week. We welcome the improved tone and posture of Iran in those serious negotiations, but it will have to take serious and real steps for us to be able to reciprocate.
7. What recent assessment he has made of the prospects for successful negotiations with Iran on its nuclear programme.
I welcome the more positive approach taken by the Iranian Government at the recent E3 plus 3 talks in Geneva. Foreign Minister Zarif presented a basis for negotiations and we have begun more substantive discussions on how to address the serious concerns about the nuclear programme. If Iran is willing to take the necessary first steps on its programme, we are ready to take proportionate steps in return.
I am grateful for the constructive reply from the Foreign Secretary. Given that Lakhdar Brahimi, the UN and Arab League peace envoy on Syria, has recently said that Iran’s participation in the Geneva talks would be fruitful, natural and necessary, will the Foreign Secretary consider an invitation to him to help in that process and in the negotiations with Iran on nuclear weapons?
It will ultimately be up to the UN to decide who can be brought around the table in a Geneva peace conference. I have already discussed Iran’s approach to Syria with the Iranian Foreign Minister and have put it to him that it is time that Iran accepted—along with Russia and many other non-western countries—that last year’s Geneva communiqué is the basis for discussing the future of Syria and that we are out together to create a transitional Government and bring the conflict to an end. Iran has not yet indicated that; it would be very helpful were it to do so.

Commons ChamberDespite having played a considerable role in the last coalition discussions, I can say that we are not actually planning coalition discussions for two years’ time. We plan, as most parties do, though not the right hon. Gentleman’s party, to win a majority in the House of Commons. The Prime Minister has made the position on the matter clear. That is something that we would absolutely want to proceed with in any Parliament where we held office. Talking of which, let me give way to my right hon. Friend the Member for Bermondsey and Old Southwark (Simon Hughes).
I pay tribute to the Foreign Secretary for his role in the coalition Government and the work that he has done. Is not the strength of this country, past and present as well as future, that we are part of the continent of Europe, where we want to lead, that we increasingly have an English-speaking world, where we can lead, and that we have an empire, now an expanding Commonwealth, where there are huge opportunities? We are best placed if we exploit all three opportunities and do not suggest uncertainty about our commitment to any one of them.

Commons ChamberWe do a great deal of that in our bilateral relations. This work was started under the previous Government—I pay tribute to that—and it continues in the current Government. I think we are foremost among Foreign Ministries in promoting the recognition of climate change and the need to act on it within other countries around the world. We have done a lot of that in China and do a lot of it in Brazil and many other emerging economies, so that work has the continued energy that we have all put into it over the past few years.
As a warm Commonwealth friend and ally to Pakistan, what is the Foreign and Commonwealth Office’s assessment of the present political difficulties in that very important country in the region?
Pakistan has many political controversies and difficulties, even by our own standards, but it is approaching an election with the prospect of this being the first democratically elected Parliament and Government in the history of Pakistan that can be succeeded by another democratically elected Parliament and Government. That will be an important milestone in the history of Pakistan, so although many controversies swirl around, we must maintain our robust support for the institutions of a democratic Pakistan. We always make that very clear.

Commons ChamberMy priority for the middle east is to support peace and stability by urging the United States, with the strong and active support of the EU, to take a decisive lead in pushing the peace process forward; ending the violence in Syria; securing a diplomatic solution to the Iranian nuclear question; and supporting democratic transitions in Egypt, Tunisia and Libya.
I thank the Foreign Secretary for his commitment to those matters. Those of us who for the whole of our adult lives have been supporters of the state of Israel and of a state for Palestine were pleased by the decision of the United Nations last week, but dismayed by the response of the Israeli Government, who suggested that settlements should be built to the east of Jerusalem, effectively separating the two parts of the west bank. What does the Foreign Secretary think is the best way of getting the message through to the Israeli Government that that is neither the way to win friends nor the way to win peace?
My right hon. Friend is absolutely right in everything that he has just said. We summoned the Israeli ambassador to the Foreign Office yesterday to hear exactly that message from the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), who has responsibility for the middle east. If implemented, the plans that were announced on Friday would alter the situation on the ground on a scale that would make the two-state solution with Jerusalem as a shared capital almost inconceivable, or certainly very difficult to implement. Much as we had misgivings, for some of the same reasons, about pressing for a resolution at the United Nations, we think that that was the wrong way for Israel to react. That message is coming loud and clear from all around Europe and the United States.
I think that we were right to argue that pressing a resolution at the United Nations at this juncture—at this very moment—could lead to fresh complications, that we were right to argue that its amendment would have mitigated the consequences, and that we are right to argue now that Israel should not expand settlements on occupied land. All those positions are, I believe, correct.
T4. Do Ministers consider it a possibility that next year it could be a UK Government priority and a European Union priority to seek to end the division of Cyprus once its new President has been elected in February, given the good will that I understand exists in both communities in Cyprus—in part—in Turkey, and, I hope, in Greece?

