Commons ChamberI would have thought that Scottish Ministers were better served ensuring that the people of Scotland are supported, rather than seeing health outcomes head in the wrong direction and seeing tax rates head in the wrong direction. I can assure the hon. Member that every one of the diplomatic staff in the FCDO promotes Scottish interests overseas. I am very proud of the work that our officials do from Abercrombie House, which is part of our UK headquarters in Scotland. I can assure her that, when it comes to promoting Scotland’s interests overseas, we continue to do so at all times.
Please could my right hon. Friend comment on how the Windsor framework will improve trade between Northern Ireland and the rest of mainland Britain, particularly Wales, and say whether the framework will also facilitate UK trade with Ireland and the rest of the EU?
The Windsor framework makes sure that trade from Great Britain to Northern Ireland, these constituent parts of the United Kingdom, is improved, increased and unhindered. That will be massively to the benefit of people in Northern Ireland, and of course to those businesses and traders in Wales producing such fantastic products that the people of Northern Ireland will want, as indeed will people across the whole world.

Commons ChamberThrough our investment in the development of the AstraZeneca vaccine, our finance for COVAX and our commitment of 100 million vaccine doses from surplus domestic supply, the UK is a global leader in our support for vaccinating the poorest around the world.
My hon. Friend is absolutely right. At the G7, by making it clear that we would donate 100 million doses from surplus domestic supply by the end of June 2022, we also leveraged 1 billion doses from other countries. We are committing 80% to COVAX, which will be distributed according to its criteria, and a further 20% on a strategic basis. Allocations will be announced in due course.
Will my right hon. Friend join me in praising the employees of Wockhardt in my constituency of Clwyd South for the indispensable role they have played in our vaccine manufacturing process? It has allowed us not only to roll out doses swiftly and effectively in the UK, but to support countries across the rest of the world that have been badly hit by the covid pandemic.
My hon. Friend can be rightly very proud of the role his constituents have played. It is not only Wockhardt employees, but the wider AstraZeneca collaboration with Government and the £90 million of support that the Government put in for research and development and for getting capacity up that have meant that we not only have this world-beating domestic vaccine roll-out, but have supplied 98% of the vaccine to the poorest and most vulnerable countries around the world delivered by COVAX.

Commons ChamberI think that everyone from all parts of this House will share the desire to see a world without nuclear weapons. However, we do need to ensure that at no point do we compromise the United Kingdom’s defence. We worked at the P5 conference of NPT nuclear weapon states that took place in February 2020 to demonstrate our engagement with the wider non-proliferation treaty community, and we will continue to work on our priorities: transparency, the UK national report, disarmament verification and peaceful uses of nuclear energy.
Although it remains our intention and hope to reach agreement with the EU, as a responsible Government we continue to make extensive preparations for a wide range of scenarios. The FCDO is leading communication campaigns aimed at UK nationals living in the EU and UK travellers to the EU to help to ensure that they take the actions they need to be ready for the end of the transition period. We have also launched the UK nationals support fund, providing up to £3 million to support at-risk and hard-to-reach UK nationals who might need additional support to apply for residency in their host EU member states.
Will the Minister tell us how businesses and organisations in Clwyd South and the rest of the UK can access practical advice and support from the Government to ensure that they are ready for the end of the transition period?
My hon. Friend is right to ask such questions on behalf of his constituents. Let me point him in the direction of some areas of support. First, the Welsh Government provide an online EU transition portal at www.businesswales.gov.wales, where businesses and organisations can find up-to-date advice from the Welsh Government; there is an online query service and a helpline. For the UK as a whole, the best place to start is the gov.uk website, which provides comprehensive and up-to-date advice and includes step-by-step guides in key areas. From a business perspective, it might also be of interest to my hon. Friend to know that we continue to make excellent progress in our negotiations for a comprehensive free trade agreement to come into force in 2021, and we have agreed with the European economic area and European Free Trade Association states a continuity deal to ensure that trade flows continue at the end of the year while we finalise the more ambitious FTA that we are negotiating.
I thank the hon. Lady for her question, and for her continued emphasis in this regard. These matters about the region of Kashmir have to be settled bilaterally between Pakistan and India. What I can say is that we do raise this issue at every opportunity with both authorities. I am more than happy to ask the Minister for South Asia to meet the hon. Lady, so that she can get a deeper insight into the actions that the Government are taking.
An important part of the work we do involves promoting all four corners of the United Kingdom. We do that in our post through a celebration of St David’s day, as well as other national festivals, and we do it all round the world. Through the GREAT UK Challenge Fund, the FCDO promotes Welsh businesses and Welsh culture. My hon. Friend might be interested to know that in the last financial year we supported 40 projects promoting the devolved nations, including 14 in Wales, and with the Department for International Trade we helped to attract 62 foreign direct investment projects, creating 2,736 new jobs. That demonstrates the value to the people of Wales of the United Kingdom Government, including in their foreign policy.

Commons ChamberYes, the UK will indeed pursue an independent sanctions policy driven by our foreign policy objectives. We established a global human rights sanctions regime on 6 July, which gives us new powers to fight those involved in serious human rights abuses. The sanctions we recently imposed on individuals in Belarus are a good example. Sanctions are best delivered, though, through collective action, and we will continue to work with EU and other international partners.
Does the Minister agree that the end of the transition period will herald a global Britain with more freedom to follow our own path in the world, to the benefit of my constituents in Clwyd South?
Yes. At the end of this year, the process of transition will be complete, and we will recover our economic and political independence. That is why we did not extend the transition period. We need to be able to design our own rules in our best interests, without the constraints of following the EU.

Commons ChamberI thank my hon. Friend for his follow-up question. As I am sure he would understand, as an independent country we of course want to have representation in Brussels because, after the transition period, what will be so important is promoting UK interests and UK influence overseas.
The UK is deeply concerned about the humanitarian crisis and conflict in Yemen. We fully support the UN peace process and urge all parties to engage constructively with it. The UK has shown extensive leadership in this response, committing nearly £1 billion in support to Yemen since the conflict began. I recently conducted a virtual visit to Yemen, meeting special envoy Martin Griffiths, Yemeni Foreign Minister al-Hadrami and Houthi spokesman Mohammed Abdul Salam, and I urged all parties to engage with the UN peace process.
I have been contacted by constituents in Clwyd South about the vital importance of the UK’s humanitarian aid to Yemen. Does the Minister agree that the UK Government’s role in Yemen is a prime example of the joined-up foreign policy and development work that will be needed in the new merged Department?
My hon. Friend is absolutely right. It is impossible to separate our development work from our wider diplomatic work. The greatest step forward that we could have for the people of Yemen is for the conflict to cease, so that we can concentrate solely on humanitarian support. Conflict resolution is a classic function of the Foreign and Commonwealth Office. Indeed, when I speak to the development partners in country, they prioritise conflict resolution, and the work of DFID and the work of the FCO therefore go hand in hand with supporting the people of Yemen.
