This year has sadly seen a continuation of the rise of those who wish to divide us, amplify our fault lines and sow division. That is happening across Europe and also, unfortunately, domestically, with the rise of racism, xenophobia, Islamophobia and antisemitism. As we approach the festive season, however, I want to share a message of hope and mention some excellent groups and individuals who are working to bring our communities together rather than spreading division.

First, I will mention a young boy by the name of Joshua Harris, or the Joshie-Man as he is commonly known. He is a young boy with autism and he set up a campaign along with his father Dan called “Cake Not Hate”. Following an Islamophobic attack on a mosque, he now travels up and down the country visiting places of worship and shares cakes with the local community.

Secondly, I will quickly mention Ruth Sinhal and her Leicester Schools Linking Project, which is an excellent initiative that brings together schools from different areas, with children from different ethnicities and religions, to learn that we have much more that unites us than divides us.

Finally, in these cold winter months, there is the charity One Roof Leicester. Salma Ravat, along with Leicester cathedral, ensures that no one is left in the cold in these long nights, and they all deserve our appreciation. However, all these wonderful people face constant, vile hate speech on social media, just because they are trying to bring communities together.

I would like to thank everyone who does not give in to vile rhetoric and instead chooses to stand with their neighbours in solidarity, which is the true message of Christmas. To everybody here, I wish a happy Christmas.

I know that my hon. Friend is a great campaigner for her constituency. I can assure her that these are not trivial matters, and I congratulate her on getting developers to take this matter seriously and to provide residents with the grit bins they want. That is not an easy achievement, and she should be commended for it. As she points out, unadopted roads can cause a range of issues for residents, and we are consulting on how to speed up and simplify the process for the adoption of roads. She may wish to raise the matter in an Adjournment debate, but when the Government have something to say on these matters, we will bring forward our findings.

Earlier this week, Baroness Amos published her interim findings on maternity care in England. Unfortunately, some of the readings are absolutely harrowing, and I apologise for the graphic nature of the following accounts. Women were left for hours to bleed out in toilets, and their concerns about a lack of foetal movement were completely ignored. There is a disturbing trend, which appears to show that women from black and Asian backgrounds receive notably worse care. The investigation into maternity care at Leicester royal infirmary has been postponed, but many mothers have told me that they felt ignored on when and where investigations should take place. May I ask the Leader of the House to please make time for a Back-Bench debate, or a debate in Government time, on the state of maternity care in England?

The situation that the hon. Gentleman describes is by no means acceptable, and systematic failures have been highlighted time and again. Preventable tragedies cannot be ignored, and families show extraordinary courage in bringing forward these matters. In the new year, we are setting up the national maternity and neonatal taskforce to address these issues. It will be chaired by the Health Secretary. I am sure that the matter can be brought before the House for further discussion then.

Food poverty remains a huge blight on our country. This Government are absolutely committed to tackling it, which is why we have extended free breakfast clubs and introduced this huge expansion in free school meals, which is something I am sure we can all be proud of. I thank my hon. Friend for raising this issue.

In the month of August alone, across our country mosques as well as women, children and families have been subjected to unacceptable levels of Islamophobic abuse and attacks—from a young Muslim mother with her young child being abused in a park in Yorkshire for simply wearing a niqab, to a young autistic man in Manchester being threatened to have his throat slit and told to go to his mosque. Does the Leader of the House agree that some language and rhetoric used by some Members both in this Chamber and in some media outlets fuel this hatred on the streets? Given the ever-increasing number of attacks, will she remind Members of our responsibility in our use of language, and will she urge the Government to expediate the ongoing consultation and urgently adopt a robust definition of Islamophobia?

The rise in Islamophobia, which we have all seen in our constituencies—I know I have seen it in mine—is absolutely unacceptable. Hate crime itself is unacceptable, and we need to call it out and root it out. We have the independent working group, which is soon to advise Ministers on the definition of Islamophobia, and we have a wider action plan to tackle the issues. The hon. Member is right to say that we should all be mindful of the language we use and the impact it might have.