Commons ChamberAfter my discussions with Secretary Clinton yesterday, I think there is a good understanding of the strength of view across the world, including in countries such as ours as well as in other European countries, and of the urgency of the matter. It is very important for that understanding to be shared across the American system. I have worked closely with Secretary Clinton over the past two and a half years, but she intends to depart office as Secretary of State in the coming weeks. This will be the No. 1 item we discuss with the incoming Secretary of State of the United States; indeed, I have already discussed it with some of the people who might become Secretary of State. It has been prominent among our discussions with President Obama, and the Prime Minister and I have both put the point strongly to the President. The understanding is there in the United States but we now need to help them translate it into real action.
I pay a great tribute to the Secretary of State for not only ensuring that this is a UK Government foreign policy priority but trying to ensuring that it becomes a second-term American Administration foreign policy priority. On the difficult issue he has addressed of the ICC jurisdiction, I understand exactly what he is trying to do. Is it his hope not that the ICC should not have a jurisdiction but that if the Palestinians and Israelis come to the table for peace talks, the question of the ICC can be parked for a time so that the attempt to get a peace deal is not skewered by sending the question to courts that would take much longer to resolve it?
My right hon. Friend is right, of course, about the second-term priorities. Given the urgency of the situation and given that from January the Israeli elections will have taken place and the United States will be at the beginning of a second-term Administration, if we are not going to address and resolve the problem then, when on earth will we ever do so? We see this question as very important for the re-elected US Administration. He is also right about the ICC and that is what we are saying. We are saying not that anyone should be exempt from the ICC for the long-term future, but that since a negotiation must succeed everybody has to accept some things that are temporary or unpleasant. We had our own experience of that—many hon. Members have much experience of it—in the Northern Ireland peace process. We had to do things we were very reluctant to do but that were necessary to bring about a settlement. That is true in the middle east, too.

Commons ChamberIn this country and the House, we believe in the universality of human rights. I often make that point to Chinese leaders, including in the annual strategic dialogue that I conduct with China. We also have a formal human rights dialogue with China and we do not shy away from raising any of these cases. Of course, like the previous Government, we see Tibet as part of the People’s Republic of China, but we also look for meaningful dialogue between representatives of the Dalai Lama and the Chinese authorities, and we will continue to support that.
Q7. The Government have made clear their commitment to root out tax avoidance by public officials and civil servants. Will the deputy—the Foreign Secretary—make it clear that the Government will be equally robust in rooting out tax avoidance by the corporate sector that does jobs for the Government, or that is employed by the Government?
Absolutely, and I will not mention that slip to the Deputy Prime Minister—it is entirely between ourselves and these four walls.
In the Budget, the Chancellor set out clearly his absolute determination to deal with tax avoidance and to do so in the future without warning. If the Chancellor was here, I know that he would say that that applies to the corporate sector, too.

Commons ChamberWe are strongly urging both sides to build on the current contacts, and we have discussed that with, among others, the new Israeli Deputy Prime Minister. Those contacts include the joint statement of 12 May following the exchange of letters between Prime Minister Netanyahu and President Abbas. We are encouraging them to resume direct negotiations. We welcome the statement by Prime Minister Netanyahu that the new coalition in Israel presents an opportunity to advance the peace process, and we urge them to take that opportunity.
19. Much of the watching world is troubled by the thought that if there is continuing delay, there will be continuing illegal building of habitations by Israel in Palestine. Can the Foreign Secretary assure me that this issue will be a high priority for the Government, because with every year that passes the chance of peace and justice in those two countries recedes?

