Commons ChamberFrom across the European Union and from the United States pressure is being exerted on Russia to desist from supplying illegally armed groups, as I have said, and to ensure that they continue to talk to and work with President Poroshenko of Ukraine. That is a very strong message from across the western world and that work will continue, of course, over the coming weeks. We will discuss this among EU Foreign Ministers in Luxembourg on Monday and I believe that a strong and united message will come from that meeting.
19. I was a member of the OSCE who was fortunate enough to monitor that election in Ukraine. Does my right hon. Friend accept that it was a fair election in which the vast majority of those who wished to vote were able to do so and that this is an important building block to increase and enhance the stability of Ukraine so that it can move forward, so long as we can overcome the problems Russia is posing?
I thank my right hon. Friend and many other hon. Members on both sides of the House who took part in the election observation. The United Kingdom supplied a huge number of observers—10% of the total number—and these were well-conducted elections. The vast majority of Ukrainians were able to vote and they gave a clear and decisive result that should add to the stability of the country and the region.

Following the praise of the UK Independence party on Russian-controlled television yesterday, will my right hon. Friend remind the House of the guiding principles of British foreign policy towards Ukraine, namely that Ukraine has a democratic right to self-determination and that sending in the tanks and holding a sham referendum in the Crimea under the shadow of the Kalashnikov is not only aggression but illegal in international law and a threat to the security of the world?
My right hon. Friend makes an important point. The guiding principles for us are that the development of democratic institutions in Ukraine and a rules-based international system are in the national interest of the United Kingdom. For any parties or leaders in Britain to feed a Russian propaganda machine after the invasion of a neighbouring country is not a responsible position to take, particularly for anyone who professes to believe in the independence and sovereignty of nations.

Commons ChamberI suppose the answer to the question of what we are continuing to do now is the British military presence in Afghanistan, the aim of which is to increase security throughout that country. A series of programmes will continue after the draw-down, particularly the training of the Afghan military and police, and the Government will do all they can. I echo the comments the right hon. Gentleman made about the contribution made by so many people in the voluntary sector.
12. What reports he has received on the outcomes of the London conference on the illegal wildlife trade 2014.
More than 40 nations attended the illegal wildlife trade conference and vowed to help save iconic species from the brink of extinction. The London declaration contains commitments for practical steps to end the illegal trade in rhino horn, tiger parts and elephant tusks, which fuels criminal activity. Botswana will host the next conference.
I very much hope so. In particular, the elephant protection plan, which was endorsed during the conference by five key African states, now needs to be implemented in those states, and funded by other states and by the private sector. If that happens, it can become a game-changing agreement on preserving the African elephant. I certainly hope that major progress will be made on that before we get to Botswana in a year’s time.

Commons ChamberThe hon. Lady raises a very important issue. Significant discussions have been taking place and will continue to take place. We support the Democratic Republic of the Congo through our significant bilateral aid programme, as well as by supporting multilateral institutions. The progress made by the UN mission and the Secretary-General’s special representative to negate the influence of the M23, which has now completely surrendered, and to tackle other armed militia groups in the eastern part of the DRC, is a key cornerstone to creating stability and security, which will then lead to developmental assistance.
Further to the shadow Foreign Secretary’s question, may I ask my right hon. Friend, on the wider issue of foreign policy, what assessment he has carried out on the impact on Scotland of our foreign policy and all the work done by our embassies and high commissions day in, day out, including UKTI, on behalf of this country and its citizens?
My right hon. Friend is right to refer to this point, because in addition to what I mentioned in response to the shadow Foreign Secretary, this country has a huge consular network—one of the biggest of any country in the world. We look after British nationals wherever they are overseas, and there is no way that a Scotland separate from the UK could compete with that network. An ambassador of a new country arriving in, say, Washington DC would be the 179th ambassador arriving in town, which could not compete with the influence of the UK in Washington.

Should we not look more at whether conditions should be attached to aid where there are particularly horrendous or general abuses of individuals’ freedom of religion?
I would not want to separate it out and just talk about it in the context of freedom of religion. We should discuss it generally in the context of human rights abuses. We have taken steps in countries where we think that there is corruption—