I am sorry to hear about the ongoing situation on the estate in my hon. Friend’s constituency. She is right that the buck is being passed for too long from developers to freeholders and others, with no action being taken. This Government are absolutely committed to putting power and agency back into the hands of leaseholders, homeowners and residents, so that they can hold people to account and get remediation works done quicky.

Autism and other neurodiversity conditions in children present challenges to any parents, but sadly stigma and ignorance remain particularly high in some communities, including some parts of the South Asian community. This already adds deep emotional strain to families suffering and navigating complex journeys. That is why the Leader of the House will join me, I am sure, in congratulating sisters Shamina and Hawa Khan, who have just opened Café Neuro in Leicester South. It is a warm welcoming space that is offering not just tea, samosas and sweet treats but training, advocacy and community support. If the Leader of the House is ever in Leicester South, I would be delighted to share a masala chai and samosa with her there.

I thank the hon. Member for his question. As a regular attendee at these sessions for a year now, he has raised issues around autism with me before, so I know it is a keen interest of his. Café Neuro sounds like a great spot, and I will certainly check it out next time I am in Leicester South. NHS England has established a cross-sector taskforce to look at how we can better support people with autism and ADHD, and I will ensure that he is kept updated on that.

We are all concerned about the rise in food poverty in recent years. It is a blight on our country and communities, and we want to put it right. This Government are committed to eradicating child poverty. That is why we have the child poverty taskforce, and we are looking at a range of measures. Just a couple of weeks ago, we introduced an extension of free school meals to all those in receipt of universal credit. That will transform the food poverty issues for young people across our country that my hon. Friend describes.

Last month, I met more than 20 business owners in the hospitality trade in Leicester city centre. They tell me that, due to the rise in national insurance and hikes in business costs, they are on their knees. That is compounded by antisocial behaviour, rising crime and a lack of parking. Will the Leader of the House make time for a debate on the future of our city centres?

As the MP for a rival city centre in Manchester, I am well aware of concerns of the type raised by the hon. Gentleman. We do support our hospitality sector, and we are taking a number of steps to support growth in our economy and to support employment. We had to take tough decisions in the Budget to ensure that our NHS and other public services have the resources they need to ensure that we have a healthy workforce to work in that sector, and that has meant a national insurance rise for businesses.

I join my hon. Friend in celebrating Dubai chocolate, and I congratulate Castle Chocolates in her constituency on meeting that demand. It shows the opportunity that social media brings to small businesses in parts of our constituencies; we should always remember that when we discuss issues around social media. I will join her in having a few Dubai chocolates later.

As a person of Gujarati heritage and an MP who represents a large number of Gujarati constituents, I, too, would like to express my shock, horror and sympathies over the devastating news coming out of India. Like the rest of the House, I pray and hope beyond hope for some good news. Recently, I have spoken to many nurseries in my constituency who have served close-knit, hard-working communities for generations, including Shanklin day nursery, Nursery Rhymes and Saffron pre-school. They all tell me that they are struggling and one is to close imminently, due to a combination of rent increases from the council, increases in employer’s national insurance, the low rate provided by the Government for free childcare places and their no longer being able to charge for additional services. Will the Leader of the House kindly commit to scheduling a debate on how we can improve funding for our vital nurseries?

I join the hon. Gentleman in sending all my thoughts and wishes to his constituents who may be worried and affected by the news coming out of India regarding the inbound flight to Gatwick. It is truly devastating. This Government are committed to more childcare places and more free childcare. That is what we are rolling out. We have more money going into school-based nurseries, too, so that families can access that provision. I hear what he is saying this morning; the issue would probably make a good topic for debate.

Absolutely. We all bring our own special expertise to this House, and my hon. Friend’s expertise is particularly noteworthy—and unique, by the sound of it. I wish him a happy World Metrology Day, and I am really pleased that the Product Regulation and Metrology Bill has come to this House with his arrival here—he can take full credit for it.