Commons ChamberLet me give my fourth reason before giving way to a Liberal Democrat Member.
As the Prime Minister said, there is a serious danger that while holding a referendum such as the one advocated —it is predicated on a Bill in the next session of Parliament, which runs from 2012 to 2013 and means that a referendum would be in 2013 or later—we would lose important opportunities to protect or to further our national interest in the meantime. On all those areas where we need the agreement of others—from the shape of the EU budget up to 2020, to agreement on our requirements for any treaty change—it could be harder, not easier, to get our way.
Although of course the Foreign Secretary and his party, and I and mine, come from different positions on Europe, we both made commitments to referendums, but both were conditional on there being a shift of power from this country to Brussels. It therefore must be right that, at the moment, we concentrate on helping our colleagues to sort out the European crisis, which is what businesses want us to do, and on getting our economy to grow again, which is what our constituents, in and out of work, want us to do. The referendum would be an absolute and immediate distraction from that.
That is one of the reasons I am giving.
My fifth reason is that the concept of holding a three-way referendum as set out in the motion is innovative but seriously flawed. Leaving aside for a moment all the uncertainty and difficulty which would occur in the run-up to a referendum, which is my final point, if we are serious about this we have to think carefully about what would actually happen in a three-way vote. It is highly unlikely that any one of the three options would receive more than 50% of the votes. If, for the sake of argument, 40% of people voted to stay in, 30% voted to leave, and 30% voted to renegotiate, would that mean that we stayed in without any renegotiation at all? Is this to be a first-past-the-post referendum or a preferential voting referendum? If it is to be a preferential voting referendum, we have just rejected that system—in a referendum. Perhaps we would have to have a referendum on the voting system for the referendum itself.

Commons ChamberThe hon. Gentleman’s terminology is slightly different from how I would describe the situation, but yes, we think that the Israelis should act to allow more goods into and out of Gaza. We have criticised the current policy on many occasions, although there have been some improvements over the past year. I agree with the gist of his remarks. Often the effect of the policy has been to strengthen the position of Hamas domestically within Gaza and its financial interests there. It would be wiser for Israel to change the policy, just as it is necessary for Hamas to change its policies in the way I have just described.
We have seen the winds of change blowing though north Africa and the middle east in an encouraging way and the British Government have been strong and robust in their words and actions, for which I congratulate the Foreign Secretary. We have also seen the opportunities in Israel and Palestine with the pending release of Gilad Shalit and the deal. It would be helpful, and compatible with the negotiations and Baroness Ashton’s intervention, if we ensured that Israel knows that Britain’s objective will be to recognise a Palestinian state as soon as possible so that there can be parity and equality in the negotiations and their conclusions?

Commons ChamberThe Foreign Secretary will, of course, appreciate that there is a desire for conflict resolution that will lead to a democratic opportunity for Libya. Will he accept from one who represents many people from north Africa, and many from the Arab and Muslim world, that the intervention that we made is extremely respected and appreciated by those communities here? They want us to continue to uphold the transformation in the Arab world to more democratic countries, because one of their reasons for being here is their inability to exercise their freedoms fully in the countries from which they have come.
That is absolutely true. We responded to the call from the Arab League, and I discussed the situation in Cairo two weeks ago with its secretary-general, who remains supportive of what we are doing. As my right hon. Friend rightly says, that is representative of opinion not just across the region but among many people in this country.

Commons ChamberThe argument is that all parts of the public sector have to make the best possible use of reduced resources. I hope that the way in which we are now running the Foreign Office budget is a good example of that, and that it can be used as an example to other organisations, including the World Service. None of us enjoys making reductions anywhere, but it would clearly be impossible to do all the other things that we are committed to doing if we had maintained the World Service’s budget at exactly the level that it was before. We are putting the World Service on a long-term sustainable footing by moving it so that its funding comes from the BBC licence fee and enabling it to work together with the development of BBC World television. For the medium to long-term future, the World Service is on a much sounder, more sustainable footing.
The Foreign Secretary’s statement is very welcome, and I particularly welcome the expansion of our missions in countries whose citizens are represented in large numbers here as students, residents and business people. Those include China, India, Turkey and the countries of Latin America. Will he also assure us that in parts of the world where there are tensions and conflicts—where he also wants us to be properly represented—the work of conflict prevention and the upholding of human rights is a key priority in all our missions, just as it is in the United Nations, where we have international responsibilities?
My right hon. Friend makes an important point. The work that we are doing in Yemen is conflict prevention. In particular, the very active work undertaken by the Foreign Office and the Department for International Development in Sudan during the referendum there earlier this year has so far made a material difference in preventing new conflict. That is part of the rationale for establishing a new embassy promptly in South Sudan. Conflict prevention saves many lives, and it is much cheaper and much more effective than having to intervene in conflicts when they arise. That will remain an important plank of our policies.

Commons ChamberThe answer really is the same as the one I gave a few moments ago: we have to operate within all the spending constraints involved in repairing the budgetary catastrophe left to us after last year’s general election. Unfortunately, that has consequences for the World Service too, but the Arabic service, along with so many other services of the World Service, will not just be secure for the future; it can be developed further for the future, along with BBC World, which is also of importance in the Arab world, because we have secured its long-term future within the BBC licence fee.
T6. The recent report to the Secretary-General of the United Nations made it clear that war crimes had been committed in Sri Lanka by both the Tamil Tigers and the armed forces of the Government of Sri Lanka. What action do our Government propose to take in the UN and the Commonwealth to make sure that Sri Lanka, a member of the Commonwealth, upholds the rule of law and that war crimes are punished?
This is a vital subject and it is crucial for the long-term health of Sri Lanka that these problems are addressed as a part of reconciliation for the long-term future and in bringing different communities together in Sri Lanka. Our Government strongly supported the commissioning of the report by the Secretary-General. We are considering that report carefully, but in the meantime we look to the Government of Sri Lanka to respond to it in detail and make it clear how they intend to proceed.

Commons ChamberThat is not something that we have discussed in the European Union, because our attention has been so focused on the Iranian nuclear issue. I hope that the right hon. Gentleman will forgive me if I say that, while I entirely share his sentiments about some of the statements from the President of Iran, I think it right for us to concentrate on developing a strong set of sanctions on the nuclear programme and repeating to Iran that it is time to negotiate about that programme. Those things are so important that I do not think we should let anything else get in the way.
13. What his foreign policy priorities are for the middle east area.
Strengthening the United Kingdom’s relations with the countries of the middle east as part of a distinctive British foreign policy is one of the highest foreign policy priorities of this Government. We will work to promote a two-state solution to the Arab-Israeli conflict, and will press for firm diplomacy to resolve international concerns about Iran. We will remain engaged in Iraq, and will help to build stability in Yemen.
I thank my right hon. Friend for his encouraging answer.
Six years ago this week, the International Court of Justice ruled that the wall being built by Israel was illegal and ought to come down. Will my right hon. Friend make it absolutely clear, while consistent with supporting a continued safe state of Israel and a state for Palestine, that Israel must understand that international law is for all, not some, to obey?
It is for all to obey—that is absolutely right—and, of course, we support a two-state solution created by negotiation and confidence-building on both sides, rather than the creation of facts on the ground that are intended to change the shape of such a solution ultimately. We are very committed to that, as the Under-Secretary of State, my hon. Friend the Member for North East Bedfordshire (Alistair Burt) has already explained. I am in constant touch with Senator George Mitchell, who is working hard in trying to turn proximity talks into direct talks.