A few short years ago, when I was a bright-eyed nine-year-old boy, I visited the Leicester City football training ground on Belvoir Drive. That was the first time I saw a young Gary Winston Lineker. He went on to be my sporting hero, as the top scorer at virtually every football club he played for, the Golden Boot winner at the ’86 World cup and an England captain. For the past 26 years, Gary has been a national Saturday night institution as the face of “Match of the Day”. He has brought us sharp analysis and very dry humour, and when Leicester City won the league, he even brought out his boxer shorts. Will the Leader of the House join me in paying tribute to our Gary for his remarkable run on “Match of the Day” and his contribution to countless childhood cancer charities, and wish him all the best as he signs off from the sofa for the last time this weekend?

Last week, I had the privilege of visiting Ash Field academy, a truly remarkable place in my constituency. It is more than a school; it is a sanctuary for more than 150 extraordinary children, many of whom unfortunately have life-limiting conditions, and physical and mental challenges. Despite that, I was struck by their boundless joy, courage and unbreakable spirit. However, during my visit, I heard the school community’s deep concerns about proposed cuts to post-16 transport funding—changes that would have a devastating impact on the children, their families and the school. Will the Leader of the House join me in celebrating the incredible work of Ash Field academy and its staff—particularly Mrs Martin and Mrs Chamberlain —and will she affirm that access to education, especially for our most vulnerable young people, must never be hindered by a lack of transport?

I join the hon. Gentleman in recognising the great work that Ash Field academy does in bringing so much joy, love and education to all those who go there. He raises the important matter of access to transport funding. That is a matter for local areas, and I am sure that his remarks have been heard. He may want to raise that important issue on Second Reading of the Bus Services (No. 2) Bill, after the recess.

I join my hon. Friend in thanking all the magistrates—as he says, they are volunteers, and they are the backbone of our justice system in this country. I think the issue he has highlighted is one that would gather a great deal of momentum and support, and I implore him to continue campaigning for it.

If the Leader of the House will indulge me, I would like to quote somebody who I suspect has read more books than I have: Albert Einstein. He said,

“The only thing that you absolutely have to know, is the location of the library.”

Libraries are more than just a place of knowledge—they are the lifeblood of local communities, bringing people of all backgrounds together. However, in Leicester, the Labour mayor is looking to slash library services in some of the most economically deprived areas of my great city, and I know the same will be happening in other constituencies up and down the country. Cutting our library services disproportionately affects the most vulnerable in our society, so will the Leader of the House schedule a debate in which we can praise our public libraries and the work of our wonderful librarians across the country, and urge the Government to give more support to local authorities to protect those crucial services?

The hon. Gentleman is absolutely right. Libraries are long-standing services in many of our communities, and they provide a great service to local people. They do not only provide access to books; these days, they provide access to services, the internet and all sorts of other things, to ensure that people have the knowledge and access they need. I am sorry to hear of the plans in Leicester, which I will look into for the hon. Gentleman, but we have given local areas a record settlement in the local government budget, which I hope means that they can keep their libraries open.

As my hon. Friend says, we are committed to introducing a short-term let registration scheme. I will get for her the latest estimation for delivery of that scheme. We are also abolishing the furnished holiday lettings tax regime. I know that both those things will be of great significance to her constituents.

In the words of the legendary rock band 10cc:

“I don’t like cricket…I love it.”

However, with reduced council budgets and annual park budgets falling by 14% over a decade, and with the pressure on urban playing fields meaning that we have lost 50% of playing fields to other developments, clubs in my constituency, including the South Asian and Caribbean cricket clubs, which go strategically from grassroots cricket to professional players, have now found themselves homeless. Will the Leader of the House schedule a debate to discuss the valuable contribution of grassroots sports and how they can be protected in the future by supporting things like “A Better Future for Parks and Green Spaces”?

I am a fan of cricket myself. It is something that my children enjoy, but the hon. Member is absolutely right to identify the diminution we have seen in cricket playing fields, in cricket sports clubs and in grassroots sports over recent years. This Government are committed to grassroots sports. We have put extra money into that, and we are also putting extra money into local government so that it can support the kind of measures he wants to see.