Commons ChamberI am grateful to the hon. Lady for reminding me of our wager. Without giving too much away, I should say that I am looking forward to drinking with her the proceeds that she owes me. The wager was made on the understanding that I would join her so that we could consume the proceeds together. I am looking forward to doing that. [Interruption.] No, it is not beer on this occasion; it is something that we will drink together.
She asked how we would arrive at the decision. Well, that is exactly what the new European Affairs Committee of the Cabinet is there to do, supported by officials from both the Foreign Office and the Cabinet Office. There will be greater Foreign Office involvement and co-ordination of European affairs than has been the case for a long time. That is part of the more central role in government for the Foreign Office that I have always envisaged and am trying to bring about. That Committee will examine such issues, including the one to which the hon. Lady referred.
I warmly welcome the Foreign Secretary to his new job, and I am encouraged by what he has said about the new European Affairs Cabinet Committee. Can he assure me that the Committee will pull together issues of climate change and climate crisis across the whole of Government, because those matters are relevant to the Ministry of Defence, for example, and clearly to business, too? If Britain can be seen to be leading the new green agenda in Europe, there is a real chance that we can influence the world. To put it bluntly, if Europe does not lead, the Americans, the Chinese and others are not likely to follow.
I very much take that point. The hon. Gentleman can see how seriously we take the matter from the fact that his right hon. Friend the Secretary of State for Energy and Climate Change is the deputy chair of the Committee. I shall talk about climate change during my speech. It was noticeable in the final stages of the Copenhagen meeting that the European Union was not at the final table—in the final discussions—and we have to put that right for the future. That will be part of the approach that we are trying to put together in the European Affairs Cabinet Committee.
The main issue before the forthcoming European Council is, of course, the current economic situation. A number of member states face severe fiscal difficulties, and growth across Europe is anaemic. The priority for all of us is to rectify our budgetary problems and deal with the fundamental underlying problem of weak economic growth. The Government have made it clear that we will stay out of the euro, but at the same time, we must acknowledge that the EU is our single biggest trading partner. Problems in one member state affect us all, whether we are single currency members or not. Recent developments in the eurozone have exemplified the need for fiscal consolidation, which is the No. 1 priority across Europe. We have made an urgent start on dealing with the deficit, and those actions will be crucial for the stability of our public finances, after those who are now on the Opposition Front Bench bequeathed the country the worst peacetime deficit in modern times.
The major issue dominating discussion of European affairs is the difficulty facing the eurozone. A strong and healthy eurozone is, of course, in this country’s interests. That is a view held even by those of us who have always opposed Britain joining the euro. Much of our prosperity depends on our neighbours’ prosperity: 49% of our exports go to the eurozone.
They will certainly demand a lot of examination in the House. In the coalition agreement, we have committed to approaching further criminal justice legislation on a case-by-case basis. The UK has the right to decide whether to participate in new EU justice and home affairs measures, so we will give careful consideration to whether to opt-in to new measures in those areas while at the same time ensuring that the UK’s security is maintained and our civil liberties are protected, and that the integrity of our criminal justice system is preserved.
We recognise the importance of Parliament having adequate time to scrutinise those opt-in decisions. In all but the most exceptional cases, that means that we will not opt-in to any new measure in the first eight weeks following its publication, to give Parliament time to give a considered opinion. The hon. Gentleman will know that we are looking at how to improve parliamentary scrutiny of decision-making in Europe, and the positions that this Government or any future Government take at European councils. Indeed, we would welcome his views, as a distinguished former Chairman of the European Scrutiny Committee, on how those procedures can be improved. I know that my right hon. Friend the Leader of the House would welcome hearing from the hon. Gentleman.
It is important that what the Foreign Secretary has just said is given maximum publicity. One of the aspects of the disempowerment felt by the British public is the perception that European legislation has been forced on them. We should have a real debate about the merits of issues such as the working time directive, and what he has just said will be warmly welcomed not only by his party, but by mine.
That is further evidence—to the deep disappointment of Opposition Members—of how well coalition government is now proceeding.
I will attend the Foreign Affairs Council on 14 June in Luxembourg. As I have long said, it is strongly my view that the nations of Europe should do more to use their collective weight in the world to advance shared values and interests. The problems have not been institutional, but political, including a lack of will and consistency. That is the spirit in which we will approach these matters.
I mentioned last week in the debate on the Queen’s Speech that this Government will give greater weight to elevating our relationships with emerging powers across the world, and that policy will, I hope, be complemented by other European nations doing the same. Indeed, some of them are further ahead than us in doing this, and it will form part of our collective work in the EU. The Council’s agenda will include Iran and the western Balkans. It will also be important to discuss recent developments in Gaza, how the European Union can give fresh momentum to the middle east peace process and what role we can play in helping to address the crisis in Gaza.
